Discussion about, and analysis of, the question of definition and the third sector and civil society more generally has developed to a significant degree in recent years. This paper can be located in a new phase of recent research, which seeks to attend to the historical, cultural and politically contingent nature of this domain’s boundaries. The process of constituting the sector is discussed as the product of new discourses of decontestation and contention within third sector policy and practice. It takes England as a case study, drawing on evidence and argument assembled by the authors in recent and ongoing research efforts, variously conducted with the support of the Third Sector Research Centre (TSRC) and the European Commission. The paper proceeds by discussing relevant literature; describing recent patterns of policy institutionalisation; and then tries to draw out more analytically how this process of constitution has been associated not so much with a stable and consistent set of definitions and constructs, but rather with unstable and changing formulations, which reflect the playing out of a dual process of decontestation and contention.  相似文献

In this paper I provide a preliminary sketch of the types of logics of evaluation in the third sector. I begin by tracing the ideals that are evident in three well-articulated yet quite different third sector evaluation practices: the logical framework, most significant change stories, and social return on investment. Drawing on this analysis, I then tentatively outline three logics of evaluation: a scientific evaluation logic (systematic observation, observable and measurable evidence, objective and robust experimental procedures), a bureaucratic evaluation logic (complex, step-by-step procedures, analysis of intended objectives), and a learning evaluation logic (openness to change, wide range of perspectives, lay rather than professional expertise). These logics draw attention to differing conceptions of knowledge and expertise and their resource implications, and have important consequences for the professional status of the practitioners, consultants, and policy makers that contribute to and/or are involved in evaluations in third sector organizations.  相似文献

The paper presents the main characteristics and the distinctive nature of the South Korean third sector compared to most Western countries. Differences are explained in terms of cultural embededdness and political embededdness—in particular with respect to the import of Confucianism (or neo-Confucianism) and of human rights abuse in articulation with a strong ideology of anticommunism that has been developed by a succession of dictatorial regimes since the end of the Japanese colonization of Korea. The paper concludes by highlighting positive factors for the future development of the third sector in Korea.  相似文献

Departing from regulation theories and varieties of capitalism school this article focuses on employment in the third sector. We start by discussing the emergence of the new third sector in the western world. In the second part of the article, we provide an overview of the third sector in Portugal today. The ideal values of the organizations of the third sector, namely the principles of democratic and participative management, the primacy of people and work over capital, and the centrality of social capital, frame the discussion of empirical data regarding the wage relation that characterizes the University of Porto (UP) graduates currently working in the third sector. We end with a critical discussion of the optimistic expectations and projections that loom over the third sector regarding the construction of an alternative model of social and economic development based on justice and equity.  相似文献

The idea of a “third sector” beyond the arenas of the state and the market is probably one of the most perplexing concepts in modern political and social discourse, encompassing as it does a tremendous diversity of institutions and behaviors that only relatively recently have been perceived in public or scholarly discourse as a distinct sector, and even then with grave misgivings. Initial work on this concept focused on what is still widely regarded as its institutional core, the vast array of private, nonprofit institutions (NPIs), and the volunteer as well as paid workers they mobilize and engage. These institutions share a crucial characteristic that makes it feasible to differentiate from for-profit enterprises: the fact that they are prohibited from distributing any surplus they generate to their investors, directors, or stakeholders and therefore presumptively serve some broader public interest. Many European scholars have considered this conceptualization too narrow; however, arguing that cooperatives, mutual societies, and, in recent years, “social enterprises” as well as social norms should also be included. However, this broader concept has remained under-conceptualized in reliable operational terms. This article corrects this short-coming and presents a consensus operational re-conceptualization of the third sector fashioned by a group of scholars working under the umbrella of the European Union’s Third Sector Impact Project. This re-conceptualization goes well beyond the widely recognized definition of NPIs included in the UN Handbook on Nonprofit Institutions in the System of National Accounts by embracing as well some, but not all, of these additional institutions and forms of direct individual activity, and does so in a way that meets demanding criteria of comparability, operationalizability, and potential for integration into official statistical systems.  相似文献

While there is a long established and deeply embedded tradition of voluntary action and nonprofit organizing in Ireland, there has been very limited debate on a philosophy of voluntary action or on the place of the third sector in a modern democratic state. It is against this background that practitioners and academics are beginning to articulate their individual understandings of the role of the third sector in Irish society. This paper presents a framework developed from three questions to consider the place of the third sector in a modern democratic state. The questions are: What are the roles of the third sector in a society? What relationships exist between the third and other sectors? How are third sector organizations resourced within that societal context? Answering these questions contributes to a conceptualization of the third sector in Ireland, North and South.

