World polity embeddedness has traditionally been measured by state and civil participation in formal venues, including international organizations, multilateral agreements, and world conferences. In this study, we highlight an alternative form of embeddedness found in cross‐national social relations and apply this framework to the human rights sector of the world polity. Specifically, we propose that the international migrant community diffuses human rights values and practices via (1) local performance and (2) cross‐national communication. Using data from the World Values Survey, we first show that immigrants are more likely to embrace, and actively participate in, the human rights movement. Next, using network data that report country‐to‐country bilateral flows, we observe a high degree of correspondence between international migration and telecommunications, confirming previous studies that trace telephone traffic to the flow of people. Finally, analyzing a balanced data set of 333 observations across 111 countries spanning the 1975–2000 period, we use ordered probit regression to assess the local and cross‐national effects of migrants on a state’s human rights record. We find that a country’s immigration level and its in‐degree centrality in international telecommunications both positively affect its Amnesty International rating, and that these effects are robust to a number of alternative specifications.  相似文献

This introduction cites the genesis and history of the International Convention, briefly notes the underlying principles, and broadly states the significance of the text. The draft consists of a Preamble and 91 articles covered in 8 parts: 1) scope and definitions of migrant workers and their families, 2) fundamental human rights of all migrants, 3) additional rights for migrant workers and their families, 4) provisions applicable to particular categories of migrant workers, 5) promotion of sound, equitable and humane conditions in connection with lawful international migration of workers, 6) application of the Convention, 7) general provisions, and 8) final provisions. The importance of this convention is that for the 1st time the rights of all migrant workers, including non-documented workers, will be listed and these rights will be universal and international beyond national definitions. While fundamentally a human problem, migrant workers and their families are also a political and economic issue; the Convention is a means to facilitate and promote bilateral and multilateral relations which can further peace and security.  相似文献

This study examines the effect of international migration in Egypt using fixed‐effect regressions and panel data from Egypt Labour Market Panel Surveys in 2006 and 2012. We find that men and people with higher education are more likely to migrate than women and people with lower education. Middle‐aged people are also more likely to migrate than young or old people. International migration does not seem to affect the overall employment of remaining members of migrant‐sending households. However, it tends to increase the self‐employed work of members of migrant‐sending households. Finally, international migration also helps migrant‐sending households increase their wealth index. Remittances are used to improve living conditions (housing) and purchase more assets and durables. This finding supports the theory as well as the policy to increase migration as a way to stabilize consumption and reduce poverty in low income countries.  相似文献

Abstract

This paper discusses the link between international migration and democratisation from an actor-oriented perspective on the basis of the mobilising efforts by key civil society actors engaged in the promotion of the rights of migrant workers through developing strategies towards movement building and by capitalising on political opportunities that have appeared on the global level. Being pitched at the global level and at organising patterns via the network form, the analytical framework developed takes as its starting point global justice perspectives and then builds upon insights from social movement and constructivist International Relations scholarship. It is argued that what is emerging are (1) movement practices in migrant rights networks which are putting forward increasingly coherent claims that transcend the conventional thinking about global governance and human rights (rights-assuming advocacy); and (2) that such practices are effectively transgressing interstate political arenas (participatory, rights-producing politics). It is on the basis of the cooperation between the 2 main protagonists, trade unions and migrant rights associations, that strategic positioning of migrant rights issues within the global policy debate is taking place, with the aim of promoting a rights-based approach (RBA) to migration and its governance. The combination of rights-producing politics and rights-assuming advocacy is expressed in the RBA to migration which involves the reframing of migrants rights as well as attempts to democratise migration governance in participatory terms.  相似文献

The past two decades have seen the steady emergence of various bilateral and multilateral migration agreements between Europe and migrant‐sending countries in the global South. This article provides a critical assessment of the way the EU – and individual countries such as Spain, France and Italy – have played active roles in reshaping old and developing new strategies for keeping migration under control while opening up new opportunities for “regular” migration. It also discusses the extent to which migration agreements help migrant‐sending countries in Africa, Asia and Latin America to optimize the link between migration and development. Based on an analysis of the contents of the migration agreements and their implementation, it has become obvious that there is still a long way to go to achieve “fair multilateralism” and create “win‐win” situations between the EU and the poorer migrant‐sending countries in Africa, Asia and Latin America.  相似文献

