Objective. This article examines how welfare entry rates changed during the 1990s, and also assesses whether changes in entry rates are accompanied by improvements in the circumstances of families that choose not to receive welfare. Methods. This analysis uses data from the 1990 and 1996 panels of the Survey of Income and Program Participation to identify three cohorts of low‐income single mothers who are potentially eligible for welfare but are not receiving benefits. Multivariate (competing risk) regression models and decomposition techniques are used to identify the factors responsible for changes in welfare entry patterns over the 1990s. Results. We find that welfare entry rates declined during the 1990s with the largest declines coming toward the end of the decade. Neither changes in the characteristics of low‐income single mothers nor improvements in the economy directly account for this shift. Rather, the introduction of new policies like time limits, full‐family sanctions, and family caps under welfare reform, along with unmeasured factors such as changes in attitudes toward work and welfare, account for the drop in welfare entry rates. The analysis also shows that declining entry rates are not accompanied by substantial improvements in the circumstances of low‐income single mothers who are not on welfare. Conclusions. Welfare reform policies adopted during the 1990s reduced entry into welfare, but single mothers who stayed off welfare remained in precarious economic circumstances.  相似文献

Teenage sole mothers in receipt of welfare benefits are seriously affected by systematic and radical restructuring of Aotearoa/New Zealand’s state welfare system since 2008. With few exceptions, the changes oblige beneficiaries to prioritise obtaining paid work. To address questions of how welfare changes and socio-cultural context in Aotearoa New Zealand are experienced by teenage mothers we conducted a narrative study of 10 young women’s stories of sole mothering as beneficiaries. Purposeful sampling was used to recruit young mothers who were attending, or had recently attended a specialist school for teen parents. Thematic analysis of interview narratives represented experiences of financial and social deprivation, negative stereotyping, stigma and resistance. In contrast to the government’s explicit goal of getting welfare recipients into paid employment, the teenage mothers in our study placed full-time mothering as their principal duty. They also acknowledged the material and social advantages of entering paid employment, and were committed to working but only when their child was ‘settled and ready’ – a decision they understood to be their responsibility.  相似文献

Neo‐liberalism represents a significant and enduring shift in the politics shaping social policy. Although frequently ascribed a hegemonic, all‐powerful status that focuses our attention on the coherence found in neo‐liberal policies, this article builds on scholarly work highlighting variegation in the neo‐liberal project across different policy areas, national settings and time periods. Specifically, it employs Peck's and Tickell's (2002) view that neo‐liberalism has gone through multiple phases in response to both external and internal crises as an entry point for studying neo‐liberalism's impact on public support for the welfare state. Drawing upon New Zealand and British attitudinal data, the article argues that public reactions to an early period of retrenchment (‘roll‐back’ neo‐liberalism) differ from those reported in the ‘roll‐out’ or embedding phase of neo‐liberalism implemented by Third Way Labour Governments in both countries. Indeed, continuing public support in many policy areas arguably contributed to the internal crisis that provoked an adaptation to the neo‐liberal project. The article further explores public support for the welfare state following the external crisis provoked by the financial meltdown of 2008–09 asking whether New Zealand and British attitudes showed signs of resisting austerity measures or whether they, instead, indicated a third, ‘roll‐over’ period of neo‐liberalism where the public accepted not only a neo‐liberal economic agenda but also the need for further retrenchment of the welfare state. Conclusions about the politics of social policy at the level of public opinion offer both good and bad news for welfare state advocates.  相似文献

This paper locates the study of Jamat‐ud‐Da'wa (JUD) within the context of global political developments. Premised on the nexus between the local and the global developments, it discusses how changes in the domestic or international arena shaped the policies of JUD after 9/11. It argues that, as a successor to the Lashker‐e‐Toiba in Pakistan, the JUD has been active in the social welfare space. It has moved into roles that reside in the domain of the state's responsibility but have passed to the private sector due to the state's failure to meet the needs of its citizens, including the provision of education and relief and rescue efforts after natural disasters. Though not categorically identified as being part of the jihadi agenda, this activism increases the appeal of the JUD among Pakistani citizens, with a possibility of increasing their declared and/or active support for JUD's views on Pakistan's foreign policy.  相似文献

