There is increased interest in the widespread dissemination of outcome performance data to secure enhanced strategic control of public sector organizations. This paper adumbrates the rationale for such schemes, and outlines the potential distortions induced by excessive reliance on outcome-related performance indicators, inferred from experience in the management control and Soviet literature. The paper gives an outline of the performance review process in the United Kingdom National Health Service, and presents the results of a case study of the impact of the publication of outcome performance data in the maternity services. The research detected many of the expected distortions arising from reliance on performance indicator schemes, and concludes that they may have significant dysfunctional consequences. The paper does not however advocate the abandonment of performance audit in the public sector. Instead, it warns that great attention should be given to the managerial incentives implicit in any strategic control scheme, and that the style with which the scheme is applied will have important bearings on its effectiveness.  相似文献

The use of Performance-Based Management (PBM) by French public organizations has sharply accelerated over the last few years. Moreover, very few studies have analyzed this change. The object of this article is thus to conduct an in-depth analysis of the dynamics of managerial innovation in three French local authorities via the study of the factors that foster the adoption and implementation of PBM by this type of organization. We demonstrate a tendency to overestimate the explanatory power of the neo-institutionalist theories. Indeed, our analysis illustrates a balanced vision of the human, technical and contextual factors at the origin of this type of managerial innovation.  相似文献

The paper presents the findings of comparative and interdisciplinary legal and economic study on managing labour redundancies in seven EU member countries. It is structured for comparability between the systems examined. The introductory section contains an account of the evolution of the French labour market, with special reference to redundancy trends, of the features of the programmes for managing redundancies, of the roles of firms and the ‘external environment’ in handling workforce adjustments. The second section presents a map of policies that work to prevent labour redundancies (preventive measures) such as flexibility, training etc. Next, the instruments for handling temporary labour redundancies (retentive measures) are examined (e.g. short-time working, temporary layoffs etc.). The following section is devoted to instruments and programmes involved in the management of permanent labour redundancies (expulsive measures), e.g. collective dismissals, severance pay etc. The final section provides an overall assessment of the French system for managing labour redundancies, and briefly discusses the national debate on the prospects for reform, in light of the principles and policies of convergence set forth by the European Union.  相似文献

The present study examines whether transformational leadership is associated with clan culture, affective commitment, and organizational citizenship behavior and whether affective commitment is positively related to organizational citizenship behavior. The study also examines whether affective commitment mediates the effects of clan culture on organizational citizenship behavior and whether clan culture mediates the effects of transformational leadership on affective commitment. The results of this study indicate a positive relationship between transformational leadership and clan culture as well as between transformational leadership and affective commitment; no significant relationship between clan culture and organizational citizenship behavior as well as between transformational leadership and organizational citizenship behavior; and a significant positive relationship between affective commitment and organizational citizenship behavior as well as between clan culture and affective commitment . Thus, the results clearly show that affective commitment fully mediates the relationship between clan culture and organizational citizenship behavior and that clan culture partially mediates the relationship between transformational leadership and affective commitment. Theoretical and practical implications of these findings as well as interesting avenues for future research are discussed.  相似文献

This paper analyzes the presence of different managerial approaches in a public organization, the Tuscany Region of Italy. In particular, it highlights the phenomenon of the plurality of frameworks working in the organization, namely Old Public Administration (OPA), New Public Management (NPM) and Public Governance (PG). The transformation and coexistence of the above-mentioned models is tested with a content analysis based on the perspectives of policy makers and top-level managers expressed in interviews and on the context of administration planning and control systems found in documents. Rossiter (2008) attempts to show that traditional measure development procedures are flawed. He illustrates his reasoning using measures of the export coordination construct (Diamantopoulos and Siguaw, British Journal of Management, 17 (2006), pp. 263–282), and ‘corrects’ these measures using the C‐OAR‐SE procedure for scale development. We explain the errors that Rossiter (2008) makes in his application of the C‐OAR‐SE procedure, and in the assumptions inherent in the C‐OAR‐SE procedure. We demonstrate that the ‘corrected’ measure that Rossiter (2008) develops using the C‐OAR‐SE procedure lacks validity. We conclude that the C‐OAR‐SE procedure needs more work if it is become a useful tool for researchers.  相似文献

This study focuses on identifying the specific uses of management control tools in public organizations. This research is based on interviews with managers from 43 organizations in the healthcare sector. Data was analyzed and interpreted through the methodology proposed by Gioia et al. Organizational research methods, 16(1), 15-31, (2013). The different uses specified by managers of these organizations were compared with Henri’s work Accounting, organizations and society, 31(1), 77-103, (2006). Findings show matching elements, as well as differences in public sector specificities. This study ends with a discussion about the non-use of existing tools, the multi-uses of tools and the observable dichotomy between political and management uses.

