This article reports findings about Swedes' attitudes towards the welfare state from 1981 to 2010, building on data from the Swedish Welfare State Surveys. Attitudes towards social spending, willingness to pay taxes, attitudes towards collective financing and public organization, suspicion about welfare abuse, and trust in the task performance of the welfare state are tracked. Overall, there is a large degree of stability in attitudes, and where change is registered, it tends to go in the direction of increasing support. More people state their willingness to pay higher taxes for welfare policy purposes; more people want collective financing of welfare policies; and fewer people perceive extensive welfare abuse in 2010 than was the case in previous surveys. Class patterns change so that the salaried and the self‐employed become more similar to workers in their attitudes. Hence, the unprecedented election loss of the Swedish Social Democrats in 2010, and the rise of the Moderates (conservatives) as the dominant party cannot be explained by changing attitudes towards the welfare state. Nor can any corrosive effects from increased marketization of the Swedish welfare state on public support for welfare policies be detected.  相似文献

Generalized social trust is correlated with increased levels of civic engagement, lower crime rates, and greater economic growth. Many scholars believe that equality provides the conditions in which social trust can flourish. Thus, welfare programs might be one way to generate social trust. However, the relationship between social spending and trust is contested: Some argue it is negative, while others argue it is positive. This study examined the effects of total social welfare expenditures on social trust in 18 OECD countries, holding constant individual characteristics, country characteristics, and country and year effects. Fixed effects analyses indicate that every additional percent of gross domestic product spent on social expenditures 5 years prior is associated with a 4.7 percent increased likelihood that respondents of that country will endorse trusting other people. Further testing for reverse causality found no significant association between trust and later social expenditures, supporting the claim that expenditures drive trust instead of the reverse.  相似文献

The number of unaccompanied minors arriving in Sweden continues to rise. The majority are placed in residential care units. This qualitative study aims to increase the understanding given by the professionals to the concept of ‘home’ within the framework of residential care for unaccompanied young people. Data are based on participatory observations at two residential care units, followed up by individual interviews with staff. The findings confirm that the concept of home has a complex meaning involving both objective aspects such as physical buildings, and more subjective components that can be seen as state of mind. The staff's desire to offer an ‘ordinary home’ fails because of the surveillance, their dominant positions and especially due to the legal restrictions that were not initially meant for this target group. Unaccompanied young people have to be considered based on their own specific needs in order to make it possible for society to offer the most suitable care.  相似文献

In recent years the impact of globalisation on the welfare state has become a major issue in comparative policy studies. Some empirical studies demonstrate a negative relationship between globalisation and the welfare state, while others show adverse findings or a non-significant relationship. The impact of globalisation, however, can be neither uniform nor unidirectional because of the differences in the political economies of individual welfare states. Welfare regimes reflect qualitative differences in arrangements of welfare institutions and the associated enduring configuration of the welfare nexus, suggesting that welfare regimes may influence the impact of globalisation on the welfare state. We scrutinise the relationship between globalisation and the welfare state by sampling 18 affluent countries from 1980 to 2001 and concentrating on the mediating effect of three welfare regime types. Our study provides a comprehensive examination of the relationship between globalisation and the welfare state using a state-of-the-art analytical technique – the mixed-effect model. Findings suggest that welfare regimes respond differently to the impact of globalisation and therefore mediate the relationship between globalisation and the welfare state. Globalisation negatively affects the welfare state in a social democratic regime, while it marginally affects the welfare state in liberal and conservative regimes.  相似文献

This article analyses the changing roles of the state, family and market in providing care for older people in Sweden, in relation to Scandinavian welfare ideals of universalism and de‐familisation. Since 2000 every fourth residential care bed has disappeared and the increase in homecare services has not compensated for the decline. Instead family care (defined here as help from adult children and other non‐cohabiting family or friends) has increased in all social groups: help by daughters mainly among older people with shorter education and help by sons among those highly educated. Use of privately purchased services has also increased but continues to play a marginal role. Family care remains more common among older people with less education whereas privately purchased services are more common among those with higher education. This dualisation of care challenges universalism, and working‐class daughters continue to be most affected by eldercare cutbacks.  相似文献

This article argues that the concept of the East Asian welfare regime can be further developed by examining the changing role of the family in welfare provision. Beginning with a brief literature review of the East Asian welfare model, the family has been regarded as the main welfare provider among East Asian societies. Nevertheless, from a policy‐centred perspective, the oversimplified picture of the East Asian welfare model does not reveal how families actually perform in welfare provision or how the dynamic change in the welfare mix for vulnerable groups under the welfare regime has been accommodated. This article presents a case study and shows that while most elderly people in Taiwan still live with their children, who are also their main means of support, a significant number of them are living alone and that much of the economic support they used to receive from nongovernmental organisation now comes from the state.  相似文献

