The aim of this article is to present the views of social work students from three different welfare regimes—Italy, Sweden, and England—and to analyze in what way at the end of their training they feel ready to practice. Primarily, it considers the findings of a comparative pilot study conducted in the three countries. Specifically, the paper initially offers general comments on the European context of standards of social work competence and how these impact on the countries involved here. It then briefly discusses the three different welfare regimes that these countries reflect. Social work education is then given some consideration, including reflection on similarities and differences in each curriculum. We then review examples of previous research on students' readiness to practice, also referencing models of competence previously developed. After this we look in detail at the research study itself, with a short discussion of its methodological—primarily phenomenological—approach and modest scope, before we consider tentative findings in relation to the themes of theory, practice, and personal growth. The paper concludes with reflections on levels of competence attained and how the research might best be extended.  相似文献

Transitions to adulthood not only represent a key period for individual development but also contribute to processes of social stratification. Growing evidence has pointed to increased complexity, postponement and individualization in transition dynamics. Previous research has focused on trends in school-to-work transitions and family formation; however, the central role of housing represents an interrelated process that is less understood. As pathways to adulthood have diversified, many young people experience partial independence in one sphere while continued dependence in others. Semi-dependent housing, either through parental co-residence or shared living, can be an important coping mechanism. Using the European Survey on Income and Living Conditionst, the research investigates the role that semi-dependent living plays within emerging adulthood across varied European contexts. The data suggests that the extent and type of semi-dependent housing varies substantially across EU15 countries. The findings indicate that levels of housing independence can be partly explained by welfare regime context while the propensity for shared living appears correlated with affordability in the rental market. Although socio-cultural and economic trends play an important and interrelated role, the study argues that housing dynamics of young adulthood and the role of semi-dependent living is fundamentally shaped by the context of the housing system and welfare regime.  相似文献

The amount of depression associated with economic hardship among adults may depend on age. This study tests alternative hypotheses about the interaction. The first asserts that the amount of depression associated with economic hardship decreases with older age because of maturity and experience. The second, the opposite, asserts that the amount increases with older age because of increasingly limited future opportunities for recovery. The study analyzes data from 2,592 households in the 1995 and 1998 telephone survey of Aging, Status, and the Sense of Control (ASOC). Regression analyses find that the amount of depression associated with economic hardship decreases with older age, both cross-sectionally and over time. No model shows an increase with age in the depression associated with economic hardship. However, regressions do show that not having household wage income or having a disabling or life threatening chronic disease increases the depression associated with economic hardship. Those interactions somewhat suppress the moderating effect of older age on the association between economic hardship and depression.  相似文献

Situated on the margins of Europe, Scotland and Finland are small countries which share similar demographic and economic profiles. In many European countries, residential child care can also be considered to be ‘on the margin’ of child care provision; there is ambivalence about residential care and a view that it should be used as a last resort. This paper examines systems and practices of residential care in Scotland and Finland, locating these in the context of wider child welfare policy in both countries. The underpinning principles of child welfare provision in both countries are similar—based on children's rights and primarily family-focused. In both countries there are also similar concerns about the fragmentation of child care provision and the cost of residential services. However, there are also important differences relating to child welfare provision and the use of residential care. In Finland, overall numbers of children in residential care are much greater than in Scotland; the age profile of these children and young people is very different; and the two countries vary markedly in the use of secure accommodation and custody. This comparative analysis suggests new ways of understanding the similarities and difference in the use of residential care in the two countries. It highlights the continuing challenge to develop residential care as a positive and integral part of a continuum of care services.  相似文献

Research has shown that several factors influence student engagement, but little is known about the predictive role of family economic hardships on student engagement, particularly in the sub-Saharan African context. This study used data from junior high school students in Ghana to examine the association between perceived family economic hardship and students' classroom engagement, and the intervening role of future intentions. The structural equation modeling results indicate that perceived economic hardship is associated with behavioral engagement in school in two ways. The first is the direct positive link from perceived economic hardship to engagement (i.e., the motivational pathway). The second is a more nuanced channel whereby perceived economic difficulties are negatively associated with students' participation in academic work, but only through the inconsistent mediating (suppression) role of students' future intentions (i.e., the demoralizing pathway). The nuanced psychological and behavioral outcomes suggest the need for programs that cultivate educational resilience among young people.  相似文献

