NASADAD: The view from SAMHSA,from a state and from CMS

Last week, state directors and other attendees of the annual meeting of the National Association of Alcohol and Drug Abuse Directors (NASADAD) were treated to a stunning opening reception by the delegation from Hawaii, including entertaining, dancing, music and delicious food. The next morning, they heard from federal and state officials about important issues they are dealing with — starting with how to use the STR and SOR grants.     

Gender and development from a Christian perspective: experience from World Vision

This article reports the effectiveness of incorporating religious faith in World Vision?s development work and organizational practice for gender issues related problems. World Vision, founded by Bob Pierce in 1950, is a Christian organization whose work includes transformational development, emergency relief, and promotion of justice, public awareness, and sharing the good news of Jesus Christ. As part of their mission, varied programs were developed in response to women's needs and issues. By 1989, the gender issues became the priority for World Vision's Council and International Board. This led to the organization of staff to manage programs to promote gender issues. The gender policy adheres to the norms of World Vision?s core values and mission statements, which uses biblical evidences to promote gender equality. The implementation process of the gender policy took a slow pace, which involves awareness building, attitudinal change, and resource allocation, to ensure that the barriers and prejudices that prevent women from full participation are dismantled. Being able to use Jesus' teachings and examples has given the management and the staff of World Vision the ability to promote gender issues with credibility and strength. World Vision will continue to implement good development practices and gender-sensitive programs.     

Rethinking law from below: experiences from the Kuna people and Rojava

ABSTRACT

This article presents a modest summary of the vivid discussions around the role of law and human rights that took place during the workshop ‘Seeking answers from below to the contemporary crisis of democracy’ in Siena in October 2018. Representatives from social movements, CSOs and academic considered law as one of the central issues to be discussed in order to better grasp and counter the global power structures. Law historically serves national and global elites’ interests, being applied to maintain the status quo of social injustice and inequalities. Therefore, this article presents some ideas and provokes some fundamental questions on how law and human rights can be part of an emancipatory project. Based on concrete experiences of the participants, from Rojava to the Kuna people, we critically discuss how legal instruments can be used to strategically defend people’s rights, strengthening the use of law from below.     

Lessons from the courtroom: Perspectives from child welfare attorneys and supervisors

Despite a history of child welfare worker performance difficulty in the courtroom, there has been little documentation regarding specific training needs for worker courtroom practice skills. This study expands the literature on child welfare courtroom practice skills by documenting child welfare worker conduct via perspectives from courtroom attorneys and child welfare supervisors. Separate focus groups with child welfare attorneys and supervisors were held to ascertain best and concerning practices for child welfare workers in the courtroom. Focus group participants identified themes related to preparation, adversarial nature of court proceedings, testimony, reasonable efforts, appearance and mannerisms, esteem of workers, duality of worker roles, and support. Study results have implications for focusing and improving training and supervision.     

Entrance and Exit from the Military

Abstract

The literature that addresses the reasons for entering military service is limited and generally does not report on the experiences of ethnic minority populations. This article reports on findings from a qualitative research study that examined health utilization and health status for a sample of 86 American Indian and Alaska Native veterans. The study generated data that provide interesting insights about the reasons for entering military service and experiences post discharge for this population. The data indicate that cultural material plays a significant role in the decision to enter the military and in the reentry experience of the veterans who participated in this research study. The analysis supports the proposition that despite the diversity that characterizes the American Indian and Alaska Native experience, there are overarching values and belief systems that are held in common across tribal communities which influence the social construction of life and the interpretation of life events.     

Marriage and Women's Earnings from Work

Abstract

Marital status and earnings from work for women are studied using the National Longitudinal Surveys (NLS), Young Women's Cohort. The study focuses on how being continuously married affects the earnings of women from young adulthood through their pre-retirement years. Earnings from work are measured by average annual wages between 1968 and 1999. Bivariate findings suggest that marriage and family are associated with lessening the wage-earning potential of women over the life course but multivariate analysis shows no effect beyond that of other measures accounted for in the study. Education and number of hours worked are positively related to earnings outcomes and the number of dependents has a negative effect. Policy makers who are calling for an increase in marriage-promoting activities for TANF recipients are using marriage as a primary solution for eliminating poverty and thereby ignoring real ways to help women earn more for themselves and their families. The use of TANF funds for encouraging marriage in general is also of questionable economic advantage to non-welfare women.

Differentiation from Ex-Spouses and Stepfamily Marital Intimacy

Based on Masheter's (1991) results supporting the relationship between attachment to an ex-spouse and personal functioning, this study explored the relationship between attachment to an ex-spouse and spousal well-being, specifically marital intimacy in stepfamilies. The sample consisted of 127 volunteer spouses who completed the Masheter (1991) inventory as the measure of differentiation from ex-spouses and the PAIR as the measure of marital intimacy. The study found a significant positive relationship between the two variables. These findings suggest that the relationship between ex-spouses and between current spouses is an important component of counseling with stepfamily couples.     

Ergonomics and sustainability--challenges from global supply chains

The development of globalised supply chains is a major challenge for sustainability. For several years, there has been discussion within the profession whether and how ergonomics and human factors can play a role. Based on our research, we have identified five major challenges from global supply chains especially related to the social aspects of sustainability: (1) criteria for social sustainability, (2) the role of key performance indicators in the management of supply chains, (3) the constant changes in supply chains, (4) the challenge in establishing participation, and (5) the development of agency and regulatory mechanisms. There are obviously no clear and simple solutions to these challenges. One possible avenue for progress might lie in acquiring a greater understanding of the challenges from global supply chains and developing a strategy which combines social and long-term business sustainability. Starting from such a basis, the next step would be to find ways for the ergonomics and human factors community to create international collaboration which can impact specific global supply chains.     

Emigration dynamics from and within South Asia

This review of current knowledge about emigration dynamics from and within South Asia (Bangladesh, India, Pakistan, and Sri Lanka) opens with a brief history of the three phases of emigration from the area since the 1830s (plantation labor; postindependence to the UK, US, Canada, and Australia; and labor migration to the oil-exporting countries). The influence of the creation of Pakistan and Bangladesh is also covered as are British colonial and commonwealth policies. It is noted that migration data are incomplete and that India exhibits an ambivalence about collecting such information. The discussion then turns to emigration since 1970 and considers permanent migration from South Asia to the traditional receivers; South Asian asylum seekers in Europe; South Asian refugees, illegal migrants, migrant workers (flows and destinations), the stock of contract migrant workers (and their characteristics); returnee migrant workers; and skill levels. Analysis is provided of macro level determinants of emigrations such as gross national product (level and growth), the general demographic and social situation, labor force growth and structure, poverty and inequality, and internal and international migration. Environmental factors causing displacement in Southern Asia include floods, cyclones, river bank erosion, drought, and desertification. Global warming could displace millions of people in the region, and development projects have contributed to displacement. The remainder of the report covers political and ethnic factors, micro-factors influencing migration decision-making, the policies of sending and receiving countries, the consequences of emigration, and the potential for migration in the future.

Unions and productivity: Evidence from academe

In order to test competing hypotheses about the effect of unions on labor productivity, we examine research performance in a sample of 889 Ph.D.-granting departments (175 unionized) in public universities. We find no support for the hypothesis that unions enhance productivity in academe. If we compare union and nonunion departments endowed with (sample) mean amounts of labor and capital, we find that unionization is associated with a 17 percent reduction in output of published articles and a 9 percent reduction in peers’ survey evaluations of a department’s level of scholarly achievement.
