The Menagerie of the Senses

ABSTRACT

The term “menagerie” convenes two claims: firstly that our relation to our senses is one of active and constructive management (the old sense of the word “menagerie”), and that animal senses, or our idea of them, play an indispensable part in that management of the senses. While our senses mediate the world to us, animals mediate our senses to us; animals are thus the mediators of the mediation. A review of the use of animals as emblems of the five senses in medieval and early modern illustrations shows that while, on the one hand, animals were used to enforce the idea of the lowliness of the senses, on the other hand, the awareness of the superiority of certain animal senses encouraged the imaginative recruitment of animals to augment or transform human powers. This is brought to a focus in representations of the fly. Finally, this essay considers the part played by simulations of animal perception in the development of new technologies for augmenting and extending human senses. The new organs, perceptions and forms of awareness of our world continue to implicate and improvise upon the animals, which helps us to take leave of our senses.     

The Value of the WTO

Recent developments in global trade include actions by major global traders that lie outside the norms of behaviour of the World Trade Organization (WTO) over the last 20 years. Member frustrations with the slow pace of negotiations and concerns about strategies and behaviours of other members approaches to trade and economic development have created unprecedented stresses on a system of rules and commitments that have long encouraged global trade growth and increased economic integration. In this paper we explore the value of the multilateral trading system, particularly the WTO, and emphasize that the value goes well beyond crucial achievements such as tariff reductions and the prevention of a global trade war, but is also found in increased certainty and transparency. The WTO reduces uncertainty about trade policy thus promoting trade and investment. Membership of the WTO locks in beneficial reform and has a public good nature also fostering trade with non-members. We discuss the importance of the WTO as a multilateral forum to negotiate rules on segments of trade expected to grow in the future such as services and digital trade. We describe how the history of negotiations in the WTO provides useful insights for negotiations on such future topics.

The Taming of the Internet

The Russian system of state internet censorship has been steadily expanding in recent years. The Russian government has succeeded in placing under its control both domestic and foreign internet companies operating in Russia and in establishing a system that can be used to conduct mass surveillance of internet users. However, the state censorship regime remains incomplete, as it is focused on countering small numbers of dissidents and is not designed to prevent the spread of information among thousands of users.     

The Festival of Progress: The Globalizing World-System and the Transformation of the Caracas Carnival

While the carnival in Latin America functions as a form of popular entertainment, it can also be viewed as having other roles. Robert Lavenda examines the Caracas carnival as an event which is atonce symptomatic of the social reality that surrounds it and able to bring about change within Venezuelan society. As popular culture, the carnival has been an important mediator in directing this society toward the modern capitalist worJd-system. Lavenda traces how, under the leadership o f Antonio Guzman Blanco, Venezuela took a major step in the second half of the nineteenth certury towards becoming a modern country. Under Guzman's and other modernizers' influence the old carnival, which had been characterized as a wild and rowdy small-group activity, was transformed to bring it into line with contemporary European models, that is, a highly organized and closely monitored mass celebration. The author discusses how the new power relationships that had developed in the city were reflected by the composition of the carnival's governing board. By setting up a series of oppositions between the South American and European versions of the carnival, Caracas' ruling elite hoped to orient the masses away from the former values and towards the latter.     

The participation of parents in the protection system: The case of the Spanish legislation

Working with the families of origin of children and adolescents (CA) who are in the CA protection system is essential to achieve reunification, which is the ultimate objective when planning foster care; it is a scientific, social and professional challenge that must be included in the legislation of each country. For this, it is essential that the laws consider and regulate the participation of families in decision-making during foster care and subsequent reunification processes. We analysed 22 laws enacted through Spanish legislation, both national and regional, that regulate the protection of children. The study focuses on analysing how the Spanish legislation contemplates the participation of parents during foster care and subsequent reunification. The Spanish legislative texts do not expressly, clearly and effectively include the participation of parents. They are limited to the punctual recognition of acts of notification and hearing and, where appropriate, of opposition to certain resolutions. Spain lacks a general legal framework that supports and guarantees the necessary participation of the family in the protection system. The focus on the recognition of the rights of CA in laws as a result of international pressure has relegated the legal protection of the rights of parents, mainly in their right to be heard.
