In this paper, the author (who has worked as a social worker in both Ireland and the UK) contends that there has been an uncritical importation of expectations and responsibilities from the British system into Irish state social work. In the area of child and family social work this has been most marked by the introduction and construction of ‘child protection’ as the dominant discourse. Yet fundamental differences exist between Irish and British social policy, differences that are reflected in the structure, nature and culture of social work services. Some of the historical differences between the two welfare systems are explored and three core features of modern Irish social work with children and families are identified. Possibilities for recreating Irish social work in discourse and in practice are suggested, particularly around the notions of certainty/uncertainty and the potential for linguistically based frameworks for practice.  相似文献

A similar trend is apparent in Australian and Canadian programs to enhance work incentives and program effectiveness, but the Canadian provinces are increasingly insisting that low-income mothers with school-age children enter the workforce rather than accept social benefits to care for their children at home. There is no Canadian counterpart to the Sole Parent Pension or Parenting Allowance, although the provinces pay higher rates of social assistance to needy families than to individuals. Furthermore, there is little public support for the idea that low-income mothers should care for school-aged children at home at the taxpayer's expense. This paper discusses the similarities and differences in rhetoric and policies for low-income mothers, and seeks reasons for the stronger social support for mothering at home in Australia. Although the current discourse of economic rationalism suggests that enhancing work incentives and ‘employability’ will bring prosperity, this paper illustrates that neither paying mothers to care for their children at home nor pushing them into the workforce has reduced family poverty. To make employability programs more effective, governments need to deal with low female wages, the shortage and high cost of child care, and the lack of full-time permanent jobs.  相似文献

This paper describes the emotional labour and befriending of families in East London by Family Support Workers (FSWs). The study is derived from an evaluation of the Family Welfare Association's Tower Hamlets Family Support Service. A key finding is that engaging the emotions of families enables high quality and effective support in the family home. FSWs win trust and elicit narratives from families, particularly from mothers and children. The narratives of families are a rich source of informing better practice. In line with Government objectives, the participatory work of FSWs helps to balance understanding on family support, health and child protection. According to Government and research, the early identification of child protection issues is particularly important in mitigating their worst effects. FSWs gain trust and early disclosure on child protection cases. This prevents child care problems from deteriorating into child protection issues. FSWs also act as informal advocates and help to balance social service assessments with the views of families. FSWs take a proactive, non‐stigmatizing, non‐intrusive approach to families. FSWs are sensitive and responsive to the emotions, ethnicity and specific needs of families.  相似文献

The relationship between children's material circumstances and child abuse and neglect raises a series of questions for policy, practice, and practitioners. Children and families in poverty are significantly more likely to be the subject of state intervention. This article, based on a unique mixed‐methods study of social work interventions and the influence of poverty, highlights a narrative from practitioners that argues that, as many poor families do not harm their children, it is stigmatizing to discuss a link between poverty and child abuse and neglect. The data reveal that poverty has become invisible in practice, in part justified by avoiding stigma but also because of a lack of up‐to‐date research knowledge and investment by some social workers in an “underclass” discourse. We argue, in light of the evidence that poverty is a contributory factor in the risk of harm, that it is vital that social work engages with the evidence and in critical reflection about intervening in the context of poverty. We identify the need for fresh approaches to the harms children and families face in order to support practices that engage confidently with the consequences of poverty and deprivation.  相似文献

Social work has moved from a child protection discourse towards a child welfare discourse that views the relationship between social workers and families as a partnership. Partnership with families in the field of child protection and child welfare, however, mirrors diverse ideological motives of social policy, civil society and practice. We engage in a theoretical discussion of different interpretations of partnership. We draw a primary distinction between reductionist and democratic forms of partnership with families. In a reductionist approach, social workers activate parents in order to realize the goals set by social work. A democratic approach to partnership refers to a shared responsibility between social workers, parents and children. In this approach, effective partnership is not something to be realized as an outcome, but a point of departure that implies a joint search for meaning and an experiment with which social workers engage. This engagement presents ‘non‐participation’ not as problematic but as an essential element of participation. The focus then shifts from a methodical approach to partnership – how to activate people to participate in the care process – to the question of how the engagement of social workers can be constructed together with families.  相似文献

In this article, we discuss how the flow of private information about children and families in poverty situations is managed in interorganizational networks that aim to combat child poverty. Although practices for sharing information and documentation between child and family social work services are highly encouraged and recommended to create supportive features for parents and children, this development often results in undesirable forms of governmentality. Interorganizational networking also creates controlling side effects because the exchange of information in networks of child and family services may wield a holistic power over families. We theorize this issue by using the Foucauldian concepts of the panopticon and pastoral power, which allows us to grapple with the major tension between support and control in the information‐ and documentation‐sharing practices of social workers. A critical analysis of our empirical data reveals four central fields of tension in which social workers and their organizations must position themselves: (a) craving control and handling uncertainty, (b) using and misusing private information and trust, (c) constructing families as subjects and objects of intervention, and (d) including and excluding families.  相似文献