Social support in single parents' transition from welfare to work: Analysis of qualitative findings Since 1995, single parents have been required to participate in welfare‐to‐work activities. While quantitative meta‐analyses have consolidated the social and economic impacts of such transitions, no attempt has yet been made to synthesise the qualitative evidence. In this article, I offer an analysis of 16 qualitative articles that explore the role of social support in the lives of single mothers making the transition from welfare to work. By focusing on the functions and reciprocal nature of social support, this study examined how welfare‐to‐work programmes shift women's dependence from the state onto family and friends, many of whom are in similarly impoverished situations and/or are unable to provide adequate support. Furthermore, women are often required to reciprocate the support they receive, which creates additional barriers to a successful welfare‐to‐work transition.  相似文献

Fathers can make positive contributions to their children's well‐being. However, involving the literature and this research indicate that fathers are much less likely to be engaged with child welfare services than mothers. This paper reports the findings of life story research with 18 fathers involved with child welfare. It focuses on these men's perspectives of fatherhood and their relationships with their children. Also, reactions to these fatherhood stories from father and service provider focus groups are examined. The findings challenge common perceptions of these fathers and highlight similarities and differences in perspectives between fathers and service providers. Implications for engaging fathers in child welfare practice are discussed.  相似文献

We examined in this study the implications of divorce for mothers' earnings, comparing the 1990s and the 2000s, and illuminating developments in welfare policy for single‐parent families over those two decades. After the welfare reform of 2003, the economic autonomy of single mothers, established through a combination of welfare state‐based benefits and paid labour, was delegitimised, with a turn toward the marketplace. Using a unique data set created for this research by merging Israeli census files for 1995–2008, annual administrative employment records from the National Insurance Institute and the Tax Authority, and data from the Civil Registry of Divorce, we found that most mothers tended to increase their income from paid labor following divorce. However, they did so significantly more prior to the welfare cuts than after the cuts. The results can inform policy discussions about how mothers' postdivorce earnings might be affected by welfare policy shifts.  相似文献

This paper explores the restructuring of the experience of young people's lives. It examines Federal Labor Government youth and education policy apparently developed as a response to the high levels of youth unemployment in place since 1976–77. It argues that these policies have dramatically altered the experience of being young by creating greater dependence and further disempowerment. It argues that young people have become the objects of punitive exercises that deny them their basic rights, disenfranchise them and extend the socially constructed features of adolescence into early ‘adulthood’.  相似文献

This study investigated how working‐poor mothers who withdrew from a US government assistance program were affected by the economy, welfare reform policies, and their own human capital, in terms of their likelihood of returning to welfare and their likelihood of becoming nonpoor through work. The study employed longitudinal data (covering 42 months) extracted from a national data set. The sample for the current study, which relied on event history analysis, consisted of 228 working‐poor former welfare mothers. Results showed that the women's return to welfare was correlated to high unemployment, restrictive welfare policies, enrollment in Medicaid and food‐stamp programs, possession of service‐job skills, and being Hispanic. The women were most likely to attain relative financial independence in the presence of generous government assistance program policies, housing assistance, full‐time employment, operative‐job skills, college education, and marriage. African American ethnicity also made achievement of financial independence more likely.  相似文献

This paper examines the changes in the terms of citizen‐state relations that are coded in Australia's current program of welfare reform. It argues that welfare reform entails a shift from welfare as a limited social right of citizenship to welfare as a form of support conditional upon completing specified obligations, and from the provision of support as a cash payment to support coupling cash with personal services. Together, these shifts have the scope transform the relation between citizen and state fundamentally. This is no less than a shift from social policy citizenship in which claimants are presumed to act on their own behalf to paternalistic support and care directed to reforming character and values as well as to meeting need. The paper argues that this shift violates the fundamental equality essential to social policy citizenship.  相似文献

