Indicators and Indices of Child Well-being: A Brief American History   总被引:3,自引:0,他引:3  
This paper traces the history of indicators and indices of child well-being from its origins in the social indicator movement of the 1970s through recent developments in the field. Initial work calling for comprehensive sets of indicators of child well-being and later recommendations for indicator improvement are detailed. Products that resulted from these recommendations, such as comprehensive indicator reports and online resources are described. The development of child well-being indices is shown to parallel the history of indicators. The contributions of state and international indicator and index projects are included as well. Important aspects of child well-being indicator development are uncovered through documenting its history, including the need to focus on subjective as well as objective measures of well-being, and the need to develop indicators for the multiple ecological contexts of children’s lives, but to separate measures of context from measures of child outcomes. A rough consensus emerges across the history of indicator efforts on the critical domains of child well-being: physical, psychological, cognitive, social, and economic well-being. A systematic review the child well-beingliterature in English was conducted withsearches in five databases to assess thecurrent state of child well-being research andanswer the following questions: (1) How is childwell-being defined? (2) What are the domains ofchild well-being? (3) What are the indicators ofchild well-being? and (4) How is childwell-being measured? This review updates andexpands a previous review of the childwell-being literature spanning 1974–1992. Results indicate that well-being is a commonlyused but inconsistently defined term frequentlyincluded in the study of child development. There are five distinct domains of childwell-being: physical, psychological, cognitive,social, and economic. Positive indicators areused more often in the physical, cognitive,social, and economic domains, while morenegative or deficit indicators are used in thepsychological domain. There is littleagreement in the research literature on how tobest measure child well-being.

Health and social indicators that capture the distinct historical, social, and cultural contexts of Indigenous communities can play an important role in informing the planning and delivery of community interventions. There is currently considerable interest in cataloguing and vetting meaningful community-level health and social indicators that could be applied to research and health promotion activities in Indigenous communities in Australia, Canada, and New Zealand, inclusive of conventional indicators as well as measures developed specifically for use in or with Indigenous communities. To avoid haphazard selection of indicators, and to assure the comprehensiveness and relevance of any given set of indicators, a framework that can accommodate and conceptually classify indicators representing a full range of domains is required. We report here on the development of a conceptual framework, by which Indigenous community indicators, and more general community-level social indicators, can be sorted, catalogued, and systematically classified within four hierarchical levels. The indicator framework was developed across Canada, Australia and New Zealand in consultation with academic researchers and Indigenous community stakeholders, building from established health and social indicator systems. The Indigenous indicator framework permits Indigenous communities, public health researchers, and funding agencies to compare and select the most appropriate indicators for application in specific contexts from the multitude of existing indicators.  相似文献

This paper discusses the reasons for the growing demand for social indicators in Hungary and in other European socialist countries. A brief history of the construction of a system of social indicators within the framework of the Council of Mutual Economic Aid is given. The subsystems and the main indicators are described. The present practice and the problems of social classifications used in the social indicator systems and in social surveys are treated. In addition to the existing data sources of social indicators, sample surveys were considered to be necessary to provide a full and detailed view of Hungarian society. In line with the economic crisis and rapid socio-demographic changes, the interest in ??social?? and ??well-being?? indicators has been revived. Social indicator movements of the 1960s resulted in the establishment of social indicator statistical frameworks; that legacy has remained intact in many national governments and international organisations. With this background, this research examines whether existing social indicator frameworks are valid and effective enough to address increasingly complex social issues. The authors argue that, despite some improvements, current social indicators fail to provide an effective framework and tool for measuring the progress of social welfare and also for developing or reforming social policy to cope with newly emerging social problems. While proposing a new social indicator framework based on the Organisation for Economic Co-operation and Development??s pressure-state-response (PSR) model, the paper argues that the new framework should be more than displaying static numbers but should use dynamic statistics revealing causes and effects and shedding light on social and policy changes.  相似文献

County child poverty rates in the US: a spatial regression approach   总被引:2,自引:0,他引:2  
We apply methods of exploratory spatial data analysis (ESDA) and spatial regression analysis to examine intercounty variation in child poverty rates in the US. Such spatial analyses are important because regression models that exclude explicit specification of spatial effects, when they exist, can lead to inaccurate inferences about predictor variables. Using county-level data for 1990, we re-examine earlier published results [Friedman and Lichter (Popul Res Policy Rev 17:91–109, 1998)]. We find that formal tests for spatial autocorrelation among county child poverty rates confirm and quantify what is obvious from simple maps of such rates: the risk of a child living in poverty is not (spatially) a randomly distributed risk at the county level. Explicit acknowledgment of spatial effects in an explanatory regression model improves considerably the earlier published regression results, which did not take account of spatial autocorrelation. These improvements include: (1) the shifting of “wrong sign” parameters in the direction originally hypothesized by the authors, (2) a reduction of residual squared error, and (3) the elimination of any substantive residual spatial autocorrelation. While not without its own problems and some remaining ambiguities, this reanalysis is a convincing demonstration of the need for demographers and other social scientists to examine spatial autocorrelation in their data and to explicitly correct for spatial externalities, if indicated, when performing multiple regression analyses on variables that are spatially referenced. Substantively, the analysis improves the estimates of the joint effects of place-influences and family-influences on child poverty.

