This note presents and comments on the provisional results of the 2001 census of India. For the first time since Independence in 1947 there is clear evidence that the country's intercensal rate of population growth has fallen significantly—from an average annual rate of 2.14 percent between 1981 and 1991 to a rate of 1.93 percent between 1991 and 2001. At the state level there has been little change in the rates of population growth in Uttar Pradesh and Rajasthan, but there are signs of—often quite considerable—reductions in growth rates for most of the remaining states. The provisional census results suggest that there has been a decline in India's population masculinity compared to 1991. But the note contends that this decline is probably largely spurious because females were less fully enumerated in 1991 than they were in 2001. Indeed the sex ratios of the states of Punjab, Haryana, Maharashtra, and Gujarat have become noticeably more masculine, which may partly reflect the influence of sex‐selective abortion.  相似文献

This study uses the large, but neglected, body of Indian historical demographic and health data to show that smallpox was a major killer in past times. At the start of the nineteenth century roughly 80 percent of India's population had no effective protection against the disease, and in these circumstances virtually everyone suffered from it in childhood. The main exception was Bengal, where the indigenous practice of inoculation greatly limited the prevalence of the disease. Smallpox case fatality in India was high—around 25–30 percent in unprotected populations—and significantly higher than estimated for unprotected populations in eighteenth-century Europe. Although vaccination reached India in 1802, the practice spread slowly during the first half of the nineteenth century. From the 1870s onward there were considerable improvements in vaccination coverage. The study demonstrates a close link between the spread of vaccination and the decline of smallpox. Whereas at the start of the nineteenth century the disease may have accounted for more than 10 percent of all deaths in India, by the end of the century smallpox had become a comparatively minor cause of death as a result of improved vaccination coverage.  相似文献

Life expectancy at birth in the United States during the twentieth century was lower than in many other highly developed countries. We investigate how this mortality disadvantage in the last 100 years translates into the number of hypothetical lives lost and their sex and age structure. We estimate the hypothetical US population if it had experienced in each decade since 1900 the mortality level of the country with the then highest life expectancy and compare the results to the actual figures in 2000. By 2000, the number of additional people who could have been alive had the mortality levels in the United States been as low as those in countries with the highest life expectancy was 66 million. This number is distributed equally between males and females. Suboptimal mortality at reproductive ages is crucial for the cumulative effect of potential lives lost, resulting from premature deaths of women who could still become first‐time mothers or bear additional children. Out of the 66 million additional persons who could have been alive in 2000, 45 million are attributable to those indirect deaths. Although the differences in the composition of the population by sex and age under the two mortality regimes are minor, the majority of people who might have been alive—54 million—were of working age or younger.  相似文献

Provisional estimates from the 2001 census of India, which showed unusually high sex ratios for young children, have sparked renewed concern about the growing use of sex‐selective abortions to satisfy parental preferences for sons. According to the 1998–99 National Family Health Survey (NFHS‐2), in recent years the sex ratio at birth in India has been abnormally high (107–121 males per 100 females) in 16 of India's 26 states. Data from NFHS‐2 on abortions, sex ratios at birth, son preference, and the use of ultrasound and amniocentesis during pregnancy present compelling evidence of the extensive use of sex‐selective abortions, particularly in Gujarat, Haryana, and Punjab. The authors estimate that in the late 1990s more than 100,000 sex‐selective abortions of female fetuses were being performed annually in India. Recent efforts to expand and enforce government regulations against this practice may have some effect, but they are not likely to be completely successful without changes in the societal conditions that foster son preference.  相似文献

China conducted its sixth modern census in 2010, recording a total of 1.34 billion people. This article presents an overview of the early census results. The data are of reasonable quality but contain some apparent defects where adjustments may be required. The census confirms that China has entered the era of demographic modernity and depicts the vast transformation of the country's rural‐urban distribution. Life expectancy has risen by 3–4 years in the decade since the last census, while fertility remains well below replacement—probably as low as 1.5 births per woman—and the sex ratio at birth is still significantly elevated. Low fertility and falling old‐age mortality are leading to continued and rapid population aging. Several coastal provinces grew by as much as 40 percent in the last decade, while a number of inland provinces have recorded population decline. China has reached an overall urban proportion of 50 percent.  相似文献

