Using data from a Spanish register on work-related accidents, this paper analyses the effect of contract types on two consequences of accidents: the probability of suffering a serious/fatal accident and the number of working days lost after an accident has happened. The focus is on the difference among temporary workers hired through temporary help agencies, direct temporary workers and open-ended workers. We find that workers hired through temporary help agencies are less likely to suffer serious/fatal accidents and the durations of their absences are shorter when they do, compared with workers holding either open-ended contracts or direct temporary contracts once personal, job and accident characteristics are controlled for.  相似文献

Workplace accidents involving machines are relevant for their magnitude and their impacts on worker health. Despite consolidated critical statements, explanation centered on errors of operators remains predominant with industry professionals, hampering preventive measures and the improvement of production-system reliability. Several initiatives were adopted by enforcement agencies in partnership with universities to stimulate production and diffusion of analysis methodologies with a systemic approach. Starting from one accident case that occurred with a worker who operated a brake-clutch type mechanical press, the article explores cognitive aspects and the existence of traps in the operation of this machine. It deals with a large-sized press that, despite being endowed with a light curtain in areas of access to the pressing zone, did not meet legal requirements. The safety devices gave rise to an illusion of safety, permitting activation of the machine when a worker was still found within the operational zone. Preventive interventions must stimulate the tailoring of systems to the characteristics of workers, minimizing the creation of traps and encouraging safety policies and practices that replace judgments of behaviors that participate in accidents by analyses of reasons that lead workers to act in that manner.  相似文献

This paper begitis by cotisidering the effects of the business cycle upon the incidence of industrial accidents in British manufacturing industries, arguing that a generalized discussion of such cycles obscures important aspects of the political economy within individual cycles. In particular, the strength of the labour movement is related to the incidence of accidents at work. Since the trade unions are only one part of the tripartite system of the legal regulation of safety in British manufacturing industries, the paper goes on to consider the effects of recent material and ideological initiatives on the part of both the government and employers upon the ability of the Health and Safety Executive in general and the Factory Inspectorate in particular, to fulfil their role in this tripartite system of self-regulation. As a result of weakened trade unions and emasculated regulatory agencies, it is argued that there has been a virtual demise of this system of self-regulation. While the analysis outlined does not suggest that this demise is causal of the decline in safety performance across much of British manufacturing industry in the present decade, the paper does argue that the role of the law and its (non) implementation is not an insignificant factor in explaining this decline.  相似文献

Public service announcement (PSA) campaigns have traditionallyrelied on donated rather than paid advertising media. Recently,however, both government agencies and charitable or ganizationshave questioned whether donated-media strategies should be abandonedfor paid-media PSA campaigns. The present research examinesthis issue in a three-market field experiment comparing theeffectiveness of "paid versus donated" PSA cam paigns in decreasingyouthful male drinking and driving. Depen dent variables include(1) self-reports of behaviors from sample surveys and (2) officialcounts of incapacitating and fatal highway accidents. Resultsshow that both campaigns were equally effec tive and both werecost efficient. Thus, in light of these results, it is recommendedthat social marketers not abandon donated-media PSA campaignsfor paid-media PSA campaigns.  相似文献

Poor air quality has been affecting the Chinese people for many years due to the country’s speedy industrialization and urbanization. However, very few initiatives had been taken by civil society until 2011. The air pollution campaign between October 2011 and March 2012 initiated on a Chinese microblogging website, mobilized millions of citizens and effected policy change. It is often seen as a milestone in the chronology of public participation in China. Using process tracing, participant observations, framing analysis and in-depth interviews, the article analyses this campaign by revealing its major actors and frames mobilizing issue entrepreneurs and environmental publics. Our analysis generates two findings: first, microblogging platforms can greatly expand the networks of Chinese environmental activists by involving public figures and governmental agencies; second, the frame which links air pollution to health and appreciates governmental efforts is critical to the success of civic participation in China’s environmental governance.  相似文献