This preamble documents the 91 Articles of the International Convention on the Protection of the Rights of All Migrants and Their Families. This defines and covers the rights of all migrant workers and their families which can be ratified by as many countries as possible. The status and fundamental rights of migrant workers and their families have not been sufficiently recognized everywhere and therefore require appropriate international protection. Recent work suggests that migrants have been a major driving force in the dramatic growth of international telephony over recent decades, accounting for large rises in telephone calls between countries with strong immigrant/emigrant connections. Yet, the existing literature has done a poor job of evaluating the substantive importance of migrants in explaining large disparities in levels of bilateral voice traffic observed between different countries. It has also failed to go very far in examining how domestic and relational factors moderate (namely amplify or attenuate) the influence of migrant stocks on international calling. Our contribution addresses these gaps in the literature. For a sample, which includes a far larger number of countries than previous studies, we show that, together with shorter‐term visitors, bilateral migrant stocks emerge as the relational variable with one of the substantively largest influences over cross‐national patterns of telephone calls. We also find that the effect of bilateral migrant stocks on inter‐country telephone traffic is greater where the country pairs are richer and more spatially distant from one another.  相似文献

This review summarizes main trends, issues, debates, actors and initiatives regarding recognition and extension of protection of the human rights of migrants. Its premise is that the rule of law and universal notions of human rights are essential foundations for democratic society and social peace. Evidence demonstrates that violations of migrants' human rights are so widespread and commonplace that they are a defining feature of international migration today. About 150 million persons live outside their countries; in many States, legal application of human rights norms to non‐citizens is inadequate or seriously deficient, especially regarding irregular migrants. Extensive hostility against, abuse of and violence towards migrants and other non‐nationals has become much more visible worldwide in recent years. Research, documentation and analysis of the character and extent of problems and of effective remedies remain minimal. Resistance to recognition of migrants' rights is bound up in exploitation of migrants in marginal, low status, inadequately regulated or illegal sectors of economic activity. Unauthorized migrants are often treated as a reserve of flexible labour, outside the protection of labour safety, health, minimum wage and other standards, and easily deportable. Evidence on globalization points to worsening migration pressures in many parts of the world. Processes integral to globalization have intensified disruptive effects of modernization and capitalist development, contributing to economic insecurity and displacement for many. Extension of principles in the Universal Declaration of Human Rights culminated in the 1990 International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families. With little attention, progress in ratifications was very slow until two years ago. A global campaign revived attention; entry into force is likely in 2001. Comparative analysis notes that ILO migrant worker Conventions have generally achieved objectives but States have resisted adoption of any standards on treatment of non‐nationals. A counter‐offensive against human rights as universal, indivisible and inalienable underlies resistance to extension of human rights protection to migrants. A parallel trend is deliberate association of migration and migrants with criminality. Trafficking has emerged as a global theme contextualizing migration in a framework of combatting organized crime and criminality, subordinating human rights protections to control and anti‐crime measures. Intergovernmental cooperation on migration “management” is expanding rapidly, with functioning regional intergovernmental consultative processes in all regions, generally focused on strengthening inter‐state cooperation in controlling and preventing irregular migration through improved border controls, information sharing, return agreements and other measures. Efforts to defend human rights of migrants and combat xenophobia remain fragmented, limited in impact and starved of resources. Nonetheless, NGOs in all regions provide orientation, services and assistance to migrants, public education and advocating respect for migrants rights and dignity. Several international initiatives now highlight migrant protection concerns, notably the UN Special Rapporteur on Human Rights of Migrants, the Global Campaign promoting the 1990 UN Convention, UN General Assembly proclamation of International Migrants Day, the 2001 World Conference Against Racism and Xenophobia, anti‐discrimination activity by ILO, and training by IOM. Suggestions to governments emphasize the need to define comprehensive, coordinated migration policy and practice based on economic, social and development concerns rather than reactive control measures to ensure beneficial migration, social harmony, and dignified treatment of nationals and non‐nationals. NGOs, businesses, trade unions, and religious groups are urged to advocate respect for international standards, professionalize services and capacities, take leadership in opposing xenophobic behaviour, and join international initiatives. Need for increased attention to migrants rights initiatives and inter‐agency cooperation by international organizations is also noted.  相似文献

