Slums or squatter settlements have long been recognised as a major urban problem in India and Pakistan. Until recently, public authorities have not been able to bring about any substantial change in these settlements. However, there have been two relatively successful projects one in Madras and the other in Orangi, Karachi. Although the basic aim of both the projects has been to seek improvement in the low-income areas of urban poor, approaches adopted by the two projects have been different. This paper has studied these approaches and has identified their differences. Emphasis of the Orangi Pilot Project (OPP) approach is on management of the programme by the people themselves. OPP provides a viable approach to undertaking improvement programmes in lowincome urban areas. Madras Slum Improvement Programme (SIP) also provides a possibility of finding long-term solutions to the urban slum problems. It is managed by public agencies and has not been fully successful as the local community has not been effectively involved in the programme. It is felt that SIP will be more successful if the local community is fully involved in the process of planning, implementation and maintenance of the programme.  相似文献

Inadequate environmental sanitation in many cities is a major cause of diseases and is a drain on the economy by way of lost workdays, cost of treatment and cleanup activities. Municipal authorities and policymakers need to act fast to address this issue. Sustainable waste management provides a comprehensive inter-disciplinary framework for addressing the problems of managing urban solid waste, in the resource constrained developing countries where quality of such services are poor and costs are high often with no effective means of recovering them. Upgrading the coverage of waste management and services and increasing their efficiency is a precondition for improving the environmental quality of cities. This paper highlights the fact that the involvement and participation of all the stakeholders such as the waste generators, waste processors, formal and informal agencies, non-governmental organisations and financing institutions is a key factor for the sustainable waste management.  相似文献

The issue of poor solid waste management (SWM) is a challenge throughout the world, in both developed and developing countries. People always generate solid waste through their daily activities. This solid waste needs to be properly managed in a way that minimises risk to the environment and human health, which means storage, collection and proper disposal. At the same time solid waste creates livelihoods for the urban poor in terms of employment and business. This paper looks into one aspect of SWM, namely collection service.The importance of SWM is now recognised at international, national and community level. The Agenda 21 declaration of the United Nations [UN. (1993). The global partnership for environment and development: A guide to agenda 21 (pp. 88–94). New York: United Nations] addresses the issue of environmentally sound management of solid waste, with emphasis on the extension of solid waste service coverage to all urban and rural areas worldwide.SWM is a service for which local governments are usually responsible. However, due to inadequate capacity in the public sector, in many developing countries the private sector has stepped in to fill the gap in service provision. Dar es Salaam (DSM), Tanzania, is one such developing country city in which the private sector has become involved in solid waste collection services. The sector comprises Non-Government Organisations (NGOs), Community-Based Organisations (CBOs), and local private companies [Kassim, S. M., & Ali, S. M. (2003). In 1991 the city was generating 1400 tonnes of solid waste per day out of which only 5% was being collected. Currently daily solid waste generation is estimated at about 2500 tonnes and approximately 48% of the total waste generated is collected. At present, privatisation covers 44 out of 73 city wards, and 451 active registered private companies are involved [Chinamo, E. B. M. (2003). An overview of solid waste management and how solid waste collection benefits the poor in the city of Dar es Salaam. Their participation, demand for service, awareness, satisfaction level and views on cost recovery are important in the sector. For many residents in developing cities, informal settlements are the sole avenue of access to shelter and basic services, however poor in quality. The need to improve the living conditions in such areas is once again receiving high priority on the international and national development agendas. Current approaches to settlement upgrading favour the adoption of community-based, participatory styles of planning and management. Upgrading inevitably also requires the use, albeit in cooperation with local residents, of more traditional planning and design methods which depend in part on the ability to analyse the physical setting of a given settlement and prepare appropriate solutions to specific problems. Using several examples from informal settlements in Dar es Salaam, it will be shown how a hybrid approach to spatial data provision that incorporates both the traditional sources of spatial data and some of the more participatory approaches can be beneficial. The hybrid approach built around the use of a series of low-cost, up to date aerial mosaics provides relevant spatial data that is relevant and usable by both residents and professionals, thereby presenting opportunities for more communicative and transparent discussions between actors on possible interventions in the settlement.  相似文献

