This article explores the role of national institutional factors – more specifically, the level of skill transparency of the education system and labour market coordination – in accounting for cross‐national differences in the relationship between education and occupational status. Consistent with previous research, our findings suggest that skill transparency is the primary moderator. Countries with a highly transparent educational system (i.e., extensive tracking, strong vocational orientation, limited tertiary enrolment) tend to be characterized by a strong relationship between education and occupational status. These findings hold even after controlling for the level of labour market coordination. Nevertheless, we also find that labour market coordination plays an independent role by dampening the effect of education on occupational status. Taken together, these results suggest two quite different policy implications: (1) strengthening the skill transparency of the education system by increasing secondary and tertiary‐level differentiation may strengthen the relationship between education and occupation, regardless of the level of coordination, and (2) increasing labour market coordination could lead to improved social inclusion and a reduction in inequalities related to educational attainment.  相似文献

It is commonly assumed that immigrants are disadvantaged in the Australian labour market because of a variety of interacting factors, some related to their skills, some to cultural differences between them and the host society, and some to the time it takes to adjust to their new circumstances. Using specially-prepared cross tabulations from the 1996 Australian Census, this article evaluates the assumption for the country's 52 largest immigrant groups, as defined by birthplace. Separate analyses for male and female immigrants relate their concentration in ten occupational groups, including unemployment, to their educational qualifications, facility with the English language, and period of arrival. The analyses suggest that the first two variables are particularly relevant to appreciating the occupational distribution of male immigrants, with period of arrival also being important for females, probably reflecting different cultural norms from their host society.  相似文献

This article traces the development of the online labour market in the Russian Federation and across the wider post-Soviet space. The authors draw on the unique data of four waves of an online survey for 2009, 2011, 2014 and 2019 on the leading Russian-speaking general-purpose platform for creative and knowledge-based work. The results shed light on key trends, such as spatial decentralization, occupational diversification, feminization, maturing, rising educational attainment and educational mismatch, the consolidation of freelance careers, platformization and legalization. The article discusses these findings and their potential policy implications for the future development of online platform work in the Russian Federation.  相似文献

Family‐responsive benefits have important consequences for workers balancing work–family demands. Previous research on the distribution of family‐responsive benefits has focused on intra‐organizational determinants or general labour market characteristics, at the expense of local labour market factors. We address this deficiency by analysing a unique random sample of US work establishments nested in their local labour markets. Specifically, we ask whether, net of establishment and local labour market characteristics, women's local labour market standing influences the prevalence of family‐responsive benefits. The results indicate that women's labour market status, measured with a composite of occupational gender integration, aggregate educational attainment and percentage of women in managerial roles, has a strong positive net effect on the prevalence of family‐responsive workplace benefits. However, no significant interaction between women's status and establishment‐level characteristics was found. Our findings highlight the importance of local labour markets in the distribution of family‐responsive benefits across organizations.  相似文献

ABSTRACT

Risks of exclusion can occur in multiple forms and start early in life. Early school leavers are especially at risk of social exclusion as this is strongly related to turbulent school-to-work-transitions. These young people often find themselves in low-qualified work or unemployment. In this article, we explore the labour market experiences of early school leavers in Flanders, Belgium. In total, 15 in-depth interviews were conducted with nine early school leavers and analysed following a grounded theory approach. Our results demonstrate the difficulties early school leavers encounter in their transitions from school to work and their precarious situation in the labour market. Of particular relevance are the insights gained in revealing the perspectives of young people on the importance of educational qualifications, work experience and participation in the labour market, as well as the strategies they develop to enter the labour market without educational qualifications.  相似文献

Graduates of the German dual system of vocational education and training differ in their chances of directly entering horizontally and vertically matching labour market positions. This article discusses how structural characteristics of training occupations impact such differences. I focus on three characteristics: the average training costs, the degree of occupational closure and how broadly applicable the qualifications are. Using data from the National Educational Panel Study (NEPS), I analyse the first labour market position for individuals who graduated from apprenticeship training between 1974 and 2004 in West Germany. I develop measures for occupational characteristics based on data from the BIBB Cost Benefit Studies and the BIBB/IAB Employment Surveys and merge these measures with the individual-level data. Applying multinomial logistic regression models, I simultaneously analyse the influence of the occupational characteristics on the probability to find employment in the first place and to reach horizontally and vertically matching positions. The results show that the occupational characteristics provide different opportunities within the training occupation but also within other occupations. The article, thus, helps us understand how occupational characteristics structure individual labour market chances and sheds light on the long-term consequences of unequal access to training occupations.  相似文献

This article analyses the early career occupational mobility of people from a Turkish or Moroccan descent in Flanders (Belgium). Previous research showed that second-generation migrants are less successful than natives when entering the labour market. We compare the progress in socio-economic status (SES) that youngsters of native and non-native descent make from their first to later jobs at the start of their career. Both second-generation immigrants and native majority young adults experience upward occupational mobility during this crucial phase of their occupational career. The gap between native and ethnic minority youth, however, does not narrow over the course of the years. The first job offers less SES for non-natives compared to that of natives, and the minority-native gap in occupational attainment remains constant afterwards. The future career is largely determined by the characteristics of the start of the occupational career, and educational attainment even before. Promising, however, might be the finding that a first job with a relative low occupational status does offer better opportunities for Turkish and Moroccan second-generation migrants than for native majority youth to do some catching up later on. In combination with a long-term negative impact of initial unemployment, ethnic minority youth perhaps are best off with starting to work as soon as possible after school leaving.  相似文献

