Survey‐based studies on collective action generally assume that social approval of participation in collective action has a positive and linear effect on actual participation. However, this assumption has not yet been subjected to a genuine empirical evaluation. This article investigates the positive linearity thesis, using survey data on participation and non‐participation in a street demonstration in The Hague in 2011. Statistical analyses provide evidence in support of a curvilinear relation between social approval and participation—an increased rate of participation in case of both approval and disapproval by peers. We discuss two processes underlying the observed relation: one pertaining to rebelliousness and the other regarding political awareness. The article generally illustrates the need for further empirical research on social influence and participation in collective action.  相似文献

Since James Carroll (1971) made a strong case for ??participatory technology??, scientists, engineers, policy-makers and the public at large have seen quite a number of different approaches to design and implement participatory processes in technology assessment and technology policy. As these participatory experiments and practices spread over the last two decades, one could easily get the impression that participation turned from a theoretical normative claim to a working practice that goes without saying. Looking beyond the well-known forerunners and considering the ambivalent experiences that have been made under different conditions in various places, however, the ??if?? and ??how?? of participation are still contested issues when questions of technology are on the agenda. Legitimation problems indicate that attempts to justify participation in a given case have not been entirely successful in the eyes of relevant groups among the sponsors, participants, organizers or observers. Legitimation problems of participatory processes in technology assessment and technology policy vary considerably, and they do so not only with the two domains and the ways of their interrelation or the specific features of the participatory processes. If we ask whether or not participation is seen as problematic in technology assessment and technology policy-making and in what sense it is being evaluated as problematic, then we find that the answer depends also on the approaches and criteria that have been used to legitimize or delegitimize the call for a specific design of participation.  相似文献

This article explores the textual practices organizing participation in municipal planning and its public discourse. The process in which the assessment and public approval of private land development takes place is a complex sphere of actions involving local government professional staff, clerks, lawyers, private developers and consultants, provincial government staff in several ministries, publicly elected officials and, often, local residents. It is part of the institutions of municipal government. ABSTRACT

This article presents an analysis of the opportunities for participation of citizens in the public system of social services in Spain and their impact on the design, implementation, execution and evaluation of public policies of social services at a municipal level. The study also involved performing a comparative analysis of cases, assessing the impact, in terms of contributions and possibilities of the councils, upon the increased democratization of local public policies in terms of social welfare and the improvement of the efficiency with which social services and benefits are managed. The results of these investigations permit us, first of all, to present the diverse opportunities on offer for participation at a regional level in social services in Spain and then to identify, from its participants, dimensions that intensify processes of democratization and therefore help to improve efficiency of public well-being policies at a municipal level. In the case of the autonomous communities, we must highlight the changes that new social services laws have brought about in terms of widening citizens’ participation and opening up feedback for users of the system at a local level. In addition, this article discusses the role of different typologies and explores mechanisms, bodies and processes of participation that are applied in the design, management and assessment of social services policies at a local level. Finally, we determine which factors help to increase the efficiency of social public policies, as revealed by increases in citizens’ participation in local governance.  相似文献

The presented paper addresses the concept of technoscience and its possible implications for technology assessment. Drawing on the discourse about converging technologies, it formulates the assumption that a general shift within science from epistemic cultures to techno-epistemic cultures lies at the heart of the propagated convergence between nano-, bio-, info- and cogno-sciences and technologies. This shift is adequately captured—so the main thesis—by the technoscience label. The paper elaborates on the shared characteristics of the new technosciences, especially their hybrid character and their non-linear integration of basic research, object construction and technological innovation. Recent calls for new modes of technology governance (e.g. for upstream technology assessment and public participation) are discussed against the background of these technoscience characteristics. It is concluded that an adequate model of emerging technosciences and a detailed understanding of their characteristics is of paramount importance for current practices of technology assessment.  相似文献

Women's priorities have often been ignored in the design of human settlements, the location of housing, and the provision of urban services. New forms of urban partnership are needed to develop participatory processes which include women and men at all stages of urban development. Participation is most commonly associated with political participation or activity. The author gives an overview of the "gendered city", then looks at how men and women benefit and contribute to urban life, through examples of opportunities for making a living and for using urban resources and services. She then moves away from participation as entitlement to consider participation as empowerment, looking at some problems faced by women in public office and grassroots organizations. The paper concludes in arguing that a gender perspective will not inform urban policy and planning processes automatically. Sections discuss gender and poverty in the city, making a living in the city, urban planning as a gender issue, getting around the city, access to resources and services, violence in the city, women's participation in urban governance, women's representation in public office, community organization and advocacy, men and gender issues, and forging linkages through participation.  相似文献

