Many governments have established, for various reasons, local confent purchasing rules for companies that wish to operate in their country. These requirements force firms to purchase a certain amount of components from suppliers located in that country. This paper describes local content rules and develops models to select suppliers while satisfying local content provisions. The single plant model can be transformed into a knapsack problem that is solved by a ranking procedure, and the solution provides insight as to the manner in which local content rules impact more generalized models. Furthermore, we illustrate possible negative effects to local industry that may result when governments set the local content percentage too high, and we discuss methods for companies to circumvent local content rules. Finally, we address the issue of local content rules in the context of multi-plant global sourcing decisions, and we provide an efficient solution procedure for the classical plant location model extended to include local content rules at each site  相似文献

本文以公司注册地所在省份网民在百度中对公司股票简称搜索的次数占全国网民搜索总次数的比例,度量公司被本地个人投资者关注的程度,发现A股市场个人投资者显著过度关注本地公司,即在注意力配置上存在本地偏差。基于注意力配置和资产配置的紧密关联,本文利用这一本地关注度指标对A股市场本地偏差现象源自投资者理性的信息优势还是非理性的行为偏差进行了实证检验,发现个人投资者对本地公司的过度关注提高了上市公司风险溢价水平,强化了个股股价与市场、行业以及区域个股的同步性,并削弱了个股的定价效率,表明行为偏差假说对A股市场本地偏差现象更具解释能力。  相似文献

Market Penetration and Acquisition Strategies for Emerging Economies   总被引:1,自引:0,他引:1  
Multinational enterprises (MNEs) are expanding their global reach, carrying their products and brands to new and diverse markets in emerging economies. As they tailor their strategies to the local context, they have to create product and brand portfolios that match their competences with local needs. A multi-tier strategy with local and/or global brands may provide MNEs with the widest reach into the market and the potential for market leadership. However, it has to be supported with an appropriate combination of global and local resources. Foreign entrants therefore have to develop operational capabilities for the specific context, which requires complementary resources that are typically controlled by local firms. As institutional obstacles and weaknesses of local firms often inhibit the direct acquisitions, foreign investors may pursue unconventional strategies to acquire local resources.We outline the strategies for penetrating local markets through multi-tier branding and the acquisition of local firms, and offer new typologies that describe staged, multiple, indirect, or brownfield acquisitions. We illustrate them by analysing the entry and growth of Carlsberg Breweries in four very different emerging economies: Poland, Lithuania, Vietnam and China.  相似文献

Between 2004 and 2010 local area agreements (LAAs) represented a key part of the New Labour Government's agenda for local government in England, which centred on increasing the level of involvement that local areas had in the issues affecting them. To deliver this agenda, New Labour deployed government offices for the regions (GOR) to negotiate with localities on behalf of central government. As part of a broader consideration of the role of regional governance structures in delivering local public services, this paper draws upon the results of a national survey of LAA practitioners in England, and findings from more detailed case study work, to consider the role of GOR in the LAA process. These findings examine the role GOR played in negotiating LAA targets and the extent to which these negotiations allowed local areas to respond to local issues and priorities. Then, by considering local enterprise partnerships and the recently established combined authorities, the paper will consider how localism policy under the Conservative–Liberal Democrat Coalition government, who came to power in 2010, has responded to the lessons of the LAA. In doing so, the paper seeks to fit into the wider discussion about how local public services can be delivered effectively and draw out the challenges faced by those trying to link local and central policy together.  相似文献

The fresh produce supply chain is characterized by large (mainstream) farms that are located far from consumers, and capacity‐constrained (local) farms that are located close to the consumer. In this setting, we study: (i) how leadtime and capacity asymmetry between mainstream and local farms affect a retail grocer's order policy for fresh produce, and (ii) how various operational mechanisms can increase the amount sourced from local farms. We show that this supply chain structure is disadvantageous for local suppliers (farms) because it induces the retailer to treat the local supply as a de facto responsive supply without paying a premium for the responsiveness. This disadvantage is exacerbated when the retailer's objective is to achieve a high service level. We study three mechanisms that can improve conditions for local farms: working with an intermediary, backhauling, and a retail order policy, purchase guarantee, that explicitly supports local farms. The intermediary and backhauling mechanisms help the local farm by making local supply more attractive to the retailer, inducing her to order more locally sourced produce. The intermediary reduces the retailer's overstock and stockout costs whereas backhauling increases the average margin. The purchase guarantee order policy helps local farms at the expense of retail profit. However, we show that purchase guarantee and backhauling are complementary mechanisms that together can benefit the retailer and local farms.  相似文献

