Public agencies increasingly contract with nonprofit organizations to lead community‐based networks for social service delivery. We explore the role that partnership characteristics play in the effectiveness of these networks. Using data on children and family services in Los Angeles County, we consider the impact of both the motivations for forming partnerships and the nature of the resulting partnerships on perceived outcomes for clients, interorganizational relationships, and organizational learning. We find that client outcomes and interorganizational relationships are enhanced when partnerships are formed to meet certain programmatic and organizational goals. Organizational learning, however, is affected only when partnerships are formed to enhance organizational legitimacy. Partners selected because they share common vision increase effectiveness, while those selected because there are few alternative partners decrease effectiveness. Finally, when partnerships use an interorganizational coordination mechanism, client outcomes are improved. The managerial implications of these impacts for the nonprofit sector are developed. The results lend considerable support to the role of partnership motivation and partner selection in the effectiveness of nonprofit lead‐organization networks, and specificity about the nature of that role.  相似文献

The ideological belief system of actors who influence the direction of policies is an important dimension providing some estimate of a policy's feasibility. This paper, through the development and application of a Special Education Ideology (SEI) Scale, examines what a randomly selected group of local educational decision-makers in Massachusetts think regarding the education of handicapped children within the contexts of citizen/parent participation, intergovernmental relations, community/agency linkage, and normalization. Their belief system, and extent of mainstreaming in Massachusetts, are analyzed according to community type—urban, small city, suburban, and rural. With respect to Public Law 94–142, the Education for All Handicapped Children Act, implications and limitations of the SEI Scale are explored for education and human service professionals.  相似文献

The article analyses the network of interlocking directorates as a part of public policy analysis of nuclear energy policy in the Netherlands. This network represents an interorganizational communication structure on the policy decision level. An organization's position in this structure reflects its position in policy formulation and implementation. Semi-governmental bodies function as important mediators between central government and private actors, of which the engineering and electricity companies have been the most influential.  相似文献

This study of evaluation utilization identified organizational, political, and practical arrangements which facilitated wide use of The Interim Report Evaluation in policy making for California's Early Childhood Education program. In a program fraught by tensions, where evaluations had been political tools, this evaluation was special. The research used a field study approach. Analysis was guided by literature on organizations, policymaking, and evaluation utilization. It identified techniques for maintaining political support, marshalling organizational resources, and designing and disseminating an evaluation that used an ethnographic approach and that was directly applied to policy deliberations. Such techniques have significance when evaluators and researchers need to convince policymakers of their worth. This case study adds to knowledge of the research/policy intersect, on ethnographic evaluation, and on state education policymaking.  相似文献

The past decade has seen significant developments in policy and practice for disabled children and their families. In particular there is a new focus upon access and inclusion, with increasing awareness of the need to see disabled children and families as active partners within policy development and implementation. There is growing awareness of the implications of disability discrimination legislation across children's services and of the importance of improving arrangements for early identification and intervention to maximise disabled children's participation within mainstream services. The National Service Framework, the advent of Children's Trusts and a new Special Education Needs (SEN) Action Programme, together with the introduction of direct payments, give encouraging messages about multi‐agency working and a strategic and ‘joined up’ approach to childhood disability. However, many disabled children and their families continue to experience discrimination, poverty and social exclusion. The challenge for the Government is to ensure that disabled children are ‘mainstreamed’ across all policy initiatives and to recognise the talents and ambitions of disabled children and their families in service design and implementation. This paper examines the relationship between traditions of social action and patterns of organizational development, using data on the formation of national African American protest, advocacy, and service organizations between 1955 and 1985. Following research in organizational ecology, Poisson regression is used to examine the association between organizational density and organizational formation across strategic forms. The results provide some support for the idea that interorganizational influences are important in shaping the contours of the African American social movement industry. Outside funding, internal organizational capacities and protest levels also play a significant role.An earlier version of this paper was presented at the 1992 annual meeting of the Eastern Sociological Society.  相似文献

Abstract

This evaluative study of the field practicum in one MSW program in social work administration is based on data collected over a period of ten years on tasks performed by students, auspice of field placement agency and student prior experience in relation to outcomes of student performance and satisfaction. The findings revealed that better outcomes are associated with tasks performed on upper organizational levels, working with line staff, performing interactional tasks, interorganizational functions, in agencies under voluntary auspices. Data on age and prior experience of students indicate no support for using these criteria for selection of students for this type of education. The policy implications for social work education are discussed.  相似文献

