This paper presents the findings of a study that looked at social workers' perspectives on parental engagement in making the difficult choice of either taking the child into care or keeping the family together. The paper first explores the specific context of children at risk in Romanian society and explains that in this middle‐income nation there is an absence of evidence‐based risk assessment tools, which prompts social workers to use their own ‘common sense’ risk assessment indicators. The findings of this small‐scale, non‐representative study on several public non‐voluntary child protection services in Romania suggest that social workers' perceptions of specific dimensions of parental engagement in non‐voluntary child protection may influence service delivery decisions and outcomes.  相似文献

Although child neglect is arguably the most prevalent form of maltreatment in the western world, studies of social work practice in cases of child neglect are limited. This paper seeks to add to the body of knowledge by describing a small‐scale study completed in the Republic of Ireland of social work assessments in cases of child neglect. The findings are based primarily on an analysis of case files, but reference is also made to practitioners’ and managers’ responses to a postal questionnaire and focus groups. The study findings highlight that social workers interpret the assessment task and process in different ways. Variations in the interpretation of the task appear to be influenced by workload pressures, resources and local systems, with teams focusing either on immediate safeguarding issues or on both safeguarding and the longer‐term welfare of the child. Individual variations amongst workers irrespective of team were more apparent in the way practitioners approached the assessment task. For example, practice varied regarding which professionals and family members were contacted as part of the assessment, the type of communication workers had with children and carers, and the use the social workers made of information on case files. The paper concludes with a discussion of the role of the team in determining the focus of assessments and the subjective factors which impact on the way the individual social worker works with children, families and other professionals.  相似文献

Court proceedings are a fundamental and increasingly time‐consuming aspect of social work practice. However, to date, there is a relatively modest body of literature considering the experiences of social workers in instituting child care proceedings and giving evidence in court. This paper draws on data gathered as part of an in‐depth qualitative study of professional experiences of District Court child care proceedings in Ireland and presents findings regarding the experiences of social workers in bringing court applications for child protection orders. It seeks to answer 2 key questions: First, how do child protection and welfare social workers experience the adversarial nature of child care proceedings in the District Court? Second, what are the views of child protection and welfare social workers on the strengths and weaknesses of child care proceedings as a decision‐making model for children and young people? The main findings are that social workers expressed significant reservations about the predominantly adversarial model that currently operates in Irish child care proceedings and about the level of respect that social workers are afforded within the operation of the system.  相似文献

This paper draws on the findings of a project, funded by the Economic and Social Research Council of the UK, examining how child and family multidisciplinary teams learn and work together. It outlines the approach taken by the research team before going on to explore New Labour policy around ‘joined‐up thinking’. The paper focuses on the role of social workers in the teams and uses qualitative data to explore the experience of social workers in relation to four key issues: models of professional practice, status and power, confidentiality and information sharing, and relations with external agencies. We argue that these are complex and contested issues that are challenging for the workers concerned. We conclude that whilst joined‐up working is complex and demanding, social work is well situated to meet the challenge, and that social workers in multidisciplinary teams are committed to making them work.  相似文献

Despite the importance of decision-making in child and family social work, how social workers make sense of information in undertaking assessments and making decisions has received limited attention. Drawing on an ethnographic study of four child and family social work teams across two English local authorities, this article demonstrates how social workers make sense of the lives of children and families through a story-building process. Data comprise interviews with social workers and supervisors (n = 22), recordings of one-to-one supervision (n = 17) and observations of everyday case-talk (n = 21). A model of social work sensemaking is offered, consisting of three stages: (1) initial formulations, (2) developing the narrative and (3) adopted account. Across these stages, social workers engage in different forms of sensemaking activity, such as case framing, testing and weighing information, and generating hypotheses. Collegial and supervisory case-talk provide opportunities for social workers to scrutinize their developing narratives; however, some forms of case-talk can limit or shortcut sensemaking. This model has applications for practitioners and organizations as a tool to promote reflection on how social workers make sense of their cases. Further recommendations include social workers having access to formal and informal reflective spaces where sensemaking case-talk can take place.  相似文献

This paper draws on the findings of a research study that examined the factors that influence local decision‐making in cases where a child or young person is being considered by residential workers, social workers and senior managers for placement in a secure unit. After outlining the research problem and case study approach taken, the paper focuses on explicating the findings of the study that relate to the impact of group membership, goals, roles and norms on group performance in such cases. The paper illustrates how attending to these four areas, and the way in which power relations impact on them, may help those developing and managing groups to improve decision‐making practice.  相似文献

This paper explores, from a UK perspective, issues surrounding policy and practice in cases of neglect, which inevitably involves emotional abuse. It does not address cases of emotional abuse in which neglect does not occur. The paper argues that there is a sufficient body of knowledge on the necessary conditions for healthy child development and factors associated with psychological/ emotional disorders in childhood for social workers to be more proactive in work with such cases. There is, however, a need for this evidence to be assembled and organized in ways which will be useful to social workers. Nonetheless, intervention in such cases is unlikely to become more effective unless some of the reasons for the'neglect of neglecf are better understood and addressed. In the second part of the paper, a range of factors influencing such work is considered, related to the professional, organizational and legal context within which social workers in the UK operate.

