This paper presents a critical analysis of the level of disaster preparedness among households in the Badakhshan Province in Afghanistan. Based on an analysis of baseline data collected as part of a project aimed at strengthening the disaster response in this province, this paper emphasizes the complexities of disaster preparedness among Afghan households, including a critical gap in knowledge, a lack of resources, and limitations in existing community responses to disasters. The findings reveal that less economic security, less knowledge of emergencies and emergency plans, being a female head of household, and having prior disaster experience tended to predict lower levels of preparedness among households. Disaster‐preparedness interventions targeted at improving the knowledge of hazards and hazard plans, as well as enhancing the livelihood and income security of affected households, could minimize the negative impact of disasters. Because most households relied on social networks and indigenous preparedness measures, future research should examine the nature of such measures and their effectiveness in mitigating the impact of disasters on this population.  相似文献

This study examined disaster preparedness and decision-making by caregivers of community-dwelling persons diagnosed with Alzheimer’s or a related dementia (ADRD). Interviews were conducted with 20 caregivers in South Florida. Twelve of these interviews include caregiving experiences during the highly active 2004–2005 hurricane seasons. Results indicate that persons in earlier stages of ADRD can, and often do, remain engaged in the disaster preparation and planning process. However, during the early stages, persons may also resist evacuation, even if the caregiver felt it was necessary. During later stages of the disease, caregivers reported less resistance to disaster-related decisions, however, with the tradeoff of less ability to assist with preparation.  相似文献

This study examined factors associated with disaster preparedness among older adults, with special attention paid to demographic characteristics, social support, and community participation. From a larger study about disaster preparedness of persons with disabilities, a total of 719 adults aged 55 years and older were used for this study. The results of the logistic regressions indicate that individuals who have higher levels of social support and more connections to community organizations are more likely to be prepared for disaster-related emergency situations. In another model, using resource preparedness as the dependent variable, an interaction effect between social support and income was found. Overall, higher income and higher informal support are related to a higher level of resources for disaster preparedness. However, the relationship between income and disaster preparedness is much stronger for those sub-groups receiving more informal support. The findings of this study expand knowledge regarding issues of disaster preparedness among older adults and demonstrates the importance of social resources and networks. This study suggests an intervention model for decision-makers and community leaders in terms of providing information and advice to members of their communities about how to adequately prepare for natural disasters.  相似文献

ABSTRACT

Since Hurricane Katrina there has been a movement across the U.S. to examine best practice for disaster response within the aging population. However, little is known about the experience of natural disasters from the perspective of family caregivers of persons with Alzheimer’s disease and related dementia (ADRD). In this exploratory, qualitative study, family caregivers (n=27) were interviewed about their experience with the historic 2015 South Carolina flood. By using thematic analysis, themes were identified to better understand what unique challenges caregivers of person with ADRD experienced. While many caregivers stated they had experienced a natural disaster previously, none had ever done so in their current caregiving role. The caregiving role affected their ability to prepare for the storm and influenced their decision-making regarding evacuation and utilization of recovery resources. Thus, caregivers were confronted by a “perfect storm” of circumstances and uncertainty. Family caregivers need to have actionable emergency plans for disasters that are specific to their role as caregivers of persons with ADRD. Study implications also suggest the role social work professionals can have in educating, advocating, evaluating, and coordinating support to assist caregivers of persons with ADRD as a potentially vulnerable and at-risk population during all phases of disaster.  相似文献

ABSTRACT

This study investigated to what extent income status and race/ethnicity in old age interplayed with disaster preparedness. Data came from the 2010 Health and Retirement Study, a nationally representative panel survey of older Americans over 51 years old. Our sample was restricted to respondents who participated in a special survey about disaster preparedness (N=1,711). Disaster preparedness was measured as a score, which includes 13 variables. Race/ethnicity was categorized by White, Black, and Hispanic. Low income was defined as below 300% of the federal poverty line. OLS regression was used to examine the main and interaction effects of race/ethnicity and lower income status on disaster preparedness scores. We found that older adults in lower income status had lower preparedness level than those in higher income (Coef. =-0.318, p<.01). Hispanics tend to be less prepared compared to White and Blacks (Coef. =-0.608, p<.001). Preparedness of Black elders was not significantly different from that of Whites. However, interestingly, Black elders in lower income status were significantly less prepared for disaster than other groups (Coef. =- 0.622, p<.05). This study identified vulnerable subgroups of older adults for disaster preparedness and suggests that preparedness programs should target minority and low income elders.  相似文献