Dominant social, cultural, and professional discourses view motherhood as the core of a woman's identity. Thus, the identity of women who do not meet the general expectations of motherhood might be negatively affected. Specifically, mothers who are welfare clients may violate the prevailing norms concerning the maternal role. This qualitative study explores how Israeli mothers who are welfare clients construct their maternal identity. Studies of mothers who are clients of welfare services suggest that they feel blamed for being “bad” or “unfit” mothers. However, women occasionally negotiate or challenge the negative perceptions that are forced on them by hegemonic discourses of motherhood. We postulate that such women experience a troubled maternal identity that they negotiate through interactions with others. Accordingly, this study set to explore how Israeli mothers who are welfare clients negotiate their maternal identity in the context of motherhood and welfare discourses. Fourteen participants were interviewed, and the findings illustrate the vulnerability of the mothers and their strategies to construct a positive maternal identity. We discuss the findings in light of the concept of troubled identity.  相似文献

An earlier article referred to the “absent presence” of the perpetrator in the lives of children and their mothers who have lived with domestic violence. It identified the ways in which the shadow of the perpetrator continued and was evidenced in the “symptoms of abuse” that both women and children experienced in spite of his absence. The current article argues that fathers who use violence are actually more present than absent in the lives of children (and women), even following separation. A mixed method approach surveyed men in Men's Behaviour Change Programs (N = 101), and interviewed women who had experienced violence (N = 50). The studies reported that the majority of men in both the quantitative men's study (80%) and the qualitative women's study (77%) had substantial contact with children. The women's interviews highlight the problematic fathering that many of their children experienced, both before and after separation. They reported very high levels of child abuse and poor attitudes to both women and children. The article concludes that the family violence and child welfare systems are poorly configured to address fathers who use violence and continue to hold substantial parenting roles, including following separation.  相似文献

Child welfare officers experience stress from exposure to child neglect and abuse and the burden of responsibility for children's well‐being. This qualitative study addresses the question: How do social workers who are child welfare officers perceive and cope with the influence of their professional occupation on their relationships with their own children? The research is based on in‐depth interviews with a purposive sample of 10 child welfare workers who are mothers (of 2–4 children aged 2–23 years). The data analysis illustrates how the professional identity and the maternal identity of the child welfare officer fluctuate between two positions. The first is ‘anxious motherhood’ in which anxiety is the prism through which the welfare officer views the world as dangerous for her children, stimulating protective, control‐enhancing actions. The second position is reflective motherhood in which the welfare worker struggles with her own stresses and conflicts as a mother and searches for an experience of meaningful, positive motherhood. The findings reinforce the need to raise the consciousness of child welfare officers regarding the impact of encountering distress and trauma on their own well‐being as parents. In this way, they can prevent secondary traumatization and enhance professional and maternal growth.  相似文献

In the 1970s and up until the financial crisis occurred in the late 1990s, Hong Kong prospered in a relatively stable social, economic and political context. Since the financial crisis, however, its population has been increasingly exposed to risk: there has been job uncertainty and decreasing capacity for self‐reliance, leading to a growing reliance on public welfare and on families at a time when both are under pressure. The old welfare policies, unable to cope with the new risks, have been replaced by neo‐liberal reforms, redistributing the roles and responsibilities of the individual and the state, with a greater burden falling on the former. Individuals are required to be prudent to manage risk. While these reforms have relieved some of the burden on the state, both new social risk groups and ‘net taxpayers’ considered themselves to have borne disproportional costs. Society is facing serious problems resulting from ineffective old welfare policies, new social risks due to new policies, and the political upheavals arising from increased social conflicts and weakened social cohesion and solidarity. A further complication is that there is no acceptable platform or agent to negotiate a compromise between the polarized groups. This article argues that reliance on publicly funded risk coping strategies or on neo‐liberal risk prevention and mitigation strategies is not a desirable and sustainable policy. A commonly accepted political platform is required to negotiate a compromise which emphasizes shared and balanced roles and responsibilities, and a well‐conceived combination of risk prevention, mitigation and coping strategies.  相似文献

This exploratory study sought to assess the job satisfaction of employed Australian single mothers who had mandatory employment participation requirements. In particular, we sought to identify the characteristics of the job and the individual that were closely associated with participant's job satisfaction. Self‐report data on job satisfaction, employment characteristics and parenting stress were collected from 155 employed single mothers. Participant job satisfaction was compared to female Australian population norms and linear regression analyses determined the job‐related and individual predictors of single mothers' job satisfaction. Findings from this exploratory study revealed that single mothers involved in a mandatory welfare‐to‐work program experienced significantly lower job satisfaction than the Australian female population. The individual variable, parental distress, negatively predicted each of the six job satisfaction domains while being employed on a casual basis was inversely associated with three domains (job security, work hours and overall job satisfaction). The Australian government purported that making the transition from welfare to work would improve wellbeing for program participants, under the assumption that ‘any job's a good job‘. However, the relatively low levels of job satisfaction experienced by single mothers in the current study provide little support for this assumption.  相似文献

