The role of smuggling in forced migration has been a leading policy challenge of the Syrian refugee crisis in Europe and the Middle East. This study investigates how anti‐smuggling government policies have shaped migratory risks for Syrian refugees in five countries: Jordan, Turkey, Greece, Serbia and Germany. Original evidence from in‐depth interviews (n=123), surveys (n=100), expert interviews (n=75) and ethnography reveal that government anti‐smuggler policies have: (a) endangered Syrian refugees by shifting risk from smugglers to their clients; (b) distorted refugees’ perceptions of risk, and; (c) decreased refugees’ confidence in government representatives while increasing dependence on smugglers. These data are unique in scope and topic, expanding the existing literature with an emphasis on understudied experiences during migration. The paper concludes with a policy recommendation that acknowledges the reality of smugglers’ role in forced migrants’ decisions, offering a pragmatic alternative of strategic pre‐emption of smugglers.  相似文献

Research on the early settlement experience of refugees from Bosnia, Iraq and Afghanistan is absent, both in Australia and overseas. The current study, based on questionnaire results and the application of SPSS results, explores the impact that pre‐migration and post‐arrival experiences have on the initial post‐arrival economic adjustment in Sydney, Australia of recently arrived refugees from these three countries. Guided by a summary of previous findings and surveyed results of key service providers in Sydney, two propositions based on pre‐migration and post‐migration background variables have been developed and tested with mixed results. As expected, there was a significant relationship between English language competency and the likelihood of being gainfully employed. However, there was, for example, no significant association between current employment status and the time spent in detention camp or the extent of negative exit conditions experienced, and there were no significant differences in employment outcomes for those with or without qualifications. This study concludes with a number of recommendations, in particular, the need for early intervention with adequate English language tuition, employment skills training and career counseling which could greatly assist humanitarian entrants in finding employment and reducing welfare dependence.  相似文献

The diversification of gender‐based priorities and the necessities of refugees have led refugee NGOs to launch activities specifically for women, or urged women‐only NGOs to take action particularly for refugee women in Turkey. Drawing upon a qualitative research in Gaziantep in Turkey, which host a large population of Syrian refugees, this study seeks to answer the question “How effective are NGOs in empowering Syrian refugee women in Turkey?” It is argued that NGOs working in the provision of assistance to refugees cannot be treated as a homogeneous group in terms of the degree and form of their influences on the empowerment of refugee women, and the individual NGO’s standpoints may shape their effects. Data from interviews with NGO representatives and Syrian women who have received support from NGOs indicate that the NGOs’ perceptions of women’s issues and their contribution to the empowerment of women are closely linked to their type.  相似文献

This article focuses on transnational activities of Syrian refugees in Turkey examining the relationship between such activities and integration. The main research question addressed in this article is whether involvement in transnational activities hinders or supports the integration processes of Syrian refugees in Turkey, by drawing upon fieldwork in Istanbul, Ankara, Hatay and Gaziantep. I argue that Syrian refugees perceive integration as a survival mechanism and use transnational activities as a strategy for adapting to a new society, especially when they are faced with insecure legal status and a lack of access to rights in the receiving country. This study contributes to the literature on refugee transnationalism and integration by focusing on the refugees’ perceptions of on integration processes and addressing the question of survival.  相似文献

Cambodian, Laotian and Vietnamese refugees who have come to North American host countries via the South Asian camps have been exposed to many potentially traumatic events and have been submitted to an alienating migration process. A comprehensive analysis of their experience both in refugee camps and North American host countries is facilitated by the use of various stress theories. The stressors of change, acculturation, bereavement and trauma are identified with regard to the migration process of the Indochinese refugees as well as to the pre- and post-migration period. Some implications for practice in social, physical and mental health settings are underlined: in particular a sensitivity to the meaning of physical illness within this population, to the cultural reticence towards mental health consultation, to the possibility of longterm vulnerability to post-traumatic stress disorders and to increasing value conflicts within the family. Intervention experiences both in the South Asian refugee camps and in North American host countries suggests the importance of traditional healers and natural support networks.  相似文献

