Understanding the disparate treatment of African American children in the child welfare system requires consideration of the dynamics at a community level and the state level. Looking across a state allows one to target policies and practices to areas within the state that are most in need. This paper argues for a new method of assessing disparate treatment in child welfare that takes into consideration the racial or ethnic makeup of the community in conjunction with the racial or ethnic makeup across the state. This paper uses decision based enumeration which helps to pinpoint decisions where disparities are the greatest, and helps target decisions that most impact disparate treatment. This paper utilizes a methodology that is both accessible to state and county child welfare administrators and utilizes data that is readily available to child welfare policy makers and administrators. Using data from Illinois to illustrate this methodology, this paper highlights the regions within the state where limited resources may be targeted to address disproportionate representation and disparate treatment in Illinois' child welfare system.  相似文献

This article introduces the special issue on the contemporary validity of national models of immigrant integration in Europe. From a historical perspective, we address integration as a sociological concept for the social cohesion of European societies and for the integration of their immigrants; subsequently, we discuss the current ‘crisis’ facing both. We then outline seven country studies in order to compare the differences and similarities of their integration models. Although the importance of national integration has decreased with urban segregation, cultural pluralisation, European integration and globalisation for citizens and immigrants, most of the contributions in this issue show that national models of immigrant integration have not completely failed.  相似文献

Doctoral students from non-dominant racial and ethnic backgrounds continue to be underrepresented in programs of social work despite efforts to increase student diversity. This paper highlights the unique challenges experienced by non-dominant racial and ethnic students and offers suggestions for addressing retention and attrition concerns among these students across systems within doctoral social work programs. The authors identify structural inequalities, marginalization, discrimination, minority stress, and lack of support as potential barriers to student success. Suggestions for increasing diversity and retention are rooted in critical multiculturalism and involvement theory, emphasizing institutional change, socialization, recruitment, and social support.  相似文献

In Portugal, studies on discrimination against immigrants have focused almost exclusively either on the indigenous population, or on the foreign population. The former have tended to deploy quantitative and extended methodologies, while the latter studies have opted predominantly for qualitative or intensive methodologies, focusing on particular groups. There are few studies in which the immigrant population is extensively surveyed, covering its diverse origins, life trajectories, and social position in the host society.

In this analysis we examine the main factors that shape the perceptions of ethnic and racial discrimination among immigrant groups living in the Oeiras municipality in the Lisbon Metropolitan Area. This analysis is based on a quantitative analysis of a survey of 422 immigrants, of whom approximately half reported having been discriminated against since their arrival in Portugal. The study is focused on three main explanations related to predictive variables: sociographic, acculturation/cultural proximity, and opportunities for contact with the autochthonous population. A multivariate logistic regression demonstrates that there is a statistically significant relationship between perceived discrimination and some sociographic variables including cultural proximity, especially for Brazilians.  相似文献

In the media, during sporting events, in online forums, and in interpersonal interactions, whites often portray Black people as animals, especially as apes or monkeys. In this essay we consider what contemporary research on prejudice in American politics has to say about these dehumanizing portrayals of Black people. We argue that contemporary political science work has not done enough to understand both the historical roots and the continuing practices of whites' dehumanization of Black people, to the detriment of an accurate understanding of racial attitudes in the United States. To rectify this omission, we draw on the work of historians to map out a brief overview of race-making and the dehumanizing attitudes that shaped this process. Then, we review political science literature on contemporary white attitudes toward Black people, emphasizing connections between prevailing conceptions of these attitudes and long-standing processes of dehumanization. We conclude by charting directions for future scholarship; we seek to unsettle the mainstream of a subfield dominated by mild conceptions of racial attitudes.  相似文献

