The ‘Next Steps’ restructuring programme (1988) has had a fundamental impact on the management and organization of the Civil Service, and on the practice of equal opportunities. The fragmentation of the service into semi-autonomous agencies has resulted in greater managerial autonomy in relation to staffing issues. Equality initiatives such as part-time and flexible working patterns, ‘family friendly’ policies, women-only training programmes and the provision of nurseries are coming under threat due to increased discretion over decision-making in these areas. Other aspects of restructuring — such as ‘downsizing’— have resulted in a reduction of the middle management layer, making it more difficult for women to breach the ‘glass ceiling’ and access senior posts. The persistence of a hostile managerial sub-culture to equal opportunities has been instrumental in pushing equality issues to the bottom of the agenda in the current climate of change because of ‘more important’ organizational pressures. Within this context, equality of opportunity for women in the Civil Service has reached a critical stage.  相似文献

The inclusion of men and masculinities in gender and development policies and practices has emerged in the last decade as a critical component for achieving gender equality and women's empowerment. This article analyses the contemporary character and progress towards ‘men‐streaming’ of gender and development, and argues that implicit in any action towards gender equality and working with men is the requirement to base action on a clear understanding of the politics of masculinities and the relational aspects of gender equity and equality.  相似文献

This article reviews a range of new and established writing on deindustrialisation. It traces the origins of the concept from its popularisation in the early 1980s with the onset of large scale loss in the industrial regions of North America and Europe. We argue that with the passage of time, the academic field of deindustrialisation has matured as the scale and consequences of industrial loss become more apparent. We suggest here that sociology has not made the contribution it could have in this debate and that one of the key strengths of the area is its interdisciplinary nature; especially from disciplines such as geography, anthropology, and social history. Its key aim is to explain why this is the case and suggest that by fully engaging with the issue of deindustrialisation and the range of new material available, the sociology of economic life can develop a more rounded account both of work and its absence.  相似文献

This article argues that the EPAs initialled between the EU and less than half of the ACP countries do not represent a ‘historic step’ in EU‐ACP relations, but are the outcome of asymmetric power relations. Many ACP countries submitted hastily drawn up liberalisation schedules that did not consider whether their commitments were in line with those of their neighbours — with significant implications for regional integration processes. Further, the enforcement of EPAs is unlikely in some cases, given the decreasing attractiveness of the EU market and the Commission's dwindling capacity to sanction non‐compliance by withdrawing preferences. If the EU wants to see EPAs implemented, it is vital that the process and outcome are owned and supported by both sides.  相似文献

The sociolinguistic study of discourse features is still at a very elementary stage, so there is very little evidence available on which to trace changes in the use of such features. One feature that has received attention is the use of non-traditional quotatives in the U.S., particularly by younger speakers, in the past twenty years. The use of be like as a quotative has spread from its presumed origin in California to other parts of the U.S. and also to Canada and England. This paper examines the further spread of non-traditional quotatives to the speech of adolescents in Glasgow and how these forms might have been transmitted.  相似文献

A distinction has recently been proposed between bridging (or encompassing) and bonding (or inward-looking) social networks. However, existing theoretical contributions remain vague as to the fundamental meaning of both concepts. As a consequence, two distinct interpretations have developed alongside each other. In the present paper, we employ data on voluntary association membership in Flanders to empirically illustrate that both approaches can lead to substantially different outcomes and therefore appear to tap into different dimensions of bridging versus bonding. These findings underline the problematic nature of the current conceptual ambiguity. We conclude that should the bridging/bonding distinction add meaningfully to our understanding of the external effects of social networks, it is essential to resolve the conceptual and methodological imprecision.  相似文献

NGOs that operate as part of transnational advocacy networks face a number of ‘legitimacy challenges’ concerning their rights to participate in the shaping of global governance. Outlining the legitimacy claims that development NGOs make, the article argues that ‘legitimacy’ is a socially constructed quality that may be ascribed to an NGO by actors and stakeholders with different viewpoints. NGOs operating transnationally link disparate communities and conceptions of legitimacy, and undermine the discourse and practice of sovereignty. Therefore such NGOs will find it difficult to be universally regarded as legitimate, especially by states that hold a sovereignty‐based conception of legitimacy. However, relationships are the building blocks of networks, and efforts to improve them should not be abandoned simply because ‘legitimacy’ is too closely connected with sovereignty. In particular, NGOs ought to improve their relationships with the poor and marginalized communities whose interests they claim to promote. To this end, the concept of ‘political responsibility’ is suggested as a pragmatic approach to understanding power relations as they arise in transnational advocacy networks and campaigns.  相似文献

