Investing in Children is a County Durham initiative, which seeks to create opportunities for children and young people to become genuine participants in decision‐making processes. This paper provides an inside account of how the initiative was developed. It describes how a model of practice has evolved through which young people have been able to achieve a measure of genuine participation, leading to real change in policy. The paper explores some of the issues which have frustrated the translation of the rhetoric of the United Nations Convention on the Rights of the Child into a reality recognised by young people in the United Kingdom. It is proposed that an approach based upon the universal rights of all children, pursuing an agenda identified by children and young people themselves, has more potential for political change than separate debates about the plight of particular groups of young people. The paper also suggests that participation (or more often consultation) is not an end in itself, but a means by which young people can achieve political change. In recent years, various environmental threats have been highlighted in relation to disability. Growing knowledge of the effects of climate change and particular impacts on disabled people have been highlighted by a number of authors, including a recent critique of disabled people’s ‘vulnerability’ with respect to environmental hazard. This article focuses on the issue of citizen involvement with climate change mitigation – and more broadly individual and household-level efforts to reduce our impact on the environment. These more mundane aspects of climate change mitigation, for example through transitions to more sustainable lifestyles, also have significant implications for disabled people. The article argues that disability equality is a key component of sustainability. Limitations are demonstrated in policy designed to address these issues using the example of current UK policy, and it is suggested that policy approaches to sustainability should also be a concern of disability studies.  相似文献

Abstract

Children and young people are often the subjects of research but are not usually thought of as codesigners of research projects contributing to the development of tools and resources so that research about them and their peers is more likely to be appropriate and effective. This paper describes and analyses the involvement of a group of 14 children and young people who have been in out-of-home care. They assisted in the design of a research project that sought their views on what makes a “good” foster carer. The impetus for this study arose from a desire to include children and young people as stakeholders in improving the foster care system and a long-held belief that they could and should be active partners in creating change. The study demonstrated how children and young people could be engaged creatively in individual and group conversations and activities in relation to potential research questions and research methods and tools. The paper concluded that capturing their views will ensure that research will be of benefit to other children and young people and to policy makers and practitioners working in the field.  相似文献

Virtually every Government programme for children and every Government Department in the UK is expected to involve children and young people in its policy development and service delivery (Children and Young People's Unit, 2001). It is the new orthodoxy. Yet, hard questions are often avoided when reciting the mantra of participation. Why bother? What has changed as a result? This paper first seeks to explore the constraints and limitations of this drive in public policy in England. Secondly, by looking at one specific example, it considers elements of practice to enable participation to be effective as a catalyst for change. Third, it proposes a framework that sets out an agenda for social inclusion that is itself influenced by children and young people and not reliant on the changing and often clashing fashions in Government.  相似文献

This article argues for an approach to the evaluation of arts policy and practice for disabled children and young people that goes beyond the dialogic antagonism between Disability Arts and community arts, and towards a ‘practice spectrum’. Little is known about the extent to which a Disability Arts perspective has extended into arts policy and practice for disabled children and young people. The article aims to redress this knowledge gap. It is based upon two sets of data collected in relation to the East Midlands region of England during 2014. First, a critical evaluation was conducted of official and institutional attitudes to arts practice with disabled children and young people. Second, interviews exploring contemporary practice were conducted with 24 arts organisations. Their practice represents a diverse range of art forms and programmes undertaken in the region, and a range of attitudes and positions taken towards disabled children and young people. We argue that the best way to conceive of current practice is as a spectrum, as opposed to an antagonism between community arts and Disability Arts perspectives. There is, however, little evidence of the penetration of a Disability Arts perspective into policy and practice for children and young people.  相似文献

Historically, research about young carers has focused on defining the tasks and responsibilities undertaken by children caring for ill or disabled family members and the impacts of such care, without reference to the domestic and caring work undertaken by children and young people in families where there are only non‐disabled or well members. This study presents new evidence of what children and young people generally do to assist in the home and examines how the lives of young carers differ from children and young people who are not carers. It concludes by examining the implications of these research findings for evidence‐informed policy and practice. Copyright © 2006 The Author(s). Countries which have ratified the United Nations Convention on the Rights of the Child, have committed to implementing its principles in law and policy. This article explores the challenges for securing children's rights through policy, drawing on a research project conducted for the Northern Ireland Commissioner for Children and Young People, which sought to identify barriers to effective government delivery for children and young people from the perspective of key stakeholders. The research concluded that, while some barriers (such as delay and availability of data) are not child‐specific, they can be accentuated when children and young people are the main focus of policy development and more so when seeking to adopt a child rights‐compliant approach to policy development and implementation.  相似文献