The driving forces of economic growth, according to the mainstream of classical economic thinking, are threefold: technological innovations, the opening up of new territories and discovery of new resources, and increase in population. In interaction, in an entrepreneurial market economy, these forces generate growth not only in the aggregate but also per capita. Evidence of their power was seen in the long stretch of rising living standards in the West over the nineteenth century, despite the ups and downs of the business cycle. However, the economic experience of the interwar years, and in particular the Great Depression of the 1930s, suggested that the forces were largely spent and hence that future economic prospects were gravely imperiled. The Keynesian revolution in economics was a response to the evident malfunctioning of the capitalist economic system, although the policy recipes it offered (for increasing demand and investment to levels capable of generating an equilibrium consistent with full employment of productive resources, especially labor) by no means commanded unanimity. The most prominent American contributor to and spokesman for the new line of economic analysis—often called “the American Keynes”—was Alvin H. Hansen (1887–1975), who took up his professorship of political economy at Harvard in 1937, just after the appearance of Keynes's General Theory. In that post, which he held until his retirement in 1956, he was one of the most influential economists of the era as a theorist, policy adviser, and teacher. Hansen interpreted the economic problems of the 1930s not just as the manifestation of a particularly sharp cyclical downturn, but as evidence of secular stagnation caused by the closing of the economic frontier, sluggishness in technological innovation, and, not least, “a drastic decline in population growth.” This “stagnation thesis” is most succinctly set out in his presidential address to the American Economic Association, delivered in Detroit, 28 December 1938, under the title Economic Progress and Declining Population Growth. The address is re‐produced below from the March 1939 issue of the American Economic Review. (The opening paragraphs of the address, and two paragraphs, immediately preceding the closing paragraph, in which Hansen discusses changes in US national income in the 1930s, have been omitted.) Hansen's analysis of the effects of declining population growth in many ways echoes the thesis set out by Keynes in his seminal Galton Lecture delivered to the Eugenics Society in 1937 (reprinted in the Archives section of PDR 4, no. 3): a demographic slowdown decreases opportunities for profitable investments and increases levels of attempted saving, hence pushes the economy toward a low‐growth equilibrium at which resources are underutilized and unemployment is high. Hansen puts special emphasis on demographically induced shifts in the composition of output. He suggests that, beyond its direct positive effect on investment and output, population growth also has an indirect enhancing effect on these factors by facilitating technological progress–contrary to the “older Malthusian view.” In his policy proposals Hansen was more interventionist than Keynes, advocating a more intrusive government role in the economy as a possible means of escaping the vicious cycle of low demand and high unemployment. As to government action to reverse demographic trends seen as deleterious, neither Keynes nor Hansen argued for policies to increase fertility, presumably because they saw them as both inappropriate and, in comparison to remedial economic policy measures, inefficient or unfeasible. The demands of the war economy in the years following Hansen's address took care of the employment problem, and the immediate postwar decades brought the stimuli of pent‐up consumer demand, an outpouring of technological innovations, a reopening of the economic frontier produced by a more liberal trade regime, and, also, an acceleration of population growth. The result was rapid overall economic growth and increasing levels of per capita income. Keynesian demand management played some role in this economic success story: by the end of the 1960s even US President Richard Nixon pronounced himself a Keynesian. But it offered no remedy for the stagflation that eventually followed. The growth‐promoting recipes favored in the last decades of the century (especially in the most successful developing economies) were anything but Keynesian: limited government, fiscal restraint, and globalization. Yet recent and anticipated demographic trends, especially in Europe—notably fertility decline and population aging—make Hansen, once again, interesting reading. Commitments of the modern welfare state for health care, retirement pensions, and job security command wide approval, but they have boosted governments' weight in the economy and made labor markets inflexible, unemployment high, and retirement early—developments that may increasingly impose a brake on economic growth and on improvements of living standards. Reform measures to ease these burdens are, in principle, straightforward, but their immediate social costs are heavy and their rewards are delayed, hence resistance to reform is strong and growing. This is likely to stimulate the search for alternative policies that offer politically more palatable tradeoffs—some of which may turn out to have an unmistakably Hansenian flavor. As to future population trends, Hansen, despite his reference to a “drastic decline in population growth” based on a comparison of nineteenth‐ and twentieth‐century Western demographic change, envisaged a convergence to a stationary population or a tendency toward very slow decrease. Yet some economies are already locked into a demographic pattern that augurs sharper declines and more rapid population aging, enhancing the relevance of the issues posed by Hansen. In Germany, for example, in the absence of immigration, the population between ages 20 and 40 will decline from 21.6 million in 2005 to 16.3 million in 2025—a drop of 23 percent. Over the same time period, the population aged 60 and older will grow from 20.5 million to 25.8 million—an increase of 26 percent. Serious efforts to slow population decline and retard population aging by stimulating fertility would of course add another major burden to government budgets.  相似文献