In this article we discuss the emergence of ‘youth unemployment regimes’ in Europe, that is, a set of coherent measures and policies aimed at providing state responses to the problem of unemployment and, more specifically, youth unemployment. We classify these measures and policies along two main dimensions: unemployment regulations and labour market regulations. Using original data, we show how seven European countries locate on these two dimensions as well as within the conceptual space resulting from the combination of the two dimensions. Our findings show cross‐national variations that do not fit the traditional typologies of comparative welfare studies. At the same time, however, the findings allow for reflecting upon possible patterns of convergence across European countries. In particular, we show some important similarities in terms of flexible labour market regulations. In this regard, the recent years have witnessed a trend towards a flexibilisation of the labour market, regardless of the prevailing welfare regime.  相似文献

A major programme of health reform was announced in 2009. China is growing fast, and is beginning to engage with the international social policy community to discuss and review the consequences of rapid industrialization. As a specific part of social policy, health policy shares some of the characteristics of a policy area driven by the consequences of industrialization, but it also has its own particular features. This article reviews the general relationship between state and citizens in the health field by way of an introduction before focussing more specifically on Chinese patterns of health inequalities, and the pressures for reform. The 2009 reform of health policy and its dynamics are then presented, and the article concludes that there has been a deterioration in Chinese health policy, which threatens to undermine the benefits of economic growth for Chinese people.  相似文献

This paper examine how a sample of 301 child welfare workers in Norway, England and California, USA assess risk in cases of domestic violence. Decisions in child welfare cases are made under a high degree of uncertainty, and by using the vignette method, we explore whether child welfare systems and risk assessment approaches result in different assessment of risk level and substantiations. We find both cross‐country differences and similarities: Norwegian workers consider the risk level to be significantly higher than their peers in England and USA. However, workers' justifications for and identification of decisive factors in the case are strikingly similar across countries. These similarities are observed for both high‐risk and low‐risk assessors, and they may exist due to widespread knowledge about domestic violence and its negative consequences. We argue that the international differences in risk level assessments are due to system differences in the countries studied.  相似文献

Research thus far has presented inconsistent findings regarding the effect of multiculturalism on the integration of immigrant youth; however, few studies have focused on making sense of these inconsistencies and further developing research in this field. In the current study, we focus on the possibility that policy arrangements for social welfare may condition the effect of multiculturalism in different directions. Specifically, we hypothesize that the policy mix of generous welfare spending and strong multiculturalism may not aid in the acculturation of immigrant youth in the host country. Cross-national multilevel data from 28,879 immigrant youth in 29 countries were analysed. The results indicate that immigrant youth show higher school engagement in countries with stronger institutionalised multiculturalism. However, this pattern varies depending on the social welfare policies of individual countries. When strong multiculturalism is combined with generous welfarism in a country, it does not positively affect the school engagement of immigrant youth. These findings align with our speculation that multiculturalism is likely to work better in liberal economies than in generous welfare states.  相似文献

Drawing upon insights from historical institutionalism, this article critically examines the origins of social enterprise and its emergence into the mainstream policy arena. It begins by relating the social enterprise idea to major non‐state/non‐private institutional traditions, including the European social economy, US non‐profits and the UK charitable sector, and places it within the specific field of economic and social welfare. In so doing, the article contests the idea that social enterprise is a new phenomenon in the social welfare field and proposes instead that the supposed ‘novelty’ of social enterprise as an organizational form and a subject of public policy lies primarily in the nature of the socio‐political and economic context of the 1980s–1990s, during which time it became ‘en vogue’. The process of institutionalization of social enterprise and its ascension into the mainstream policy arena is examined in more detail in the case of England during the time New Labour was in office and beyond, and lessons are drawn from this experience concerning both the role that social enterprise plays or is expected to play as a vehicle to address economic and social needs, and how this is intertwined with both a dominant neo‐liberal discourse, as well as alternative perspectives that emphasize more equalitarian and sustainable development paths. The article concludes with some reflections in relation to the apparent consensus that seems to exist around social enterprise as a legitimate subject of public policy and the resulting social enterprization of public services which is currently taking place in England.  相似文献

According to Swedish law, an elderly dependent person is entitled to public services in the form of home help in ordinary housing or a place in special housing — i.e. sheltered housing, a residential home or a nursing home. There are no explicit rules for how much home help a person is entitled to given dependency and other factors, nor are there any explicit criteria to guide the admission to special housing. A study was performed in ten districts in Stockholm in order to determine whether there were systematic differences between the districts with regard to the allotment of care and services to the elderly. It was found that there were in fact significant differences that could not be explained by variations in dependency or other factors of importance for the allotment decision. A minor part of these differences was connected to the different background and experience of the assessing person.  相似文献