The period of political transition in South Africa, from 1990 to 1994, was a time of experimentation in urban upgrading. Community participation in planning and management was central to this process, and a number of different approaches to urban infrastructure provision were explored, in an attempt to maximise this participation. The paper describes some of the experiences and the lessons which were learnt. The results of the study indicate that the choice of a specific approach to infrastructure provision has a major socio-political impact, which actually shapes the role and structure of local government and defines the boundaries of local democracy.  相似文献

The role of the urban common (i.e. shared space and resources) in sustainable provisioning of goods and services to city dwellers is discussed in this paper. Focusing on tree-based green infrastructure, the study scope includes three categories of provisioning (woody biomass, food/fibre, and non-timber forest products, i.e. NTFPs), alongside three categories of supporting services (fresh water replenishment, soil nutrient restoration, building preservation). As a first step, prospects of utilizing the urban common as facilitator of nature-based solution to the earmarked provisioning services are evaluated through dedicated literature survey and expert elicitation on perceived impact of environmental change triggers and management interventions (planning and/or governance). This is followed by a structured review of the state of affairs in four European cities (London, Amsterdam, Sofia, Ljubljana), representing different macro-geographical regions with distinct socio-economic drivers in managing these provisioning services. The pan-European expert elicitation exercise noted active management of the urban common as positively impacting on the performance of the majority of provisioning services, while environmental change impacts were found to be overriding and adversely influencing the provisioning of material resources (mainly NTFPs and woody biomass). The four-city case study highlighted some regional peculiarities in connecting the city dwellers to the urban common and identified the need to overcome socio-cultural barriers for enhancing pan-European best practice sharing in the management of goods and services provisioning. This is deemed essential to pave way for an emerging perspective on sustainable utilization of the urban common as an enabler for nature-based solution, making it fit for purpose in meeting the astronomical demands of future urban living.

Editorial     
The urbanization of populations worldwide continues. Concurrently, poverty is increasingly being urbanized. In 1950, there were only 10 cities with populations of 5 million or more; in 1993, there were 33, six of which had 15 million or more inhabitants. This editorial introduces a group of articles which examine gender issues and human settlement, emphasizing the interconnectedness of all aspects of men's and women's lives, and the links between people's physical surroundings and what they do to survive. For the majority of men and women living in cities in the developing world, the reality of urban life is survival through informal work and a shelter in an unplanned area, which is likely to have few essential services such as health centers and schools, and may have no clean water supply, sanitation, trash collection, or power. There is increasingly inadequate public provision of housing and basic services, and a growing number of de facto female-headed households, especially in the poorest social sectors. In some Northern cities in recent years, growing numbers of homeless people live on the streets or in substandard accommodation in conditions of extreme deprivation. Diversification as a coping strategy; the reality of women's work; planning; making rural/urban links; understanding migration; land and shelter; cities, freedom, and fear; environmental concerns; and finding solutions are discussed.  相似文献

Women's priorities have often been ignored in the design of human settlements, the location of housing, and the provision of urban services. New forms of urban partnership are needed to develop participatory processes which include women and men at all stages of urban development. Participation is most commonly associated with political participation or activity. The author gives an overview of the "gendered city", then looks at how men and women benefit and contribute to urban life, through examples of opportunities for making a living and for using urban resources and services. She then moves away from participation as entitlement to consider participation as empowerment, looking at some problems faced by women in public office and grassroots organizations. The paper concludes in arguing that a gender perspective will not inform urban policy and planning processes automatically. Sections discuss gender and poverty in the city, making a living in the city, urban planning as a gender issue, getting around the city, access to resources and services, violence in the city, women's participation in urban governance, women's representation in public office, community organization and advocacy, men and gender issues, and forging linkages through participation.  相似文献