The highly masculine sex ratio in India has increased substantially in the twentieth century, in contrast to most other countries in the world. Competing arguments alternatively posit under-enumeration, highly masculine sex ratios at birth, or excess female mortality throughout the life course as the factors underlying the level of the overall sex ratio; these arguments have not been resolved. Based on population projections that simulate population dynamics, our findings show that small differences in mortality at young ages, persisting over a long period, as well as a sex ratio at birth of 106 males per 100 females, result in a highly masculine population sex ratio.  相似文献

In 1996 the government of India announced a new national population policy that eliminated numerical targets for new contraceptive acceptors. This paper examines the history of target setting in India and factors that led to the elimination of targets. The analysis is based on published and unpublished reports on India's population policy and the family planning programme and interviews with senior Indian and foreign officials and population specialists. Five factors are identified as playing a role in the evolution from target setting to a target-free policy: (1) the research of India's academics; (2) the work of women's health advocates; (3) the support of officials in the state bureaucracy who approved the target-free approach; (4) the influence of the donors to India's family planning programme, especially the World Bank; and (5) the International Conference on Population and Development.  相似文献

Continuing below‐replacement fertility and projected declines in population size are demographic features of many European countries and Japan. They are variously met with complacent acceptance, calls for higher rates of immigration, or—often last and least—proposals for increasing the birth rate. Fertility was also low in the 1930s, and some of the policy debate from that period resonates today. In England and Wales, fertility then had been declining for half a century. Over the decade 1931–40, it averaged 1.8 children per woman—moreover, with net emigration. Worries over this situation and its likely consequences led to the setting up in 1944 of a Royal Commission on Population, charged with considering “what measures, if any, should be taken in the national interest to influence the future trend in population.” In a memorandum submitted to the Commission in that year, the economist R. F. Harrod set out a detailed proposal to encourage childbearing through a scheme of family endowments. Part of the introductory section of Harrod's submission, arguing the case for state intervention and for material rather than ‘spiritual’ measures, is reproduced below. An evident problem in offering economic incentives for childbearing is that, to induce a given behavioral change, well‐off families would require much larger incentives than the poor. Hence child endowments that aspire to effectiveness across the income distribution have to be skewed toward the upper end. Harrod argues that this is as it should be, that policy should establish neutrality between large and small family sizes, and that this is a conceptually separate issue from poverty alleviation. ‘We should seek a re‐distribution of national income favourable to the parents of larger families and the plan should be put into effect whether or not another re‐distribution as between rich and poor is proceeding at the same time.’ He remarks on the implausibility of the government's being able to ‘talk up’ fertility— thereby generating some kind of costless ideational change, a ‘spiritual aufklärung.’ Later pans of the submission not reprinted here cover the specific details of the proposal. The proposed annual benefit per child (intended for every child after the second, with half‐rates payable for the second child) is paid for 18 years. It is substantial and increases with the child's age—at ages 13–18, for most of the income range it amounts to 20–30 percent of the father's income (or mother's, if hers is higher). Harrod also discusses further the rationale for making the endowments (and the compulsory contributions—a flat 5 percent of income—that finance them) proportional to income. To make his case Harrod draws on the dysgenic and population‐quality arguments popular at the time: worry about ‘race decline’ and ‘a general lowering of standards and of efficiency if the parents who are best equipped in experience, knowledge and culture are relatively infertile.’ In the event, the Commission recommended a flat schedule of family allowances, together with tax exemptions for dependent children calculated to provide some income‐based benefit. These were justified on population as well as equity and welfare grounds, ‘since the handicaps of parenthood have played a large part in the fall of average family size below replacement level.‘ Population quality issues—the subject of several other submissions—were sidestepped by calling for further research. By the time the Commission's report was finally published, in 1949, the baby boom was well underway: average fertility over 1946–50 was 2.4. Roy Forbes Harrod (1900–78) was one of the foremost economists of his day. His career was largely spent at Christ Church College, Oxford. A student and sometime colleague of Keynes, his best‐known early work was centered on identifying a dynamic equilibrium growth path for the economy—building on Keynes's static equilibrium analysis. As stylized (by others), this came to be called the Harrod‐Domar growth model, a formulation basic to growth theory. Harrod was editor of the Economic Journal for the period 1945–66. He was active in politics and as an economic adviser to both Labour and Conservative governments. He was knighted in 1959. Ukraine, during the first half of the twentieth century, underwent a series of man‐made demographic catastrophes—World War I, the Bolshevik Revolution, the 1932/33 famine linked to land collectivization, the massive deportations and executions of Stalin's Great Terror, and World War II. This article assembles estimates of the demographic impact of these deadly events. In their absence, it is estimated that Ukraine's hypothetical population would have been 87 million on the eve of independence in 1991, instead of its actual 52 million. Pre‐independence demographic losses were episodic and driven by external forces. By contrast, since independence in 1991, Ukraine has experienced a sustained demographic crisis of its own making. Ukraine's population declined from 52 million in 1990 to 45 million by 2013. Fertility, while it has recovered from its lowest point, remains at a TFR of about 1.5—far below replacement. Emigration, although the greatest hemorrhage of young people in the 1990s is over, is still of concern. The loss of Crimea and the unsettled state of affairs in Southeastern Ukraine give further cause for concern.  相似文献