Based on the therapeutic landscape theory, this paper examines how young Middle-Eastern refugee individuals perceive their health and wellbeing and addresses the barriers they face in their new homeland and the means that helped them to form social connections in their new social environment. Qualitative methods (in-depth interviews and mapping activities) were conducted with ten young people from refugee backgrounds. Thematic analysis method was used to analyse the data. Findings suggested that the young refugees face various structural and cultural inequalities that significantly influenced their health and wellbeing. Mental wellbeing was their greatest health concern. All participants reported the significant influence of the English language on their ability to adapt and form connections with their social environment. The presence of positive social support in their new social environment had a great impact on the health and wellbeing of the participants. The findings of this study contributed to the role of therapeutic landscapes and social support in helping young refugees to feel that they belonged to the society, and hence assisted them to better adapt to their new living situation.  相似文献

In the wake of the Syrian civil war, more than three million people have fled to Turkey, which now hosts the largest refugee population on earth. Making up 4.42 per cent of the total population in Turkey as of February 2018, Syrian refugees are nevertheless spread unevenly within its borders. The ratio of refugees to the local population ranges from as high as 99per cent in the city of Kilis to as low as 0.05per cent in Sinop. This article presents findings from the empirical study of the effect of this geographical variation on election outcomes in Turkey, after the arrival of major refugee populations in 2012. Drawing on a unique subnational dataset and ordinary least squares (OLS), generalized least squares (GLS), and difference‐in‐differences (DiD) regressions, the study compares cities hosting few refugees (control group) with cities with large refugee populations (treatment group) to determine whether significant differences in voting patterns emerged. Our findings show a negative, but insignificant, impact on the incumbent party. The findings have policy implications for Turkey as well as any country that experiences a considerable flow of refugees.  相似文献

The years after 2015 were remarkable for the reception and accommodation schemes of refugees fleeing Syria, Iraq and Afghanistan. The EU‐Turkey common statement of March 2016 and, most of all, the sealing of the Balkan corridor, blocked the flow of refugees towards central Europe through Greece, testing the readiness of the Greek authorities to take action to meet a series of urgent needs (accommodation, nutrition, asylum procedures, health) and social integration processes (education, training, access to labour). Approximately 45,000 refugees are settled in refugee camps or urban settlements all over the country. Those entrapped in the Eastern Aegean islands should be returned to Turkey, which is considered a “safe third country”. The purpose of this article is to shed light on a phenomenon that is ongoing and challenges a series of policies and legal principles both in Greece and the EU.  相似文献

This article examines the relationship between access to or lack of access to citizenship rights in countries of asylum and the propensity of refugees to return. It hypothesizes that in situations where refugees enjoy civil, social and economic citizenship rights in the context of favorable structural factors ‐ relatively secure employment, self‐employment, social services such as housing, schools, health care and social security ‐ the importance of repatriation may diminish as a viable option. In North America, Western Europe, Australia and New Zealand, where refugees are able to enjoy rights of citizenship with definite prospects for becoming citizens (through naturalization) or denizens through acquisition of permanent status, and where favorable structural factors provide for the enjoyment of a decent standard of living, they tend to remain regardless of whether the conditions that prompted displacement are eliminated. The policy environments and the structural factors for refugees sheltering in Less Developed Countries (LDCs) are the antithesis of those refugees in Developed Countries (DCs). As a result, millions of refugees in the South have been ‘voting with their feet’ homewards to recoup citizenship rights which they lost in connection with displacement and which they have been unable to achieve in exile.  相似文献