A joint concern with multidimensionality and dynamics is a defining feature of the pervasive use of the terminology of social exclusion in the European Union. The notion of social exclusion focuses attention on economic vulnerability in the sense of exposure to risk and uncertainty. Sociological concern with these issues has been associated with the thesis that risk and uncertainty have become more pervasive and extend substantially beyond the working class. This paper combines features of recent approaches to statistical modelling of poverty dynamics and multidimensional deprivation in order to develop our understanding of the dynamics of economic vulnerability. An analysis involving nine countries and covering the first five waves of the European Community Household Panel shows that, across nations and time, it is possible to identify an economically vulnerable class. This class is characterized by heightened risk of falling below a critical resource level, exposure to material deprivation and experience of subjective economic stress. Cross‐national differentials in persistence of vulnerability are wider than in the case of income poverty and less affected by measurement error. Economic vulnerability profiles vary across welfare regimes in a manner broadly consistent with our expectations. Variation in the impact of social class within and across countries provides no support for the argument that its role in structuring such risk has become much less important. Our findings suggest that it is possible to accept the importance of the emergence of new forms of social risk and acknowledge the significance of efforts to develop welfare states policies involving a shift of opportunities and decision making on to individuals without accepting the ‘death of social class’ thesis.  相似文献

This paper examines different models of disability policy in European welfare regimes on the basis of secondary data. OECD data measuring social protection and labour-market integration is complemented with an index which measures the outcomes of disability civil rights. Eurobarometer data is used to construct the index. The country modelling by cluster analysis indicates that an encompassing model of disability policy is mainly prevalent in Nordic countries. An activating and rehabilitating disability-policy model is predominant mainly in Central European countries, and there is evidence for a distinct Eastern European model characterized by relatively few guaranteed civil rights for disabled people. Furthermore, the Southern European model, which indicates a preference for social protection rather than activation and rehabilitation, includes countries which normally have diverse welfare traditions.  相似文献

This paper contributes to the discussion on the effects of the number of children on female employment in Europe. Most previous research has either (1) compared these effects across countries, assuming an exogeneity of family size; or (2) used methods that dealt with endogeneity of family size, but that focused on single countries. We combine these two approaches by taking a cross-country comparative perspective and applying quasi-experimental methods. We use instrumental variable models, with multiple births as instruments, and the harmonized data from the European Survey on Income and Living Conditions (EU-SILC). We examine the cross-country variation in the effects of family size on maternal employment across groups of European countries with different welfare state regimes. This step gives us an opportunity to investigate whether the revealed cross-country differences in the magnitude of the effect of the family size on maternal employment can be attributed to the diversity of European institutional arrangements, as well as the cultural and the structural conditions for combining work and family duties.  相似文献

This paper reports on an investigation of the work undertaken by community groups in Australia. Specifically, it highlights the role of community welfare organisations in socio-political contexts undergoing change. Different operating rationalities, corresponding to shifting political and economic imperatives, are examined. An overview of the development of the community welfare sector since 1970 reveals tendencies towards bifurcation and convergence as strategic responses to different socio-political conjunctures. Analysis of the contemporary preoccupation with the rationale of the market indicates a rehearsal of the bifurcation tendencies that characterised the sector in the 1970s. Yet shifts in the organisational relations between the state and the community welfare sector and the appearance of new strategic responses to the operating logics of the market also suggest that it is time for the development of different discursive frameworks in which to think about work in the community welfare sector.  相似文献

Using two waves of data from a national survey of working Americans (N = 1,122), we examine the associations among economic hardship, negative life events, and psychological distress in the context of the family-work interface. Our findings demonstrate that family-to-work conflict mediates the effects of economic hardship and negative events to significant others on distress (net of baseline distress and hardship). Moreover, economic hardship and negative events to significant others moderate the association between family-to-work conflict and distress. While negative events to others exacerbate the positive effect of family-to-work conflict on distress, we find the opposite for economic hardship: The positive association between hardship and distress is weaker at higher levels of family-to-work conflict. These patterns hold across an array of family, work, and sociodemographic conditions. We discuss how these findings refine and extend ideas of the stress process model, including complex predictions related to processes of stress-buffering, resource substitution, and role multiplication.  相似文献

Social capital is positively associated with a number of health outcomes, and it is theorized that social capital serves as a “buffer” during economic hard times, reducing the negative quality of life impacts of economic hardship. Using self-rated health as the outcome variable, we test whether social capital modifies the effect of economic hardship in a sample of 35 transition and non-transition countries and multilevel ordinal logistic regression models that interact social capital with economic hardship variables. Overall, we find consistent evidence that social capital improves health but our analyses do not suggest that social capital conditions the effect of economic hardship. Hence, social capital does not appear to act as “buffer” during trying economic times. We suggest that more research is needed to truly understand how social capital improves health.  相似文献