Historians are professionally averse to grand civilizational themes, especially where predictions may be entailed. The German historian Oswald Spengler (1880–1936), whose membership in the academic fraternity of his discipline has often been questioned, was an exception. His two‐volume magnum opus. The Decline of the West, published in 1918 and 1922 (English translation, 1928), in its time attracted much public and professional attention. (It remains in print.) It presents an enormously ambitious tableau of universal history seen as the unfolding of the fates of eight cultures, with a focus on four main strands: Indian, Classical, Arabian, and Western. In Spengler's interpretation, imbued with cultural and historical pessimism, the West was exhibiting symptoms found in earlier civilizations in decline. “Civilization,” in Spengler's vision, was a stage that follows cultural flowering—creative manifestations of the culture's unique soul expressed in art and thought. Civilization's preoccupation is with the enjoyment of material comforts; the sequence from “culture” to “civilization” represents the very antithesis of progress. Spengler saw the West as having entered that latter phase in the nineteenth century: a phase in which, in the words of the synoptic chart appended to Volume 1 of The Decline of the West, “The body of the people, now essentially urban in constitution, dissolves into formless mass.” Urbanism, the emergence of “megalopolis,” or “cosmopolis“—the world city—is a distinguishing and crucial feature of that declining civilization. A passage (section V, including some translator's notes) from the chapter titled The Soul of the City in Vol. II of The Decline of the West, which has the subtitle Perspectives of World History, is reproduced below. It offers arresting characterizations of the morphology of urban forms and of the rise of the world city. As longer‐term consequences (for the West “between 2000 and 2200”) Spengler foresaw the “formation ofCeasarism”; “victory of force‐politics over money”; “increasing primi‐tiveness of political forms”; and “inward decline of the nations into a formless population, and constitution thereof as an Imperium of gradually increasing crudity and despotism.” As to demographic consequences, Spengler highlights the emerging “sterility of civilized man“—“an essentially metaphysical turn toward death.”“Children do not happen, not because children have become impossible, but principally because intelligence at the peak of intensity can no longer find any reason for their existence.”“Prudent limitation of the number of births” eventually leads to a “stage, which lasts for centuries, of appalling depopulation.” Immigration apart, the time scale specified by Spengler for depopulation—“for centuries”—may be seen today as relatively cautious. Should Europe's current period fertility level—slightly below a TFR of 1.4—be translated into cohort performance, it would yield an intrinsic annual rate of population growth of roughly ‐1.5 percent. During the century following Columbus's landfall, the population of America experienced a precipitous decline. A widely accepted explanation is the diffusion of Eurasian pathogens among the nonimmune Indians with the attendant catastrophic mortality. Contemporary observers—conquerors, administrators, missionaries, and chroniclers—while mentioning disease among factors in the decline, were convinced that the demographic collapse was due to a plurality of factors, such as serfdom and the confiscation of labor, excessive work, economic and social dislocation, wars and conflicts, and impediments to reproduction. Reconsideration of historical evidence supports the notion that new pathologies cannot satisfactorily explain the varying demographic impacts of Conquest. The Tainos of the Antilles were on the verge of extinction before the first smallpox epidemics struck the islands in 1518; the Guaranís of Paraguay were flourishing in spite of recurrent epidemics; in Peru civil wars were the major cause of decline during the first two decades of Spanish rule. A reappraisal of the Indian catastrophe must consider—together with the impact of the new viruses—the modes and circumstances of European domination.  相似文献