Globalization poses many challenges for national cultural unity, especially in Europe. Some doubt whether national cultures will be able to survive, but there are many counter‐trends pushing to maintain national cultural unity. I analyse the dual trends of global diversity and maintaining unity through an everyday manifestation of French culture: elementary school lunches. French school lunch programmes are part of the nation‐building process because they are designed to teach students how to eat, which is especially important in France where the art of gastronomy is a key source of identity and pride. I analyse cultural influences on over 11,000 school lunch menu items from eight municipalities across two French regions. I also conduct in‐depth face‐to‐face interviews with the people who design and approve school lunch menus. My inquiry is guided by three key questions. First, to what extent are foreign influences included? Second, does openness to foreign influences vary across different parts of France? Finally, how are foreign cultures represented? My results suggest that foreign cultures are deployed to nationalize difference. The limited foreign influences that appear in school lunches are strategically chosen to appeal to and to educate students, but in a way that reinforces the centrality of traditional French cultural norms. This article contributes to our understanding of the tension between national culture and a globalizing world.  相似文献

This study examines a range of outcomes for children in foster care who have siblings, using a large, national U.S. database. Three types of sibling placements are defined: split (child has no siblings in the home), splintered (at least one sibling in the home), and together (all siblings in the home). The study analyzes records (n = 1701) from the National Study of Child and Adolescent Wellbeing, including Child Protective Services (CPS) and Long-term Foster Care (LTFC) samples. It contributes to the literature in its inclusive definition of siblings, use of three categories for sibling placement status, and use of outcome measures that include the perceptions of foster children. The study reports limited significant findings. Neither foster parents' nor youths' reports of behavioral problems differ by sibling placement status. As rated by teachers, academic performance in the group placed together exceeds that in both of the other groups. For children in kinship homes, teachers also reported less problematic internalizing and externalizing behavior for the splintered and together groups than for the split group. Children in the splintered group also responded more favorably than those in the split group to questions of closeness to the primary caregiver and liking the people in the foster family.  相似文献

We analyze time diary data from 24,546 married mothers and married fathers in Canada, Germany, Italy, and Norway to determine whether the effect of education on child‐care time varies cross‐nationally. Our results indicate that more educated mothers spend more time with children than less educated mothers in each country, despite substantial cross‐national variation in levels of economic support and services for families. This suggests that better educated mothers may have different parental values and behaviors than less educated mothers. Among fathers, however, education has no effect on child‐care time in Norway, and only weak effects in Germany. This suggests that family policies that provide economic support to families may reduce time constraints on fathers, thus ameliorating educational effects.  相似文献

This study builds on in-depth, semi-structured interviews with 93 child welfare workers employed in public child welfare agencies in the United States, Norway and England, and examines their perceptions of working with racial and ethnic minority families in contrast to White service users. Almost all workers reported on differences. In the United States, workers regarded cultural pluralism as a given and considered it an inherent feature of their work, regardless of the racial and/or ethnic background of the family. Further, they identified poverty, racism, and lack of feelings of entitlement as dimensions to practicing with minority families. A few mentioned language as an issue. The views of workers in the U.S. stand in stark contrast to the perceptions of workers in both England and Norway. They thought that communication challenges constituted a major problem, and that minority clients' lack of language proficiency and knowledge about society and social systems made it difficult for workers to understand families' meaning and intent (Kri? & Skivenes, 2009; 2010b). We discuss how caseworkers' perceptions may influence their decisions and affect minority disproportionality in the child protection system and analyze what factors may account for the cross-country differences we found. We also relate our findings to the broader question of citizenship and social rights in American society.  相似文献

Exercising the right to vote at elections is frequently denied to people with disabilities. In this study, we examined the voting behaviour of individuals with physical or learning impairments and the barriers they encountered during the national elections in 2017 in the Netherlands. A survey design was chosen to allow large-scale questioning of both target groups. Over 90% of people with physical impairments voted and respondents found that voting was accessible. Voter turnout among people with learning impairments was much lower (46%). They experienced difficulty to prepare themselves and at the polling station. The Netherlands seems well on the way to achieving an inclusive environment for people with physical impairments. Recommendations are given about accessibility for all and for exploring alternative methods of voting such as proxy voting and tailoring information and procedures to the needs of people with learning impairments.  相似文献