Strauss' (1978) negotiation paradigm is used to analyze interorganizational relations leading to development of a complex of eleven rehabilitation agencies. Analysis is based on records over a twenty-five year period and four years of participant observation and interviewing. The structural context for the negotiations is described in terms of over-lapping societal, communal, interorganizational, organizational, and interpersonal levels. The analysis points out the importance of covert, informal negotiations to interorganizational relations. The negotiators who initiated the process employed a strategy of multiple-linked negotiations in which they attempted to select negotiators from the other organizations and the issues to be negotiated. Stakes were manipulated according to a cost-reward-involvement formula. Problematic issues were dealt with in informal covert negotiations which preceded overt negotiations in a peer type council. Consideration of the negotiation process aids in understanding several problems in interorganizational relations: power and autonomy and the consequences of interlocking directorates. The negotiated order approach suggests several lines of additional research.  相似文献

Federal, state, and local governments spend substantial resources on training child welfare staff. Moreover, enhanced training is often proposed as a core solution to many problems facing public child welfare and other human service agencies. In this paper we conceptualize training as an element of the policy implementation process. We use data from a multiple case study evaluation of nine federally-funded training projects to examine training activity within a policy implementation framework. Findings indicate federal, state, county and organizational contexts were important in successful implementation; the projects were, for the most part, successfully implemented; training projects lacked explicit causal theory to link training activities to training outcomes; and elements of both top-down and bottom-up implementation frameworks were identified. Conclusions focus on the utility of training for enhancing policy implementation, as well as the need for greater theory development in this area.  相似文献

ObjectivesTo use network analysis in order to evaluate the effectiveness of interorganizational networks in implementing policy, systems, and environmental interventions for cardiovascular disease prevention throughout the United States.MethodsEvaluators conducted an interorganizational network (ION) survey to examine information sharing and joint planning within organizational relationships in 15 community-based cardiovascular disease prevention partnership networks. Density and betweenness centrality scores at the node- and network-level were calculated for each partnership network using UCINET© network analysis software. Common data patterns were then extracted using a multiple case study format.ResultsNetwork density scores ranged from 0.50 to 1.00 (M = 0.84, SD = 0.14) for information sharing and 0.43–1.00 (M = 0.77, SD = 0.15) for joint planning. Centralization indices ranged from 0.00 to 0.11 (M = 0.04, SD = 0.03), and 0.00-0.17 (M = 0.06, SD = 0.05), respectively. Overall, 73.33 % of communities were successful in meeting their partnership goals.ConclusionsWhen planning and implementing interorganizational networks, high betweenness centrality and more hierarchically structured networks were identified as the most salient partnership characteristics to programmatic success. The network findings were triangulated with previously published qualitative data to provide context. These findings provide valuable insight on how national networks can be designed and leveraged to implement systematic community health projects.  相似文献

This paper evaluates the implementation and implications of the recent Education Act in Latvia for the education of language minority children in Latvia. By analysing the output, contextual and operational variables that determine language education policy, comparisons are made with two established Western European models of multilingual education, the European School model and the system of trilingual education in the Grand Duchy of Luxembourg. These comparisons reveal that, as elsewhere, it is the output variables, modified by contextual variables, which determine the operational strategies that need to be addressed.  相似文献

Gender mainstreaming has been celebrated as a new policy strategy for change in gender relations. However, its transformative potential seems to be lost in the process of implementation. The aim of this article is to evaluate the policy effectiveness of gender mainstreaming and its ability to bring about change in gendered social structures and practices. Previous research has focused on gender mainstreaming as a policy strategy. This article provides a new perspective on the problems of implementation by approaching gender mainstreaming from an organizational perspective. Gender mainstreaming takes place in certain organizational contexts, implemented by local actors. This article reveals the practices of implementation in the Finnish state administration, specifically in the Ministry of Defence. The analysis is based on a discursive reading of thirteen group and individual interviews collected in the Ministry of Defence in 2012. The article pinpoints two interlinking problems concerning implementation of gender mainstreaming on the organizational level. First, the state officials, who should implement gender mainstreaming, do not have enough information to do so successfully. Second, there is resistance toward gender mainstreaming on the organizational level. This article suggests that negotiations about gender, gender equality and gender mainstreaming as complex issues concerned with social power relations should be included in the process of implementing gender mainstreaming.  相似文献

Although the amount of research on interorganizational networks has increased significantly in recent years, few studies have examined the antecedents to interorganizational network portfolios—organizations’ configuration of their relationship networks with other organizations. To address this gap, this study examines how firms’ interorganizational network portfolios vary across three types of ownership structures (i.e., state-owned, private, and multinational enterprises) in China. Cluster analysis of the data on 212 leading firms operating in China revealed two types of network portfolios firms maintain. Specifically, firms maintaining robust cross-sector portfolios had more extensive networks with organizations in the nonprofit and public sectors than firms maintaining limited cross-sector portfolios. Moreover, regression results suggested that firms across different ownership structures had distinct numbers and types of organizational partners, particularly nongovernmental organization (NGO) partners. Theoretical and practical implications are derived from the findings.  相似文献