This paper reports on a special case of restoration of municipal urban planning practice in a post-conflict context. In Kosovo, the administrative environment in which the practice of urban planning and mobility management is embedded is characterized by a high degree of instability. The main reason for this is the transition from a rather centralized form of urban planning, a typical aspect of the Yugoslav planned economy, into a markedly free form of development, characterized by loose control by the authorities. Although this trend can be observed to some extent in many former socialist countries, the Kosovo war in 1999 has dramatically accelerated this process. Given the very European-oriented historic settlement structure, based on a hierarchy of relatively small and compact cities, this trend entails many problems in the areas of environment, infrastructure, mobility, landscape, and property rights.This paper gives an overview of the reasons for this evolution and assesses possible solutions based on field experience from two support programmes (MuSPP by UN-Habitat, and MobKos by the Flemish Government (Belgium)) that are operating in the regional city of Peja/Pe?.  相似文献

The development of initiatives for Local Agenda 21 for the cities of Peru, their documentation for the “best practices” programme of HABITAT II, and the demand for a formalized programme of support, capacity building and technical assistance has stimulated the establishment of the Peru Urban Management Education Programme (PEGUP). The PEGUP represents an innovative approach to capacity building, working through different mechanisms of education and training, technical assistance to municipal development of Local Agenda 21 and the promotion of networking and experience exchange. The experiences to date indicate that the set of support mechanisms is in line with the requirements of local governments which need a variety of support on the long road to develop urban management capacities that allow the solution of their urban and environmental problems. PEGUP offers a variety of services which are part of the development strategy of “Forum of Cities for Life” network.  相似文献

Saudi Arabia experienced a high rate of urbanization during the period 1970–1986 resulting in accelerated annual growth rates for Saudi cities averaging more than 6.4%. Higher than usual growth rates created demand for the opening up of huge areas to meet housing, commercial, industrial and other land uses. Government's land grant policy and liberal interest free loans resulted in massive expansion of cities and towns all over the country with major cities of Riyadh, Jeddah, and Dammam having the biggest share. Lack of planning frameworks and weak city institutions could not direct the growth properly leading to sprawl and lop-sided development. This meant rapid extension of road network and utilities with high financial outlays. The slow-down in the economy and ever-increasing demand for infrastructure provision forced the government to initiate growth boundaries to tackle these problems in 1986. The paper discusses the methodology adopted and the process of devising urban limits and evaluates their impact on urban structures of Saudi cities. The paper draws some conclusions in the realization of objectives of the exercise with respect to, (a) control urban sprawl by encouraging infill development where utilities were generally available; (b) reduce cost of provision of infrastructure through better coordination tied to commonly agreed phasing; (c) maintain natural environment around the cities.  相似文献

AIDS education started very early in Zimbabwe and is now compulsory in all schools. This evaluation documents the development of the primary and secondary school AIDS Action Programme from 1991 to 1998. Six programme aspects were evaluated: programme start-up, planning and management, development of syllabi and materials, teacher training, research, monitoring and evaluation, and co-ordination. The Programme drew on resources from within the existing educational system. Due to broad-based consultation and participation, it was supported by Government and partners. Flexible management ensured implementation of mid-course corrections. It was concluded that school AIDS programmes should stress participatory teaching and learning methods and life-skills training. Curriculum writers and teachers needed training and supervision in participatory techniques. Cluster workshops between district and school levels were needed to strengthen the cascade model of teacher training that had been adopted. Systematic research, monitoring and evaluation were essential, including follow-ups to baseline surveys. The Zimbabwean programme was well-designed, relatively inexpensive and replicable.  相似文献