ABSTRACT

The ongoing political violence in the Democratic Republic of Congo (DRC) has exposed female Congolese to traumatic events and adverse situations such as sexual violence, genocide, torture, political persecution, and the loss of loved ones, which have made them to leave their country. These traumatizing experiences negatively affect the mental wellbeing of Congolese. The study explored the impact of forgiveness on mental wellbeing among Congolese refugees and asylum seekers post-war experience. Ten female Congolese refugees and asylum seekers with post-war experience were purposely selected and interviewed through semi-structured interviews. Key findings of the study showed that forgiveness resulted in the improved mental wellbeing of Congolese female refugees and asylum seekers, with reduced anger, anxiety, depression, stress, and rumination. Forgiving participants reported that their mental wellbeing improved compared to those who found it difficult to forgive rebels and state forces causing war in DRC. These findings indicate the importance of incorporating forgiveness in mental wellbeing interventions to improve the mental wellbeing of war survivors. The study provides recommendations on how mental health practitioners can incorporate forgiveness in mental wellbeing interventions.  相似文献

In this article, we draw on ethnographic interviews with sixteen Karen refugees living in San Diego, California to explore how experiences of exile, displacement, and resettlement differ along generational lines and complicate straightforward dichotomies between “involuntary refugees” and “economic migrants”. While older‐generation Karen experienced political violence and displacement first‐hand, younger‐generation Karen were born in refugee camps in Thailand and usually experienced violence and displacement through its impacts on extended families. Across both generations, Karen exerted agency in exile, displacement, and diaspora. The older generation used stays in refugee camps strategically as a means of economically supporting family members in Burma, while the younger generation view resettlement in the US as a way of achieving educational aspirations. This research points to the importance of generation as a dimension of refugee experience and to the problem of reinforcing victimhood within refugee communities rather than acknowledging refugee agency and resilience.  相似文献

This study aims to analyse the activities and discourses of the non-governmental organizations (NGOs) working in the field of migration in Turkey. The research explores how the NGOs frame the issue of migration differently and how they define and comprehend migration, migrants, and refugees. The article discusses whether the NGOs view refugees as subjects needing help, support, and protection or as actors who have rights and must be empowered and argues that there is tension between the two approaches. These points are discussed through a field study, conducted in 2020 (between February and April), comprising in-depth interviews with representatives of 13 NGOs working in the field of migration. The study points to structural, historical, and conjectural causes and aspects of the weakness of rights-based attitudes and activities among the NGOs working in the field of migration in Turkey. The article finds out that the actions of the NGOs working in the field of migration are concentrated on the basic needs of refugees, and structural limitations, such as political pressure, political polarization, and capacity problems, push the NGOs to evaluate the issue of migration within relatively narrow frames. The article also stresses the importance of an enabling political and legal environment and a coherent and structured communication strategy to promote a rights-based migration agenda.  相似文献

To study health inequalities between native and immigrant Swedes, we investigated differences in self‐rated health (SRH), mental wellbeing (MW), common symptoms (CS), and persistent illness (PI), and if socioeconomic status (SES), negative status inconsistency, or social support could account for such differences. A secondary analysis was conducted on questionnaire data from a random adult population sample of 4,023 individuals and register data from Statistics Sweden. χ2 tests and binary logistic regressions were used to identify health differences and study these after accounting for explanatory variables. Compared with natives, immigrants more commonly reported negative status inconsistency, poorer SES, and poorer social support as well as poor SRH, very poor MW, and high level of CS but not PI. Significant differences were accounted for by work‐related factors and social support. We encourage future research to address how pre‐ and peri‐migration factors relate to immigrants’ post‐migration SES, social support, and health status.

Policy Implications

  • Given the relationship between work‐related factors (employment status, hours worked per week, and income) and all health outcomes in this study, labour market interventions that facilitate the integration of immigrants into the labour market, and into occupations that better correspond with their capacity, will arguably have public health benefits.
  • Feelings of loneliness was, in our study, important in accounting for immigrants’ poorer self‐rated health compared with natives’. Therefore, we endorse interventions that facilitate immigrants’ social networking and integration and thereby reduce feelings of loneliness.
  • Common physical and mental symptoms may be important indicators of health and we, thus, suggest these to be taken into account when developing ill‐health prevention programmes.

