新世纪中阿石化领域合作现状与未来

中阿在石油和石化工业领域的合作起步虽晚,但发展较快.展望未来,机遇和挑战并存,特别是在当前世界经济一体化及西方将其经济、文化观和强权政治强加于其他国家的形势下,中阿必须协调双方立场,认真研究能源方面的合作,更好地应对所面临的挑战.     

中阿合作论坛与国际、地区变革

本文从中阿合作论坛第一个十年的目标与成就、国际形势变化中的中阿合作论坛、中阿合作论坛与中东剧变等角度展开论述，并基于此论述得出以下重要结论：即中阿间历史悠久的文明、文化交流是双方友好交往史的起点；中阿间官民并举、积极合作具有必要性与迫切性；“论坛”的建立是全球化挑战下中阿关系发展的战略性步伐。过去十年间，中阿关系稳步发展，“论坛”为将彼此关系提升到战略合作层面发挥了重要的基础作用。今天，为古代中阿丝绸之路注入新的活力已成为新的命题，这需要双方全面、长久的战略合作，需要兼顾中阿关系的发展，适应国际形势的变幻。“论坛”在重构丝绸之路，建立经济繁荣、文化互动的中阿战略关系方面，有着义不容辞的责任与义务。     

关于中阿能源合作的若干思考

中阿能源合作对双方社会经济可持续发展乃至全球国际能源安全意义重大。中国要恰如其分地评估阿拉伯世界尤其是海湾国家对我国国际能源合作的重要性及难度,正确处理好我国油气进口来源多元化与经营主渠道的关系。要及时抓住国际形势演变带来的新机遇,同时正视中阿能源合作面临的严峻挑战。新形势下的中阿能源合作要以新能源安全观为指导,积极利用中阿合作论坛等各种合作机制,在互利共赢中推动中阿战略合作关系的健康发展。

区域经济一体化趋势对中阿经贸关系的新挑战

20世纪90年代以来,区域经济一体化已经成为国际经济关系中最引人注目的趋势之一,而从20世纪50年代万隆会议开启外交关系开始,中国和阿拉伯国家便患难与共半个多世纪.2004年,中阿论坛建立以来,中阿双方的经济贸易合作步入了迅猛发展的快车道.因此无论从全球还是地区来看,中阿关系都是当今世界上最重要的双边关系之一.本文从区域经济一体化对国际经济贸易的影响着手,通过对中阿经贸合作发展现状的分析,探讨了区域经济一体化趋势对中阿经贸关系的新挑战.

中国人比和阿拉伯人民间的友好交往源远流长，著名的丝绸之路就是中、阿两个伟人文明友好交往的历史见证。1949年中华人民共和国成立后，中阿关系进入了新的历史发展时期，一直保持着极其广泛的友好合作。进入21世纪，随着国际形势出现新的发展和变化，中国和阿拉伯世界在实现发展目标上也面临新的机遇和挑战，中阿合作的基础在进一步充实和加强。

对于包括中国和阿拉伯国家在内的发展中国家来说,教育国际化犹如一把"双刃剑",既为之带来难得的机遇,又使之面临严峻的挑战.因此,中阿双方应积极参与教育国际化,构筑中阿教育合作的平台,使各自的民族教育以高起点和高速度融入国际教育主流,缩小与发达国家在教育领域的差距.事实上,由于双方多年来的共同努力,中阿教育合作已呈现出合作规模不断扩大、合作领域逐渐拓宽、合作层次日益提高的趋势.鉴于埃及是与中国开展教育合作起步最早、成绩最为显著的阿拉伯国家,本文在简要回顾中埃教育合作现状和分析中阿教育合作有利因素的基础上,对中阿双方如何进一步加强教育合作提出几点具体建议.

论中国-阿拉伯国家关系的发展

中阿友谊源远流长。进入新世纪,随着国际形势特别是中东形势的急剧变化,中阿交往日趋密切和活跃,合作领域不断拓宽,合作关系不断深入。笔者认为,中阿双方在政治关系上有着深厚的基础,将会不断发展;在经济合作方面的潜力也很大,发展前景广阔。加强中阿合作、实现共同发展,不仅是中阿双方的共同需要,也是中阿人民对世界和平与发展的重要贡献。     