Bogotá, the capital of the Republic of Colombia, is a tropical highland city located 2,650 m above sea level. It is the 25th largest city in the world and, among large cities, is also one of the highest. In common with other cities in Latin America, a large part of its urban growth during recent centuries has been unplanned and informal. The introduction of green spaces into urban planning in Bogotá began in the mid-20th century, but was first included in official legislation during the 1990s through the concept of Ecological Main Structure (EMS). Initially developed by Dutch scholars, EMS was brought to Colombia via biological conservation practitioners as a means of enhancing biological connectivity in rural and natural landscapes, extended in this case to urban landscapes as a top-level planning instrument. EMS originally included a variety of components, from protected areas and biological conservation tools to environmental urban elements - the emphasis being on biodiversity conservation, without sufficient recognition of specific urban structures and functions. This process led to conceptual disciplinary-based divergence and conflicting political interpretations. The current emergence of EMS as a planning tool for urban regions represents an opportunity for integration, although the risk of divergent interpretations remains, as no integrative conceptual framework has yet been developed. In this paper we review the concepts underlying EMS that have been incorporated within urban and regional planning, especially those of ecological networks and green infrastructure, and also diagnose conceptual and institutional barriers to its current integration, challenges and opportunities which are set in the context of an emerging urban region. We propose a trans-disciplinary framework for multi-level integration of EMS, along a gradient from wild environments to built structures that incorporates emerging concepts such as urban biodiversity, ecosystem services and design in the urban landscape, with the aim of contributing to the creation of an urban landscape that is resilient to environmental change and suitable for human well-being and adaptation.  相似文献

The United Nations Convention on the Rights of the Child, advances in the sociology of childhood and the consumer rights movement have placed the spotlight on children's rights in society, challenging those working with children to examine how they share power and ensure that children's views are taken on board. While childrens’ service practitioners are broadly supportive of the concept of participation and there are numerous examples of how children's participation has been realised in practice, many are unsure where to begin due to the range of options, considerations and challenges associated with participatory work. This article describes and analyses the process used by Barnardos in developing and implementing a participatory approach in a children's IT project in Galway City, Ireland. The process employed, the challenges encountered and the added value the participatory approach brought to the project are outlined. Finally, four broad lessons emerging from the experience are discussed, namely, that a clear framework and reflective practice is valuable that good participatory work is inextricably linked with good project management; that small efforts at participatory work can increase capacity and appetite for further work; and that there is a role for informal approaches in the context of a formal participatory framework. © 2006 The Author(s) Journal compilation © 2006 National Children's Bureau.  相似文献

This paper describes the Kooragang Wetland Rehabilitation Project (KWRP) in Newcastle, New South Wales, Australia. The area's wetlands have been degraded over the past two hundred years by resource extraction, alterations to hydrology, clearing for agriculture, cattle grazing, and industrial development. KWRP objectives include (1) habitat rehabilitation at three sites totaling 1560 ha, (2) involving the community with rehabilitation, and (3) developing wetland management models through a research program. Rehabilitation in an urban setting is accompanied by various constraints and opportunities. Constraints experienced by KWRP include requirements to (1) avoid disturbance of urban infrastructure, (2) demonstrate that rehabilitation will not increase flood risks to populated areas, and (3) develop methods of increasing wetland habitat without aggravating an existing mosquito problem. Opportunities include (1) availability of financial sponsors and skilled personnel, and (2) close proximity to a university, which allowed establishment of a research partnership. By conducting wetland rehabilitation in a densely populated area, KWRP exposes a large number of people to the challenges associated with ecosystem rehabilitation and the importance of preserving wetland resources.  相似文献

Increasing numbers of cities are currently developing sustainable policies aimed at promoting urban biodiversity and ecological dynamics through the planning of green networks and the implementation of more sustainable management practices. These human activities can strongly influence environmental factors on which the organization of ecological communities at different scales depends. Thus, it is of fundamental importance to understand the relative impact of local management, green space design and landscape features on the distribution and the abundance of species in urban areas. On the basis of 2 years of butterfly surveys in urban public parks within an extensive Mediterranean metropolitan area, Marseille (South-East France), the aim of this paper is to provide a better understanding of the effect of these three environmental scales (plot, park, landscape) on the composition and organization of species assemblages. Using variation partitioning and nestedness analysis on ecological data aggregated at plot-level and park-level respectively, we demonstrate the preponderant effect of landscape scale features on urban butterfly assemblages. Our results also highlight an important co-variation of plot management, park layout and urban landscape features, in their interaction with the community structure of urban butterflies. Although there is no significant species-area relationship, significantly nested patterns arise in species composition. Selective colonization appears as a driving force constraining the constitution of species assemblages within the city. However, a prospective study on adjacent more natural areas suggests that biotic limitations, interspecific competition and habitat filtering may play an important role if a larger portion of the urbanization gradient is explored, which remains to be investigated.  相似文献