This article sets out to establish a taxonomy of Christian faith-based humanitarian agencies, challenging assumptions that such agencies are similarly informed by Christian theology and pursue a uniform mission. Christian principles and missionary efforts are central in the development of humanitarianism, and the agencies associated with the Christian tradition comprise a prominent and growing portion of international humanitarian agencies. Little, however, is known about how Christian faith-based agencies diverge from one another in their orientation and operations, how their theological tradition shapes their humanitarianism, and whether or how they are distinct from secular agencies. Examining the humanitarianism of Christian faith-based agencies in light of their theological roots, this article delineates three classifications of Christian faith-based agencies: Accommodative–Humanitarian, Synthesis–Humanitarian, and Evangelistic–Humanitarian agencies. The study demonstrates the importance of distinguishing not simply between faith-based and secular agencies, but among faith-based agencies themselves.  相似文献

The objective of this study is to reach a better understanding of accidents on Swedish roads involving tractors and to suggest ways of preventing them. In an earlier study we analyzed police-reported fatal accidents and accidents that led to physical injuries from 1992 to 2005. During each year of this period, tractors were involved in 128 traffic accidents on average, an average of 7 people were killed, 44 sustained serious injuries, and 143 sustained slight injuries. The number of fatalities in these tractor accidents was about 1.3% of all deaths in traffic accidents in Sweden. Cars were most often involved in the tractor accidents (58%) and 15% were single vehicle accidents. The mean age of the tractor driver involved was 39.8 years and young drivers (15-24 years) were overrepresented (30%). We are now increasing the data collected with the years 2006-2010 in order to study the changes in the number of accidents. Special attention will be given to the younger drivers and to single vehicle accidents. Based on the results we aim to develop suggestions for reducing road accidents, e.g. including measures for making farm vehicles more visible and improvement of the training provided at driving schools.  相似文献

This study explores the degree that social service agencies are aware of the ADA, the degree that agencies perceive they comply with the ADA, and the barriers these agencies face in making their services accessible. The directors of 28 randomly selected rural social service agencies in a midwestern state completed semi-structured telephone interviews. Interviews explored respondents& knowledge of the ADA, barriers rural agencies face in providing accessible services, types of accommodations they have made and degree of fit between the ADA and rural agencies. The findings suggest that while the ADA is not a significant burden for rural agencies, there is a need for enhanced training and outreach.  相似文献

Results from a survey of nonprofit human service agencies in Arizona are presented. Most agencies reported steady or declining revenues, increased competition with other agencies, and rising demand for services from clients who cannot pay. The strategies used to adapt to these changes ranged from small-scale productivity enhancements to responses involving a complete restructuring of the agency as well as cutbacks in client services. The discussion focuses on the implications of the results for the continued viability of these agencies and their ability to maintain their commitments to poor clients.  相似文献

A three‐year project placed home‐school support workers in secondary schools. The intention was that they should work closely at operational level with other agencies to provide a cohesive local authority response to the needs of disaffected and excluded youngsters. Crucial distinctions emerged between project constraints, possibilities and benefits for agency personnel in the school‐focused agencies and those external to the school. In relation to the external agencies, support workers fulfilled predominantly an information gathering and sharing role whereby they joined up the solutions of disparate agencies, whereas very effective forms of cooperation developed with the school‐focused agencies. This article examines the role of local development agencies (such as Rural Community Councils and Volunteer Bureaux) in developing and supporting local voluntary action. It finds these agencies equipped with the potential to make a significant contribution to their communities, in particular by taking on a strategic role as catalysts for service development. The article ends with a series of recommendations both for the management of these agencies and for the roles of central and local government in supporting them. Taken together, these recommendations specify the preconditions for the successful realization of this potential of local development agencies.  相似文献

Student-run communications agencies mimic professional public relations and advertising agencies by providing students with a professional environment in which to work on real projects for real clients. This study involved a survey of agency advisers at AEJMC universities and ACEJMC-accredited universities to evaluate the attributes, structure, and perceived student learning outcomes of agencies in the U.S. Though agencies vary greatly in how they are structured and managed, this study suggests student agencies in general are indeed beneficial to student learning, particularly in the areas of skills application and professionalism. Despite the benefit to students, agencies receive little funding relative to other campus media and agency advisers often receive limited support for the required time commitment. Agency organization, adviser time commitment, and agency facilities are examined in regard to their impact on agency protocols and perceptions of student learning.  相似文献