This paper describes and compares the way in which British and Finnish mothers of dual‐career families construct discourses on the work and family interplay. Through this comparison, the paper also considers the presence or visibility of larger welfare state frameworks at the level of the discourse of mothers. The paper argues that, despite the many structural and ideological differences between the British and the Finnish welfare states, mothers living in them often construct their daily lives by using similar discursive frameworks. These discourses are, however, contextualized and interpreted differently. This level of contextualization and interpretation of the discourses is argued to be the stage where the structures and gender constructs of welfare states step in.  相似文献

In principle, Ghana's commitment to the global agenda for improving the welfare of children cannot be disputed. Globalisation has advanced changes in the country's institutional landscape with the introduction of economic reforms and administrative institutional frameworks to improve the welfare of children, amongst others. This article discusses the impacts of two global agendas, the Structural Adjustment Program and the United Nations Convention on the Rights of the Child. It argues that the economic reforms and the legal framework to ensure the welfare of children have not achieved their envisaged goals, because the global initiatives focused on institutional changes, neglecting social factors that cause inequalities. Consequently, these factors have contributed to the inability of adequate service provision for children. To alleviate the problem, this article suggests that a structural social work approach be adopted in Ghana as a complementary strategy to improve the welfare of children.  相似文献

With an emphasis placed on supply‐side interventions such as skills training and incentives enhancement, active labor market polices (ALMPs) are strongly promoted by international organizations and widely adopted across different welfare regimes to boost employment rates. This article first presents the under‐examined relationship between ALMPs and employment precariousness, which has posed a challenge to the neoliberal notion of employability and activation. Youth‐focused employment policies tend to speed up employment entry whilst downplaying the risk of precariousness and the importance of job quality, and thus further reinforcing the belief that engaging in precarious employment is tolerable if not inevitable. The article then examines the case of Hong Kong, which illustrates that its relatively low rate of youth unemployment may conceal the unfavorable employment conditions confronted by youth. It is argued that the service‐led employment policies and short‐term vocational training define the employability of young workers in terms of labor flexibilities. The coined phase of “flexi‐employability” is characterized by promoting youth's readiness for, and adaptability to, the volatilities and changing demands of the labor market. Arguably, the disciplinary approach to youth activation would only strengthen the work‐first principle by enforcing young people to take up jobs available and leave welfare as soon as possible, but without thoroughly addressing the risks and insecurities generated by the labor market in undermining their well‐being.  相似文献

This article reports on a pilot study examining funeral welfare for citizens from low income backgrounds. Through a review of funeral welfare provision in 12 capitalist democratic countries it seeks to inform the current system of state support in Britain, arguing that insufficient attention has been given to funeral costs as a policy issue. Mindful of the British welfare state's original ‘cradle to grave’ ethos, such attention is ever more pressing in light of rising funeral costs, an ageing population and projected increases in the death rate. Arguing that funeral costs are an issue of income support, the article draws on Esping‐Andersen's threefold welfare‐regime typology to situate the British system within a comparative study of funeral welfare that identifies similarities and differences both within and between the three welfare‐regime types. On the basis of an empirical example, the article further argues that systems of funeral welfare reflect the relationship between culture, politics and local practice. The findings indicate that the British system is hampered by a discourse of welfare dependency rather than entitlement, which stigmatises those who need support with funeral costs at a time when they are under pressure to ensure that the deceased person receives a ‘dignified’ send‐off.  相似文献

This paper draws on research into child welfare services in France, Germany and England which compares the subjective experience of mothers who have been in contact with family support and child protection agencies in the three countries. The mothers' stories suggest that successful help‐achieving strategies differ according to the nature of the child welfare regime, and that behaviour which is effective in getting a good response in one country may work less well elsewhere. The stories of two mothers in each of the countries have been chosen to demonstrate how the structures of different social welfare regimes affect the efforts of welfare users to get the help they need.  相似文献