This article responds to a recent suggestion by Borch (2006) that sociologists might profitably reconsider the 'group mind' explanation, propagated by nineteenth-century French academics like Tarde and Le Bon, which emphasises the inherent suggestibility, amorality, and destructiveness of crowds as mechanisms of accounting for collective violence. In alluding to the recent French riots of October–November 2005 as an illustrative example, the article rejects the group mind approach (along with a host of other lay explanations appearing in the wake of the disorders) in favour of a multivariate analysis, loosely based on the Flashpoints Model of Public Disorder . The purpose of this analysis is to demonstrate how even the most intensely destructive, spontaneous and emotional acts of collective violence are typically underpinned by a guiding and restraining rationality.  相似文献

The bio medical expert literature, although contested, associates the use of dummies, soothers or pacifiers, with illness, dental malformation, impaired speech and language, and working‐class mothering. This article suggests this negative perspective has filtered, via experts and the media, into public narratives of ‘good’ mothering. Interviews with 20 disadvantaged mothers demonstrate the complex negotiations undertaken to integrate dummy use into their personal ‘good‐mothering’ narratives. Representing their hitherto ignored voices in the dummy debate allows a consideration of the context of, and influences on, dummy use. The article argues that rather than a symbol of inadequate working‐class mothering, dummy use is a complex, highly negotiated, situated mothering practice.  相似文献

Despite figures showing the growth of mandatory community service programmes, there is mixed empirical evidence of their effectiveness. This paper addresses the relationship of mandated community service to one of its purported aims: subsequent volunteerism. It compares current volunteerism among four university student cohorts: those doing no service in secondary school, those volunteering with no requirement, those volunteering both before and after the introduction of a requirement, and those introduced to service through a requirement. The analysis indicates that (1) students who were introduced to service through a mandated programme exhibit current levels of engagement no greater than non‐volunteers; (2) this relationship stems largely from the different service experiences of our four cohorts and relates to the fact that service satisfaction and duration, as well as background variables account for current levels of civic engagement. The findings suggest that mandatory service programmes might well be failing the very population they seek to target, particularly in weaker, less structured programmes.  相似文献

2 views on "brain drain" exist: 1) LDCs lose their enormous investments on higher education when skilled people migrate to other countries and 2) LDCs are exaggerating the problem and only a few skilled people migrate at 1 time. India does not completely lose its investment in education when professionals migrate, since the migrants still contribute to knowledge and also send remittances to relatives in India. Unemployed educated people would cause a greater drain on India's resources than educated migrants. The author prefers the phrase migration of talent to brain drain, since the former indicates a 2-way movement. Most migrants from LDCs are students. About 11,000 university graduates leave India every year for advanced study and/or work. A conservative estimate is that 2500 will remain abroad permanently. Most professionals who migrate go to the US and Canada. Factors promoting migration include 1) unemployment, 2) immigration rules, 3) colonial links, 4) financial incentives and material benefits, 5) pursuit of higher education, 6) improvement of working conditions and facilities, 7) avoidance of excessive bureaucratic procedures, and 8) compensation for the mismatch between Indian education and employment. Reasons for returning to India include 1) deference to wives who were unable to adjust to a foreign way of life, 2) contributing to Indian development, and 3) racial discrimination. It will probably not be possible to lure back migrants who left for material reasons. Attractive job offers could entice back those who left for advanced training. To encourage the return of those who left to pursue high quality research, India must 1) increase expenditure on research and development, possibly through the private industrial sector, 2) promote travel to other countries for professional enrichment, and 3) improve conditions of research work. The article concludes with an analysis of migration of talent from 3 perspectives: 1) the individual, 2) the nation-state, and 3) the world as a whole.  相似文献

The food‐price crisis is testing the capacity of so‐called ‘knowledge institutions’ to generate relevant knowledge with which to serve their clients better. This article analyses the voluminous knowledge generated by such banks and other international institutions in the context of the food‐price crisis: in particular, its technical features; the depth and merits of the subsequent policy discussion; and the connection between the knowledge generated and specific policy advocacy. It also provides an explanation for the inability of these institutions to anticipate the dire consequences of the crisis, other than the widely accepted ‘perfect storm’ storyline.  相似文献
