We use the National Longitudinal Survey of Youth-Child data to address three questions. First, does the receipt of child support have beneficial effects for children with absent fathers apart from increasing income? Second, do the effects of child support differ when child-support awards and payments are made cooperatively as opposed to being court ordered? Third, are any positive effects of child support solely a product of unmeasured differences among fathers and families? Controlling for the socioeconomic characteristics of the child and family, we find some evidence that receipt of child support has a positive impact on children’s cognitive test scores over and above its contribution to total income. However, the effects vary by test, by race, and by reason for Father’s absence. Our results also indicate that the distinction between cooperative and noncooperative awards is important. Finally, our instrumental variables estimates show that the effects of child support persist after we control for unobserved characteristics of fathers and families.  相似文献

This research examines the relationship between disabilities in families and exits from welfare. Controlling for variations in characteristics known to be associated with welfare exits, this study investigates and documents that specific configurations of disabilities in families are also strongly associated with reduced rates of welfare exits. The impact of a child with a disability on welfare exits is similar to the mother's own disability, with an impact equivalent in magnitude to minority status. The presence of a child with a disability limits the chances that a mother with disability will leave welfare. Our findings add to the literature on welfare dependency and have implications for welfare reforms that emphasize work, self-sufficiency, and reducing poverty.  相似文献

The public concern that immigrant families might be using a disproportionate share of social benefits and transmitting some form of public dependency to their children, combined with the rising levels of immigrants entering the country, fueled the passage of the Personal Responsibility and Work Opportunity Reconciliation Act in 1996, which limited public assistance to many immigrant families. This paper uses the National Longitudinal Survey of Youth 1997 to explore the association between exposure to welfare and young adult outcomes of high school graduation, college enrollment and labor force participation with a focus on parental nativity status as well as broad country of origin group. Results indicate a persistent negative association between welfare legacy and high school graduation; a negative association that is most pronounced for children of natives. Results also show the largest positive effect of welfare receipt among the most disadvantaged group, the young adult children of immigrants from Mexican and Central American countries. The main finding of this study suggests that the negative impacts of welfare receipt might be lessened and in some cases reversed among the young adults from immigrant families. Such findings challenge the common notion that immigrant families use welfare as a crutch across generations and raise serious concern about U.S. immigration and welfare policies.  相似文献

This paper provides an analysis of child care subsidies under welfare reform in the USA. We used data from the 1999 National Survey of America's Families to analyze the determinants of receipt of a child care subsidy and the effects of subsidy receipt on employment, school attendance, unemployment, and welfare participation. Ordinary least-squares estimates that treat subsidy receipt as exogenous show an effect of subsidy receipt on employment of about 13 percentage points. Two-stage least-squares estimates that treat subsidy receipt as endogenous and use county dummies as identifying instruments show an effect of 33 percentage points on employment, 20 percentage points on unemployment, and no effects on schooling and welfare receipt.

In this study, we analyzed whether parents' receipt of welfare affects children's educational attainment in early adulthood, independent of its effect through changing family income. We used data from the Panel Study of Income Dynamics with information on parents' welfare receipt over the first 15 years of childhood. Cross-sectional results show that greater exposure to welfare is significantly associated with children's poorer educational attainment. Family fixed-effect regressions also indicate a negative effect of exposure to welfare, but its overall pattern is less consistent. Although exposure to welfare in early childhood has no effect, in adolescence and, to a lesser degree, in middle childhood, its effect is often negative.  相似文献

Researchers infrequently have focused on assessing the degree to which the changes in welfare policy legislated during the 1990s have affected immigrants' receipt of welfare. Using data from the March Current Population Survey, we analyze the contribution of local labor market conditions to the explanation of relative declines in immigrants' receipt of welfare from 1994 to 2000. The results of a series of models that included labor market-area and state fixed effects indicate that employment and unemployment rates across metropolitan statistical areas and states account for at least one-third of the observed relative decrease among immigrants. The policy implications of the findings are discussed.  相似文献