We add to the literature on the driving forces of international migration. While the existing literature establishes that income differences, migration costs and certain other factors (e.g. climate or human rights) affect the migration decision, we focus on the broader role of non‐pecuniary factors. We include well‐being measures in a standard model of bilateral migration flows and enrich the analysis further by testing the effects on migration of inequality in happiness within a country. Our findings that both the mean and standard deviation of happiness – in both origin and destination countries – help explain bilateral migration flows over and above any income effect, indicates the need to incorporate both pecuniary and non‐pecuniary factors when modelling migration choices.  相似文献

This research note briefly outlines International Labour Organization concerns about return migration in developing countries, research being done in the field, and activities in related fields. Attention is being focused on the following topics and areas of study: 1) recommendations and conventions which cover workers generally and migrant workers particularly; 2) measures to avoid the departure of skilled workers from developing countries; 3) special problems encountered in improving migrant professionals' working conditions; 4) developing a central pool of information on labor markets and employment at the international level; 5) bilateral or multilateral migration agreements to optimize the flows of health personnel, scientific workers, engineers, and high level technicians, protecting their rights, and facilitating their reintegration into the country of origin; 6) creating a compensation scheme for skill outflows and training substitutes to fill the gaps left behind by migration; 7) classifying migratory policies adopted by developing countries; 8) reattraction of needed skills to developing countries of origin; 9) transfer of know-how through expatriate nationals; 10) labor reinsertion patterns of migrants returning to Greece, Italy, Portugal, and Spain; 11) Socioeconomic reintegration of migrants returning to Pakistan and Uruguay; and 12) Sri Lanka's experience with self-employment schemes for returned migrants.  相似文献

The feminization of international migration nowadays has demonstrated a new global politics of reproductive labor (work necessary for the reproduction of families). This paper reviews recent studies that manifest similarity, affinity, and continuity across multiple forms of reproductive labor carried out by migrant women in four aspects. First, the recruitment of women as foreign maids or foreign brides provides class‐specific parallel strategies to the global care crisis. Second, paid and unpaid forms of reproductive labor constitute intersecting circuits of labor and marriage migration through which women partake in continuous migration. Third, various categories of migrant women are discursively conflated and attached to similar images as sexualized others. Finally, global care chains not only involve migrant reproductive labor conducted at home but also operate on the level of social reproduction as indicated by the expansion of international nursing migration.  相似文献

The current Chilean Migration Act is the oldest in South America. It was created under the paradigm of national security, not human rights, and today does not adequately serve a participating democratic state, active within the international community. The Chilean government will soon be moving to discuss in congress a new migration act. We want to emphasize that the government should not forget the importance of incorporating international standards of migration policy into the national sphere. Chile is part of the United Nations system and, as a participating member, ratifies all core human rights treaties. Given that the United Nations Human Rights Bodies have made recommendations about migration policy, it is essential that this discussion be brought to the attention of our governing officials. This article reviews the UN recommendations as a concrete approach to the implementation of international standards in Chilean migrant policy.  相似文献

The article focuses on migrant trafficking, the core of the illegitimate business.... Our model conceives of trafficking as an intermediary part of the global migration business facilitating movement of people between origin and destination countries.... International migration figures prominently on the agenda of the United Nations. Solid migration data are crucial for supporting this global debate. This article describes the international migration data sets produced by the Population Division, Department of Economic and Social Affairs, United Nations. The Population Division’s Migration Section produces migrant stock estimates for the world’s countries by sex and, more recently, by age. The Section also produces a database containing annual data on inflows, outflows, and net flows of international migrants by country of origin for major destination countries. The Section maintains the Global Migration Database, containing the world’s most complete set of empirical statistics on the international migrant stock by country of birth, citizenship, sex, and age for more than 200 countries and territories for recent decades. The labour immigration policies of high‐income countries are characterized by trade‐offs between openness to admitting migrant workers and some of the rights granted to migrants after admission. This empirical observation lies at the heart of the author's 2013 book, The price of rights: Regulating international labor migration. In this article, he reviews its main findings, arguments and policy implications and responds to a critical review of the book that was published in the International Labour Review in 2015. He concludes with a plea for more open debate on the linkages between migrant rights, labour migration and development among national and international organizations concerned with these issues.  相似文献