Using a representative sample of currently legal third-country immigrants in Italy, obtained from the Social Condition and Integration of Foreign Citizens survey, this article examines the long-term labour market consequences of previous undocumented spells. First, formerly undocumented immigrants are identified using retrospective information on respondents' legal status. Second, immigrants are classified according to the duration of irregular spells before the achievement of the first residence permit. Third, current labour market outcomes are investigated to account for the endogeneity underlying the previous undocumented history. Results show that even though formerly undocumented immigrants are more likely to participate in the labour market, they are more likely to be employed in underqualified occupations than continuously legal immigrants. The duration of the irregular experience affects occupational qualification negatively, among both men and women. The lack of legal entry channels and policies to plan and regulate migration to Italy may reinforce labour market segmentation, exposing migrants to long-term occupational downgrade.  相似文献

Although it has become almost axiomatic in much contemporary sociology that geographical mobility for husband's career reasons is disruptive of wives' labour market careers, there have been few systematical empirical inquiries into the issue. This study reports findings from a survey of in-migrants in Aberdeen in 1986. Considerations relating to male partner's occupational career were the main factor accounting for the in-migration of married women, but single women were more likely to come for educational or employment reasons. Levels of grievance among in-migrant partnered women about the consequences of this move for their employment were low but there was some evidence that women in-migrant for such reasons saw the move as less helpful careerwise than other in-migrant women. More, however, saw the move as helpful or making no difference, rather than being a hindrance. Many respondents were able to find what they regarded as suitable new employment and others saw themselves at the time of the move primarily as mothers or housewives. The research findings lend support for the view that migrant wives' roles are orientated primarily around their husband's occupational concerns but this need not be detrimental to their own labour market activity since their skills, aptitudes and resources facilitate their adaptation to the new situation.  相似文献

In light of the continuing discussions about the recruitment of a highly-qualified labour force in Germany, this article explores the determinants of immigrants?? investments in official recognition of their education, and the labour market effects of this recognition. We examine both research questions with the help of the dataset extending to immigrants from the former Soviet Union. Results of the propensity score matching analysis show that level of education, occupational status in the country of origin, employment in professions that in Germany require specialized authorization, and language proficiency all positively affect immigrants?? investments in education recognition. Conversely, age at migration exerts a negative effect. Recognition of education certainly pays off in the German labour market, particularly when concerning high-status employment entry. Penalties associated with a partial recognition of education seem to be of minor importance. The biggest losers appear to be immigrants who attempted to get their education recognized but failed altogether. Not attempting to get one??s education recognized, on the other hand, seems to be a rational strategy largely on the part of less educated migrants who are more interested in investing into a quick labour market entry without much concern about the status of their employment.  相似文献

Despite predominantly lower social class origins, the second generation of established immigrant groups in the UK are now attaining high levels of education. However, they continue to experience poorer labour market outcomes than the majority population. These worse outcomes are often attributed in part to their disadvantaged origins, which do not, by contrast, appear to constrain their educational success. This paper engages with this paradox. We discuss potential mechanisms for second-generation educational success and how far we might expect these to be replicated in labour market outcomes. We substantiate our discussion with new empirical analysis. Drawing on a unique longitudinal study of England and Wales spanning 40 years and encompassing one per cent of the population, we present evidence on the educational and labour market outcomes of the second generation of four groups of immigrants and the white British majority, controlling for multiple measures of social origins. We demonstrate that second-generation men and women's educational advantage is only partially reflected in the labour market. We reflect on the implications of our findings for future research.  相似文献

This article studies the outcomes of the 2008 labour‐migration policy change in Sweden, when most state control was abolished and an employer‐led selection was introduced. The main goal was to increase labour migration from third countries to occupational sectors experiencing labour shortages. The article compares the volume, composition and labour‐market status of labour migrants who arrived before the change in the law with those who arrived after. Labour migrants from EU countries are used as a control group to assess any eventual influence from non‐migration policy determinants. The main outcome of the policy change is that non‐EU labour migration increased – an effect entirely due to the rise in labour migration to surplus occupations. Changes in the composition of the labour migrants explains why those who came after the law change have, on average, a worse labour market position.  相似文献

This article is concerned with how motivation to take an education can be stimulated in young adults who are on the margins of the labour market and educational system. It is widely accepted that young adults in such a position have motivational problems regarding education because of negative schooling experiences, interrupted education, absenteeism, etc. Despite this, in Europe, education is commonly proposed as the solution to the problem of the high proportion of 15–29 year-olds who are not in employment, education or training (NEET). This paradox of having to motivate young adults under pressure is the focus of the article. The article argues that there is a need to theoretically redefine motivation as a phenomenon linked to the individual to a more contextually embedded understanding of motivation as the result of a process between the young and their surroundings, opportunities and perspectives. The article presents a model with five motivational orientations suggesting a new perspective on re-motivating young adults on the margin of the labour market and educational system, while it also discusses the challenges connected to promoting a focus on motivation at a time when the liberalisation of education is increasingly central to the welfare state strategy.  相似文献