The paper contributes to the current discussion on the role of participatory methods in the context of technology assessment (TA) and science and technology (S&T) governance. It is argued that TA has to be understood as a form of democratic policy consulting in the sense of the Habermasian model of a ??pragmatist?? relation of science and politics. This notion implies that public participation is an indispensable element of TA in the context of policy advice. Against this background, participatory TA (pTA) is defended against recent criticism of procedures of lay participation which states that pTA is lacking impact on S&T decision making, that pTA instead of opening S&T policies to new perspectives is used as a means to support mainstream S&T policy and that in pTA procedure the authentic lay perspective is systematically contorted by dominant expert knowledge.  相似文献

ABSTRACT

The article investigates the association between youth and older workers’ employment participation in the United Kingdom using yearly data provided by the Labor Force Survey. Presenting a short state of the art, the paper shows that, with few exceptions, empirical analyses usually assume that increasing the labor market participation of the older workers does not affect negatively youth employment. Nevertheless, testing several variables and three different statistical models, the empirical part of the article nuances this evidence. The association between youth employment participation and older workers’ employment participation tends to be significantly after controlling for public policy outcomes.  相似文献

How do Norwegian migration and diversity researchers experience and maneuver participation in public debate? And do their experiences and strategies fit with Michael Burawoy's image of Norwegian social science and with his model of public sociology? In this article, the concept of public sociology is expanded to public social science, encompassing communication of research not just from sociology but social science in general. Semi-structured interviews with 31 Norwegian migration and diversity scholars from 10 academic institutions about their experiences of, and views on, public research communication constitute the empirical material. The article concludes that Burawoy is right about the relatively high participation in public debate among social scientists in Norway. And his ideal-typical distinction between four types of sociology is helpful in analyzing how researchers relate differently to the science-public interface. Yet the results indicate that his perspective on public sociology is overly optimistic and not sufficiently attuned to the normativity already attached to highly politicized issues in public debate.  相似文献

From June 26 to 27, the workshop “Ironists, Reformers, or Rebels? The Role of the Social Sciences in Participatory Policy Making” took place at the Collegium Helveticum of the UZH/ETH in Zurich. The organisers’ motivation was the apparently missing involvement of social scientists in public engagement processes. This impression persists because, while social scientists often observe public debates or develop participatory methods for public policy-making, they rarely take part in those processes themselves. A closer look at ethics commissions, expert committees or public hearings concerned with science and technology issues shows natural scientists, physicians, lawyers and the occasional philosopher. Sociologists, anthropologists and other social scientists, on the other hand, are often not involved. Because of this imbalance, the organisers’ aim was to bring together scholars and researchers from different areas of the social sciences to consider the role of their disciplines in public policy making. This article will focus on some of the ideas about specific roles of social scientists in participatory policy-making, discussed at the workshop, and their implications and give a commentary on some future prospects of the social sciences.  相似文献

Researchers face considerable ambiguity and controversy regarding the issue of informed consent. Decisions about consent procedures can affect study participation rates and prevalence estimates among specific populations. Changing from passive to active parental consent procedures was examined in a case study with an anonymous survey of sixth- through eighth-grade students' substance use. Four types of procedures for obtaining parental consent were examined. Results suggest that certain types of consent procedures can yield high levels of participation. This study also demonstrates that low participation rates with some active consent procedures can cause biases in sample characteristics and outcome data.  相似文献

Public relations agencies are an important part of the public relations industry, but their relations with client organizations are rarely studied. There is more literature and studies in agency-client relations in advertising than in public relations. This paper reviews literature and reports results of an empirical study into perceptions of public relations agencies and their clients on the reasons for their cooperation and sources of conflict between them. Results show that agencies misperceive reasons for which they are hired and the sources of conflict in the relationship. The paper offers several suggestions about how to tackle the problem: notwithstanding rebranding into consultancies and firms, public relations agencies-client relations should be studied as a particular example of a broader family of agency-client relations. Also agencies should study and strategically manage relations with their clients, while being realistic about client organization’s needs – sometimes they just need additional arms and legs.  相似文献