SUMMARY

Disaster research in social work has deep roots in the profession'S history of disaster relief, social work'S mission to create resources and make them accessible to people, and the profession'S service to vulnerable populations. Social workers have important and unique contributions to make to disaster research through their expertise in ecological approaches, prevention, stress and coping, and promoting change in micro and macro systems. Disaster research in social work borrows primarily from psychology and sociology, and is conducted in clinical, organizational, and community contexts. ABSTRACT

This study investigated the roles and interconnections among community organizations belonging to local disaster coalitions in Midwest in supporting older residents. Representatives from 44 organizations participated in one-time survey. Most were non-profit (68%) or federal/state/local government agencies (23%). The analyses of 761 relationships showed stronger collaborations in assessment (average strength=2.88 on a 5-point scale), emergency response (2.72), and planning (2.61); and weaker collaborations in co-sponsoring programs (1.71) and supporting older residents (2.03). The extent of collaboration (network density) to support older adults was also low. Coalitions may enhance network density and centralization by developing sub-committee structure and strengthening existing collaborations.  相似文献

Objectives. This research investigates the spatial redistribution of socially vulnerable subpopulations during long-term recovery from natural disaster. We hypothesize that the local environmental impact of a disaster influences this redistribution process and that how it does so varies by the urban or rural context in which the disaster occurs.Methods. To test these hypotheses, we use a novel research design that combines the natural experiment offered by Hurricane Andrew with GIS technology and local census data.Results. Findings indicate that in a more urbanized disaster zone (Miami), long-term recovery displaces socially disadvantaged residents from harder-hit areas; yet, in a more rural disaster zone (southwestern Louisiana), long-term recovery concentrates socially disadvantaged residents within these harder-hit areas.Conclusion. These findings bridge classic and contemporary research on postdisaster recovery and open new terrain for thinking about how environmental and social forces intersect to transform regions in different settlement contexts.  相似文献

Since September 2010, a series of earthquakes have caused widespread social, financial and environmental devastation in Christchurch, New Zealand. Anecdotal evidence suggests that local Māori responded effectively to facilitate community recovery and resilience. However, the form, content and extent of that response has not been adequately recognised or documented. This qualitative research project, conducted in partnership with Te Rūnanga o Ngāi Tahu, has documented the way in which Māori cultural factors have facilitated disaster risk reduction and management in response to the earthquakes. This paper explores sets of understandings about marginalisation and inclusion within the narratives of 70 Māori community members who contributed to this research. Forms of marginalisation expressed in participants’ narratives include delayed linkages to the formal emergency management infrastructure, difficulties integrating Māori volunteers into the mainstream response as well as enduring barriers to Māori engagement within Civil Defence, illustrated in a lack of Māori representation as well as tikanga Māori within emergency planning. We argue that the knowledge, principles and practices embedded within Māori responses to the Christchurch earthquakes may be contextually relevant for national and regional policy development in the area of disaster risk management, response and recovery.  相似文献

As a result of climate change and past management practices, wildfires are becoming larger and occurring more frequently than ever before in the Western U.S. In order to mitigate the effects of this growing threat, fire management agencies such as the U.S. Forest Service have encouraged residents in at-risk communities to protect their homes, property and communities by adopting Firewise recommendations. Using annual random sample household surveys conducted in fire-prone central Oregon from 2011 to 2013, this study examines the impact of wildfire events (i.e., wildfire exposure and evacuation), risk perception, wildfire plan informedness, proximity to wildlands, and various demographic factors on resident Firewise behavior participation. Findings indicate that residents who have experienced a wildfire event, who are familiar with their county’s Community Wildfire Protection Plan, who perceive wildfire risk to their community, and who live in proximity or within a wildland area, were significantly more likely to engage in Firewise behaviors than those residents without these experiences, orientations or household locations.  相似文献

This article describes a community-based participatory research (CBPR) effort conducted in a low-income, predominantly Latino community, which bridged traditionally-separate domains of practice and research by engaging neighborhood residents in a collaborative capacity-enhancement process for meeting the needs of vulnerable elderly residents. What began as a simple needs assessment to facilitate program development became a mechanism for engaging neighborhood residents in a collaborative social capital development process. The article describes the origins of this community-based effort, its consumer-led transformation from traditional needs assessment to service provision, resulting benefits and challenges, and implications for meeting the needs of vulnerable populations.  相似文献