Using data from a large national representative survey of Palestinian high school students in Israel, this study examines the effect of the local labour market and the internal ethnic/religious segregation between Muslims, Christians and Druze, on students' occupational expectations. The data, which were collected in spring 1997, consisted of two types, these being data regarding students, and data regarding schools. The findings show that despite the disadvantages of the Palestinian minority as a whole within Israeli society, students tend to develop high occupational expectations. While the general level of their expectations can be explained by their educational and residential segregation from the Jewish majority, the multi-level analyses suggests that the internal segregation facilitates differential access to socio-economic resources, which generate different levels of occupational expectations between students from various ethnic/religious groups. More specifically, the findings demonstrate that the social and economic differences between Muslims, Christians and Druze are playing a central role in determining students' expectations, acting as a mechanism to preserve social inequality. The gender dimension of the occupational expectations and the influence of die segregation between Palestinian and Jewish students, are also discussed.  相似文献

Recently, Hakim (1991) has argued that women's choices and decisions are a key determinant of labour market behaviour and patterns of gender segregation. Drawing on a case study of women scientists and engineers, this paper examines the extent to which horizontal segregation is the product of preference and planning. The evidence suggests that the women's choices were a significant factor in entering the technical professions. However, from predominantly middle-class families, coming from single-sex schools, the women were able to specialize in technical subjects and to withstand pressure to change their decisions. Their subsequent occupational positions were the product of these educational choices rather than well-formulated career plans. Their involvement in their employers' schools/industry liaison policies highlighted that the majority of young women do not consider professional science and engineering as an appropriate job for them. The findings of the study illustrate that preferences and plans are made in ‘gendered’ social contexts in which women face different opportunities and constraints in exercising their decisions. While the study of women's attitudes and behaviour should not be neglected, sociologists should be wary of voluntaristic accounts of gender segregation which rely on rationalistic notions of labour market behaviour.  相似文献

Research on stratification and mobility has consistently shown that in the UK there is a direct impact of social origin on occupational destination net of educational attainment even for degree‐holders. However, only a few studies applied a longitudinal and dynamic perspective on how intergenerational mobility shapes graduates’ working careers. Using multilevel growth curve modelling and data from the 1970 British cohort study (BCS70), we contribute to this research by looking at the emergence of social inequalities during the first ten years since labour market entry. We further distinguish between graduates of different fields of study as we expect social disparities to develop differently due to differences in initial occupational placement and upward mobility processes. We find that parental class does not affect occupational prestige over and above prior achievement. Separate analyses by the field of study show that initial differences in occupational prestige and career progression do not differ between graduates from different classes of origin in STEM fields, and arts and humanities. It is only in the social sciences that working‐class graduates start with lower occupational prestige but soon catch up with their peers from higher classes. Overall, our results indicate no direct effect of social origin on occupational attainment for degree‐holders once we broaden our focus to a dynamic life course perspective.  相似文献

Child labour is a multi-faceted problem. When we hear about child labour, generally we think of market work, i.e. children employed in mines and factories. Yet only small portion of child labour are engaged in market work particularly in developing countries like ours. Those children who are working in household industries are often excluded by researchers and policy planners. Thus leaving us with a limited knowledge about the possible causes of child labour in the home based industries like carpet weaving in Jammu and Kashmir state. To fill this gap, an attempt is made in the present study to analyse various determinants of child labour in the carpet weaving industry of Kashmir, so that necessary measures can be suggested for its reduction. Data has been collected from a sample of 960 sampled households with the help of interview schedules from four selected districts of Kashmir Valley. Our results shows that low socio-economic status i.e. low income of the family, illiteracy of household head and large size of the family force the children to enter into the labour market at their tender age. Further, we found because of growing educated unemployment problem in the state, parents prefer to employ their children in the labour market instead of schooling. The study suggests that child labour can be reduced if parents are compensated equal to the earnings of their children and their educational cost.  相似文献

This article analyses how the gendered and classed positions of migrant women explain the meanings of becoming an entrepreneur and the role of their spouses in their occupational trajectories. Using a translocational positionality approach, the article challenges the claim that women escape patriarchal domination by establishing their own businesses. The narratives of 35 Latin American women entrepreneurs in Spain reveal that becoming an entrepreneur is conditioned by class‐based ideas of masculinity and femininity. I argue that middle‐class Latin American immigrant women become entrepreneurs to promote their spouse's career advancement while conforming to class‐based norms of femininity. In contrast, lower class Latin American women view the business as a space of autonomy and occupational upward mobility that nevertheless also complies with working‐class definitions of femininity. The policy implications of these findings relate to making class aspirations central to the support of labour market integration and empowerment of migrant women.  相似文献