Concerns about the mental health and well‐being of children and young people have been articulated in health and education policy fields as a call for closer working between schools and providers of mental health support services. Drawing from a Scottish study, this article explores issues of access, when mental health initiatives are sited in formal educational settings. In particular, it focuses on the implications for the agency of children and young people seeking support from those services when and how they choose. The study argues that over‐reliance on teachers as the main referral route to service influences what is deemed to be a problem, who is thought to need support and how the interventions are viewed by the children and young people. Alternative approaches are discussed, which offer opportunities for children and young people to explore the available services and make their own choices about their level of engagement.  相似文献

Prompted by Article 12 of the UN Convention on the Rights of the Child, there is a growing number of examples of children and young people being involved in the policy process. To date this had not been matched by evaluation of the practice. This situation needs to change to ensure that existing experience provides learning for more widespread and more effective involvement. Using the development of the Irish National Children's Strategy for illustration, this article argues that the evaluation required must be more than monitoring. There is a need to get below the formal documented surface of participatory initiatives through developing analysis based in a critical perspective on both policy and evaluation.  相似文献

Policymaking is one of the most challenging arenas in which children's participation rights are implemented. The goal of this study is to portray patterns of children's participation in public policymaking and characterize various adults' reactions to children's participation. The study draws on protocols of committees operating in the Israeli parliament and interviews with an advisory group of children and young people who had participated on the committees. The findings show the potential of children's participation in national policymaking to mobilize policy change and to contextualize policy discussions. They also demonstrate that children's comments in policy discussions may evoke extreme responses, expressed as either fawning or dismissing. The conclusions offer practices that may assist in preparing both the participating children and the policymakers and in diversifying the children's voices.  相似文献

This article sets the scene for the other papers in this Special Issue on children's and young people's participation, by outlining the nature of the ESRC Seminar Series from which all are derived and by developing the main themes discussed at the seminars. The focus of this Issue is participation by children and young people as this relates to differing notions of social exclusion and inclusion. This article critically examines participation in the contexts of policy, practice, research and theory. In many respects the environments in each of these domains is supportive of increased participation, yet there is also much evidence of limited impact by recent participative measures and of disillusionment by many young people who have been engaged in consultation and decision‐making. A way forward is suggested, which entails collaboration among all the key stakeholders including children and young people, connects participatory and social inclusion aims and mechanisms, and is committed to achieving tangible outcomes based on the wishes of children and young people.  相似文献

Children of drug dependent parents form a large and growing population at elevated risk of adverse developmental and social outcomes. In this study 36 children and young people described growing up in such families. Parents tried to shield children from exposure, however the majority of young people demonstrated a detailed awareness of their parents' problem with drugs whilst living with the parentally imposed fiction that drugs were not at the heart of their family dynamic. Children and young people are locked into a silence they find difficult to unburden to anyone. The policy imperative is recognition of the impact on children of living daily with parental drug dependence and means of ameliorating their living circumstances in ways that do not label them further.  相似文献

Abstract

Evidence shows that children and young people with disability experience violence, abuse, and neglect at rates considerably higher than their peers. Despite persistent efforts to address it, these rates do not appear to be declining over time. As Australia moves towards implementing a national policy of personalised disability support, new opportunities and risks arise concerning personal safety in young people's lives. This paper reviews the existing evidence on abuse and neglect of children and young people with disability to help identify the nature of these risks and potential ways of thinking about and responding to these. Applying a social ecological lens, the discussion points to the importance of working productively with the multidimensional realities of these children's lives at a time when the policy and services designed to support them are also in a state of flux. The paper invites and challenges researchers, policymakers, and practitioners to engage critically with the knowledge already available and to question more deeply why abuse and neglect continue to diminish the lives of children and young people with disability.  相似文献

National and international policy-makers have addressed threats to environmental sustainability from climate change and other environmental degradation for over 30 years. However, it is questionable whether current policies are socially, politically, economically, and scientifically capable of adequately resolving these threats to the planet and living organisms. In this paper we theorize and develop the concept of a “policy assemblage” from within a new materialist ontology, to interrogate critically four policy perspectives on climate change: “liberal environmentalism”; the United Nations policy statements on sustainable development; “green capitalism” (also known as “climate capitalism”) and finally “no-growth economics.” A materialist analysis of interactions between climate change and policies enables us to establish what each policy can do, what it ignores or omits, and consequently its adequacy to address environmental sustainability in the face of climate change. None, we conclude, is adequate or appropriate to address climate change successfully. We then use this conceptual tool to establish a “posthuman” policy on climate change. Humans, from this perspective, are part of the environment, not separate from or in opposition to it, but possess unique capacities that we suggest are now necessary to address climate change. This ontology supplies the starting point from which to establish sociologically a scientifically, socially, and politically adequate posthuman climate change policy. We offer suggestions for the constituent elements of such a policy.  相似文献