Quantitative surveys among refugees not only advance our scientific understanding of forced migration, but they also provide political and civil society actors with the information they need to take measures to improve their protection and living conditions. These actors often need to acquire such information within a short period of time. However, the methods to access and survey this group to gain valid findings are subject to scientific debates. Based on a survey among Syrian refugees in Turkey, this article demonstrates a study design that generated valid knowledge about this population within a limited amount of time and resources. As a unique feature of the article, we compare our sample with four other sources of information to scrutinize how well it resembles the target population. As we can show, although point estimations differ to some extent, the internal distributions of sample characteristics are comparable across sources confirming the success of our sampling method.  相似文献

This paper examines the hospitality provided to Syrian refugees during the refugee crisis spanning from 2011 to 2016 in the border areas of Gaziantep (southeastern Turkey) and the Akkar region (northern Lebanon). Hospitality, apart from a cultural value and societal response to the protracted refugee influx, is a discursive strategy of socio‐spatial control used by humanitarian agencies, local and national authorities. This paper, first, argues against hospitality as an assessment to ethically compare host countries (i.e. more welcoming versus less welcoming states). Second, drawing on Walters’ notion of “humanitarian border”, it shows how the governmental, humanitarian, and everyday workings of hospitality exercise an assertive politics of sovereignty over the social encounter between locals and refugees. We examine the state‐centered hospitality in the Turkish case and a humanitarian‐promoted hospitality in the Lebanese case. We also show how the hospitality discourse shapes the spaces that refugees, citizens, and earlier migrants partake in.  相似文献

In this article, I examine how human wellbeing is constructed transnationally. Whereas much attention has been paid to migrants based in the North, how the out‐migration of kin affects the construction of human wellbeing of those living ‘back home’ remains little understood. Existing literature has tended to focus on the impact of financial remittances but the broader psychosocial impacts affecting human wellbeing outcomes have received less attention. In this article I suggest that this gap might be filled by adopting a human wellbeing approach to deepen understanding of what Peru‐based immediate relatives and close friends regard as the benefits and challenges of this migration. By examining how human wellbeing is constructed across material, perceptual and relational domains, this approach offers greater holism in analysis. I also extend work on ‘social remittances’ by offering insights into the meanings that ensure that migration continues to be regarded in Peru as a livelihood improvement strategy worth pursuing.  相似文献

This article studies the extent to which educational services and schooling outcomes of local children are influenced by the presence of a refugee camp in or near their community. Investigating Congolese refugees in Rwanda and relying on a mixed‐method approach, we examine schooling rates and access to school‐based feeding programmes in communities closer to and further away from three refugee camps. We conduct cohort analyses to compare the schooling outcomes of Rwandans residing at different distances from each of these camps. Our results highlight that children residing closer to the camps have better schooling outcomes and that locals residing closer to the camps have mostly positive views regarding the effects of refugees on local education. These results contribute to the literature on the effects of refugees on host communities and inform policy debates on how refugees need not be a “burden” if a long‐term vision shapes educational investments.  相似文献

Countries in Southeast Asia serve as origins, transit routes, and destinations for an increasing number of refugees, asylum seekers, and other people displaced by conflict and persecution. In this article, I consider existing academic literature on refugees and forced migration and situate current trends and processes related to refugees in Southeast Asia within such work. I begin by surveying sociology material on refugees and forced migration processes in general, also drawing from related fields of human geography and interdisciplinary refugee studies. I then review current mixed migration trends and corresponding state responses in the context of globalization and contemporary conflict in Southeast Asia, placing refugee movements within this setting. Finally, using examples from the region, I consider two rough areas of inquiry in need of further sociological exploration – (i) purposive transnational refugee actions and processes and (ii) the dynamic social spaces created and developed out of refugee migration. Human rights implications of these issues are considered throughout, and suggestions to reconsider human rights protection beyond nation‐state‐focused models are given.  相似文献