This qualitative study investigates interorganizational relations (IORs) via 16 nonprofit organizations serving Chinese Canadians in Canada. This study reveals how potential partnering organizations perceive each other’s organizational identities that influence the formation and outcomes of IORs. An organizational ecological perspective of organizational identity is adopted. The study finds that value-based and resource-based organizational identity coupling of potential partnering organizations can facilitate the respective forms of IORs. The facilitating effect of Identity coupling is weakened in the presence of a third party with resource. The study demonstrates the utility of the orgnization ecology’s organizational identity literature and contributes to our understanding of value-based IORs.  相似文献

Abstract

Reduced financial support and increased service demand have led many human service administrators to undertake coordination activities with other organizations in order to maintain services for clients. Many social work administrators have little understanding of interorganizational theory and techniques. This paper suggests, from a political economy perspective, that interorganizational theory and practice skills should be further developed in the social work administration curriculum. As a step in this direction, the paper first identifies key interorganizational concepts and research. Factors crucial to successful coordination are then summarized, and strategies for promoting successful coordination are detailed, with attention to benefits and costs of each strategy. Finally, the paper describes several alternative ways to integrate interorganizational content in the social work administration classroom and field placement.  相似文献

A model facilitating the prediction of organizational persistence or dissolution is presented through a series of propositions. Environmental change, community demands for service, organizational capacity, formalization, and task orientations are identified as important dimensions in determining the probability of organizational emergence, maintenance, or demise. The emergence and development of Neighbors in Need (NIN); a Seattle, Washington based welfare organization, is described to illustrate the viability of the model. NIN's career pattern shows a persistence beyond the period of environmental disruption because of the long-term progressive nature of the system's stress, NIN's formalization, and its task specificity. But a reduction in system stress, the adoption of a more diffuse goal, and the organization's failure to promote interorganizational relations with the local agencies indicates the probable demise of the NIN.  相似文献

This paper is based on case study data on Sure Start Local Programmes collected within the Implementation Module of the Department for Education and Skills commissioned National Evaluation of Sure Start, between 2002 and 2004. Part one describes and discusses some key challenges for programme stakeholders which are associated with the optimum delivery of services for children and families, including managing partnerships; meeting the needs of a diverse community; and targeting. Part two explores the relevance of these findings for future government policy for children and families; and concludes by highlighting the value of an emphasis on ‘building knowledge’.  相似文献

The presence of network ties between multipoint competitors is frequently assumed but rarely examined directly. The outcomes of multipoint competition, therefore, are better understood than their underlying relational mechanisms. Using original fieldwork and data that we have collected on an interorganizational network of patient transfer relations within a regional community of hospitals, we report and interpret estimates of Exponential Random Graph Models (ERGM) that specify the probability of observing network ties between organizations as a function of the degree of their spatial multipoint contact. We find that hospitals competing more intensely for patients across multiple geographical segments of their market (spatial multipoint competitors) are significantly more likely to collaborate. This conclusion is robust to alternative explanations for the formation of network ties based on organizational size differences, resource complementarities, performance differentials, and capacity constraints. We show that interorganizational networks between spatial multipoint competitors are characterized by clear tendencies toward clustering and a global core-periphery structure arising as consequences of multiple mechanisms of triadic closure operating simultaneously. We conclude that the effects of competition on the structure of interorganizational fields depends on how markets as physical and social settings are connected by cross-cutting network ties between competitors.  相似文献

This paper presents a conceptual framework for viewing social planning and social administration as one “seamless web” of activity concerned with the identification of goals and the development of appropriate administrative structures for their implementation. The major educational implication of this analysis is that curriculum planning should maximize the integration of social policy, social planning, and administration. Research on caregiver support policy implementation has offered valuable insights but has not incorporated theoretical frameworks or multivariate analysis. This article describes how the communications model for intergovernmental policy implementation was used as a framework to examine predictors of successful statewide implementation of the National Family Caregiver Support Program (NFCSP). Using data from the National Center on Caregiving State of the States survey, U.S. Census, Administration on Aging, and historical records, implementation (extent of service delivery) was examined in 50 states and the District of Columbia. State-level characteristics (demographic, historical, political, and organizational) were tested for their ability to explain more or less successful implementation. Bivariate and multivariate findings suggest that historical characteristics predict the likelihood of delivering more counseling, support group, and training. States that recognize caregivers as both service recipients (through counseling and support groups) and service providers (through training) may demonstrate more effective implementation.  相似文献