This article draws on concepts of trust to analyse recent policies affecting public/third sector relationships, examining competition, ‘command and control’ mechanisms and the community turn in shaping cultures of relationships. Drawing on examples from empirical studies in two English inner-city areas we explore ways in which power and controls exerted through dominant organisational cultures and arrangements undermine independent approaches, innovation and organisational learning across sectors. State bodies have taken trust in their actions as given while shifting responsibilities for service delivery and risks of failure to others. We argue that increasing market cultures and regulation have damaged cross-sector trust promoting divisive interests and risk-averse behaviours, restricting the local autonomy, innovation and community action presumed in the Big Society agenda. We conclude by highlighting issues that need to be addressed to ensure future collaboration with community-based providers; these include a focus on the processes and relational spaces which enable alternatives.  相似文献

Long before the current refugee crisis, third sector organizations (TSOs) have played a pivotal role in dealing with the multifaceted challenge of migration. Researchers have analyzed this role in many ways. What is missing, however, is a comprehensive overview of how the third sector contributes to dealing with migration. To close this gap, we conduct a systematic literature review (SLR) that maps the scholarly debate on TSOs and migration. Our SLR identifies four domains of TSO migration engagement: first, the direct provision of basic services and social welfare; second, migrant-oriented capacity development; third, system-oriented advocacy; and fourth, complementary research activities. We propose a conceptual framework that highlights the contribution of TSOs with regard to individual-oriented and system-oriented services that are necessary for a successful integration of migrants. A key implication of our derived framework is to understand migration as a holistic challenge that requires contributions by different actors on different levels, thus highlighting the need for coordination and communication between the TSOs, the state and other stakeholders.  相似文献

This paper explores the legitimacy of third sector organizations in the policy process in the United Kingdom. It draws on empirical research to examine how legitimacy is defined, both by third sector organizations and by those they target within government. The paper argues that while many third sector organizations give high priority to political forms of legitimacy—in the sense of participatory structures and accountability to members and beneficiaries—government is generally more likely to give priority to technical forms of legitimacy, e.g., the quality of research and the ability to implement policy. Nonetheless, political legitimacy is still important, first because this is the form of legitimacy that third sector organizations claim for themselves and second because, as government gives way to governance with an increase in partnerships and collaboration, the dilemmas faced by third sector organizations in achieving political legitimacy are being faced on a broader canvas.  相似文献

In many developed countries there has been a shift from grants to contracts as a source of local public sector funding of the third sector. Smaller third sector organizations may struggle to compete for this funding due to the complex process of accessing and maintaining this funding and conveying their capabilities to funding providers. This study utilizes data from the United Kingdom to determine what factors increase these administrative and communication barriers for smaller organizations. Resources in income and volunteers affect perceptions of the process of obtaining funding. A solution may be standardization of evaluation and monitoring, but this may lead to isomorphism and loss of variety of provision. Better two‐way communication may allow local authorities to retain variety in public service provision through improved knowledge of their partners.  相似文献

This paper applies organizational field analysis to compare the structure of the third sector housing fields in Northern Ireland and the Republic of Ireland. Following preliminary accounts of history, structure, funding, and regulation, four key dimensions of field structure are compared: interaction, subgroups, structural equivalence, and patterns of domination. In both fields studied, early steering by the state into specialist roles has been overtaken by state funded expansion in general needs housing--increasing the dominance of larger organizations and tensions around voluntary sector identity. However, differences remain in the extent of domination and tightness of field structure, with greater emphasis on whole organization regulation, and adherence to professional and trade bodies in Northern Ireland. It is also shown how cross-border activity and the espousal of a European model will influence future trajectories.  相似文献

The International Society for Third Sector Research (ISTR) celebrated its tenth anniversary in 2002. Voluntas, now the journal of ISTR, started publishing in 1990. This paper reviews changes in topics, diversity of regions studied, and diversity of authors from ISTR conference papers and Voluntas articles to examine the state of research on the third sector. The findings show that ISTR and Voluntas have increased in the range of content, regions covered, and disciplinary mix. The paper also reviews progress made on third sector research and some challenges that lie ahead.  相似文献

The influence of the state policy agenda though a neo-liberal contracted funding environment is redefining the boundaries of the third sector through a process of hybridisation. Hybridised organisations adapt to possess characteristics and logics of multiple sectors (public, private or community). Increasing hybridity within the New Zealand community and voluntary sector has resulted in a perceived dichotomy separating organisations that adapt to these challenges from those that resist. In this paper, we apply a hybridity lens to seven community development organisations, who have predominantly resisted marketisation and alignment with the state policy agenda, to assess the extent of their hybridity and how this has impacted on their place in the community and voluntary sector and access to funding opportunities available from the state.  相似文献