Foreign direct investment (FDI) has been known to generate positive externalities to increase the productivity and competitiveness of domestic industries through knowledge and technology spillover. This study focuses on the indirect effect of FDI by investigating whether FDI intensity benefits local firms by enhancing the local intellectual property rights (IPR) environment. We argue that due to the inadequate IPR environment in emerging economies, local firms' intangible resources investment can be negatively related to firm performance. Further, we suggest that FDI intensity can improve the local IPR environment, thereby enhancing the appropriability of local firms' intangible resources investment. We find empirical evidence to support our arguments by examining 70 semiconductor firms in China from 1999 to 2006, and we discuss the theoretical and practical implications of the impact of FDI intensity on the local IPR environment.  相似文献

International joint ventures (IJVs) enable foreign firms to complement their lack of local knowledge and resources by accessing their local partners' knowledge and resource bases. However, IJV formation is not simply a means of overcoming legitimacy-related challenges that stem primarily from a local market's unfamiliarity with foreign firms. This paper proposes that foreign firms can increase the legitimacy of their IJVs to facilitate local market penetration by building interorganizational linkages through which third parties and, especially, prospective customers in local markets can infer the viability and competence of IJVs. Our empirical analyses of manufacturing IJVs in Japan support our arguments.  相似文献

通过建立环境规制中地方规制部门与排污企业的演化博弈模型,研究了博弈双方的决策演化规律,着重分析了地方规制部门环境执法的影响因素,并采用结构方程模型对理论分析结果进行了实证检验。研究结果表明:地方规制部门与排污企业的决策演化规律一共包含12种情形,对方策略既定条件下治污和执法策略的相对净支付决定了博弈主体策略选择。加大中央(上级)环保部门对地方规制部门的奖惩力度、提高环境规制标准,能够促使地方规制部门提高环境执法力度,而且加大奖惩力度的促进作用要大于提高环境规制标准。对环境执法产生负面影响的主要因素是地方政府干扰,其次是环境执法成本。污染削减技术创新既可能提高、也可能降低环境执法力度,实证结果表明其降低了环境执法力度。企业污染物产生量越大,地方规制部门越倾向提高环境执法力度。地方规制部门的环境执法特征是现有政治、经济和环保体制下多方互动的均衡结果。  相似文献

传统经济学隐含的同质性假设无法解释中国不同地方政府在区域环境合作治理过程中表现出的矛盾行为,区域环境合作治理研究陷入困境。通过剖析中国式分权制度背景下地方政府异质性的传导机制,从收入和偏好两个异质性维度出发,建立地方政府有限理性的演化博弈模型,探讨地方政府关于环境合作策略选择的行为演化过程及其收敛趋势。研究结果表明,区域环境合作治理取决于地方政府的收入和偏好差异,以及对合作方的损失补偿或对不合作方施加监管与惩罚的力度。增加地方政府收入、加大对不合作者的监管有利于提高地方政府参与环境合作的概率;适度的偏好异质性有利于促进区域环境合作;而地区间收入异质性不利于促进区域环境合作;在两地方政府收入相当时,一方可以迅速模仿复制另一方的环境策略,表现为相邻地方政府的策略趋同。基于此,提出加强环境监督约束机制,合理设计现行政府激励机制,完善区域之间、中央与地方政府之间环境转移支付制度等对策建议,以期推动中国区域环境合作治理高效执行,促进经济绩效向环境绩效良性转换。  相似文献

This article utilizes a simple model of redistributive politics with jurisdictional specific local projects to analyze the inefficiencies that arise under differing levels of targetability in both taxes/transfers and local projects. The ability to tactically target taxes/transfers and/or local projects leads political parties to engage in pandering to favored groups. However, in equilibrium, we find that greater targetability in the set of available policies actually intensifies the competition between the political parties and so increases efficiency in the provision of local projects. We add to the global–local debate by highlighting concerns with the empirical and conceptual validity of the construct ‘integrated’ as it operates within corporate social responsibility (CSR). We do so by investigating the extent to which foreign national culture and related local issues are incorporated into the CSR policy of 37 multinational corporations, examining strategy development and implementation across global locations. This research suggests that integrated internationalization strategies do not resolve global and local CSR issues. In fact, they reinforce outcomes similar to global strategies, where core issues identified by headquarters are legitimated and local issues are marginalized, an outcome that appears somewhat at odds with the spirit of local responsiveness embedded in CSR thinking.  相似文献