ABSTRACT

Responses to the Great Recession are varied across welfare states and gendered in their consequences. Combining gender, social policy and social movement scholarship, this paper investigates how the differential policy responses to the Financial Crisis in three European countries shaped gender-differences in anti-austerity demonstrations. We compare the involvement and characteristics of women and men in anti-austerity protests using data collected at street demonstrations (2010–2012). We conduct cross-national multi-level analysis of demonstrators from countries representing different gender regimes (Spain, Sweden and the United Kingdom). Our results show that gender regimes have a significant impact on women’s and men’s involvement in anti-austerity protests. We thus make an important contribution to research on gender differences in participation in anti-austerity demonstrations post-Great Recession. Our comparison of women’s and men’s participation in anti-austerity street demonstrations suggests that at the country or regime level resources matter more than grievances, but that grievances matter at the individual level. This innovative paper links scholarship on gender regimes with research on protest participation. Resources and experiences of grievances are shaped by gender regimes which provide access to decision-making and social support. We reveal novel insights into the connection between gender regimes and demonstration participation.  相似文献

This article examines how child welfare workers from three countries assess risk to a child in the context of different risk assessment tools, child welfare systems and welfare regimes. Previous research suggests that there are distinct differences between child protection-oriented child welfare systems such as England and the U.S., and family service-oriented child welfare systems such as Norway (Gilbert et al., 2011). We use a case vignette method to analyze how 299 child welfare workers from England, Norway and California (U.S.) assess risk. The case vignette describes the case of ‘Beatrice’, a nine year-old girl of Black African descent who was born with an organic heart disease and a cleft palate. We found that respondents from California assessed the risk to be the lowest, followed by respondents from England and Norway. The risk factors that respondents highlighted as important for their assessment also varied significantly between countries, displaying different perceptions of elements in a case constituting risk. Respondents from Norway, who, comparatively, practice within the context of the least regulated assessment platform, identified the most homogenous assessments and types of reasoning, whereas both the assessment of risk levels and identifications of risk factors were more heterogeneous among workers in England and California. We argue that the different risk assessment tools only partly influence what workers identify as risk factors in a case, and that type of welfare states and child welfare systems is also an influence. This study thus supports existing scholarship on the distinctions between child welfare systems. However, we also found significant differences in perceptions of risk factors between England and the United States.  相似文献

The East Asian experiences of welfare-state building have universal implications for the sociology of the welfare state because they clearly indicate the relevance of international circumstances to welfare-state building. The convergence theory of the welfare state lays emphasis on the economic development, demographic structure, and age of the social security system. The path dependency theory regards a country's social structure and history as important. However, both these theories clearly state the importance of the domestic factors as well. On the contrary, the East Asian experiences show that the dates of the takeoff of the welfare state and the international context at that time were decisive for the subsequent development of the welfare state. The European welfare states are considered to be a by-product of "embedded liberalism." The Japanese welfare state, on the other hand, was established in the context of the worldwide stagflation of the 1970s; therefore, Japan experienced the formation and crisis of the welfare state at the same time and this is what characterized its present welfare system. The Korean welfare state emerged in the age of global capitalism and was consequently shaped by the co-occurrence of welfare and workfare. Given the above, it can be said that the international circumstances faced by each welfare state characterized the three worlds of welfare capitalism: Europe, Japan, and Korea.  相似文献

Research on the evolution of immigrant fertility patterns has focused on the expected reduction in fertility among immigrants from high fertility, less developed countries who arrive in relatively low‐fertility developed societies. The current research considers a different context in which immigrants from the low‐fertility Former Soviet Union arrive in a relatively high‐fertility setting in Israel. This research context allows us to test various theories of immigrant fertility, which cannot normally be distinguished empirically. Results from Cox multivariate regressions of parity‐specific progression do not support assimilation theory, which would predict an increase in fertility following migration, in this context. We interpret the very low fertility rates of the FSU immigrants in Israel, relative to all relevant comparison groups, in terms of the economic uncertainty and hardship experienced during a difficult transition period by immigrants who have high aspirations for social mobility in their destination society.  相似文献