Adolescent drug abuse is one of the nations' leading social problems. Secondary intervention programs have rarely designed treatments to address specific issues pertinent to the black adolescent drug user. Among these special issues is cultural sensitivity in clinical practice and research. A review of the research literature revealed no empirical work that has been conducted in the area of cultural sensitivity as it relates to black male adolescent substance abusers.The author proposes methodological considerations as applied to four phases of treatment: assessment, planning intervention, implementation, and termination and gives suggestions for how culturally sensitive therapeutic intervention can be conducted with chemically dependent adolescent black males.  相似文献

This article offers an analytical framework to explain participation in the provision of drinking water in communities in Ghana along with empirical evidence of the individual factors that influence this provision. Framed in the context of the debate about the devolution of responsibilities from the government to the users of public goods to increase management efficiency and sustainability, the study analyzes how individuals respond to potable water participation activities. Distinguishing activities by the type of participation incentives they offer, the study finds that social exclusion is more likely in activities that lack effort complementarities and which have larger impacts on output allocation. Appropriation of social benefits is found to determine participation more strongly than the appropriation of the natural resource itself.  相似文献

In recent years, citizens?? and civil society engagement with science and technology has become almost synonymous with participation in institutionally organized formats of participatory technology assessment (pTA) such as consensus conferences or stakeholder dialogues. Contrary to this view, it is argued in the article that beyond these standardized models of ??invited?? participation, there exist various forms of ??uninvited?? and independent civil society engagement, which frequently not only have more significant impact but are profoundly democratically legitimate as well. Using the two examples of patient associations and environmental and consumer organizations in the field of nanotechnology, it is illustrated that interest-based civil society interventions do play an important role in the polycentric governance of science and technology. In conclusion, some implications for the activities of TA institutions and the design of novel TA procedures are outlined.  相似文献

This article shows how macro-historical processes of change can activate robust and enduring forms of citizenship practice, providing both survey-based evidence for this claim and a theorization of the causal mechanisms involved. Focusing on the case of Portugal, where democratization followed the historically unusual path of social revolution, we examine survey data on civic practice covering twenty countries and find Portugal to be a world leader in public participation in the electronic public sphere. When we examine the subsection of the population socialized politically in the country’s post-revolutionary democracy, we find another important indicator of lively citizenship practice. The article takes the examination of this specific national case as the basis for developing an argument of broad theoretical relevance on the social underpinnings of lively and participatory citizenship practice. With an empirical foundation for our claims in survey data and other sources, our analysis of Portugal offers an interpretation of the case, leading to substantial revision of assumptions in the extant literature. More importantly, through our examination of this case, we show how large-scale macro-historical processes of change can encourage lively civic practice manifested at the individual level. Our argument highlights the importance of hierarchy-challenging collective experiences that reconfigure cultural frameworks and reorient the character of institutional practice. We take up the implications of this argument for cases lacking a history of revolution and find certain parallels with national cases shaped by movements of social reform as in the social democracies of Scandinavia.  相似文献

This paper presents a systematic literature review on the impact of the neighborhood physical environment on mobility and social participation among people using mobility assistive technology (MAT). Peer-reviewed articles from eight databases published in French or English from 1990 to 2016 were searched. Thirty studies were included in this review. Factors related to neighborhood environmental features, mobility in transit, and accessibility of homes and public buildings influenced mobility and social participation of MAT users. The majority of reviewed studies combined different types of MAT, which made the interpretation of the results challenging. Few studies included walker, cane, and crutch users. Definitions of mobility and social participation lacked consistency and were often simplistic. Future empirical research needs to examine the impact of neighborhood physical environment factors separately for different MAT users. Causality and links between mobility and social participation of different MAT users at the neighborhood level should be further explored.  相似文献

This article is based on empirical research into public participation in two English cities. It discusses issues related to motivations to take part in public participation initiatives and the way in which individual and collective identities may be constructed through participation. Drawing on social movement theory it emphasises the importance both of networks and values in prompting participation and it illustrates this with examples drawn from participation initiatives based around identities: age, gender, ethnicity, and issues/interests such as health inequalities, community regeneration and social care service provision. The analysis suggests it is important to understand the histories and motivations of officials as well as citizens who take part, and questions the priority given to ‘representation’ in constituting the membership of participation forums.  相似文献