This article explores the development of the Good Relations Measurement Framework (GRMF), the first attempt in Britain to create a framework designed to measure how people experience their lives, specifically in relation to their interactions with each other. It provides a reference point for others seeking to construct social indicator measurement frameworks which capture the experiential in the social policy field. In a wider sense, it provides a case study of the use of social indicators within the policy process in the modern polity. The overall objective of the GRMF is to measure the state of Good Relations in Britain. Seven key areas emerged as being crucial for the development of measurement frameworks during the construction of the GRMF. Firstly, a decision has to be taken about the extent to which social measurement frameworks are confined to measurement only or are to have a normative element. Secondly, a working definition of the subject area is needed early in the process. Thirdly, an element of consultation with the public is important. A fourth issue relates to the practical method of construction through the use of ‘long lists’ of potential indicators, and finding a balance between an ‘ideal’ list of potential indicators emerging from public consultation and a second list of existing indicators drawn from existing surveys. A fifth issue relates to the availability of social indicator data at an appropriate geographical level. A sixth issue is that social indicators drawn from different surveys are not always comparable. A final factor is that while quantitative indicators are useful as a tool of social measurement, qualitative research adds a further dimension which is especially important in particular circumstances.  相似文献

Comparative studies of social quality (SQ) are intricately entangled with social indicators for conducting the theoretical analysis of social reality. Thus, how to utilize and compare the data of social indicators constitutes a crucial issue for SQ comparisons. Since social quality studies possess a strong synthetic feature of analysis, the convenient method of indicator studies by listing score ranking by country seems insufficient to meet the research needs. This study will explore a new way of performing SQ comparisons through a measure of mapping that compiles a different SQ profile and elucidates its clustering effect. Through utilizing World Value Surveys, we present data on SQ-related issues from this database and analyze them through a new technical design. In this way, we identify three SQ clusters and providing some explanations about the rationale of this classification, through which the particular method of SQ analysis and their policy implications are demonstrated.  相似文献

Child well-being is described as a social problem, such that in most cases social indicators defined by experts are used, without much input from local and heterogeneous communities. This article makes the case for an innovative way to monitor and explore child well-being globally, while also critiquing currently used indices. Based on Nussbaum’s Capabilities approach, we propose to formulate indices by using GIS and a comprehensive list of relevant geospatial datasets, using uniquely designed meta-layers and feature catalogues. Moreover, we argue that these geospatial data can be collected and mapped by the local communities, through participatory approaches, thus not relying on authoritative engagement and data. This will contribute to the empowerment of communities, making them relevant stakeholders with valued contribution to the process. This paper outlines preliminary work related to concepts and ideas, whereas future work is planned to develop an elaborate and comprehensive GIS model, and conduct further spatial analysis in the framework of a small scale campaign.  相似文献

Underemployment indicators are both ‘objective’ indicators of individual well-being and social welfare and ‘normative’ indicators for programmatic use. Components of an underemployment indicator framework, the Labor Utilization Framework (LUF), are operationally defined and shown to be closely related to a family of proposed alternatives. Using CPS data, a 12-year time series of LUF indicators is developed for the U.S. labor force and its key subgroups. The across-time heterogeneity of the labor force is analyzed in relation to a ‘basic’ demographic group-by-LUF-by-time contingency, showing how the complexity of labor force structure that emerges from a multi-state indicator of underemployment can be rigorously modeled. Standard loglinear models, which focus on the temporal aspects of data from repeated cross-sectional surveys, provide the analytic technique. Changes in the demographic composition of the labor force account for about 30% of the overall period variability, and age structure has made the most important contribution to the compositional change.  相似文献

In comparative welfare state research, the question of how to measure and understand cross-country differences and similarities in extents of public welfare provision has led to a major discussion about the indicators that could be used for this purpose. Much scholarly attention approaching this so-called ‘dependent variable problem’ concentrates on social expenditure or on social rights data as indicators of ‘welfare stateness’ or ‘welfare generosity’. However, recently, micro-level data on benefit receipt as another promising but hitherto underused indicator was brought into this discussion. The article at hand extends existing knowledge about the conceptual, methodological and empirical potentials and challenges of this alternative indicator compared to the two prevailing indicators. For the empirical analysis, it uses cash benefit recipiency data from the EU-SILC to investigate differences and similarities in extents of public welfare provision between 29 European countries for the period 2003–2012. The study reveals parallels to findings from research in which indicators of social expenditure and social rights are applied, but it also adds new insights beyond their cost and paper reality. This is mainly the case where priority is given to household-related assistance benefits rather than individual insurance benefits. The main conclusion of the paper is that the benefit recipiency indicator—despite not being flawless and requiring further research—complements existing knowledge on differences and similarities in welfare provision by European welfare states.  相似文献