PurposeThis article starts from the assumption that it is important for the evaluation of gender equality interventions in RTDI (Research, Technology Development and Innovation) to consider its context regarding gender equality regime and evaluation culture because this context does influence effects and long term impacts of such activities. It aims to provide key characteristics for the differentiation of gender equality regimes and evaluation regimes to be considered when designing policy interventions or evaluating specific gender equality interventions in RTDI.Design/methodology/approachAfter a literature review of relevant typologies for welfare state and gender equality regimes, it was analysed to which extent the seven EFFORTI countries correspond to certain typologies based on the data basis of the context research performed in the EFFORTI project. For this context research, international/national and qualitative/quantitative data regarding the relevant framework conditions were firstly collected for each of the EFFORTI countries and secondly compared in a cross-country analysis.FindingsThe research showed that when it comes to gender equality policies, most EFFORTI countries can either be assigned to the Social-Democratic category or Conservative Equal Employment Regime category in the typology of von Wahl (2005), with the latter type tending to provide less favourable conditions for women in the general labour market as well as women in RTDI (e.g. overtime culture). In how far these different types of context can have an impact on the evaluation of interventions can be exemplarily illustrated using case studies carried out as part of EFFORTI.Connecting the typologies for gender equality policy with evaluation regimes has not proved fruitful, as the two discourses have only begun to converge in recent years. The evaluation regimes and cultures of the respective countries have therefore been described independently. However, it was shown that countries with more expertise in certain areas (e.g. gender, evaluations) developed more routinized and institutionalised procedures in the respective field.Originality/valueConsidering the different framework conditions is relevant when it comes to evaluation as different national contexts might require different policy and designs of activities, but might also shape the interventions’ effects. This article therefore aims to provide support in this regard for future evaluations of gender policies.  相似文献

This article focuses on issues of racism and ethnic discrimination in the operation of the Swedish child welfare system and the broader societal context. It draws primarily upon a qualitative study which explored discourses about ethnicity, gender and age within the Swedish child welfare system but also uses some data from several recent transnational European studies. It suggests that the Swedish welfare system may be far less benign in challenging racism and ethnic discrimination than it is when assessed along more ‘mainstream’ comparative measures associated with poverty alleviation or issues of work in the labour market and home. The article notes that very similar findings occur when gendered violence to women and children is placed in focus rather than ethnicity. Finally some tentative possible explanations for these welfare patterns are suggested as the basis for future research and elaboration.  相似文献

This paper explores the various aspects of mobility requirements and the relationship between competitiveness, excellence, and mobility in scientific research in the European Union (EU). The “expectation of mobility” in science plays an important role in shaping the European Research Area. Research argues that better economic opportunities and advanced migration policy in destination countries promote highly skilled migration. Empirical evidence shows that academics and researchers consider important determinants in the migration decision and destination to be the research environment and conditions, i.e. research support, infrastructures, demand for research and development (R&D) staff, and academics (Millard, 2005). While it can be argued that the European Research Area is designed to encourage the interchange of scientists, skills balance is essential to competitiveness in the European region. Despite the actions and measures taken in the context of the EC Mobility Strategy, unbalanced flows are still a weakness of the European Research Area. There is a need in Europe to coordinate science and migration policies at European and Member State level to enhance the attractiveness of European receiving countries and facilitate return of scientists to their sending nations. This paper, which focuses mainly on Austria, Greece, Italy, Portugal, and the United Kingdom, shows the uneven nature of scientific personnel flows within the European Research Area. The article argues that in Europe mobile scientists are often driven by necessity more than choice, and the longer they are away the more complicated it is to return. If the academic system proved impenetrable to return other opportunities in the private sectors might be explored by the researcher.  相似文献

Faced with an unparalleled rate of population aging, Japan and Korea have been reforming their retirement policies. To date, however, while the age of mandatory retirement has increased, employees continue to face significant decreases in compensation and other working conditions, typically at age 60 in Japan and age 55 in Korea. Three factors have contributed to shaping the path of the policy reforms in both the countries, including (1) the productivist welfare regimes, (2) the structure of the labor market for young workers, and (3) seniority-based wage and compensation systems.  相似文献

According to the United Nations Convention on the Rights of the Child, all children are born with civil, political, social and economic rights. However, children's ability to exercise their citizenship rights and practices depend on which country context they live in. Within the limits of this article we want to explore how children's subjective wellbeing is affected by the level of safety provided within the larger country context by using data collected by the consortium of the International Survey of Children's Well-Being. The question we elaborate is whether there is a relationship between the welfare context and subjective well-being of children with respect to different domains, and whether age and gender play a role. We first cluster welfare contexts with selected indicators from international reports among the selected countries of the Children's World Survey from high to low safety provided for children. Then, by referring to the existing literature, we propose six domains for analyzing children's subjective well-being: Health; Material conditions; Education; Risk and Safety; Relationships, and Self-perception. By analyzing each domain we ask whether there is a linear relation between the levels of safety welfare contexts and the subjective well-being of children in different domains and whether this hypothetical relationship exists after controlling for the age and gender of participants. According to our findings, high and medium welfare contexts provide higher subjective well-being in the domains of ‘material’ and ‘risk and safety’. Girls have lower subjective well-being in the low safety welfare context compared to boys. We also find that in the domains of education and relationship, girls' subjective well-being is higher than boys in every safety welfare contexts. Last but not least we also find that the high safety welfare context has a lower average in the self-perception domain and also there is gender difference, girls compared to boys are less satisfied with themselves.  相似文献