Summary Changes of the components of reproduction were analyzed quantitatively in a two-year cyclic population (which has two peaks in alternate years during a five-year census) of the red-backed vole,Clethrionomys rufocanus bedfordiae, with reference to its regulatory mechanism: (1) Variation in sex ratios was not associated with population phase or density, although a higher percentage of females in mature individuals was observed in the increase phase. (2) Females attained to sexual maturity at younger age and at lighter body weight than did males. All the youngest mature individuals were found in the low and the increase phases. Age and size at maturity became older and larger as the population went toward the peak phase. (3) Maturation rate was strongly associated with population phase and density; this component is an important and good parameter to predict population trend. Maturation rates were in the order, the low phase>the increase phase>the peak phase>the decline phase; the differences in the rates among these phases were significant. Maturation rate was somewhat depressed when the population density exceeded about 40 individuals/ha. Changes in age at maturity and in maturation rate are interpreted as derivative phenomena related to the population density and the capacity of the number of mature voles per unit area. (4) The maximum number of mature individuals were 26 males/ha and 29 females/ha; there was almost no increase of the number of mature voles at higher population densities over about 40 individuals/ha. The number of exclusive home ranges per hectare calculated from the observed range lengths did not differ much from the maximum number of mature voles of either sex. (5) Length of breeding period was shorter in the high-density years than in the low-density years; the breeding started earlier and ended earlier in the former than that in the latter. In the increase phase a few voles reproduced in winter. (6) The percentage of pregnant females was significantly lower in the peak phase than those in the other phases.  相似文献

This study examines how official national population projections—a key mechanism for the production and dissemination of demographic knowledge—contributed to differing interpretations of population and fertility trends in France and Great Britain in the decades following World War II, despite these countries' similar fertility rates during most of this period. Projections presented different visions of the demographic future in the two countries. In France, publication of multiple variants emphasized future contingency, with low variants illustrating future population decline due to prolonged below‐replacement fertility. In Britain, publication of a single variant, assuming near‐replacement‐level fertility rates, projected moderate growth. National population projections thus created divergent representations of the two countries' demographic futures: an ever‐present threat of population decline in France, and a reassuring image of stability in Britain. Two principal mechanisms that contributed to cross‐national differences in population projections—national demographic history and institutional configurations—are discussed.  相似文献

Between 1970 and 1990, China experiencoed a rapid and sharp fertility decline—from total fertility rates of approximately six births to two. The degree to which Chinese fertility has continued to fall after 1990 is controversial. We use survey data from the 1997 National Population and Reproductive Health Survey and from the 2001 Reproductive Health and Family Planning Survey to document recent trends in Chinese fertility. Our estimates provide further evidence that China's fertility is well below‐replacement level at the turn of the twenty‐first century—with TFR levels of approximately 1.5 children per woman. Trends in parity‐specific cohort fertility by age also suggest below replacement completed fertility for cohorts still in the childbearing years. In the article's second section, we identify key components of low period fertility in order to frame our discussion of two questions: 1) in what ways is Chinese low fertility different from/similar to that in other low‐fertility countries? And 2) what are the likely future trends in Chinese fertility?  相似文献

