Using the ECM2 survey data on Ecuadorian migrants returning from Spain, we investigate the determinants of reintegration upon return. We study how the migration experience, but also the before‐ and after‐migration characteristics, correlate with migrants’ outcomes upon return. We adopt a broad conception of reintegration, considering jointly labour market‐related outcomes that proxy for structural reintegration and subjective indicators that provide insights on sociocultural reintegration. The determinants of these two types of outcomes appear to be different: reintegration indeed encompasses multiple dimensions which cannot be captured by a single indicator. Our results suggest that return assistance programmes’ efficiency in helping reintegration could be improved by (I) targeting, ex‐ante, returnees who plan to launch their own business, and, ex‐post, the most vulnerable workers (women, older returnees, unemployed), and (ii) facilitating the labour market integration of foreign‐educated returnees. They also call for further research to better understand the consequences of these programmes.  相似文献

The return of refugees and migrants back to their country of origin is an important topic on the agenda of Western European governments, as return is considered as the most “durable solution” for the “refugee problem”, and as an instrument with which to tackle “illegal” migration. However, these migration policies generally lack a clear evidence base, as little studies have focused on returnees' current living situations and on their perspectives on the re‐migration process. In this paper we therefore try to listen to returnees' voices, through in‐depth interviews with four Nepalese migrants both before (in Belgium) and after (in Nepal) their return, and with 16 returnees after their return to Nepal. The interviews show how most returnees start with a disadvantageous “point of departure” to realize a “successful” return: mostly, they do not really depart “voluntarily”, and they only have limited possibilities for preparing their return and setting realistic expectations. But also, back in the “home country”, most returnees judge their current economic, social and political living situation as bad, meeting little of the expectations that they set before they returned. The participants consider the support they received through the NGOs' return programmes as minimal, because they are mostly limited to a small amount of financial support, and thus of little significance in these returnees' efforts to rebuild their lives in their “home” country. If return programmes want to make a difference in returnees' lives, they should have two extensive components in the “home” and the “host” country, incorporating in both components an integral approach, including economic, political, social and psychological aspects. Viewing these findings, it is not surprising that most interviewees eventually evaluate their return as unsuccessful, and many returnees consider re‐emigration, all of which clearly questions the current basis of worldwide migration policies.  相似文献

The Japanese government maintains that the country admits only skilled economic migrants. Its statistics tell a different story. Skilled and low‐skilled economic migrants are admitted in equal measure. The aim of this article is to explain the dissonance between the government's policy rhetoric and policy outcome by turning to policy output. To this end, I quantitatively analyse immigration admission channels for economic migrants, using Ruhs' Openness and Rights Indicators (2013). The main findings not only go against much of what we believe about Japan but helps us reach a more nuanced understanding of its immigration policies. I demonstrate that Japanese immigration admission policies have become more open towards de facto low‐skilled economic migrants over time and are more open to de facto low‐skilled economic migrants than to de jure skilled economic migrants. Instead of openness, the gains made by certain groups of de jure skilled economic migrants have been exclusive immigration privileges related to permanent residence and family sponsorship.  相似文献

A growing body of research and theorising explores the experience of groups who maintain ties to multiple nations. However, this research often overemphasizes the fluidity and freedom available to migrants and neglects the differential access to networks available to co‐nationals who vary in their class, ethnic, gender and affiliational characteristics. Drawing on fieldwork and in‐depth interviews with Israeli migrants in the USA and Britain, and returnees in Israel, this study considers how social characteristics and settlement contexts shape access to the networks through which migrants acquire resources and information. Findings suggest that highly educated Israelis of European origins often maintain distinct social networks from their less educated and Middle Eastern or North African co‐nationals. Further, middle‐class Israelis have greater legal and economic access to migration and return than those with less human and financial capital. Israeli men and single women often prefer life abroad, while married women, especially those with children, wish to return. Finally, destinations influence migrants’ relations with the country of origin: Los Angeles fosters greater assimilation than London. In conclusion, because Israeli migrants are a diverse population, they maintain multiple networks and exhibit dissimilar patterns of connection to both the country of origin and places of destination.  相似文献