This paper measures the impact of child support reforms on payments to divorced mothers and welfare participation rates among them. A Stackelberg model of divorced parents’ behavior is calibrated to data from Wisconsin, where child support payments increased from $2,175.35 to $3,431.77 and welfare participation rates decreased from 33.5% to 9% between 1981 and 1992. Results show that new guidelines accounted for 24.4% and improved enforcement for 74% of the increase in payments. Higher payments accounted for a 3.9-percentage-point decline, decreasing welfare benefits an 8.4-percentage-point decline, and the two combined a 15-percentage-point decline in the welfare participation rate.   相似文献

The majority of studies of nonresident father involvement focus on either child support payments or visitation. However, nearly 60% of custodial parents receive in-kind (i.e., noncash) support of some form. Using data from a nationally representative sample of children with nonresident fathers (the Child Development Supplement of the Panel Study of Income Dynamics), we simultaneously investigate via a trivariate probit model the relationships among three aspects of father involvement: child support, in-kind support, and visitation. We find that these dimensions of involvement are positively related and highly intertwined with the strongest positive relationship being between in-kind support and visitation. Additionally, these aspects of involvement have different sets of determinants. Economic characteristics of the resident household are more frequently associated with the receipt of child support, while demographic characteristics of the child, mother, father and resident household are related to all three aspects of nonresident father involvement. Generally speaking, when differences in impacts of determinants vary for lower and higher income resident families, the differences are related to the receipt of child support. Fewer differences are observed with regard to in-kind support receipt or with visitation. Our model also measures how unobserved factors are related to these facets of involvement. Most notable across income groups is that unobserved factors are positively related for child support and in-kind support receipt for higher income resident households. Changing patterns of maternal employment, coupled with stronger work requirements for welfare recipients, are increasing the demand for child care. For many families, the cost of child care creates a financial burden; for mothers with low incomes and those who are former welfare recipients, these costs may be an insurmountable barrier to employment or economic self-sufficiency. Despite increased public spending in this area, the receipt of any child care subsidy appears to be a relatively rare and uncertain event. In this study, we use data from a sample of low-income single mothers (current and recent welfare recipients in California) to estimate the probability of their receiving child care subsidies and the effect of this probability on labor market activity.  相似文献

This paper provides estimates of the effect of child support on exiting and reentering welfare for a sample of divorced women in Wisconsin. Modest amounts of child support do not have large effects on exiting welfare in this sample. The percentage of women who return to welfare is higher than has been reported previously. Differences between immigrant and native households in rates of welfare receipt depend on nativity differences in individual-level rates of receipt, in household size, in mean number of recipients in receiving households, and in household nativity composition. We present algebraic derivations of these relationships and use data from the 1990 and 1991 panels of the Survey of Income and Program Participation to examine empirically the extent to which levels of welfare receipt for immigrants and natives are sensitive to the use of household-, family-, or individual-level units of analysis or presentation. The findings show that nativity differences are statistically significant only at the level of larger units. The results also indicate that if immigrants and natives had identical living arrangements, immigrants' household-level receipt of Supplemental Security Income would significantly exceed natives' receipt even more than it actually does, but the nativity difference in receipt of Aid to Families with Dependent Children (AFDC) would reverse directions. Moreover, the level of AFDC receipt of immigrant households falls significantly below that of native households when native-born children living in households headed by immigrants are treated as if they were foreign born.  相似文献

The objective of this article is to examine if the kind of relationship and the support which mothers offer adult children living outside the home can be explained by different welfare systems and structural indicators. Propositions derived from intergenerational relationship theories and national welfare typologies have been analysed and indicate that there are structural variables that influence the type of relationship and support offered. The data we have used is from the survey “Social Relations and Support Systems”of the International Survey Programme. We selected those respondents whose mothers were alive and did not reside in the same dwelling, a total of 9,261 interviewees. The results of a factor analysis reduce the relationship between mother and child to two dimensions. Both dimensions are correlated with structural factors and make it possible to situate countries based on different welfare models consistent with the literature.  相似文献