This is a case study of top management in a Swedish pulp industry at Skutskär. After decades of proactive response to change, starting in 1976 the pulp industry experienced a rapid and significant restructuring. In 1992, and after a prolonged hold on local investments, came a large‐scale investment with major labor reductions, which created a local crisis. The aim of this study is to analyze how top managers of a local business plant perceive and explain their citizenship relationship to the community of the company town during a transition period from 1976 to 2007. Our study shows that too much reliance on top management cost reduction requirements and not caring, or underscoring, local social concerns created gaps and local stakeholder distrust. We discuss how prolonged distrust of the company to bear social responsibility ended up in a broken relationship between the company and the local community. Our case indicates at least two problems that must be handled for successful corporate citizenship. First, the traditional control‐oriented management view is too narrow and not adjusted to today's citizenship reality, including how to handle corporate social responsibility. Second, we can see a possibility where the conceived needs on a global corporate level may lead to situations to obscure local needs and consequences.  相似文献

Global production and sourcing strategies of multinational corporations are strongly influenced by the increasing number of Free Trade Agreements (FTAs). Based on the special local content requirements of the North American Free Trade Agreement (NAFTA) for automotive goods, the impact on strategic network design decisions is investigated. The presented model explicitly integrates the different NAFTA legal options to calculate the local content for automotive goods. Furthermore, it considers the possibility to underachieve the local content requirement and to pay penalty duties for NAFTA cross-border deliveries instead. Plant fixed costs have a significant impact on the local content fulfillment and have to be allocated in accordance with the actual plant utilization and the different local content calculation options. Due to the resulting non-linearity of the mixed-integer program, a solution algorithm based on Benders decomposition is presented. In addition, we introduce multiple Benders cuts to improve the efficiency and applicability to real-world planning problems. Compared to piecewise linearization approaches, the run-time can be improved significantly. In a numerical study, the impact of local content requirements on the strategic network design is shown and the different NAFTA options to calculate the local content for automotive goods are compared with each other. Furthermore, computational experiments are performed to evaluate the applicability and efficiency of Benders decomposition.  相似文献

The role of local clusters has been of interest to scholars and policymakers in international business alike. Research found that clusters enable a region to develop faster compared to dispersed economic activity, based mainly on a local concentration of competing and cooperating firms and sophisticated domestic demand. Locating in a cluster has certain benefits for firms stemming from pooling of human capital and supporting institutions varying by industry and international specialization.In this paper, we extend the local view of clusters and emphasize the complementary role of non-local linkages, in particular diasporas, illustrating our model employing the case of the evolution of the Bangalore IT cluster. The novelty of our paper lies in its longitudinal character. We are thereby able to identify how the roles of local and non-local networks differ across life-cycle phases; moreover, we find that diasporas can trigger or accelerate local development. 地方政府的大气污染治理模式主要有属地治理和合作治理模式,合作治理逐渐成为当前大气污染治理的共识。从演化博弈的视角,分析地方政府在大气污染治理中的行为演化路径与稳定策略,探究地方政府间达成并巩固合作治理联盟的因素。比较有中央约束和无中央政府约束下地方政府属地治理和合作治理四种演化博弈结果表明:在属地治理背景下,无论中央政府是否对地方政府进行约束,地方政府均倾向于“搭便车”行为,而中央政府对地方政府的约束在属地治理中面临失灵;在合作治理场景中,地方政府的稳定策略均向达成合作治理或均不治理的方向演进,但在中央政府约束下,地方政府的稳定策略能快速有效得向合作治理的方向演进。为实现大气污染的有效治理,地方政府间必须形成有效的合作治理联盟,合作收益是达成大气污染合作治理联盟的必要条件,而合作成本与中央政府约束的程度决定了合作治理联盟的稳定性。  相似文献