Modern worries about the economic and social consequences of low fertility and eventual population decline have led to numerous proposals for subsidy arrangements aimed in effect at “buying” healthy and potentially productive children. The most innocuous of such schemes, typically with welfare rather than population goals in mind, is the institution of the family wage—paying labor based on family size. The passage reproduced below, from John Weyland's Principles of Population and Production (1816), offers an early instance of such a scheme being argued for on demographic grounds. Weyland's account of the “artificial” encouragement of population increase begins with an artless analogy to managing a stud‐farm, but the stance is mercantilist rather than totalitarian and is leavened by a strong concern for the health and morals of the future citizens. That the state might wish to raise its population growth was of course contrary to Malthusian doctrine. The long and contentious debates on Britain's Poor Laws gave more prominence to the opposite goal: that of preventing births that threatened to become a charge on the community. Weyland, however, asserted that the tendency of population was to “keep within the powers of the soil to afford it subsistence.” A prior population increase (to a level “just beyond the plentiful supply of the people's want”) was a necessary stimulant to productivity—indeed, was “the cause of all public happiness, industry, and prosperity.” (Modern versions of this view are found in the writings of Ester Boserup and Julian Simon.) Moreover, he argued, with urbanization came an inevitable fall‐off in population growth—reaching “a point of non‐reproduction” when around a third of the population lived in towns. Malthus responded to Weyland in an appendix to the fifth (1817) edition of the Essay: Weyland's premise, he wrote, is “just as rational as to infer that every man has a natural tendency to remain in prison who is necessarily confined to it by four strong walls.” Weyland's book as a whole he dismissed in unusually intemperate terms: “It is quite inconceivable how a man of sense could bewilder himself in such a maze of futile calculations, and come to conclusions so diametrically opposite to experience.” More concisely, and specifically on the subject of the extract below, an entry in the Essay's highly distinctive index reads “Encouragements, direct, to population, futile and absurd.” John Weyland (1774–1854) was an English rural magistrate of independent means. He took an active part in the Poor Law debates of the early nineteenth century, arguing for payments under them to include child allowances. The full title of his major work is: The Principles of Population and Production as they are affected by the Progress of Society with a View to Moral and Political Consequences (London, 1816). During the past quarter century fertility has dropped below replacement levels in many parts of the world. According to United Nations estimates, in 2005 this was the case in 65 countries, comprising 43 percent of the world's population. In many cases, most notably in Europe and East Asia, the shortfall of fertility from the level that would be necessary in the long run to sustain a stationary population is substantial. In Europe, for example, the average total fertility rate for the period 2000–2005 was 1.4. Indefinite maintenance of such a level implies a shrinkage of the total population by one‐third over a generation–roughly every 30 years. Accompanying that rapid decline of total numbers would be an age structure containing a preponderance of the elderly, posing extreme adjustment difficulties for the economic and social system. Societies that wish to avoid radical depopulation would have to engineer a substantial rise infertility–if not to full replacement level (slightly more than two children per woman), then at least to a level that would moderate the tempo of population decline and make population aging easier to cope with. An additional counter to declining numbers, if not significantly to population aging, could come from net immigration. This is the demographic future assumed in the UN medium‐variant projections for countries and regions currently of very low fertility. Thus, for example, in Europe over the period up to 2050 fertility is assumed to rise to 1.85 and net immigration to amount to some 32 million persons. The UN projections also anticipate further improvement in average life expectancy–from its current level of 74 years to 81 years. This factor slows the decline in population size but accelerates population aging. Under these assumptions, Europe's population would decline from its present 728 million to 653 million by 2050. At that time the proportion of the population over age 65 would be 27.6 percent, nearly double its present share. Demographic change of this nature is not a novel prospect. It was envisioned in a number of European countries and in North America, Australia, and New Zealand in the late 1920s and early 1930s. Concern with the possible economic and social consequences generated much discussion at that time among demographers and social scientists at large and also attracted public attention. Possible policy measures that might reverse the downward trend of fertility were also debated, although resulting in only hesitant and largely inconsequential action. The article by D. V. Glass reproduced below is an especially lucid and concise treatment of demographic changes under conditions of low fertility and their economic and social implications. It appeared in Eugenics Review (vol. 29, no. 1, pp. 39–47) in 1937 when the author was 26 years old. Glass's line of argument is broadly representative of the main focus of demographic analysis in the mid‐1930s on aspects of population dynamics, applying the then still novel analytical tool of the stable population model. It also echoes the work of economists then witnessing the great difficulties capitalist economies faced in adjusting to structural changes in consumer demand and labor supply. While Glass addresses these issues primarily with reference to England and Wales, he sees the issues as affecting all industrialized countries. The Malthusian problem of relentless population growth he persuasively declares to be irrelevant for these countries. The Western world faces the opposite problem: population decline, a trend only temporarily masked by the effects of an age distribution that still has a relatively high proportion of women in the child‐bearing ages, reflecting the higher fertility level of the past. A stationary population, Glass cogently argues, is to be welcomed, and he considers the absolute size at which zero growth would be achieved relatively unimportant. In contrast, a continuous population decline would have “thoroughly disastrous” results in an individualist civilization and in “an unplanned economic system.” And, he concedes, somewhat quaintly, that sustained below‐replacement fertility would pose a great problem “even in a country in which the means of production were owned communally.” Glass's conclusions about the reversibility of low fertility are as pessimistic as those of most informed observers today. Still, he sees hope in a future “rationally planned civilization” that would “produce an environment in which high fertility and a high standard of life will both be possible.” In this context, high fertility means the level necessary to sustain the population in a stationary state. By present‐day standards the level Glass calculates as needed for long‐term zero growth is indeed fairly high: 2.87 children per woman. But that figure reflects the fact that, when he wrote, mortality up to age 50 was still fairly high and fertility occurred almost wholly within marriage; it also assumes zero net immigration. In the last 70 years much has changed in each of these three components of population dynamics, both in England and Wales and in the rest of Europe. Still, Glass's commentary remains highly relevant to the discussion of the problems of low fertility today. David Victor Glass (1911–78) was associated with the London School of Economics throughout much of his scientific career. He followed R. R. Kuczynski as reader in demography in 1945 and became professor of sociology in 1948. His work on demography, population history, and population policy had already made him one of the most influential demographers in pre‐World War II Britain. After the war he rose to international prominence through pioneering work on the Royal Commission of Population; through his research on historical demography, the history of demographic thought, and social mobility; and through founding, in 1947, the journal Population Studies, which he edited until his death.  相似文献