Migrant rights were put squarely on the agenda of the Global Forum on Migration and Development when it met in Manila in 2008, as the principal theme of the governmental and civil society discussions. The Forum proceeded with the assumption that migrant rights are a development issue, as well as a fundamental human rights issue. This article begins with a review of the normative framework for protecting migrant rights. While norms by themselves will not prevent abuses, they can serve as a basis for advocating implementation of policies and programs to achieve these goals. We argue that there is ample international law setting out the basic rights of migrants even though the principal migrant‐centric instruments are not widely ratified. Failures in protecting migrant rights arise from the lack of implementation of these standards at the national level. The article then discusses a range of programs, mostly implemented by or in destination countries, which hold potential for overcoming barriers to the protection of the rights of migrants. These practical steps can be found in a wide array of countries, most of which have not become party to the Migrant Workers Convention. The article concludes that these initiatives have been implemented in an ad hoc manner, necessitating a more systematic approach at the national level to the protection of migrant rights.  相似文献

Human trafficking is a global problem. In this paper, I seek to find the determinants of international human trafficking by using the US as a case study. Previous studies have drawn primarily from the migration literature, proposing hypotheses that focus on economic factors, the level of democracy and other “push” factors in the countries of origin that create incentives for individuals to migrate. However, we know that international human trafficking is an involuntary form of migration and may be influenced by additional factors. I hypothesize that factors that influence the cost–benefit calculation of the trafficker determine the volume of human trafficking, in addition to the factors that affect the size of the pool of trafficking victims. I test my theory using the negative binomial regression model. My results indicate that while income inequality within a country and poor protection of women's rights are likely to produce a specific pool of victims, it is the reduction of operational costs for the trafficker that increases the number of individuals who are trafficked.  相似文献

The rights of migrant workers and their experiences in host countries have been high on the political agendas of Europe and beyond. This article uses data from 138 semi‐structured interviews conducted with migrant workers in the UK, Russia and Ukraine to study their relationships with the police in host countries. We aim to contribute to the literature on policing and migration by analysing three different host countries, and the experience of temporary migrant workers regarding policing within each country. We suggest that the interplay between the experiences of policing in home and host countries can provide important insights into the practicalities of policing, but should not be considered apart from the context of the ethnic origin of migrant workers.  相似文献

Internal and international migration increasingly continues to be of global importance for development policies and programmes, but the dearth of data on migration for African countries and the limited focus on the structural conditions that motivate migration from specific localities within the region remain glaring. In this study, we examine the patterns and drivers of migration in Cameroon, focusing on the dynamics of rural–urban migration, migrant circulation, regional economic migrants and refugees, international migration, brain drain and returns from emigration. Consequent upon regional conflicts and instability, we highlight the refugee problem in Cameroon and significant challenges in addressing it. Finally, we underscore the policy and research challenges necessary to harness the potentials of internal and international migration for national development.  相似文献

We use household panel data from Tajikistan to explore the change in living arrangements as a response to income shifts related to international labour migration. In addition, we analyse the interaction between the effect of idiosyncratic income increase resulting from a completed migration episode, and the effect of an aggregate shock – the global financial crisis – and show how different households adjust their household size during times of financial hardship. The empirical evidence indicates that while current migration is associated with an increase in household size, a completed migration episode two years before the interview was followed by family members moving out. At the same time, our empirical analysis demonstrates that migrant families doubled up in response to a financial crisis to the same extent as non-migrant families, which suggests that labour migration in Tajikistan does not insure against economic shocks in the long run.  相似文献