The Multidimensional Assignment Problem (MAP) is an NP-hard combinatorial optimization problem occurring in many applications, such as data association, target tracking, and resource planning. As many solution approaches to this problem rely, at least partly, on local neighborhood search algorithms, the number of local minima affects solution difficulty for these algorithms. This paper investigates the expected number of local minima in randomly generated instances of the MAP. Lower and upper bounds are developed for the expected number of local minima, E[M], in an MAP with iid standard normal coefficients. In a special case of the MAP, a closed-form expression for E[M] is obtained when costs are iid continuous random variables. These results imply that the expected number of local minima is exponential in the number of dimensions of the MAP. Our numerical experiments indicate that larger numbers of local minima have a statistically significant negative effect on the quality of solutions produced by several heuristic algorithms that involve local neighborhood search.Partially supported by the NSF grant DMI-0457473.  相似文献

互联网时代,网络媒体已经成为谣言传播的重要载体,严重威胁到我国的网络空间安全和社会和谐稳定,因此加强和创新对网络媒体的监管,妥善治理突发危机事件网络舆情是各级政府面临的重大挑战。针对突发危机事件网络舆情治理的研究,本文运用演化博弈理论构建了网络媒体与地方政府双方演化博弈模型,在引入中央政府惩罚机制基础上,对比分析了网络媒体与地方政府双方行为策略选择的演化稳定均衡,同时采取多案例进行实证研究,并通过数值仿真分析对模型进行多情景推演模拟。研究结果表明:突发危机事件网络舆情传播热度与网络媒体和地方政府双方的策略选择有着直接关系;若地方政府承受突发危机事件网络舆情恶性演化造成的经济损失与信誉损失持续增大,双方演化系统都会出现周期性波动现象;引入中央政府惩罚机制后,其惩罚力度若高于网络媒体消极应对网络舆情所受到的惩罚和地方政府的监管投入成本时,最终系统会演化至良性状态,研究结论为政府部门在面对突发危机事件网络舆情治理方面提供了新思路。  相似文献

This paper analyses the policy implementation of local crime prevention and community safety programmes in Sweden. It focuses on the clash between the transnational idea-complex and the national context, i.e. the unavoidable policy paradoxes of a transnational idea diffusion, and how they are made sense of when handled at local level. In particular, it emphasizes how actors in socioeconomically different local contexts within the same urban area have partly different reasons and motives for implementation. By using a sensemaking approach, this article contributes to the understanding of how convergence at national level is followed by divergence at local level.  相似文献

  如今的中国市场,诸多行业本土品牌崛起甚至逆袭,消费者对全球品牌与本土品牌的偏好相应逆转。已有研究较为全面地揭示了全球品牌和本土品牌偏好的驱动因素,但本土品牌逆袭过程中全球品牌与本土品牌偏好的驱动因素是否相同、本土品牌逆袭与消费者偏好逆转的互动影响路径是怎样的,对这些问题缺乏探讨。         在梳理相关研究的基础上,以手机行业为研究对象,采用扎根理论的研究方法,通过对网络讨论数据的初始编码、聚焦编码和理论编码,首先研究全球品牌与本土品牌偏好的驱动因素的异同,然后结合对讨论数据的纵向统计结果,研究本土品牌逆袭过程中品牌逆袭与消费者偏好逆转的互动影响路径。         研究结果表明,本土品牌逆袭中,全球品牌与本土品牌偏好的驱动因素模型具有相似的结构,功能价值和社会价值的测量受个人因素调节而影响消费者偏好,但测量功能价值或社会价值的具体因素在全球品牌与本土品牌中存在差异。品牌逆袭有助于提升综合国力、促进消费者成熟,进而驱动消费者偏好逆转;消费者偏好逆转则通过反馈路径帮助品牌进一步逆袭。具体的,消费者对产品特质更加重视,全球品牌的原产国效应和符号价值表现力减弱,本土品牌的口碑效应和符号价值表现力增强,同时消费者的民族主义增强而爱国绑架感减弱,这些因素通过感知价值带来消费者偏好逆转。综合而言,本土品牌逆袭和消费者偏好逆转是互动提升的关系。         研究结果丰富了全球品牌和本土品牌的相关研究,为全球品牌和本土品牌的建设提供了实践启示。产品特质是影响消费者偏好的主要因素,并对其他驱动因素有支撑作用。所以全球品牌和本土品牌都要重视产品的创新和研发,还要根据各驱动因素的变化调整其营销策略。  相似文献
