Few studies have examined academic researchers' understandings of or attitudes toward conflict of interest policies even though these understandings and attitudes represent a crucial component of both compliance and educational efforts. This study reports the results of a large-scale, cross-sectional survey of research faculty at the nine campuses of the University of California regarding their understandings of and attitudes toward campus conflict of interest policies. We gathered information on their general assessments of investigators with financial ties to industry sponsors and reactions to the process of implementing conflict of interest policies at their respective campuses. We surveyed 1,971 faculty members from the nine-campus University of California system and had 779 responses (39% response rate). The sampled faculty were in the ten departments with the most number of financial disclosures at each campus. We utilized the WebSurveyor software to create a secure, online, 21-item survey. Our study reveals faculty with complex, sometimes contradictory, feelings about academic-industry relationships and highlights perceived gaps in policy and process. Most respondents were concerned about unlimited financial relationships, but a sizable number also viewed campus policies as irrelevant. Some expressed considerable anger over the process of policy implementation, rejecting the policies on the basis of professional and individual self-determination and moral integrity. Our study suggests the need for renewed efforts to encourage awareness of the relevance of conflict of interest policies for all faculty, new efforts to increase understanding of the situational nature of conflicts of interest, and a reexamination of the processes of policy implementation at the campus level.  相似文献

Objectives. Although Christian fundamentalist elites have become increasingly vocal in their support for Israel in the ongoing conflict in the Middle East, it is not clear that this rhetoric has produced differing attitudes about U.S. foreign policy in public opinion. This article examines whether such differences exist, and whether they are rooted in aspects of fundamentalist eschatology. Methods. Data from a national telephone survey on attitudes toward the Middle East conflict and U.S. policy were examined using multivariate regression and means comparisons. Results. These results demonstrate that Christian fundamentalists are the strongest supporters of Israel in America today. Fundamentalists have greater sympathy for Israel, oppose policies to pressure Israel, and are distinctive from all other groups in their high levels of support for continuing Israeli settlements in occupied Palestinian territories, as well as complete Israeli control of Jerusalem. Conclusion. Christian fundamentalists in America are distinctive on this vital issue in American foreign policy because of their literal interpretation of the Bible or their leaders' increased cues on Middle East policies, or both. This suggests that religion is now an important factor in understanding public opinion on U.S. foreign policy in the region.  相似文献

Because of increased attention to the issue of trustworthiness of clinical practice guidelines, it may be that both transparency and management of industry associations of guideline development groups (GDGs) have improved. The purpose of the present study was to assess a) the disclosure requirements of GDGs in a cross-section of guidelines for major depression; and, b) the extent and type of conflicts of panel members. Treatment guidelines for major depression were identified and searched for conflict of interest policies and disclosure statements. Multi-modal screens for undeclared conflicts were also conducted. Fourteen guidelines with a total of 172 panel members were included in the analysis. Eleven of the 14 guidelines (78%) had a stated conflict of interest policy or disclosure statement, although the policies varied widely. Most (57%) of the guidelines were developed by panels that had members with industry financial ties to drug companies that manufacture antidepressant medication. However, only a minority of total panel members (18%) had such conflicts of interest. Drug company speakers bureau participation was the most common type of conflict. Although some progress has been made, organizations that develop guidelines should continue to work toward greater transparency and minimization of financial conflicts of interest.  相似文献

This study analyzes the resources and strategies of public interest groups and industry representatives involved in federal forest policy in the state of Oregon during the early 1990s. While many studies have examined the role of interest groups in the policy process, few have compared empirically the resources available and strategies pursued by industry representatives and public interest groups in a particular policy domain. Utilizing survey data from 133 business representatives and 326 public interest groups involved in federal forest policy, the study argues that public interest group influence derives primarily from the ability to mobilize human resources; the financial resources of these groups tend to be modest. Industry and industry-supported groups, in contrast, possess considerable financial power while enjoying less support from the public. Consequently, industry interests tend to focus their efforts on more traditional forms of influence such as the persistent lobbying of natural resource agencies and elected officials. Public interest groups, in contrast, tend to devote considerable efforts to building public support in urban core areas to build the capacity to pressure governmental decision-makers.  相似文献