This paper reports on an educational intervention study that used linguistic and rhetorical approaches to critical reading, in order to teach intercultural awareness. The intervention was implemented with a group of Mexican college students learning English as a foreign language. The study focuses on changes between participants’ pre- and post-intervention articulated understandings of the targeted cultural context, namely the USA. The data was coded and analyzed using a complexity theory perspective and directed qualitative analysis. The results indicate that drawing students’ attention to the cultural situatedness of language use can increase their awareness of the multiple ideological positions existing in a cultural context. Based on these results, the paper argues that the field of intercultural education needs to take a linguistic turn in order to further its goals.  相似文献

Using data from the Study of Midlife in the United States (MIDUS), this article examines: (1) the effect of having children with developmental or mental health problems on parents' mental and physical health, (2) the extent to which this effect varies by parental age and gender and (3) the effects of disability-related factors on the well-being of parents of children with disabilities. Compared to parents of non-disabled children, parents of disabled children experienced significantly higher levels of negative affect, marginally poorer psychological well-being, and significantly more somatic symptoms, controlling for sociodemographic variables. Mothers did not differ from fathers in their well-being. Older parents were significantly less likely to experience the negative effect of having a disabled child than younger parents, suggesting an age-related attenuation of the stress of non-normative parenting.  相似文献

In this article, the author examines the connection between Yi (Nuosu) entrepreneurship and ethnic identity. First the term identity is discussed, and then important factors for creating identity among Nuosu entrepreneurs are outlined. Concerning the Nuosu–Yi, until today the clan plays a predominant role. Through entrepreneurship, clan-transcending institutions and a clan-transcending ethnic identity are emerging. The author follows up by addressing identity issues in terms of the rewritten official Chinese history on the Yi. To understand the entrepreneurs' concept of identity, it is necessary to understand that their discourse on questions of status and identity very often coincide with arguments advanced by Yi scholars. Nuosu entrepreneurs, as a new economic and social elite, thereby contribute to the shaping of a new Nuosu collective consciousness. Time (history) and space (Liangshan) are crucial markers of Nuosu identity, but the author argues that economic success is an additional factor for developing a new identity as well. Notably, entrepreneurs are both carriers of ethnic symbols and agents of modernization who actively shape identity.  相似文献

Consistent with the global trends towards the adoption and implementation of sustainable urban planning strategies, this study discusses the problem of housing land shortage, considering the ever rapidly growing human population. Urban land is one of the most precious resources that need to be consumed and developed wisely. In this context, housing density is a widely used tool to control housing land consumption and ensure acceptable housing environments. With reference to the Gaza Strip (Palestinian Territories), the main aim of this study is to highlight the role of increasing housing density in order to face the problem of housing land scarcity. Within this scope, building legislation implemented in Gaza has been reviewed with reference to housing density. A questionnaire and a case study have been analyzed to propose recommendations related to housing planning and design. It has been concluded that rationalising urban land consumption in Gaza can be achieved by a dual strategy approach that increases housing density above the currently specified limit, and reduces the area of the typical Palestinian housing unit. This has to be done without sacrificing the limited open spaces available in the local housing environment. Thus, solutions that strike a balance between dense housing patterns and adequate urban environment, are essentially required here.  相似文献

Social work students’ post-disaster coping while in the field is an important workforce issue with ethical implications. The current study utilized secondary data collected in a previous study examining post-disaster alcohol and other drug (AOD) use among social work student volunteers (N = 416) in the wake of Hurricanes Katrina and Rita (HKR). The current sample included participants from the original study who responded to a single-item measure of AOD use as a negative coping mechanism (N = 290). The present study examined potential explanatory variables of AOD use in the aftermath of HKR, including demographic (age, gender, and race) and psychosocial characteristics (hurricane-related stressors, previous traumatic stressors, and post-traumatic stress). The multivariate logistic regression model distinguished between students who never or rarely used AOD and those who used AOD often to cope with HKR, accounting for 24% of model variance. Social work students who report post-disaster AOD use may risk experiencing additional, trauma-related vulnerabilities, should be further assessed, and provided necessary specialized supports to enable their well-being and to prevent impaired practice.  相似文献