Involvement of the community is a topic that is gaining increasing importance in the debate on child protection social work. However, the empirical findings that help to understand the factors which enable social workers to involve community actors successfully are still scarce. The article presents the results of an empirical pilot study carried out on a sample of 24 child protection social workers employed in four public agencies in Italy. The results of the research highlight the complexity of the factors that influence the ability of social workers to involve the community in schemes involving children and their families and the importance of constructing a community‐based approach that directly involves local‐level institutions and policy programmes.  相似文献

The legislative framework of social work practice has consistently highlighted the need to work in partnership with parents, with far‐reaching implications for families. However, the importance of engaging fathers in social work practice is an issue that has received limited attention within academic debate and research. A research study undertaken across six family centres, investigated paternal involvement in family centre social work in Northern Ireland. The study involved 46 semi‐structured interviews with social workers, fathers and mothers. This paper presents the views of 22 social workers on the barriers to paternal involvement in family centre interventions. A range of factors were identified which served to inhibit or promote engagement of fathers. There were substantially more deterrents than promoters, a clear indicator of the problematic nature of paternal involvement. The findings highlight that both attitudes and practices of social workers influence the engagement of fathers. Recommendations drawn from the findings are presented for the development of father – inclusive social work practices and research.  相似文献

Assessment and decision-making in complex cases of child abuse and neglect is a difficult and taxing process. Although social workers have become increasingly good at collecting information, often under the direction of agency checklists and manuals, there is less confidence in knowing how to make sense of that information for purposes of assessment and decision-making. Theories help organize knowledge and attachment theory is proving to be a powerful player in helping practitioners make sense of what they know. The paper outlines the basic tenets of attachment theory. When adapted to the context of social work, a key principle of an attachment-based practice is the recognition that young children develop a range of adaptive strategies that are designed to help them cope with, survive, and function in whatever caregiving environment they happen to find themselves, including ones in which there is abuse and neglect. Although these strategies are functional within the context of adverse caregiving environments, they carry the risk of children suffering a variety of developmental impairments and failure to develop social competence. A case is described in which there are elements of abuse and neglect both within and across the generations. An attachment perspective is used to analyse and assess the quality and character of parenting and the different adaptive strategies developed by each child in the caregiving context in which they have found themselves. The assessment is then used to inform the decision whether or not to leave the children in the care of their mother or to place them with a long-term substitute family, with or without contact.  相似文献

This article examines parents' involvement in care order decision‐making in four countries at one particular point in the care order process, namely, when the child protection worker discusses with the parents his or her considerations regarding child removal. The countries represent different child welfare systems with Norway and Finland categorized as ‘family service systems’ and the USA as a ‘child protection system’, with England somewhere in between. The focus is on whether the forms and intensity of involvement are different in these four countries and whether the system orientation towards family services or child protection influences practice in the social welfare agencies with parents. Involvement is studied in terms of providing information to parents, collecting information from parents and ensuring inclusion in the decision‐making processes. A vignette method is employed in a survey with 768 responses from child protection workers in four countries. The findings do not show a consistent pattern of difference regarding parental involvement in care order preparations that align with the type of child welfare system in which staff work. The goal in each child welfare system is to include parents, but the precise ways in which it is carried out (or not) vary. Methodological suggestions are given for further studies.  相似文献

Summary This article argues that social workers and the general publicneed a clear understanding of the distinction between avoidableand unavoidable mistakes in child protection work. The publicis understandably distressed when a child dies and is rightto demand an inquiry to check the quality of help provided.But a child's death is not proof that any professional was incompetent.Our limited knowledge and the complexity of assessing risk meanthat professionals can only make the best judgement on the availableevidence. Analysis of forty-five inquiry reports shows thatinquiries appreciate this; in 42 per cent of them social workerswere not criticized. The analysis however also reveals one persistenterror: social workers are slow to revise their judgements. Psychologyresearch indicates that this error is widespread and by no meanspeculiar to social workers but it means that misjudgements aboutclients that may have been unavoidable on the limited knowledgeavailable when they were made continue to be accepted despitea growing body of evidence against them. Social workers needa greater acceptance of their fallibility and a willingnessto consider that their judgements and decisions are wrong. Little research has been done into what social workers do in everyday child protection practice. This paper outlines the broad findings from an ethnographic study of face‐to‐face encounters between social workers, children and families, especially on home visits. The social work practice was found to be deeply investigative. Children's bedrooms were routinely inspected and were the most common place where they were seen alone. A high proportion of children were not seen on their own because they were too young and the majority of the time was spent working with parents and children together. Small amounts of time were spent with children on their own and some first encounters were so rushed that social workers did not even introduce themselves to the child. This arose from two key factors: firstly, organisational pressures from high workloads and the short timescales that social workers were expected to adhere to by managers and Government; secondly, practitioners had varying levels of communication skills, playfulness and comfort with getting close to children and skills at family work. Where these skills and relational capacities were present, social workers were found to have developed deep and meaningful relationships with some children and families, for whom it was apparent that therapeutic change had occurred.  相似文献