The authors report on representative field research dealing with ethnic Serb returnees to Croatia. The total sample consisted of 1,500 randomly chosen persons from a population of 120,000 officially registered Serb returnees to Croatia. The main questionnaire was answered by 403 respondents. Drawing on references relating to the concept of sustainability, they further develop it through differentiation of seven sustainability aspects or dimensions: safety; socio‐demographic structure of returnees; socio‐economic conditions of return; refugee experiences; citizenship and minority rights; and subjective perceptions of sustainability. According to field findings, between 35 and 45 per cent of the registered returnees reside permanently at the addresses they reported upon return, and an additional 3,5 per cent moved to other locations within Croatia. At the same time, between 35 and 42 per cent actually reside in their refugee countries (mostly in Serbia and Bosnia and Herzegovina). Some 6 per cent of returnees occasionally stay in Croatia and occasionally outside of it. The interviewers were unable to get any reliable information regarding permanent stay for 15 per cent of the people from the sample. Finally, 11 per cent of them have, in the meantime, passed away since registered return started in 1996. The research results confirm the prevailing impression that Serb returnees are predominantly old people. The average age of all interviewed family members is around 51. The findings and conceptualization suggest the need for a differentiated approach to a returnee body to better understand the complexity of a return. In this article, I examine the transnational identities that return migrants create upon resettlement in their country of origin. Specifically, I draw on interviews with Republic of Ireland‐born return migrants from the United States between the years 1996 and 2006. The analysis shows that return migrants – like other migrant groups – maintain and establish translocal identities and practices that straddle ‘here’ (Ireland) and ‘there’ (United States) upon return. However, the article goes further, asking why returnees develop such border‐spanning social fields. Some recent scholarship suggests that some migrants develop transnational identities as an adaptive response to a hostile receiving society. The analysis here shows a similar process at play for certain return migrants in the post‐return environment. Doubtless, for some returnees, a transnational identity is a natural outgrowth of having spent several years in the United States. Yet for others, one can better explain this transnational identity as a coping strategy to buffer resettlement anxieties and disappointments.  相似文献

This article discusses the growing popularity of lifestyle reasoning in return considerations among Pakistani migrants and their children in Britain. Although lifestyle arguments are by no means new to scholarship on return migration, I argue that British Pakistanis' settlement history has led to return reasoning beyond purely economic considerations. Changes in status, power, and position, with respect to both countries of origin and settlement, have translated to a more confident capacity to aspire, and therefore to think along lifestyle considerations, whether the decision is to settle or to return. Lifestyle reasoning can therefore to be considered a sign of British Pakistanis' change in confidence about their position in the country of settlement.

Policy Implications

  • If the UK wants to engage with Pakistani returnees, it needs to recognize the variety of returns beyond the economic: political, lifestyle and relationship returns are all present in the array of typologies enacted by British Pakistanis
  • Any UK policy about return should consider that both pull and push factors influence return decisions, and those are articulated around economic, political, lifestyle, and relationship considerations.
  • Policy makers should consider lifestyle return reasoning a symptom of the maturation of British Pakistani citizenship in the country of settlement, rather than systematic evidence of their alienation.

In this article we explore the links between return migration, belonging and transnationalism among migrants who returned from the Netherlands to northeast Morocco. While transnationalism is commonly discussed from the perspective of a receiving country, this study shows that transnationalism also plays a vital role in reconstructing post‐return belonging. Return migration is not simply a matter of ‘going home’, as feelings of belonging need to be renegotiated upon return. While returnees generally feel a strong need to maintain various transnational practices, the meanings they attach to these practices depend on motivations for return, gender and age. For former (male) labour migrants, transnational practices are essential for establishing post‐return belonging, whereas such practices are less important for their spouses. Those who returned as children generally feel uprooted, notwithstanding the transnational practices they maintain. The amount of agency migrants are able to exert in the return decision‐making process is a key factor in determining the extent to which returnees can create a post‐return transnational sense of home.  相似文献

Africa’s experience with return migration is not new. However, few empirical studies have examined the social and economic characteristics of returning migrants within the continent. In this study, the human capital endowments and household living standards of returning migrants in Uganda and South Africa are examined using recently available data. The study compares returnees in both countries with immigrants as well as the native‐born population with no international migration experience. It also investigates how factors such as previous country of residence, year of arrival, and other demographic factors predict levels of education and living standards among returning migrants. In Uganda, the results show that recently arrived returning migrants had better educational endowments than both immigrants and non‐migrants. Migrants who returned to Uganda following the fall of Idi Amin’s regime had the lowest educational levels and lowest living standards compared to other returnees. Furthermore, the results indicate that previous residence in countries in the West was associated with four additional years of schooling while returning migrants arriving from other African countries had the lowest levels of schooling among returning migrants. In South Africa, the study finds that returnees arriving almost immediately following the end of Apartheid had the highest levels of education compared to either immigrants or non‐migrants. Returnees on average also had the highest household living standards in South Africa. Among South African immigrants, the results indicate that those arriving towards the end of the century had lower educational endowments compared to immigrants who arrived in the country two to four years after the end of Apartheid.  相似文献