Rural Development Policy: Study Case Green Wine Networks

In the international arena, regions are facing several challenges, such as economic disparities compared to other regions, lack of employment opportunities, economic gaps and standards of development. Even if we live in a globalized system, many less-developed regions lack a clear image of the possibility to create a planning draft for a reliable regional development. In this context, it is necessary to address few basic hypotheses that would help us to understand the methodological approach of the given project. The first basic hypothesis deals with: What is the feasibility of the implementation of a strategic planning of development which will be able to promote regional policy agenda in a reliable manner? What would be the validation of theoretical approaches dealing with the creation of a model of cooperation at regional and inter-regional levels? Is it possible to apply this model at different stages of economic development? How can we make the development strategies sustainable and eco-friendly? The project tries to answer in a theoretical but also in a practical manner, the existing challenges at regional levels. Some solutions could even consist in the creation of a model of territorial cooperation that put in accordance, in a cohesive manner, the common interests of such areas. The core study of the present research is a context analysis that helps the targeted less-developed regions to understand, through systematic steps, the geopolitical features and the effective methodology necessary to enhance all their local excellences and to transform them into real opportunities for rural development, not only at local levels but also at the global level. The study deals with the concern increasing competition between regions and the global challenges makes cooperation inevitable in homogeneous areas in territorial and cultural terms. In such a context, coherently with the increasing globalization and its challenges (economic and environmental), the study aims to strengthen the image of the territories of the Adriatic (our specific case study), such as enhancing their specificity in the international markets and driving them towards sustainable development which is considered as the main factor of socio-economic growth.     

Cross cultural transferability in child protection: challenges and opportunities

The paper uses the experience of working in Bolivia in the ?eld of child protection to discuss the usage of international contributions and cooperation in the implementation of child protection measures. The challenges and opportunities involved in the implementation of child protection policy and practice in Bolivia are discussed in the context of the realities faced in many countries of South America. The paper describes how a systemic approach was used to provoke change, to maximize the effectiveness of what resources and capabilities already existed and to promote continuing improvement in multidisciplinary cooperation. Where resources are not available for an integrated multisectorial approach dedicated to child abuse and neglect (CAN), leadership and capacity‐building in this way may be used to enable practitioners to transform the challenges of implementation into opportunities for learning and better practice. Non-formal education and community development in Senegal

Given the often limited capacity of most African states to addressthe needs of their populations, local communities must findways to tackle many development challenges. For example, inSenegal, villagers have had to ensure a steady supply of water,construct health huts, and dispose of waste. As these problemshave become more acute, new practices and structures are required.To effectively address different issues and problems requiresa high level of community cooperation. This article exploresthe factors that give rise to community participation and specificallythe role of non-formal education.     

Surveying a Chicago public housing development: methodological challenges and lessons learned

During the winter and spring of 2003, the Survey Research Laboratory conducted a survey of residents of the Ida Wells and Madden Park housing developments on Chicago's near-south side. This article reviews existing research findings on using indigenous interviewers and reports the findings about the benefits and challenges of using residents as interviewers versus drawing from a regular pool of interviewers. Specifically, the authors talk about the challenges faced in using indigenous interviewers and then look at some data quality indicators among these two groups of interviewers, including cooperation rates, item nonresponse, and differences in responses to sensitive questions.     

Challenges to Connecting Sociology and Service Learning

Service-learning programs are not free from challenges brought about by lack of financial support, lack of widespread commitment from professors, community agencies, and recipients of service, and lack of knowledge and insight in students directly involved in such programs. While service-learning initiatives and programs serve positive functions for organizations and individuals, rhetorical accolades for service learning can distort or omit the realities of program implementation and sustained delivery. This paper specifically explores the following challenges connected to service-learning programs: (1) pedagogical difficulties; (2) student limitations; (3) time constraints; and (4) community cooperation.     

Central America and its Perception of 2020 “Regional Integration” Aim

In 2004 Central American countries (Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, and Belize) have strong-willed to go into a process of political, economic, social, cultural, and ecological integration through a Central American Integration System. Some of the challenges that the integration process faces include the strengthening of the decision making process, the cooperative initiatives in economy and trade, particularly due to the sort of overlapping agreement that countries have signed so far. This paper particularly discusses the coordination process and the nature of this atypical regional agreement. Moreover, we face national implementation of regional treaties, participation of civil society, external and cooperation relations and their respective opportunities for trade and commerce.     

中国与阿尔及利亚的能源合作

阿尔及利亚素有“北非油库”之称,中国与之开展能源合作虽起步较晚,却已取得较大成就,主要包括中石化的扎尔扎亭(zarzaitine)油田提高采收率工程,中石油的阿德拉尔(Adrar)上下游一体化项目、谢里夫(Cheliff)盆地112／102A区块和乌埃德姆亚(Oued Mya)盆地350区块的油气勘探项目、438B区块油气勘探项目、Octouat油田设计服务项目和斯基克达(Skikda)凝析油炼油厂建设项目等。随着中阿两国政治关系和经贸合作的日益加强,两国能源合作的互补性亦趋强,且阿国内政治经济形势的持续改善以及阿《新油气法》的出台均为双方的能源合作带来了有利条件,但由于阿产业结构单一,经济发展存在不稳定性,且阿政府对投资本国油气产业的外国公司设限增税,双方的能源合作面临严峻的挑战。
