Shadow Welfare     
Abstract

Corporate tax expenditures are a growing problem, although most contemporary analysts of traditional welfare programs ignore this policy area. The publicity surrounding Enron highlights this expanding segment of our welfare system. Corporate tax expenditures constitute a shadow welfare state that hides behind the complexities of our tax laws. The expansion of the welfare state during the 20th century has altered the conditions shaping the formation of ethnic organizations. Drawing upon research in the divergent fields of social policy, immigrant communities, and social movements, this article argues that social welfare programs promote or suppress ethnic organizations depending on how they affect an ethnic community's institutional completeness. This welfare state channeling theory is contrasted with ethnic competition and resource mobilization explanations for the formation of ethnic organizations. An analysis of 800 Indochinese refugee associations finds that public assistance has no effect on the prevalence of these organizations, but that privatization of federal social service expenditures does, thus partially supporting the welfare state channeling theory.  相似文献

This study examines the relationship between state-level child welfare spending and two important decision points in the child welfare system: the decision to screen out a referral and the decision to substantiate. The model is estimated using a pooled fractional probit estimator that controls for year effects and state-level clustering. The findings suggest that decreases in state-level child welfare expenditures predict increases in the proportion of referrals that are screened out and decreases in the proportion of maltreatment claims that are substantiated. The results are robust to the inclusion of caseload and federal spending as control variables, to the exclusion of states known to have changed their screening or funding practices during the sample period, and to the use of combined state and local child welfare expenditures as an explanatory variable in lieu of state-level child welfare expenditures. The findings imply that the amount of money a state spends on child welfare may influence important decisions in the child welfare process.  相似文献

ABSTRACT

This article investigates the role of the welfare state in maintaining state authority by testing the relationship between participation in state social programs and the espousal of ideals that reject the sovereignty of the existing state. We use the case of Puerto Rico, drawing on surveys of residents of Puerto Rico regarding their participation in social welfare programs and their views on the legitimacy of the U.S. state, distinguishing between means-tested and universal social programs. The research demonstrates that the form and extent of social citizenship programs affect the continued acceptance of authority of the U.S. federal government over the island’s territory and population. Specifically, the use of means-tested social benefits predicts a greater acceptance of the authority of the sovereign state. These findings may be considered broadly informative to the power of social welfare programs in garnering quiescence among minority populations, expanding the existing literature to illustrate differences in opinion of state legitimacy based on the type of social benefits one receives.  相似文献

Social Impact Bonds are novel financial mechanisms for social welfare programs. What’s new about them is that they include professional financial investors into state provision of welfare. Its promise is to help states save public money in times of austerity by becoming more effective and selling their risk of failed social investments to the financial market. Against it, its critics see a further mode of capitalization of the public sphere (Landnahme). This article investigates Social Impact Bond s between the poles of de- and repolitization. On the one hand, the Social Impact Bond prevents public and democratic debates over welfare by means of privatization and methodical rationalization, on the other hand it addresses the welfare state and public expenditures to be important again. This is new, after decades of diminishing welfare states. Which sort of dispute the Social Impact Bond will bring about depends on the institutional context of its implementation.  相似文献

Abstract

This study compared two different approaches to assessing the level of public support for social welfare spending at the state government level. The first approach focuses on the degree to which the public supports state government's involvement in public welfare spending. The second approach identifies the importance the public places on social welfare spending when compared to other possible functions of state government. Using Alabama data, the paper examined changes in general and comparative public support for state budget expenditures from 1980 to 2000 in Alabama. In addition, we examined the effectiveness of sociodemographic and attitudinal characteristics of respondents as predictors of both general and comparative support for three social welfare functions of state government. Support for “benefits for poor people” grew both generally and comparatively in the 20-year period; support for programs for older people remained steady; and support for mental health services declined. This article examines the impact of the 1996 welfare reform legislation on welfare use in immigrant households. Although the data indicate that the welfare participation rate of immigrants declined relative to that of natives at the national level, this national trend is entirely attributable to the trends in welfare participation in California. Immigrants living in California experienced a precipitous drop in their welfare participation rate (relative to natives). Immigrants living outside California experienced roughly the same decline in participation rates as natives. The potential impact of welfare reform on immigrants residing outside California was neutralized because many state governments responded to the federal legislation by offering state‐funded programs to their immigrant populations and because the immigrants themselves responded by becoming naturalized citizens. The very steep decline of immigrant welfare participation in California is harder to understand, but could be a by‐product of the changed political and social environment following the enactment of Proposition 187.

This article synthesizes research on political outcomes associated with increasing immigration, with an emphasis on cross‐national studies of European countries, where immigration is a relatively newer phenomenon compared to the United States and other traditional immigrant destinations. We begin with explanations of and research on anti‐immigrant sentiment, not a political phenomenon in itself but considered an important precursor to other relevant political attitudes. Next, we review scholarship on the relationship between immigration and support for the welfare state, as well as exclusionary attitudes regarding immigrants' rights to welfare benefits. Then, we review research on immigration and political party preferences, in particular radical right parties, whose platforms often combine anti‐immigration and welfare chauvinistic positions. We conclude by discussing how these processes may ultimately shape social policies, which may in turn influence immigration itself.  相似文献