This paper explores the introduction of New Public Management (NPM) techniques within the UK police service since the late 1990s, and in particular, the impact upon the role of the first line manager: the police sergeant. It draws upon qualitative data collected within 'City Police Service' by means of in-depth interviews with role sets of police sergeants, constables, inspectors and members of the senior management team in two police divisions. After evaluating a number of NPM precepts in the light of the findings, the paper makes a number of conclusions relating to the role of police sergeants. These echo the findings of other research on changes in managerial roles, including a shift towards more strategic responsibilities, but with a significant intensification of work, tighter control and scrutiny through organizational performance management systems, and less daily contact with their police constables. As elsewhere in the public sector, a shift towards becoming a 'practitioner manager' was apparent, but with respect to police sergeants the effect was to limit their ability to provide leadership and support for their constables, and to encourage a greater reliance upon peer group networks and on the constables they supervised.  相似文献

The purpose of this paper is to provide the main results of a study concerning the risk of chlorine transport by train in France. The specific problem of chlorine transport is presented in the framework of a general model for assessing the risk in the transport of dangerous materials. The probability of accidents followed with a chlorine release involving fatalities are put in perspective with other risks having potential health effects on the public. Two types of application of the model are envisaged in relation to the management of risk: the selection of protective measures through a cost-effectiveness approach and the use of the model for a better planning of decisions in an accident situation.  相似文献

Since 1996, when bovine spongiform encephalopathy (BSE) was assessed as a possible human transmissible disease, a variant of Creutzfeldt-Jakob disease (vCJD), French people have entered into a long period of fear and avoidance of beef and bovine byproducts, which produced an unprecedented collapse in the beef market. This article deals with the perceived risk of the "mad cow disease" (MCD) in the French general population. Two surveys were conducted on a representative sample of the adult population, the first one in 2000 during the peak of the crisis and the second one 13 months later in a quieter period. The main assumption we made was that changes in beef consumption are strongly related to the perceived risk of MCD, which we defined as people's cognitive and affective responses to hazard. Our objective was to identify the determinants and consequences of this perceived risk and to compare them in different sociopolitical contexts. The results issued from a bivariate and multivariate analysis show that: (i) the distribution of most of the variables significantly related to the perceived risk identified in the first survey had changed in the second survey, in relation with the reduction of worry and the resumption of national beef consumption; (ii) the propensity for self-protection through avoiding or ceasing beef eating was more related to feelings of worry than to subjective vCJD risk assessments; and (iii) the main determinant of less avoidance to beef products was the preference for beef, a feeling identified prior to emergence of the risk of MCD, remaining unchanged in various contexts.  相似文献

Using the act frequency approach we developed and operationalized two constructs: perceived organizational readiness for change and perceived organizational unreadiness for change. Using a sample drawn from five Canadian public sector organizations, it was found that perceived readiness for change can be conceptualized with three sub-constructs: commitment of senior managers to the change, competence of change agents, and support of the immediate manager. Perceived unreadiness for change had two sub-constructs: poor communication of change and adverse impact of change on work. Using structural equation modelling techniques, the measurement scales of all these constructs were tested for reliability and validity using job stress and perceived organizational support as outcome variables.  相似文献

This study identifies the environmental and personal characteristics that predict employee outcomes within an Australian public sector organization that had, under New Public Management (NPM), implemented a variety of practices traditionally found in the private sector. These are more results-oriented, and their adoption can be accompanied by increased strain for employees. The current investigation was guided by two complementary theories, the Demand Control Support (DCS) model and Conservation of Resources (COR) theory, and sought to examine the benefits of building on the DCS to include both situation-specific stressors and internal coping resources. Survey responses from 1,155 employees were analysed. The hierarchical regression analyses indicated that both external and employee-centred variables made significant contributions to variations in psychological health, job satisfaction, and organizational commitment. The external resources, work based support and, to a lesser extent, job control, predicted relatively large proportions of the variance in the target variables. The situation-specific stressors, particularly those involving harmful management practices (e.g., insufficient time to do job as well as you would like, lack of recognition for good work), made significant contributions to the outcome measures and generally supported the process of augmenting the generic components of the DCS with more situation-specific variables. In terms of internal resources, problem and emotion-based coping improved the capacity of the model to predict psychological health. The results suggest that the impact of NPM can be ameliorated by incorporating the dimensions of the augmented DCS and coping resources into the change programme.  相似文献
