A household is considered asset poor if its assets (financial assets or net worth, taken separately) are insufficient to maintain well‐being at a low‐income threshold for 3 months. We provide the first national‐level estimates of asset poverty for Canada, using the 1999, 2005, and 2012 cycles of the Survey of Financial Security, and juxtapose these estimates with income poverty. The analysis provides new insight into economic insecurity by showing that asset poverty rates are consistently two to three times higher than income poverty rates. In addition to the prevalence of asset poverty across socio‐demographic groups, we analyzed how the composition of the poor change over time. Age and geography shape the risk for asset poverty in distinct ways. We found that while education appears to play a comparable role in shaping both income poverty and asset poverty, immigration places Canadians at a relatively higher risk of income poverty but not asset poverty. Objective. This article begins the process of broadly evaluating the role of nongovernmental actors in regulatory markets by specifically examining environmental groups’ use of the sulfur dioxide (SO2) market established by Title IV of the Clean Air Act Amendments of 1990. This research posits that the use of nonexclusionary markets in environmental quality regulation allows interest groups a nonpareil opportunity to seek to directly affect policy outcomes. Methods. This article uses two forms of analysis. The first part of the article provides a qualitative analysis of the motives of interest groups that use incentive‐based policies in an attempt to achieve their desired policy outcomes. The last section of the article uses empirical data from the Environmental Protection Agency's Allowance Tracking System to evaluate interest groups’ use of market‐based policies. Results. The use of market‐based mechanisms in public policies offers interest groups a new form of participation in the policy process, yet it seems that only “new” groups are willing to enter the market. Further, I find that though the participating groups may not be able to affect the relative price of allowances (as they claim they will), they nonetheless are able to reduce the absolute number of allowances available. Finally, using market‐based policies to achieve their preferred outcomes may be a “rational” decision for groups in that the “return” on their investment may indeed be quite high. Conclusions. One aspect of pollution markets is clear—they do create an interesting new mechanism of public activism for groups that wish to protect the environment but do not want to “lobby or litigate.” By purchasing pollution allowances groups attempt to directly affect environmental policy outputs without entering the policy cycle as it has been previously understood. As market‐based policies are employed more broadly, opportunities accorded to environmental groups for active involvement in seeking to limit ambient pollutants, as well as the groups’ potential impact, may only expand.  相似文献

As countries transition from industrial to post-industrial knowledge economies, education and skills are crucial. Consequently, policy-makers around the globe have increasingly focused on social investment, that is, policies aiming to create, mobilize, or preserve skills. Yet, countries around the globe have developed social investments to different degrees and in highly different forms. Our goal is twofold: First, we introduce a new typology of social investment policies, distinguishing nine types along two dimensions: three distributive profiles (inclusive, stratified, targeted) and three functions (skill creation, preservation, mobilization). This differentiation allows fine-grained analyses of the causes and consequences of different kinds of social investments, thus offering a perspective to study the relationship between efficiency and inclusiveness in a way that goes beyond the mere discussion how social investment policies grosso modo affect inequalities (‘equalizing’ versus ‘Matthew Effects’). Second, we theorize on the politics of social investment. We argue that the interaction of policy legacies and socioeconomic factors is the main explanation for which functions of social investment policies are introduced, whereas their distributive profiles are crucially shaped by political coalitions. In this paper we build on the analysis of La Porta et al. [La Porta, R., Lopez-de-Silanes, F., Shleifer, A., & Vishny, R. W. (1998). Law and finance. Journal of Political Economy, 106(6), 1113–1155], to investigate the importance of legal families in explaining the dissimilar levels of environmental quality indicators among countries with different legal systems. The main intuition behind our analysis is that the nations in which the rights of shareholders are more protected promote real and financial investment; this increases the speed at which the per capita income corresponding to the declining branch of the Environmental Kutznets Curve (EKC) is achieved. In econometrics different regressions analyses were performed, using as dependent variables three different kinds of pollutants (CO2, fine suspended particulates and waste), and including as an explanation some financial variables never before considered in this kind of study.  相似文献

The rural Minimum Living Standard Guarantee (Dibao) Scheme is the most important social assistance programme in rural China. However, how the rural Dibao programme affects household expenditures and whether it can enable the poor to escape the poverty trap are questions that remain largely unexplored. This study used data from the 2012 Rural Household Survey in China to investigate the impact of the rural Dibao programme on household expenditures. We found that the programme significantly improved the well‐being of low‐income households. Particularly, the programme significantly increased household expenditures on housing, education and health; furthermore, the impact was greater for households with educated household heads. However, the programme did not significantly affect household expenditures on food, transportation or farming inputs. The results imply that participation in the rural Dibao programme induces household investment in human capital, which could help to break the inter‐generational transmission of poverty and raise long‐run welfare.  相似文献