Despite the continuous asymmetrical power relations between the Global North and South, the “global race for talent” is no longer a privilege enjoyed only by developed countries. Comparative analysis of policy content and effectiveness has attracted increasing interest. The examination of policy initiatives resulting in return migration of highly‐skilled migrants from the Global North to the Global South, however, remains inadequate. In this article, we provide a comparative analysis of policies targeting high‐level Chinese and Indian professionals including full‐time returnees. Two key differences in policy instruments and outcomes in the two countries are identified and they have implications for migration policies in other countries in the Global South and North.  相似文献

Rural population loss is caused as much by low in‐migration as by high out‐migration, and for geographically disadvantaged nonmetropolitan counties in the United States, return migration plays a crucial role. This research captures impacts of return migrants on population, economy, and society in declining rural U.S. communities using a qualitative, multisited approach. Interviews conducted at high school reunions with rural returnees in their late 20s to late 40s show that the vast majority of returnees brought spouses and children back with them, increasing the short‐term and long‐term population. They also brought back much needed human capital, including education, job skills, and life experiences, and filled professional positions that are often hard to fill in rural communities. Entrepreneurial activities and self‐employment of many return migrants favorably affected rural economies by improving the employment base and expanding available services. Interviews show how decisions to move back were grounded in social relations that promoted civic engagement. While they mainly moved back for their children and their families, return migrants valued involvement in familiar social networks and the opportunities to make a difference in their rural hometowns.  相似文献

ABSTRACT

This article explores Afghan return migrants’ strategies and constraints to identify with the different spaces of belonging they encountered, through their expressions and practices of marriage. We take an in-depth approach to the life histories of 35 voluntary and involuntary Afghan returnees from European countries. We find that in narrating and performing different marriage practices, some Afghan return migrants construct fixed boundaries between different spaces of belonging, while others try to construct these boundaries as permeable and hybrid. Gender and mobility strongly define the way in which return migrants narrate and perform marriage as a cultural practice that determines who belongs, who wants to belong and who is able to belong. We conclude that while openly negotiating hybrid practices within a delicate theme such as marriage requires careful negotiation of boundaries, mobility can improve the extent to which return migrants can apply inventive and hybrid identifications for their personal needs and desires.  相似文献

This paper addresses the issue of socioeconomic integration of forced return migrants, focusing on the Maghreb countries. Starting from the hypothesis that the return has to be prepared, I tested whether a disruption in the migration cycle (such as deportation) increases the individual's vulnerability and affects his integration from both a structural and sociocultural point of view, using the 2006 Migration de Retour au Maghreb (MIREM, or Return Migration to the Maghreb) survey. I found that forced returnees are more vulnerable to negative labor market outcomes compared to voluntary returnees. The absence of forced returnees from the labor market, or their underperformances, creates a net loss for the origin country and also incentives to re‐migrate. The negative effect is statistically significant not only immediately after return, but also in the long run, at survey time. Forced return is also significantly and negatively correlated with sociocultural integration, reflecting a marginalization of deported migrants in their home environment, which may act as a re‐emigration incentive.  相似文献

Return migration is not always a process of simply “going home.” Particularly when return is not fully voluntarily, returnees face severe obstacles. This study argues that such return can only become sustainable when returnees are provided with possibilities to become re‐embedded in terms of economic, social network, and psychosocial dimensions. We analyze the return migration experiences of 178 rejected asylum seekers and migrants who did not obtain residence permit to six different countries: Afghanistan, Armenia, Bosnia and Herzegovina, Sierra Leone, Togo and Vietnam. Using both quantitative and qualitative methods of data analysis, we identify several key factors that influence prospects for embeddedness, such as individual and family characteristics, position in the migration cycle, and the role of pre‐ and post‐return assistance. We find that the possibilities for successful return are highly dependent on the living circumstances provided in the host country: returnees who were enabled to engage in work, had access to independent housing and freedom to develop social contacts proved to be better able to exercise agency and maintain self‐esteem. Post‐return assistance by non‐governmental organizations will be particularly helpful when financial support is combined with human guidance and practical information to enhance a more sustainable return process.  相似文献