Latin America is emerging from a century of transformation – from a traditional agrarian to an urban industrial economy – where countries have taken diverse historical paths. Some have almost completed this transformation, others are taking early steps, and most are living through it. State‐led transition has followed two successive development strategies. From the 1920s to the 1980s, state developmentalism, for the most part, successfully assumed the twin challenges of economic and social progress. In the final decades of the century, Latin American states adopted the policies of the Washington consensus, which emphasized the importance of business in the framework of globalization, benefiting the affluent few. However, an unambiguous shift in direction has been taking place in Latin America since the 1997 economic crisis. This article suggests that a new developmental welfare state model is in the making. How will it evolve over the wider space of an increasingly integrated Latin America?  相似文献

This paper focuses on offending behaviour and children in residential care. The paper considers whether children's residential care is a ‘criminogenic’ environment, i.e. whether this type of care environment helps to provide the conditions that produce crime or criminality. The paper draws on the findings from recently completed research on 10 children's homes in a large county local authority in England. This paper focuses on the patterns shown in trend data collected on problematic and offending data across these homes over a 7‐year period (2001–2007) and a 1‐year cohort study of 46 young people. Interviews with care staff and young people are used to contextualize these patterns. The data provide evidence of an environment where conflict and offending behaviour are common. It is argued that the residential care environment, particularly for older teenagers, often presents a set of risks that tend to reinforce offending behaviour and that this is in part due to its ‘last resort’ status.  相似文献

This study investigates why South Korea has maintained a minimalist welfare state with little redistribution of income. Inspired by the behavioral/attitudinal approach of Alesina and his colleagues, this study focuses on the perception that people who do not work become lazy. This belief is related to the anti-welfare sentiment that non-working benefits encourage laziness. This study shows that perceptions of work and laziness are associated with preferences for redistribution, not only among South Koreans, but also among individuals in Organization for Economic Cooperation and Development (OECD) member countries. Further, such perceptions are also associated with the redistribution policies chosen in a country. This study provides evidence that societal beliefs about work and laziness, along with several other political and economic factors, such as pre-tax income inequality, political institutions, and union density, may explain the small-scale redistribution in South Korea.  相似文献

In the context of rising need for long‐term care, reconciling unpaid care and carers’ employment is becoming an important social issue. In England, there is increasing policy emphasis on paid services for the person cared for, sometimes known as ‘replacement care’, to support working carers. Previous research has found an association between ‘replacement care’ and carers’ employment. However, more information is needed on potential causal connections between services and carers’ employment. This mixed methods study draws on new longitudinal data to examine service receipt and carers’ employment in England. Data were collected from carers who were employed in the public sector, using self‐completion questionnaires in 2013 and 2015, and qualitative interviews were conducted with a sub‐sample of respondents to the 2015 questionnaire. We find that, where the person cared for did not receive at least one ‘key service’ (home care, personal assistant, day care, meals, short‐term breaks), the carer was subsequently more likely to leave employment because of caring, suggesting that the absence of services contributed to the carer leaving work. In the interviews, carers identified specific ways in which services helped them to remain in employment. We conclude that, if a policy objective is to reduce the number of carers leaving employment because of caring, there needs to be greater access to publicly‐funded services for disabled and older people who are looked after by unpaid carers.  相似文献

In many countries, new, broad, and normative “conceptions of society” gained prominence that represent fundamentally different discursive alternatives to the classical welfare state. We present two political projects that contain radical alternative conceptualizations of the classical welfare state, the “Big Society” in Britain and the “Participation Society” in the Netherlands, and contrast these with Norwegian developments, where no such a radical alternative conceptualization of the welfare state can be found. We show that the British and Dutch political projects were attempts to replace the welfare state, whereas there is no comparable big idea about a radical overhaul of the welfare state in Norway. Our analysis contributes to a better understanding of a fundamental shift in welfare state reform, namely a radical reconsidering of the ideational and normative foundation that defines and underpins what the welfare state is or should be.  相似文献

While public expenditure on health care and long‐term care (LTC) has been monitored for many years in European countries, far less attention has been paid to the financial consequences for older people of private out‐of‐pocket (OOP) expenditure necessary to access such care. Employing representative cross‐sectional data on the elderly populations of 11 European countries in 2004 from the Survey of Health, Ageing and Retirement in Europe (SHARE), we find that OOP payments for health care and LTC are very common among the elderly across European countries and such expenditures impact significantly on disposable income: up to 95 per cent of the elderly make OOP payments for health care and 5 per cent for LTC, resulting in income reductions of between 5 and 10 per cent, respectively. Failure to prevent financial ruin, as a consequence of excessive OOP payments, is evident in 0.7 per cent of elderly households utilizing health care and 0.5 per cent of elderly households utilizing LTC. Those particularly concerned are the poor, women and the very old.  相似文献