Abstract

This study elaborates on the differences between resident disposable income in the flow of funds table and in the household survey; between household consumption in expenditure-based GDP and in the household survey; and between gross fixed capital formation in expenditure-based GDP and total fixed asset investment in the whole country as shown in investment statistics, from the point of view of their basic concepts and purposes, scope of specifications, data sources, calculation methods and data presentation. We show that the household survey somewhat underestimates household income and consumption, while investment statistics somewhat overestimate total investment in fixed assets. This does not, however, directly affect the accurate understanding of such major economic structures as the structure of the distribution of Chinese nationals’ disposable income among households, enterprises and government, the structure of final demand, etc.  相似文献

This article begins with an examination of the role of social services as the key instrument of social investment strategy, presenting an empirical analysis of its impact on economic performance. A pooled time series, cross‐section analysis was conducted with the data of 15 welfare states from 1990 to 2007 under the ‘social investment hypothesis’ that more social service orientedness brings about a greater positive effect on the economy. The results show that a larger share of social service spending in the total social expenditure – more social service orientedness – contributes to economic growth and labour market performance, whereas a larger aggregate size of the welfare state may have a negative effect on employment. In conclusion, this study suggests that the relatively ambiguous welfare strategy of social investment could be clarified as a ‘transition from income security to livelihood security’ in which emphasis is placed on social service. Objective. The article corrects for two main shortcomings in conventional economic analyses of environmental change. First is the overemphasis placed on income growth, and general disregard for other socioeconomic factors. Second is economists' often oversimplified view of the environment, where distinctions between environmental necessities such as potable water and so‐called environmental luxuries are ignored. I test for the effectiveness of power inequality in explaining access to sanitation and safe water as well as their health consequences. Methods. I develop a two‐stage model seeking first to explain changes in the environmental variables and then population health. I employ ordinary least squares regressions on international cross‐sectional data. Results. Some dimensions of power inequality outperform per‐capita income as possible determinants of population health. Neither power inequality nor income is clearly superior at explaining environmental quality. Conclusion. The study casts further doubt on the importance of per‐capita income in explaining environmental and health outcomes.  相似文献

This article analyses the pattern of poverty and social exclusion in the Czech Republic and the impact of social policy on this pattern. The analysis is mostly based on data from the Czech Survey on Social Conditions of Households (2001; 27,000 respondents); Eurostat data provide a benchmark for making international comparisons. The poverty rate in the Czech Republic is among the lowest in Europe. On the other hand, material deprivation, as well as concentration of poverty within specific population groups, is high, with the unemployed facing the highest risk of poverty. Social policy measures in effect reinforce this pattern: while the benefit system is highly redistributive and effectively eliminates income poverty among households of employed persons and among pensioners, incomes of persons outside paid employment are protected less effectively. Labour market policy measures are insufficient in scope and inadequate in targeting groups which are facing the highest risk of labour market exclusion and poverty. We argue that although this practice is effective at present, it is not sustainable in the long term.  相似文献

This study explored changes in net disposable income for low‐income single‐mother families before and after the 1996 welfare reform in the USA. Although many studies on welfare reform have focused on employment or total family income as a way to measure low‐income single‐mother families’ economic well‐being, little is known about their net income after expenses related to entering the workforce. This study analyzed net disposable income after tax deductions and childcare costs to provide a more accurate understanding of income changes using data from the Survey of Income and Program Participation conducted by the US Census Bureau. The results revealed that while low‐income single mothers were working more after welfare reform, their net disposable income decreased during this time because their earnings were low and offset by an increase in childcare costs and a decline in means‐tested benefits, including Temporary Assistance for Needy Families benefits. The Northern Territory National Emergency Response Act 2007 was a radical intervention into the lives of Aboriginal residents of the Northern Territory, Australia. One of the intervention's key measures was income management – a scheme designed to limit the range of goods and services that may be purchased with social security payments. The aim of income management was to curb 'anti‐social behaviours' such as excessive gambling and alcohol consumption. In this paper, we specifically test the efficacy of income management in reducing the amount spent on commercial gambling. To achieve this we conduct an interrupted time series analysis with deflated monthly electronic gaming machine (EGM) expenditure data from July 2002 to July 2010 for hotels and clubs in the towns of Alice Springs and Katherine. We find a negative association between income management and EGM revenues for only one gambling venue in each town. However, local complexity in the form of segregated markets along temporal, spatial and racial lines, along with other policy confounders, may obscure the effects of the macro‐policy intervention. We conclude by making suggestions for locally‐based responses to problematic forms of risky consumption that may be more sensitive to local geographies.  相似文献

