Overall, 19 percent of small employers offering health benefits made changes to their health plan between 2001 and 2002. Sixty-five percent increased deductibles and co-pays; 35 percent switched insurers; 30 percent increased the employee share of the premium; and 29 percent cut back on the scope of benefits. Twenty-six percent increased the scope of benefits offered. Nearly one-quarter of small employers offering health benefits think their firm would change coverage and 3 percent think it would drop coverage if the cost were to increase an additional 5 percent. Most small employers offer sound business reasons for offering health benefits to workers. Many report that it helps with employee recruitment and retention, and increases productivity. More than three-quarters report that offering health benefits is "the right thing to do." Most small employers that do offer health benefits report that it has a positive impact on various aspects of the business, such as recruitment, retention, employee attitude and performance, employee health status, and the overall success of the business. Most small employers that do not offer health benefits tend to think that not offering them has no negative impact on the above aspects of their business or the overall success of the business. However, those not offering benefits are more likely than those offering them to report that most of their employees are high-turnover and stay on the job only a few months. Small employers that offer health benefits tend to be distinctly different from those not offering them. Worker income in firms not offering health benefits tends to be considerably lower than in firms that do offer them. Employers not offering health benefits are more likely than those offering them to have a smaller proportion of full-time employees, and employers that do not offer health benefits have a larger proportion of females, workers under age 30, and minority employees. Of small employers that offer dependent coverage, more than 40 percent report that workers do not take coverage for their dependents because the dependents have coverage from somewhere else, but 35 percent report that employees decline dependent coverage because they cannot afford the premiums. Many small employers that do not offer health benefits are potential purchasers. Eleven percent are either extremely or very likely to start offering health benefits in the next two years, and 22 percent are somewhat likely to start offering health benefits.  相似文献

Based on previous evidence of diminishing earnings returns to greater educational expenditures, the hypothesis that southern schools and colleges have greater returns than non-southern schools and colleges is tested but is not accepted. Per pupil expenditures for both school and college, however, significantly raise earnings for southern male full-time workers. The elasticity of expenditure with respect to the wage for high school graduates is 0.1212 for southerners and 0.0360 for non-southerners, and the elasticity for college expenditure is 0.0468 for southerners and 0.0260 for non-southerners. This paper presents an analysis of interviews with Israeli social workers conducted as part of a study investigating the impact of the 2nd Intifada on the work, clients, views and feelings of Israeli Arab and Jewish social workers. The data were generated from 58 interviews with social workers who volunteered to do so. Coming from a sociological perspective, the study focused on how a violent political conflict impacts on two groups of social workers who live and work in the same society, but are likely to have different views about it. Their actions, views, well-being, and values were researched in a context likely to test universal social work values. The findings document a high level of tension and anxiety generated for both groups, very negative impact on clients’ life and views, largely negative effect on welfare services, co-existing with continuous professional development. Social workers’ views of their own national group and the other national group within the Intifada context highlight primarily the empathy with one's own group while lacking in empathy towards the other group, coupled with suspicion and some hostility. The struggle to maintain professional values is expressed only by a minority. The discussion and conclusions look at what social work can learn from the findings in understanding such complex contexts and the response to the challenge they pose to social work.  相似文献

The 1986 Immigration Reform and Control Act (IRCA) introduced substantial civil and/or criminal penalties to employers who hire illegal workers, with the main goal of reducing the demand for undocumented labor. However, in the interest of addressing certain concerns about the law, the Immigration Act of 1990 was passed to require various branches of the federal government to intensify efforts to disseminate the antidiscrimination provisions of IRCA. The authors studied the earnings gap between Mexican, Hispanic, and non-Hispanic white male workers which resulted from changes in both the wage structure and immigration laws of the 1980s. It appears that Mexican and Hispanic workers were adversely affected by the changes. The analysis of data from the 1980 and 1990 1% Public Use Microdata Samples determined that Mexican and Hispanic labor were adversely affected by the increase in the returns to skills during the 1980s given their relatively lower levels of educational attainment and labor market experience. At-risk workers increased their work effort and level of productivity to reduce the effects of legislation-induced employment losses. Data were also used from the National Longitudinal Survey of Youth and the Equal Employment Opportunity Commission for the period 1983-92.  相似文献

The broad goals of child support policy are to keep children in single-parent families out of poverty and to make sure that their material needs are met. One potentially important, but relatively understudied, set of measures of child well-being are health outcomes. A fixed-effects analysis of data from the Child and Young Adult file of the 1979 National Longitudinal Survey of Youth shows that, conditional upon receipt of some amount of child support, higher payment levels are associated with significantly greater odds of having private health insurance coverage and significantly lower odds of poor or declining health status. These effects persist even after controlling for other factors that are likely to be correlated with child support payments, including total family income and paternal visitation patterns.  相似文献

Based on a survey of participants in Canada's Seasonal Agricultural Workers Program, the authors’ three‐stage least squares estimation of a simultaneous equation model finds that migrants’ remittances enhance on‐farm investments in Mexico, which, in turn, increase farm income. Remittances are also found to have a positive influence on non‐farm income in Mexico, by giving respondents the possibility of starting a new business and diversifying their investments. These results support the hypothesis underlying the “new economics of labour migration” that remittances contribute to economic development by relaxing the credit constraint on the investment function of family farms.  相似文献