This paper examines the effects of stronger child support enforcement and declines in welfare benefits on changes in non-marital childbearing between 1980 and 1996. Economic theory suggests that stricter child support enforcement will increase the costs of children for unwed fathers, making them less likely to have a child outside marriage. Reductions in welfare benefits also are expected to increase the costs of non-marital childbearing for both mothers and fathers. We examine these hypotheses, using aggregate state-level data and fixed effects regression models to identify the effects of policies on non-marital birth rates. We find that both stricter child support enforcement and declines in welfare benefits deter non-marital births. However, the estimated effects of child support enforcement are more robust and larger than those of welfare. The estimates imply that in the 1980–1996 period, increases in child support enforcement led to a decline in non-marital birth rates in the range of 6% to 9%, whereas decreases in welfare benefits led to a decline in the range of 2% to 4%. This paper is an assessment of the impact of child support enforcement and welfare policies on nonmarital teenage childbearing and motherhood. We derive four hypotheses about the effects of policies on nonmarital teenage childbearing and motherhood. We propose that teenage motherhood and school enrollment are joint decisions for teenage girls. Based on individual trajectories during ages 12–19, our analysis uses an event history model for nonmarital teenage childbearing and a dynamic model of motherhood that is jointly determined with school enrollment. We find some evidence that child support policies indirectly reduce teen motherhood by increasing the probability of school enrollment, which, in turn, reduces the probability of teen motherhood. This finding suggests that welfare offices may wish to place greater weight on outreach programs that inform more teenagers of the existence of strong child support enforcement measures. Such programs might reduce nonmarital teen motherhood further and thus reduce the need for welfare support and child support enforcement in the long run.

This paper is concerned with the measurement of individual welfare in labour supply models which allow for the impact of income taxation and income support schemes on labour supply decisions. The paper is motivated by the concern over the need to have measures which can be interpreted easily, which can be compared with net income, and which can be meaningfully aggregated. To illustrate the issues we use estimates of a discrete choice model of labour supply for United Kingdom lone mothers to compute alternative welfare measures which might be considered as having intuitive appeal to policy-makers. We examine the effects of an increase in income on the cohabitation and marriage of single mothers. Using data from an experiment that resulted in randomly assigned differences in child support receipt for welfare-receiving single mothers, we find that exogenous income increases (as a result of receiving all child support that was paid) are associated with significantly lower cohabitation rates between mothers and men who are not the fathers of their child(ren). Overall, these results support the hypothesis that additional income increases disadvantaged women’s economic independence by reducing the need to be in the least stable type of partnerships. Our results also show the potential importance of distinguishing between biological and social fathers.  相似文献

In modern welfare states, family policies may resolve the tension between employment and care-focused demands. However these policies sometimes have adverse consequences for distinct social groups. This study examined gender and educational differences in working parents’ perceived work–family conflict and used a comparative approach to test whether family policies, in particular support for child care and leave from paid work, are capable of reducing work–family conflict as well as the gender and educational gaps in work–family conflict. We use data from the European Social Survey 2010 for 20 countries and 5296 respondents (parents), extended with information on national policies for maternity and parental leave and child care support from the OECD Family Database. Employing multilevel analysis, we find that mothers and the higher educated report most work–family conflict. Policies supporting child care reduce the level of experienced work–family conflict; family leave policy appears to have no alleviating impact on working parents’ work–family conflict. Our findings indicate that family policies appear to be unable to reduce the gender gap in conflict perception and even widen the educational gap in work–family conflict.  相似文献

It also examines whether welfare participation is directly associated with longer spells of headship. The study employs a simultaneous hazards approach that accounts for unobserved heterogeneity in all of its transition models and for the endogeneity of welfare participation in its headship model. The estimation results indicate that welfare participation significantly reduces the chances of leaving female headship. The estimates also reveal that more generous welfare benefits do not directly contribute to headship but rather contribute indirectly to headship by increasing the chances that a mother will enter welfare and consequently remain a single mother for longer. More generous Earned Income Tax Credit benefits are associated with more stable arrangements for both headship and welfare participation. Other measures of welfare policies, including indicators for the adoption of welfare waivers and the implementation of Temporary Assistance for Needy Families programs, are generally not significantly associated with headship or welfare receipt.