Objectives. We test the traditional studies of political participation that suggest enhanced education and income will help reduce the racial gap in voting. Methods. We adopt a Bayesian model to test the impact of education and income on both black and white racial groups. We also link the explanation of black voting participation to social capital. Results. We find that bonding and bridging social capital as well as human capital are all important in explaining white voting participation, but only bonding social capital, measured by church attendance, explained African‐American voting participation. Conclusions. We conclude that the utility of social capital theory and continuing significance of human capital theory must be considered in a racial context. In addition, our findings offer important implications about the continuing role of black churches for increasing social capital and political participation.  相似文献

Two players i and j will be able to cooperate only if they pay for the cost w ij of their communication link (i,j). Coalitions of players are treated similarly and a new characteristic function form game is developed thus. ABSTRACT

In Pakistan, nongovernmental agencies (NGOs) play an important role in program implementation. This study focuses on the contribution of one of these NGO social service programs that serves women in a rural area of Pakistan. To assess program satisfaction and effectiveness, 200 females were surveyed to measure their opinions and overall satisfaction with this particular NGO. The key findings of the study showed that the Aga Khan Rural Support Program (AKRSP) had a significant positive impact on the lives of these women through increasing social and decision-making skills while improving their income and living standards by providing employment opportunities and training. Future recommendations are made to continue to sponsor such programs that focus on a group-support for women while also providing supportive services that empower decision-making and economic standing.  相似文献

Some researchers have attributed deviations from selfish behavior to fairness. Violations of fairness theories, however, are observed in experimental dictator games with transfer rates greater than 1 (a transfer of x from the dictator yields an income of tx for the beneficiary, where x < tx): the dictator’s final income is less than the beneficiary’s. We theoretically propose that dictator giving also involves altruism, further supporting our claim with empirical evidence from four separate samples of dictator game experiments. Our nonlinear specification allows the relative measurement of the independent motives in dictator behavior.  相似文献

With the recent trend of growing poverty in South Korea, low‐income households, particularly elderly‐ and single‐headed households, are at high risk of experiencing material hardship and depression. However, less is known about the association between material hardship and depression by household type in Korea. Using data (N = 2,913) from the Korean Welfare Panel Study and employing several methodological approaches to address the omitted variables bias, this study examined: (i) the association between material hardship and depression among low‐income households, and (ii) whether the association differed by household type. We found that experiencing material hardship was associated with a higher likelihood of being depressed. In addition, we also found that the association between material hardship and depression differed by household type. The magnitude of the association was most pronounced in single‐ and elderly‐headed households. Policy implications to improve well‐being among low‐income households were discussed.  相似文献

Abstract

Education and income have been considered two primary determinants to affect individuals’ health outcomes. China initiated a comprehensive health reform in 2009, with the goals to provide equal access yet sufficient healthcare to all residents. However, social disparities continue to persist following this large reform. This research hypothesized that older adults’ years of education and income are determinants of participation in each social insurance scheme following the 2009 health reform. Multilevel logistic regression models were used with a nationally representative sample (n?=?5,274) to investigate the education and income disparities in each social insurance scheme for older adults, with random effects among provinces at the national level. The analyses show that years of education was not associated with enrollment in three social insurances, with the exception of the association between 11?years of formal education or above and the rural coverage. Participants with higher levels of household income had greater odds of having urban social insurances, but had lower odds of having the rural scheme. Further research should continue to investigate the disparities of enrollment of each social insurance. Chinese policy makers should consider these social factors carefully to reach a true universal coverage.  相似文献

Forgetting can be a salient source of uncertainty for subjective beliefs, confidence, and ambiguity attitudes. To investigate this, we run several experiments where people bet on propositions (facts) that they cannot recall with certainty. We use betting preferences to infer subjects’ revealed beliefs and their revealed confidence in these beliefs. Forgetting is induced via interference tasks and time delays (up to one year). We observe a natural memory decay pattern where beliefs become less accurate and confidence is reduced as well. Moreover, we find a form of comparative ignorance where subjects are more ambiguity averse when they cannot recall the truth rather than never having learnt it. In a different vein, we identify an overconfidence pattern: on average, subjects overpay for bets on propositions that they believe in, but underpay for the opposite bets. We formulate a two-signal behavioral model of forgetting that generates all of these patterns. It suggests new testable hypotheses that are confirmed by our data.

We report the results of a telephone survey conducted in 2008 in Hong Kong, which aimed to identify Chinese parents' parental warmth and parental control (guan) and to explore their relationship with the sociodemographic characteristics of the parents. The respondents perceived themselves to be warm (mean = 3.44) and educating their child (mean = 3.46). The results of multiple regression analysis showed that the five sociodemographic characteristics explained 15.8% and 8.2% of the variance in parental warmth and guan respectively. The mothers were warmer than the fathers; parents with higher monthly household income, higher educational attainment and with their smallest child young in age were warmer than parents of lower household income, lower educational attainment and with their smallest child older in age. However, parental guan did not vary among the five sociodemographic characteristics except educational attainment. Implications of the study for social work practice are discussed.  相似文献