The key components of social policy toward the elderly and disabled, and policies for families and their children, have featured what are by now widely employed income and service components. Now, as demographic and social change have motivated increasing numbers of countries to face the need for societal policies for children under the age of 3, exploration reveals the centrality of an additional policy dimension — time. A six-country study and earlier research targeted on this group finds that several major policy patterns are emerging, with individual country choices reflecting history, culture, religious traditions, political configurations, and resources. Referring to illustrative countries, the paper explicates these options: (a) supporting an at-home parent in "family work"; (b) backing a pattern of involvement of parents in both family and work; (c) offering parents of very young children the option of concentrating on family or work; (d) stressing programmes in support of the socialization and education of young children and their parents. It is suggested that social security institutions internationally contribute to these new developments through data collection, dissemination activities, and encouragement of discussion and research.  相似文献

This paper discusses developments in child welfare services in England in recent years and, particularly, the role and contribution of research. It is shown that a more significant and coherent body of child welfare research has been developed, which has linked formally to the policy process. Research programmes in England have highlighted specific problems in three areas: first, moving away from a narrow focus on child protection to an approach that provides broader family support for children in need; second, the absence of policies relating to services for adolescents; and, lastly, problems in the delivery of residential care for young people. A major programme of reform has been introduced by the new Labour government, consistent with research messages. It is concluded that research has had an impact on the development of child welfare services in England, although influencing the structure of services, social work practice and outcomes for young people are highly complex issues.  相似文献

Practice theories to support child protection social work in the United Kingdom, as in the United States and Australia, are being squeezed out by a focus on performance targets and procedural timescales. This study examines an innovative programme designed to reverse this trend initiated by an English local government authority. The programme aimed to embed systemic family practice in situations where children are deemed to be at risk of harm. The findings, derived from an analysis of a case file sample, indicate that the social worker interaction with family members is predicated on who is living with the child in conjunction with the risk status of the case file. Conversely, practitioner interactions with family members are divorced from family structure and the lived experiences of kin relationships. This study concludes by examining why, despite training in systemic family practice, it was problematic for social workers to integrate it into their encounters with families.  相似文献

This research analyses key findings from qualitative research conducted with (ex) offender fathers and their probation officers. This paper focuses on the critical role of family and social support for (ex) offender fathers who seek to build and maintain relationships with their children. The research reported in this paper shows that the men receive social support, both formal and informal from a wide ranging and complex network of family, friends and practitioners, which facilitates and enables their commitment to fathering. Drawing on social support theory, I argue that identification of support networks recognizes the productive possibilities of vulnerable families which constitute a source of strength and connection to be nurtured in contexts of adversity. This strengths‐based paradigm advocates the need to identify and facilitate family, friendship and professional networks in the context of social work with offenders and their families.  相似文献

Family homelessness is a key social issue across many European countries and is associated with uncertainty, a lack of safety and increased risks for children which can trigger the involvement of child welfare services. Living in homeless accommodation during the early years of a child's life also has the potential to impact on a child in many ways, for example, academically, physically, emotionally and socially. In the current paper, the authors review existing literature regarding the impact of family homelessness on children's development in order to identify key messages for social work practitioners working with children and families experiencing homelessness, for example, in the field of child protection and welfare. Findings reveal that family homelessness impacts on various aspects of a child's world and ultimately on their development, as a result of reduced social networks, inappropriate space to facilitate play, increased school mobility and school-dropout rates and increased levels of behavioural challenges and mental health concerns. These findings are discussed with relevance to social work practice when working with children and families who experience homelessness and how social work professionals can address the developmental needs of children who experience homelessness. Implications regarding future research and the education and training of social workers are also explored.  相似文献

This paper presents the views and perceptions of 35 children and their current carers regarding the social work response to child sexual abuse. Interviews with the children and carers, including foster carers and residential carers, were carried out 2–4 years following disclosure, thus the nature of social work support in the longer term, as well as the initial response, is assessed and described. Three evaluations of social work support are presented: the child-ren's evaluations of social workers known since disclosure, and two evaluations from the carers, one focusing on the child's needs, and one focusing on their own as carers. All three evaluations perceived the majority of social workers as having helped. Aspects of social work considered essential included providing emotional support and reassurance, providing information and explanation and arrang-ing and coordinating services, including counselling or therapy.
  Carers of children who were abused by someone outside the family were less likely to receive social work support. The frustra-tion and disappointment expressed by some of these carers reaffirms the importance of assessing needs even when the child is considered protected from further abuse. The findings of this study support the need to refocus responses to abused children and their families.  相似文献

Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. From the research, we raise questions for social work practice and the development of welfare policies.  相似文献

Parental substance misuse is a significant public health and children's rights issue. In the United Kingdom, social workers frequently work with children and families affected by substance misuse. However, relatively little is known about this population, particularly at point of referral to children's social care. This paper reports on the largest known study of parental substance misuse as a feature of children's social care work in England. The paper provides a cross‐sectional profile of 299 children living with parental substance misuse and referred to children's social care in one local authority in England. Data were collected from social work case files at the point of referral to social care about the child, family, the wider environment, and parental substance misuse. The findings show that children affected by parental substance misuse frequently had other support needs relating to their well‐being and mental health. Children were also likely to be experiencing other parental and environmental risk factors. The significant historical—and in some cases intergenerational—social care involvement for some families indicates potential issues with the capacity of services to meet needs. Recommendations for practice are discussed with a particular focus on the need for early, comprehensive support for children and families.  相似文献

More than 20 years of research with disabled children, young people and their families has highlighted the need for the different professionals and services that support them to work more closely together. The British policy and legal framework for ‘joined up working’ has never been stronger. However, there has been an assumption that multi‐ or inter‐agency working will inevitably be a ‘good thing’ for families. This paper discusses findings from a 3‐year research project which looked at both the process and impact of multi‐agency working on families with a disabled child with complex health care needs. Interviews with 25 parents and 18 children and young people who used six developed, multi‐agency services were carried out. Findings suggested that the services had made a big difference to the health care needs of disabled children but were less able to meet the wider needs of the child and the family – particularly in relation to social and emotional needs. Multi‐agency working appeared to make some positive, but not significant, differences to the lives of families.  相似文献

Social workers' interventions in support of children and their families have often proved a minefield of sort, filled up with conflicting demands, expectations and tasks. This paper sets the resulting debate in the context of both social policy orientations and social work cultures. It argues that partnerships between families and practitioners have to be understood as the result of a complex set of factors. Data from a qualitative study of social work professional cultures suggest that among practitioners, policy orientations intertwine with different styles of conceiving social work; accordingly, professional cultures play an important part in connecting, or failing to connect, child protection and family support.  相似文献

There is relatively little research on the communication skills that social workers use in direct practice with families. This study explores patterns of practice skill found in child and family social work home visits. The study analysed 127 practice interactions in family homes, coding for seven dimensions of worker skill using a coding framework drawn from motivational interviewing. Exploratory factor analysis was employed to establish patterns of skill within the data and to group key dimensions of skill. The findings make two contributions. First, three fundamental dimensions of good practice emerged, which we characterize as care and engagement, good authority, and support for behaviour change. Second, in exploring the relationship between “care” and “control” elements of social work, skilled social workers were able to combine good authority and empathic engagement, whereas those who were less skilled in use of authority were also less good at engagement. This contributes to debates about care and control in social work. The usefulness of these dimensions for conceptualizing practice in child and family social work is discussed and directions for further research are suggested.  相似文献

The United Nations Convention on the Rights of the Child (UNCRC) was launched in 1989 and is ratified in most countries. The UNCRC is considered by child welfare authorities worldwide to be an essential document that aims to improve the rights of children. However, contemporary research indicates that the UNCRC is an obstacle to social work because it emphasizes the legal equality between children and adults. This finding prompts the question of how Western child protection agencies conduct child protection encounters with families with a non-Western ethnic background. The present article aims to examine if specific articles in the UNCRC can serve as a medium for improving social work with ethnic minority families within the child protection sector in Sweden. This article is based on a research project concerning youths with an ethnic minority background in out-of-home care. Relevant articles in the UNCRC are revealed to be potentially helpful to child protection programmes involving ethnic minority families because these articles emphasize considering the perspective of the child and strengthening parenting skills. However, child protection agencies must consider how the UNCRC can be used to teach parents or guardians to understand and acknowledge the perspective of the child without violating the values of the family.  相似文献

This study analyzes how the work tools of child protection services influence social work with child abuse. The article is empirically based on records, observations of the daily social work and interviews with families. The work tools include 1) rules and 2) professional knowledge and methods. The results show a complicated picture of how work tools are mixed. People-processing, i.e., the transformation of families to administrative categories, can only be achieved by professional diagnosis because of the complexity of family conflict. The diagnostic discourse, however, is rarely theoretically argued, but mixes loose diagnostic categories with narratives of actual events and moralistic statements. It is argued that the treatment of families is politically determined. Nevertheless, there is a room for maneuver for professional ideals and skills. The study suggests that this freedom of discretion does not seem to be used extensively. Solutions seem to be chosen within the narrow repertoire of legislative recommendations.  相似文献