Men are increasingly the heads of single parent households, yet are often excluded from child welfare research and practice. To better serve all families in the child welfare system, it is necessary to understand the impact of primary caregiving men on children's wellbeing. In this study we investigated the longitudinal effects of primary caregiving fathers' mental health and substance use on child mental health, and examined possible differences by child age and gender. Regression analyses were conducted with the sample of 322 youth living with a male primary caregiver at the first wave of data collection from the National Survey of Child and Adolescent Wellbeing-II (NSCAW-II). We found that father depression at baseline consistently predicted child mental health outcomes three years later, even after accounting for demographics and baseline child mental health. Surprisingly, fathers' substance use did not predict child mental health, and interactions with child age and gender were not significant. Our findings are consistent with a small but growing literature suggesting that efforts to improve engagement of and attention to fathers within research, clinical and policy efforts are likely to be worthwhile.  相似文献

Occupational choice is a significant input into workers’ health investments, operating in a manner that can be either health-promoting or health-depreciating. Recent studies have highlighted the potential importance of initial occupational choice on subsequent outcomes pertaining to morbidity. This study is the first to assess the existence and strength of a causal relationship between initial occupational choice at labor entry and subsequent health behaviors and habits. We utilize the Panel Study of Income Dynamics to analyze the effect of first occupation, as identified by industry category and blue collar work, on subsequent health outcomes relating to obesity, alcohol misuse, smoking, and physical activity in 2005. Our findings suggest blue collar work early in life is associated with increased probabilities of obesity, at-risk alcohol consumption, and smoking, and increased physical activity later in life, although effects may be masked by unobserved heterogeneity. The weight of the evidence bearing from various methodologies, which account for non-random unobserved selection, indicates that at least part of this effect is consistent with a causal interpretation. These estimates also underscore the potential durable impact of early labor market experiences on later health.  相似文献

Abstract

Objective: This study aimed to assess the impact of a health education intervention on health behaviors, self-efficacy, and well-being among college students. Participants: Between March and October 2016, a total of 532 undergraduates participated. Methods: A theory-based intervention was conducted at Wuhan University, China. Participants were assigned to a control or intervention group (IG). The IG attended a 7-week health education class on knowledge, attitude, and practice of health behaviors. Results: Participants in the IG, compared with those in the control group (CG), reported significantly increased prevalence of high physical activity and regular breakfast, as well as lower screen time, sugar beverage intake, and Internet addiction tendency. Furthermore, intervention students improved in health behavior scores (p?=?0.040), compared with the CG, while the changes in subjective well-being and self-efficacy remained similar between the two groups. Conclusions: Health education may promote health behaviors among Chinese college students.  相似文献

The economic impact of emigration on the source country is analyzed through a literature review and a discussion of costs, benefits, and public policy implications. It is noted that "information collected from different sources and settings is needed for cross-validation of assessments and conclusions. Second....the cost/benefit analysis of emigration should be undertaken on a case by case basis. Third...these costs and benefits must be assessed in a long-term framework that considers the socio-economic conditions and the goals of the country....Fourth, effective governmental policies...need to recognize that emigrants generally are highly motivated people [who] are adept at overcoming legal or other obstacles in their path." IMPACT OF THE RECESSION: The 2007-2009 recession has taken its toll on the percentage of the population with employment-based health coverage. While, since 2000, there has been a slow erosion in the percentage of individuals under age 65 with employment-based health coverage, 2009 was the first year in which the percentage fell below 60 percent, and marked the largest one-year decline in coverage. FEWER WORKERS WITH COVERAGE: The percentage of workers with coverage through their own job fell from 53.2 percent in 2008 to 52 percent in 2009, a 2.4 percent decline in the likelihood that a worker has coverage through his or her own job. The percentage of workers with coverage as a dependent fell from 17 percent in 2008 to 16.3 percent in 2009, a 4.5 percent drop in the likelihood that a worker has coverage as a dependent. These declines occurred as the unemployment rate increased from an average of 5.8 percent in 2008 to 9.3 percent in 2009 (and reached a high of 10.1 percent during 2009). FIRM SIZE/INDUSTRY: The decline in the percentage of workers with coverage from their own job affected workers in private-sector firms of all sizes. Among public-sector workers, the decline from 73.4 percent to 73 percent was not statistically significant. Workers in all private-sector industries experienced a statistically significant decline in coverage between 2008 and 2009. HOURS WORKED: Full-time workers experienced a decline in coverage that was statistically significant while part-time workers did not. Among full-time workers, those employed full year experienced a statistically significant decline in coverage from their own job. Those employed full time but for only part of the year did not experience a statistically significant change in coverage. Among part-time workers, those employed full year experienced a statistically significant increase in the likelihood of having coverage in their own name, as did part-time workers employed for only part of the year. ANNUAL EARNINGS: The decline in the percentage of workers with coverage through their own job was limited to workers with lower annual earnings. Statistically significant declines were not found among any group of workers with annual earnings of at least $40,000. DEMOGRAPHICS: Workers with a high school education or less experienced a statistically significant decline in the likelihood of having coverage. Neither workers with a college degree nor those with a graduate degree experienced a statistically significant decline in coverage through their own job. Workers of all races experienced statistically significant declines in coverage between 2008 and 2009. Both men and women experienced a statistically significant decline in the percentage with health coverage through their own job. IMPACT OF STRUCTURAL CHANGES TO THE WORK FORCE: The movement of workers from the manufacturing industry to the service sector continued between 2008 and 2009. The percentage of workers employed on a full-time basis decreased while the percentage working part time increased. While there was an overall decline in the percentage of full-time workers, that decline was limited to workers employed full year. The percentage of workers employed on a full-time, part-year basis increased between 2008 and 2009. The distribution of workers by annual earnings shifted from middle-income workers to lower-income workers between 2008 and 2009.  相似文献