Using data from the Human Mortality Database for 29 high-income national populations (1751–2004), we review trends in the sex differential in e(0). The widening of this gap during most of the 1900s was due largely to a slower mortality decline for males than females, which previous studies attributed to behavioural factors (e.g., smoking). More recently, the gap began to narrow in most countries, and researchers tried to explain this reversal with the same factors. However, our decomposition analysis reveals that, for the majority of countries, the recent narrowing is due primarily to sex differences in the age pattern of mortality rather than declining sex ratios in mortality: the same rate of mortality decline produces smaller gains in e(0) for women than for men because women's deaths are less dispersed across age (i.e., survivorship is more rectangular).  相似文献

The second half of the twentieth century witnessed the development of a crusading spirit and massive technical aid aimed at reducing fertility levels and rates of population growth in developing countries, and also the involvement of demographers in these events. The demographers at Princeton University’s Office of Population Research, Frank Notestein and his colleagues, have been singled out by recent authors as playing a unique role in bringing about these changes, and they have been criticized for encouraging demographers to become involved, so eroding their scientific objectivity. This paper examines the development of relevant population thought and theory in the English-language literature over the first half of the twentieth century. It concludes that in the circumstances of the second half of the twentieth century, it was inevitable that developed countries and their demographers would become involved in controlling fertility levels in developing countries. The OPR story should be seen largely in terms of how the world’s leading demographic center and its demographic transition theory were swept along by global changes. As those developments started, attitudes to population change in densely settled Asia became Malthusian, even as population growth accompanied by mortality decline in Asia demonstrated that, at least in the short term, the positive checks were disappearing.  相似文献