Services and resources for migrants returning to Mexico are necessary to ease their transition and “re-integration” into home communities. Policies that do not have a holistic approach can result in serious implications for the social, political, cultural, and health of returnees, receiving families, and communities. This research critically analyses return migration policies in Mexico drawing from the intersectionality-based policy analysis framework and a multi-scalar approach to critically study return migration policies in Mexico. We analysed 20 return migration policies using the principles of the intersectionality-based policy analysis framework. In 2021, we interviewed those impacted by return migration policies in Veracruz, Mexico to gain deeper insights into return migration policies. Women who stayed behind, return migrants, community leaders, and health-care providers were interviewed via phone or face-to-face in Spanish. Information was transcribed verbatim and analysed with the aid of computer-assisted data analysis software and quotes were translated into English. They shed light on two major inequities in policies: (1) the lack of acknowledgement of diversity or return migrants and (2) the exclusion of receiving families and communities from the “re-integration” process of return migrants. Based on the multi-scalar critical policy analysis, return migration policies in Mexico would benefit from a more comprehensive and inclusive approach where the needs of return migrants and community members are protected based on their diversity.  相似文献

This article analyses whether the human capital gained abroad helps returning migrants to integrate into the Lithuanian labour market. The analysis focuses on highly qualified migrants, defined narrowly as people with higher education who held qualified jobs when working abroad. The article found that for this group of returnees professional aims were important when taking a decision to return, together with other motives such as family reasons and home‐sickness. Most of the returnees were able to find employment and pursue their careers without major difficulties, although a significant minority signalled an intention to emigrate again. The article examines the key factors that sometimes helped and sometimes hindered integration of the returnees and discusses the role of the public policy.  相似文献

Migration movements are presently a worldwide phenomenon; all groups of migrant workers, regardless of their origin or generation, have common problems. Return migrants' problems and their solution concern the emigration countries as well as the immigration countries. 3 proposals for an integrated approach to solving return migrants' problems follow. 1) Provide general assistance to the returning migrants. a) Statistical information about migrants and causes of their return should be gathered. b) Job placement assistance should be available to the returnees. c) Migrants should be assisted with travel and removal expenses. d) Their children's education should be facilitated by education in their mother tongue, travel to the home country during vacations, readaptation courses, and acceptance of diplomas and certificates obtained abroad. e) All emigration countries should accept a simplified and extended form of second retirement program to protect emigrants' social security rights. 2) Provide vocational training and readaptation. a) Home countries should seek ways to profit from the skill and knowledge returning migrant workers offer. b) Young skilled returnees should be employed as teachers and trainers. c) Vocational training centers should be developed and maintained. d) Course certificates obtained abroad should be accepted in the home country. 3) Create new job opportunities for returnees. a) Small businesses and grants to start private businesses should be encouraged. b) Technical and financial assistance should be provided to workers' companies. c) Migrant workers' savings should be directed to areas that are productive and that create employment possibilities. d) Possible return migration may be facilitated by issuing shares in investment projects with preferences, guaranteeing exchange rates, allowing accounts in foreign currencies, issuing government bonds with preferences, developing special aid funds for housing schemes, guaranteeing migrant workers' enterprises, and by offering returning migrants the option to buy shares in companies against foreign currency.  相似文献

We offer an institutional analysis of Chilean and Colombian transnational politics in Toronto to account for cross‐group variation in transnational political practices and the formation of different types of transnational social fields of political action. The article is based on interviews conducted with Chilean and Colombian community activists and Canadian refugee rights and social justice activists. We use the concept of political culture to account for differences in Chilean and Colombian transnational politics and to explain the different kinds of relationships the two groups have developed with non‐migrants. We introduce the concept of activist dialogues, understood as patterns of strategic political interaction between groups, to characterize how migrants and non‐migrants read and navigate their interlocutors' ways of doing politics. We argue that variation in the character of activist dialogues results in different types of transnational social fields of political action. Chilean–Canadian activist dialogues reflect a convergence of political cultures and strategies of action; Colombian–Canadian activist dialogues are marked by a relationship in which there is a divergence of strategies of action. Convergent dialogues produce thicker and more stable transnational social fields. Divergent dialogues are associated with a series of ad hoc initiatives, the absence of stable and strongly institutionalized partnerships, and a thinner transnational social field of political action.  相似文献

Current migration studies and policy reviews neglect the vital link between migration experiences of labour migrants and their return and reintegration process. The objective of this study is to highlight the phenomenon and bring the matter to policy makers’ attention. This study uses in‐depth interviews and a series of focus group discussions to explore the relationship between migration experiences and economic reintegration of unskilled Ethiopian women who are return migrants from Middle Eastern countries. Economic reintegration, which in its basic form is about securing a livelihood, is a challenge for most returnees. The reason relates to the migration settings, preparedness and reintegration assistance in the home county. Reintegration assistance for involuntary returnees is beneficial only for those who manage to obtain some savings out of their migration. The findings imply the need for policy improvements regarding the working conditions of female domestic workers in the host countries and reintegration programmes in the home countries.  相似文献