Abstract

In recent years mental health professionals have become increasingly aware of their role in ameliorating the impact of disaster and have begun to develop models for systematizing interventions. As many have noted, however, these models are largely based on clinical wisdom due to the dearth of empirical data on disaster and its social and psychological consequences. This article describes one model of disaster intervention, the Triple ABCD Model, and provides evidence-based guidelines for determining possible hazards and risks to both individuals and communities. Key factors considered are intentionality, predictability, time frame, degree of threat, location, extent of disruption and destruction, and timeliness and sustainability of the outside resources. Implications for practice include the importance of considering both individual and community factors in assessing risk and resilience; the need for mental health practitioners to exercise both clinical and community building skills when responding to disaster; and the importance of training and education of mental health professionals that include emergency planning and response with a focus on supporting the public at both an individual and community level.  相似文献

The resilience of children and youth is an increasingly important area of research. Young people growing up in distressed communities, characterized by poverty, crime and family troubles, are particularly vulnerable. Resilience can assist these young people in navigating through these challenges towards independent living, particularly as they transition out of adolescence and into young adulthood. Children in South Africa are almost universally vulnerable, but children growing up in residential care facilities and children from poverty‐stricken communities are particularly in need of resilience. This quantitative study of 575 South African children compared their resilience in terms of individual, family and community protective factors across seven sites, including child and youth care centres, schools in poor communities and schools in middle‐class suburban communities. Contrary to expectations, the study found that children in one of the children's homes and one of the poor communities had the highest levels of resilience. Moreover, all but one of the sites scored very high on at least one of the resilience variables, suggesting unique profiles of resilience across the sites. Practice implications for child and family social work are discussed.  相似文献

We examine the risks and management of natural disasters. A benefit-cost framework focuses attention on (1) designing control structures, such as dams and levees, and mitigation policies, such as construction standards, to protect lives and property against small and medium, rather than large sized natural disasters; and (2) warning and evacuation to save lives for large natural disasters. Providing information rather than command solutions generally enhances social benefits, if people understand the risks and bear the expected costs. Requiring actuarially fair insurance simultaneously provides information and has individuals bear the expected costs.  相似文献

An estimated seven million children with disabilities worldwide are affected by disasters annually. This significant figure emphasises the particular vulnerability of these children in facing natural hazards. However, their needs as well as their capacity and role in disaster risk reduction have largely been overlooked by researchers and policymakers. This paper draws on a case study in Christchurch to identify insights, realities, possibilities and obstacles in relation to the involvement in disaster preparedness of children with diverse disabilities. It reports on findings from focus group discussions and semi-structured interviews with children who have disabilities, their teachers and caregivers to explore children's preparedness and potential responses to a disaster. The findings indicate a considerable variation in how children with disabilities access available resources and perceive, face and cope with natural hazards. This paper shows their potential contribution to disaster preparedness and provides further suggestions for policy and practice.  相似文献

Because many communities where older people live were not designed for their needs, older residents may require support to remain in the least restrictive environment. "Age-prepared communities" utilize community planning and advocacy to foster aging in place. "Elder-friendly communities" are places that actively involve, value, and support older adults, both active and frail, with infrastructure and services that effectively accommodate their changing needs. This paper presents an analysis of the literature and results of a Delphi study identifying the most important characteristics of an elder-friendly community: accessible and affordable transportation, housing, health care, safety, and community involvement opportunities. We also highlight innovative programs and identify how social workers can be instrumental in developing elder-friendly communities.  相似文献

Deinstitutionalisation is represented as a major step toward social inclusion through the resettlement of disabled people residing in segregated large‐scale institutions into community‐based homes. By promoting the right to live in ordinary community residential settings, deinstitutionalisation fundamentally changes both the support services and housing arrangements of former institutional residents. In Australia, as in many western countries, debates on community care have tended to focus on the location and nature of non‐housing supports for people leaving dependent care. This focus, however, overlooks the fact that deinstitutionalisation involves a radical rehousing of people in care. This paper explores the character and implications of deinstitutionalisation in Australia as a rehousing process. It is based on a recent national research project that has examined the housing futures of people with intellectual disabilities who have been, or will be, deinstitutionalised. The paper considers the increasingly divergent socio‐political perspectives that have emerged in recent discussions about social inclusion, institutional reform and independent living and their implications for housing and community care policies.  相似文献