The work presented here is an empirical study of how advanced learners of English as a foreign language in Argentina access and understand the culture-specific dimensions of literary narrative texts. It has three purposes. First, to extend research into reading in a foreign language to take account of the culture-specific content of texts. Second, to extend the focus of research on intercultural communication to include the analysis of reading processes. Finally, to introduce an approach to the analysis of the cultural dimension of the reading process using a new model of levels of cultural understanding. It is argued that cultural understanding goes beyond the quantification of prior knowledge or background knowledge in the form of idea units as evidence of the comprehension process. In this sense, the proposed model succeeds in portraying a more detailed picture of cultural understanding in this setting.  相似文献

Even though begging is illegal in Ghana, an increasing number of disabled people engage in it. Begging is not only abhorred by the law, but also regarded by many Ghanaians as stigmatizing and devaluing. Successive governments of the country and some non-governmental organizations (NGOs) have made efforts either to reduce or eliminate begging. The attempts made have, however, been unsuccessful and the disabled beggars involved have returned to the streets of Accra. The question is why is it difficult to reduce begging in the research area. While poverty, mobility needs, lack of education and employable skills and employment avenues are factors that explain the decision to start begging, it also seems that the ways in which beggars justify their activities contribute to its perseverance. The study aims at sensitizing policy-makers and other stakeholders in attempts to find empowering alternatives to begging.  相似文献

Youth with serious mental health disorders present with a complexity of challenges for the mental health system, schools, youth justice, care and protection, and their communities. Research shows their needs are best achieved by providing coordinated intensive, multidisciplinary, and individualised services. This article outlines the prevalence and characteristics of youth with serious mental health disorders. It also discusses community‐based interventions used in New Zealand and their limitations. It introduces Wraparound, an intensive individualised coordination and care planning process as a promising practice for youth with serious mental health disorders and their families. Key principles and phases underpinning the Wraparound process are presented along with a case vignette to exemplify the process. Its theory of change, the challenges experienced in practice, and a brief overview of the evidence‐base are also discussed.  相似文献

ABSTRACT

The present study looks at the interaction between daily experiences in the workplace – daily workload and daily coworker support – and examines its influence on negative affect and its subsequent impact on same-day work–family conflict (WFC). It proposes two competing moderation hypotheses (buffering vs. intensifying). According to the COR theory, support received from coworkers represents a resource that should buffer the relationship between daily workload and same-day WFC, because it should prevent individuals from experiencing negative affect triggered by high workload episodes which represents a threatening or stressful situation. In contrast, the threat to self-esteem model posits that receiving social support may engender feelings of indebtedness or helplessness at the time such support is provided, thereby amplifying the impact of workload experience on same-day WFC via an increased negative affect. Data collected from 130 pharmacists over 5 consecutive days were analyzed through multilevel structural equation modeling. The results support the hypothesis of the intensifying conditional indirect effect, and show that when individuals are provided with coworker support while experiencing high workload, negative affect is aggravated and hence, in turn, same-day WFC increases. This challenges the mainstream hypothesis that views social support as an important resource in protecting people from stressful events.  相似文献

ABSTRACT

The American portrayal of sex is often left for only the young, attractive, and able-bodied. In contrast many studies have found that older adults with disabilities in marriages and intimate partnerships have sexual desire and sexually active lives. Social workers are often burdened with balancing the sexual intimacy desires of their older adult clients with disabilities, alongside the need to protect them from sexual abuse and exploitation, particularly among those who may lack the capacity to consent due to cognitive impairment. This phenomenological study aimed to understand the lived professional experience of social workers (N = 5) in supporting married and intimately partnered couples in which at least one person was an older adult with a disability to understand the clients’ needs and common social work practice methods used to address their needs. Inductive coding was used to identify themes and subthemes. Their role included helping their clients to learn about their ability to have sex, consenting to sex, negotiating accommodations for intimacy and sex with their spouses, and counseling those who took on caregiver roles for their spouses. Social workers reported that individual diagnosis, such as dementia, should not alone determine one’s ability to consent to sex.  相似文献