Road traffic safety initiatives are gaining momentum worldwide as more governments and international organizations recognize the implications of traffic accidents on economic and human development. In 2015, as part of its Sustainable Development Goals, the United Nations Development Programme set a global target (3.6) to halve the number of traffic deaths and injuries by 2020. This article uses the International Futures integrated forecasting system to explore the plausibility of achieving that goal and the potential forward linkages of such an intervention. We find that halving annual deaths caused by road traffic accidents is likely to be overly ambitious, and examine more reasonable road traffic death‐rate targets using an approach derived from road traffic death rates relative to income level.  相似文献

Cities are systems that include natural and human-created components. When a city grows without proper planning, it tends to have low environmental quality. If improving environmental quality is intended, people’s opinion should be taken into account for a better acceptance of urban management decisions. In this study, we assessed people’s perception of trees by conducting a survey with a controlled sample of citizens from the city of Morelia (west-central Mexico). Citizens liked both native and exotic tree species and rejected mainly exotic ones. Preference for trees were related to tree attributes; such as size. Trees that dropped leaves or tended to fall were not liked. The most-mentioned tree-related benefits were oxygen supply and shade; the most mentioned tree-related damages were accidents and infrastructure damage. The majority of respondents preferred trees near houses to increase tree density. Also, most respondents preferred trees in green areas as well as close to their houses, as they consider that trees provide oxygen. The majority of the respondents thought more trees were needed in the city. In general, our results show that although people perceive that trees in urban areas can cause damages, they often show more interest for the benefits related to trees and consider there should be more trees in cities. We strongly suggest the development of studies that broaden our knowledge of citizen preferences in relation to urban vegetation, and that further policy making takes their perception into account when considering creating new urban green areas, regardless of their type or size.  相似文献

Uncontrolled urban growth has been an increasing concern in many regions throughout the world. Generated by a natural tendency of population growth in relation to unsustainable land use, city sprawl has led to complex spatial developments that are creating both benefits to, and challenges for decision makers. A major problem inherent in the uncontrolled growth of cities is the threat to the fragile cultural and ecological heritage, which may escalate to permanent and irreversible damage as a result of factors such as environmental depletion and landscape decay. Using modern geosciences and spatial information technologies as predictive tools to analyse and forecast urban growth, a regional spatial decision system may be useful in order to provide seemly and timely information on the risk of overburdening the carrying capacity regarding the historico-cultural heritage at local and regional levels.The present paper develops a predictive toolkit for urban heritage in relation to urban cultural endangerment. This common problem is shared through many regions of the world and is increasingly jeopardizing fragile archaeological landscape due to urban pressure. In this sense, and to forecast an example of this common pressure, the Algarve is exemplified as a laboratory for testing this novel methodology, relying on a combined analysis of urban growth potential and threats to the abundant presence of archaeological heritage in the area. Our appro ach supports the paradigm of city growth in the context of a common agenda emerging from the Valetta Treaty, in which preserving the archaeological heritage is recognized as a key element for sustainable development. The study provides novel empirical results from the above mentioned modelling approach, with important lessons for the developing world. This paper proposes as such, an integrative spatial analysis methodology on the issue of historico-cultural endangerment, which is a new approach to comparative spatial analysis for decision making on urban heritage endangerment at the regional scale. Later, the discussion extends to a more conceptual level of urban planning by considering the questions: Is urban sprawl influencing the way we perceive cities? If so, are there positive advantages in the paradigm of urban growth and urban sprawl which might help us to protect past heritage while ensuring sustainable and modern cities?  相似文献