We hypothesized that there might be a similar link between animal abuse and older adult welfare issues. As a first step in the earlier research was the development of a screening protocol that shed light on the link between domestic violence and animal abuse, we decided to follow a similar route to explore this new topic by asking state government representatives about their experiences, if any, with this topic. Here we report the results of a national survey of state Adult Protective Services agencies regarding their protocols for assessing animal welfare issues in the context of older adult maltreatment. A 2003 amendment to the Child Abuse Prevention and Treatment Act (CAPTA) required states to create developmental screening programs for maltreated infants and toddlers. Programs authorized under Part C of the Individuals with Disabilities Education Act (IDEA) were directed to work with state and local child welfare authorities to develop the screening program. They were also to ensure that additional assessment and intervention was provided when needed. The degree to which this mandate has been implemented varies widely between state and local programs. Some early intervention experts and Part C program administrators have expressed concerns about providers' willingness to serve families referred from child welfare, but there has been no systematic research on this issue. The Professional Interventionist CAPTA Survey (PICS) is a newly developed measure of early childhood intervention providers' perceptions of their responsibilities under CAPTA. The first aim of this study was to conduct analysis of the PICS using a national sample of providers. This study also reports the perceptions of early childhood interventionists about their responsibilities under CAPTA and examines the relationship between worker characteristics and how they perceive these responsibilities. The PICS appears to be useful for examining early childhood intervention providers' responses to CAPTA.  相似文献

We evaluate the effect of institutional trust on the willingness to pay more taxes to support the welfare state. We found a positive effect of institutional trust on the willingness to pay more taxes to support the welfare state irrespective of the empirical approach used. Our instrumental variable analysis shows that causality run from institutional trust to welfare state support. A one-unit increase in institutional trust leads to a 15 percentage point increase in the willingness to pay more taxes to help the needy. Similarly, a one-unit increase in institutional trust leads to a 16 percentage point increase in the willingness to pay more taxes to support public health care and education. Consequently, institutional trust should be viewed as one of the most important mechanisms that protect the welfare state from dismantling and retrenchment. We also found a stronger effect of support for more universal programs such as public health care and education than for helping the needy.  相似文献

Abstract

Tax expenditures are any exemption, credit, deduction, or exclusion from the payment of taxes. At the state level, such expenditures often remain unaccounted for, create little economic development, and leave state and local governments with reduced resources for funding basic services such as fire, police, schools, and other general welfare spending. This paper illustrates methods state and local governments use to grant large tax breaks, the resulting financial problems legislators typically solve by raising individual taxes or cutting spending, and the implications for social welfare practitioners.  相似文献

The overwhelming obstacles to effective CPS intervention created by increasing reports of abuse and neglect, funding shortfalls, and the lack of qualified workers have prompted national efforts to reform the public child welfare system in the United States. Organizations such as the American Public Welfare Association, the Children's Defense Fund, the Child Welfare League of America, and the National Association of Social Workers are currently working closely with other national organizations to develop legislative proposals that will enable child welfare agencies to be more responsive to the needs of children and families. A critical component of this reform is the need to recruit, train, and retain qualified and competent CPS workers. The four training programs described in this article are examples of innovative programs seeking to enhance service delivery by enhancing the knowledge and skills of their staff members. Although the four programs were developed in very different political and social climates and within diverse organizational structures, they all provide useful lessons in how to develop efficient and effective training for workers delivering protective services for children. Any national, state, or local efforts to design and develop new CPS training programs should take into account the significant strides made by these agencies.  相似文献

The East Asian experiences of welfare-state building have universal implications for the sociology of the welfare state because they clearly indicate the relevance of international circumstances to welfare-state building. The convergence theory of the welfare state lays emphasis on the economic development, demographic structure, and age of the social security system. The path dependency theory regards a country's social structure and history as important. However, both these theories clearly state the importance of the domestic factors as well. On the contrary, the East Asian experiences show that the dates of the takeoff of the welfare state and the international context at that time were decisive for the subsequent development of the welfare state. The European welfare states are considered to be a by-product of "embedded liberalism." The Japanese welfare state, on the other hand, was established in the context of the worldwide stagflation of the 1970s; therefore, Japan experienced the formation and crisis of the welfare state at the same time and this is what characterized its present welfare system. The Korean welfare state emerged in the age of global capitalism and was consequently shaped by the co-occurrence of welfare and workfare. Given the above, it can be said that the international circumstances faced by each welfare state characterized the three worlds of welfare capitalism: Europe, Japan, and Korea.  相似文献

This paper describes and analyzes research on the dynamics of long-term care and the policy relevance of identifying the sources of persistence in caregiving arrangements (including the effect of dynamics on parameter estimates, implications for family welfare, parent welfare, child welfare, and cost of government programs). We discuss sources and causes of observed persistence in caregiving arrangements including inertia/state dependence (confounded by unobserved heterogeneity) and costs of changing caregivers. We comment on causes of dynamics including learning/human capital accumulation; burnout; and game-playing. We suggest how to deal with endogenous geography; dynamics in discrete and continuous choices; and equilibrium issues (multiple equilibria, dynamic equilibria). We also present an overview of commonly used longitudinal data sets and evaluate their relative advantages/disadvantages. We also discuss other data issues related to noisy measures of wealth and family structure. Finally, we suggest some methods to handle econometric problems such as endogeneous geography.  相似文献

Observers of the U.S. welfare state often contrast its low levelsof social spending with its lavish defense spending. This articledemonstrates that U.S. military institutions in fact providea segment of the population with benefits that have characteristicsof formal welfare state programs and have similar social welfarepurposes. It thus conceives of social assistance benefits formilitary families as comprising a distinct welfare state institution,one that challenges assumptions that the U.S. strategy for achievingsocial welfare goals fundamentally depends on rewarding marketparticipation and financially supporting families only underconditions of extreme poverty.  相似文献