Forest-dependent communities can beexemplified in terms of subsistencedependence, park-based tourism dependence, ortraditional logging dependence. In monitoringthe sustainability of these places,researchers have struggled to develop relevantindicators responsive to their unique social,economic, and environmental conditions. Inthis study, we attempt to deal with theseconditions by employing a quality-of-lifeframework in the selection of local-levelindicators, and by scrutinizing theseindicators in term of their relevance tospecific sustainability concerns. We usedworkshops, an indicator evaluation framework,and survey research to identify relevantlocal-level indicators of sustainability intwo Saskatchewan communities. Findingsemphasize the need for caution in assertingthe utility of ``one-size-fits-all' approachesto community sustainability. Recent interest in social indicators of change has emphasized the unidimensional monitoring of social programs. Reciprocal indicators permit the recording of two-dimensional, or contrasting, trends within a selected system thereby providing efficient evaluation of program effectiveness. A religious indicator of congregation size, illustrates the differences in these two forms of indicators. In the following we consider the problem areas of social indicator research which are of concern to the statistician and in which he can prove helpful. Among these are the purposes of social indicators, what social variables should be considered as conceivable variables related to quality of life, what data should be collected taking in account the difficulty of not being able to directly measure variables of interest, how does one collect the data (which is usually in the form of a time series) guarding against multicollinearity, and how should the collected data be handled and analyzed. We discuss why in social indicator research the secular trends, cyclical movements, seasonal variations and irregular fluctuations must be taken into account. Techniques are discussed for relating lead indicators in one time period to coincident indicators in another period. Finally we present a select bibliography in canonical correlation, forecasting, indicators and index numbers, path analysis, regression analysis, simulation techniques, time series analysis and other areas useful in analyzing social indicator data.  相似文献

Composite indicators have been increasingly recognized as a useful tool for performance monitoring, benchmarking comparisons and public communication in a wide range of fields. The usefulness of a composite indicator depends heavily on the underlying data aggregation scheme where multiple criteria decision analysis (MCDA) is commonly used. A problem in this application is the determination of an appropriate MCDA aggregation method. Of the many criteria for comparing MCDA methods, the Shannon-Spearman measure (SSM) is one that compares alternative MCDA aggregation methods in constructing composite indicators based on the information loss concept. This paper assesses the effectiveness of the SSM using Monte Carlo approach-based uncertain analysis and variance-based sensitivity analysis techniques. It is found that most of the variation in the SSM arises from the uncertainty in choosing an aggregation method. Therefore, the SSM can be considered as an effective measure for comparing MCDA aggregation methods in constructing composite indicators. We also use the SSM to evaluate five MCDA aggregation methods in constructing composite indicators and present the findings.  相似文献

Policymakers and social theorists have increasingly come to rely on social indicators to guide their decisions and theories. Social indicators are also useful in bridging theory and empirical research as well as the traditional gap between policymaking and social theory. The concept of social indicators covers interpretation of cultural signs, simple statistical measures, and complex statistical indexes related to sets of domains. The article views the development of child well-being indicators as central not only in the social welfare field, but as an indicator of future societal conditions, given that children’s lives are especially sensitive to social change. The paper addresses the development of indicators of children’s well-being, arguing that the expansion of the field, the complexity of new domains and indicators, and the position of children as “being” and “becoming”, they are citizens of the present as well as being socialized for the future, illustrates that the next crucial step for the field is to further elaborate theories and models.  相似文献

Using multi-dimensional analysis methods, it ispossible to uncover a structure representing therelationship between multiple internationaleducational, social and economic indicators. In thisstudy, we applied Smallest Space Analysis to datacollected by international agencies for 138 countriesand 20 indicators. A preliminary structure was foundand replicated for different data sets. This paper argues for the use of social indicators, in conjunction with the traditional norm-referenced and criterion-referenced tests, to assess the effects of local educational systems. A conceptual framework for the study of educational performance is presented, interrelating (1) personal resources invested by youth, (2) opportunities for development, (3) developmental behaviors, (4) educational system impacts, and (5) other contextual variables, which together affect (6) progress toward adulthood. Four types of variables and 15 content areas that should be monitored are described, with examples of social indicators for each. Procedures are presented for selecting variables, collecting time-series data, and analyzing and reporting the indicators, relying entirely on existing data sources. Appendices include a data base screening form, a statistic screening form, and a list of United States national, state, county, and city sources of time-series data relevant to youth development and educational performance.  相似文献

The dominance of the neoliberal discourse in the sustainability debate has tended to privilege the economy over environment and social dimensions with implications for what is measured by sustainability monitoring systems. Moreover, systems to measure sustainability, including those influenced by neoliberal discourse, lack robust definitions and fail to address the interrelationship between social, economic and environmental contexts. If sustainability indicators are to help understand the interrelated forces driving change, by providing indications of sustainability, then the indicators should be derived from an epistemologically consistent conceptual framework which encapsulates clearly defined phenomena. The paper discusses whether sustainability indicators in the Australian context are derived from an epistemologically consistent framework. It is argued that the validity of current sustainability reporting systems is contestable.  相似文献