It is widely accepted that empathy is important for social work practice, yet there are multiple dimensions of empathy and comparatively few studies of empathy as a component of social work skill. To date, published studies have been quantitative, and as a result, we know little about how social workers demonstrate empathy in practice or what skilled empathic practice in child and family social work might sound like. This study contributes to the development of understanding of empathy as a social work skill through a mixed‐methods analysis of 110 audio recordings of meetings in a child protection service between workers and parents, applying a coding framework for analysis. Findings indicate that workers who demonstrate higher levels of empathy skill use more open questions and reflections in their communication with parents. Further, they demonstrate curiosity about and make efforts to understand parents' often difficult experiences, including a focus on emotions. That the majority of workers were found not to demonstrate a high level of empathy skill presents concerns to be considered by the social work profession. A deeper understanding of empathy presents an opportunity for an increased focus in organizations to enable workers to demonstrate empathy towards families they work with.  相似文献

This paper reports the findings of an exploratory study of the response of social workers within a community care setting, in a large Dublin suburb, to cases involving men's abuse of women. This research aims to focus on what child protection workers do regarding this abuse, and what they say about what they do, thereby giving readers a sense of the action taking place in this social work team. The data, generated from both qualitative and quantitative methodological research, reflects this aim, as it taps into the working model of responses to men's abuse of women held by social workers, and identifies what influences that, thereby reflecting the realities and constraints of everyday work. At the time the research was carried out (2000), the results confirm that the prevalence of cases involving men's abuse of women on this team was in line with international findings. This research revealed an absence of a team policy, an agreed definition of intimate violence in this context and agency practice guidelines, and illuminated how these gaps act as a deterrent to effective intervention. This paper explores some of the ethical and practical dilemmas that may arise for child protection social workers intervening in cases where the abuse of women by men is present. Recommendations arising from this research identify a need for a clear policy and best practice guidelines for social work staff in relation to this abuse.  相似文献

This article conceptualises the role of emotion in social work home visits. It draws on findings from a qualitative study of initial child protection home visits in the United Kingdom. The research used narrative interviews and focus groups to examine how emotions arising from visits were registered in social workers' narratives. These visits were often challenging; social workers needed to manage their own emotions and those of the family, while at the same time investigating concerns and assessing need. This article identifies seven key emotional experiences associated with the home visit from the perspective of the social worker: going into the unknown; being intrusive; being disliked; fear of harm to self; fear of causing or allowing harm; pain, disgust, and distress; and “absorbing” emotion. It is argued that emotion plays a central role in home visiting and that professionals' emotional responses have important implications for the way they make sense of, and manage, home visits. Emotion is therefore conceptualized as both a potential resource and risk for social workers' professional judgement and practice.  相似文献

This article reports findings from a 13‐month ethnographic study of knowledge use and expertise among 78 workers in a U.S. residential treatment center for children. It investigates the question of how youth care workers developed expertise in an organization that did not require graduate professional education and provided little didactic training. It demonstrates how processes of informal apprenticeship allowed some workers to develop locally recognized expertise through working alongside more experienced peers. It analyzes the puzzling initial finding that workers simultaneously attributed expertise to innate “common sense” and reported that they developed this form of expertise through informal on‐the‐job apprenticeship. Taking a cultural perspective on learning, this article conceptualizes youth‐serving organizations as communities of practice in which informal apprenticeship contributes to the development of locally valued forms of expertise and addresses the question of why youth care workers appeared to differ in their ability to make use of opportunities for such learning. It explores implications of these findings for workforce development in youth residential treatment and for social work education in general, suggesting simple methods for maximizing opportunities for situated learning.  相似文献

Findings from a qualitative study of comprehensive assessments in child protection social work in the UK are discussed. The accounts of social workers in formal interviews, informal interactions and case files are analysed, examining their explanations and understandings of the process of decision making. Two discourses of decision making are discerned: scientific observation and reflective evaluation. Whilst most social workers understand their work, at different times, through both discourses, it is argued that the discourse of scientific observation becomes the dominant one when communicating with other agencies such as the court. The findings are discussed in relation to wider issues in contemporary social work including the bureaucratisation of social work and the nature of assessment.  相似文献

This paper is based on an ethnographic study of the occupational culture of a social work team in the UK. It is a discussion of some key aspects of social workers' construction of women as clients. Data were collected from observation of routine case talk, reading of case files and in-depth interviews with social workers. The conclusion of the research is that three defining discourses can be identified in the culture of the social work office: women as oppressed, women as responsible for protection, and women as making choices.  相似文献