SUMMARY

In the field of mental health, debates range along opposing axes with the protection of the public on one axis and the citizenship and human rights of the individual on the other. There is also considerable contestation for ideological and theoretical dominance about how mental distress should be viewed and responded to. Discourses alternatively emphasising protection, control and compulsion, and rights, citizenship autonomy and self-determination have added impetus when applied to children and young people. This is also a grouping denied a voice both in terms of individual treatment programmes and in the formulation of policy and practice. This article addresses the key debates and appraises the implications of changing policy and practice for children and young people experiencing mental distress in the UK. Although the discussion is located in a particular national context, the emergent themes have a much broader relevance for debates, policy and practice in the international arena.  相似文献

This paper envisions children and young people who provide informal care to family members with illness or disability as active agents within the care relationship, whilst emphasising that this agency operates within constraints. These constraints include familial and kinship obligations, socio-economic and demographic circumstances and policy and service constraints. This paper examines the costs incurred and benefits conferred by young people who provide care. It presents the findings from an analysis of Australian national data on young people who provide informal care. It also presents some findings from focus groups conducted with young people involved in informal care-giving. Abstract

Child protection workers are key players in the statutory system for the protection of children and young people. For this reason, their perceptions of the operation of the system are important. This study, conducted in Queensland, Australia, explored the views of child protection workers regarding foster carers and the foster care system. The present study revealed the difficulties the child protection workers encountered in engaging with foster carers. These difficulties were due to the structure of the child protection system and the conflicts experienced by workers in balancing the needs of children and young people, their primary clients and the carers of those children and young people. This article describes a participatory research project, which explored four case studies of children and young people's successful political advocacy in Nicaragua. The analysis combined a human rights‐based approach and a human development approach, and included concepts of multiple settings and levels, interrelated participation spaces, children and young people's citizenship, inclusion and exclusion, democracy, advocacy and empowerment. The main problems faced by children and young people seeking to influence policy‐makers were identified as adultism, dependency and lack of accountability. The research identified pre‐conditions, participation spaces and ways of organising for effective advocacy, and facilitation methods that had proved effective. It concludes that children and young people who achieve effective advocacy are generally self‐empowered, but can count on effective adult support and facilitation. They work through coordination with the authorities and not by clashing with them, but need to ensure effective follow up if they want politicians to keep their promises.  相似文献

Given the common issues of secrecy, shame and stigma, we know very little about the lives of children affected by parental alcohol problems from their own perspectives. Thirty children and young people (aged between 9 and 20) chose to communicate about this sensitive issue as part of a Scottish qualitative study. This study reveals how children and young people have extensive knowledge about parental alcohol problems and can demonstrate considerable agency in choosing how to share this knowledge in a research setting. Developing a greater understanding of children's nuanced ways of communicating has implications for research, policy and practice.  相似文献

Young people are simultaneously described as ‘at-risk’ and risky, ‘permanent suspects’ [Mcara, L., and S. Mcvie. 2005. “The usual suspects? Street-life, young people and the police.” Criminal Justice 5 (1): 5–36] with the potential for committing crime, using drugs, being sexually promiscuous or under-performing in the socio-economic climate [Turnbull, G., and J. Spence. 2011. “What's at risk? The proliferation of risk across child and youth policy in England.” Journal of Youth Studies 14 (8): 939–959]. This paper reports on a UK study of youth practitioners’ perceptions of young people in relation to ‘risk’ and how this affects practice. Findings identify a context where practitioners engage with notions of young people as at-risk or risky, managing tensions between external constructions and the ‘real’ individual on an on-going basis. ‘Risk’ becomes malleable, with young people's risk biographies being amplified or attenuated on the basis of the practitioner's view of needs, resource allocations, contracts, targets, practitioner or organisational fears, risk management processes, and the desire to get the best for the young person. Whilst of short-term benefit, this commodification of young people is counter-productive, magnifying the construction of youth as risky others. The paper calls for new approaches to challenge the continued dominance of the youth risk paradigm in practice, policy and the academic youth studies field.  相似文献