Human Services agencies use a wide range of software systems to manage caseloads, maintain records, deliver services to clients, and for interagency communication. Some systems are generic, such as Word or Excel, while some are specialized to the organization, such as specialized databases for tracking case notes. Some software systems are shared across organizations. We surveyed nearly 40 Australian Human Services agencies to ascertain the range of software currently in use by agencies and their opinions on it, with a view to identifying promising new Human Services applications. We interviewed representatives from a selection of smaller agencies. This resulted in detailed feedback on key issues to consider when developing and deploying new Human Services software.  相似文献

The workforce in many countries nowadays is becoming older due to demographic change. Compared with many other occupations, farmers often work until a higher age. This study analysed occupational accidents to farmers in Sweden from an age perspective using data on 223 work injuries on farms and 990 road accidents involving tractors. The results showed that older farmers were not significantly more often injured than younger farmers, but appeared to suffer more hits and kicks from animals and were involved in more vehicle accidents than younger farmers. Older tractor drivers were more often involved in road turning accidents and in overtaking accidents involving private cars. Older farmers also sustained more skeletal injuries and took longer to heal after an accident.  相似文献

Service providers' perceptions of the system of care for homeless youth are described. Face-to-face structured interviews were conducted with staff at homeless youth agencies in Los Angeles County (L.A. County) regarding organizational and staff characteristics, issues affecting youth, types of available services, gaps in services, and barriers to service delivery.Overall, agencies were large, well established, and provided multiple services. Most agencies (62%) were concentrated in Hollywood, a cruise area of L.A. County. Clear distinctions emerged between large and small agencies; large agencies had more resources, more professional staff, were established longer, and were policy advocates. Typical of other US metropolitan areas, services for homeless youth in L.A. County are located in cruise areas, and are not as readily available in other geographic areas. Such geographic barriers to providing a comprehensive and coordinated system of care can affect youth's pathways out of homelessness.  相似文献

This paper analyzes empirical differences in adoption services of public and private agencies. The empirical investigation includes cross-sectional time series aggregated data for the 50 states within the United States from 1996 to 2010 with detailed statistical analysis of the period from 2000 through 2010 for which consistent and comprehensive data exists. Under private agencies, only 11.6 months elapse from the time the courts terminate the natural parents' custody until the child is adopted, while with public agencies the same process lasts for 16 months. Furthermore, during the decade from 1996 to 2006 private agencies completed more adoptions than public agencies. However, the performance gap in favor of private agencies was eliminated in 2006 and in the following years. The results suggest that privatization of adoption of young and healthy children did not show an advantage for private services. However, transitioning adoption services to private agencies for older children or children with complex special needs, improves the adoption services compared with those of public agencies. Subsidization especially improves the adoption of older children and of all children with special needs while it appears to be statistically insignificant or implied as unnecessary for healthy babies.  相似文献

The study examined here tested a resource dependence view of the organization on a sample of nonprofit social service agencies. Results indicated that CEOs of privately funded nonprofit agencies were more likely to use board involvement techniques than CEOs of government‐funded or commercially supported organizations. In addition, privately funded agencies were less vulnerable to economic shock than government or commercially funded agencies, and funding source explained incremental variance in board involvement and vulnerability beyond characteristics of the organization and board. These results provide support for assertions of resource dependence theory and suggest that a CEO's strategic engagement with an organization's board depends in part on the nature and concentration of the organization's resources.  相似文献

This paper is a study in the relatively neglected field of the Sociology of Accidents and is concerned with fatalities in the UK Offshore Oil Industry. The purpose of the paper is to demonstrate the social and organizational causes of these accidents. Common sense and expert opinion both present industrial accidents as products of extra organizational abnormality but evidence from this research locates the causes of accidents in work organization and dependence on bureaucratic rationality. In particular it is shown that the hazardous situations in which the accidents occurred were themselves largely the products of two aspects of the formal organization of work, the 'speed-up’and the practice of ‘sub-contracting’. It is demonstrated that the common sense equation of the‘normal’and the‘routine’inhibited recognition of the organization causes of these accidents. Finally it is argued that, since there is little support for the view that the accident were produced by unique working conditions in the offshore industry, it is therefore likely that the causes of accidents in this industry will be found to exist in other industries.  相似文献