As of 2018, ten states allowed students, faculty, and staff to carry concealed firearms on campus. Although there has been much discussion regarding campus carry laws, there has been very little empirical research conducted on the link between campus carry laws and crime on campus. The present study attempts to determine if campus carry laws are statistically related to campus level crime. Using state-level data for the period 2005–2014 and a fixed effects model, results of the present study suggest that campus carry laws have no statistically significant relationship with campus level crime. However, campuses located in states that allow unpermitted concealed carry have lower property crime rates. These results corroborate the findings of prior studies on this topic. Given these results, states should reconsider enacting campus carry laws, and colleges and universities should be given more latitude in deciding whether or not firearms are appropriate on their campuses.  相似文献

In efforts to preserve foster children’s biological families and to promote the formation of alternative families in some situations, legislative efforts to promote ‘permanency’ have been gaining pace since the late 1990s. One policy and practice tool, concurrent planning (CP), simultaneously allows for the pursuit of reunification and adoption. This article examines six counties in California (USA) and their efforts towards implementation of the components of CP. Researchers used qualitative methods to explore policies and practices of CP. Key informants include social workers, social work supervisors, attorneys and judges. The study identifies and describes seven elements determined to be essential to the complete and successful implementation of CP. Implications for agency practice and family outcomes are discussed.  相似文献

Welfare states are constructed around values and political and economic preferences, creating social relationships between the genders. As women increase their labour market participation, new patterns of conflict within families and around policies arise. In this article, attitudes towards family and gender relations among men and women in different age groups in Germany, Italy and Sweden are analysed. The findings show that national policies seem to influence the level of attitudes among men and women. Despite the differences between the countries, an overall pattern emerges in which both age and gender influence people's understanding of women's paid work within and between the three countries. Finally, some implications of changing attitudes on welfare state policies for gender equality are discussed.  相似文献

After the negative effect of the recent financial crisis on public finances in many countries, it is of a great interest to study attitudes towards taxation to identify effective policies to enhance public support for taxation and welfare programs. In this paper, we analyze empirically people’s attitudes towards taxation in European countries. In particular, we test whether the perception about benefit fraud may produce different effects on preferences over the size of the welfare state along the income distribution. Moreover, we test if contextual variables are relatively more relevant than individual characteristics in determining attitudes towards taxation. Using different data sources for many EU countries in 2008, we contrast those hypotheses taking advantage of multilevel techniques. Our results suggest that policies targeting the deterrence of benefit fraud such as higher penalties and more frequent benefit investigations, increase the high earners’ willingness to pay taxes and then the size of the welfare state. We also find that contextual characteristics explain a larger variance of attitudes toward taxation than individual characteristics, suggesting that the same policy for all UE countries might be not a good strategy.  相似文献

Objective. In this article, we develop and test a model of competing theoretical explanations of Latino attitudes toward immigration; specifically examining their policy preferences on legal immigration, illegal immigration, and a proposed policy for dealing with illegal immigrants. We also consider whether Latino attitudes toward legal and illegal immigration are related and comprise a single coherent structure. Method. Using data from a 2004 national survey of Latinos, we perform regression, logit, and ordered logit analyses to examine the determinants of Latino attitudes toward immigration. Results. We highlight three important findings. First, our results demonstrate “within‐group” differences in immigration attitudes among Latinos, based on both national origin and generational status; we find that Mexicans are more pro‐immigration than Latinos from other countries and that foreign‐born Latinos have much more positive attitudes about immigration than second‐generation and third‐generation Latinos. Second, we find that Latino support for various aspects of immigration is primarily a function of ethnic and linguistic identity and attachment to American culture, with self‐interest, contextual variables, and political and demographic attributes playing a smaller, more specialized role. Finally, we demonstrate that Latino attitudes toward legal and illegal immigration are highly interrelated. Conclusion. There is a coherent structure underlying Latino attitudes toward legal immigration, illegal immigration, and a policy option for dealing with illegal immigrants. Our tests of competing theoretical approaches reveal the importance of national origin and ethnic attachment and acculturation in explaining differences among Latinos on their attitudes toward immigration.  相似文献

Objectives. Our aim is to test the influence of business interest groups on Temporary Assistance to Needy Families (TANF) policy at the state level. Methods. We use the state TANF guarantee, the length of time recipients have before they lose their benefits, and the existence of a “family cap” as dependent variables in three models. Each of the models tests business interest group power and several other measures that represent possible influences on the dependent variable. Results. We find that business interest group power is significantly related to both the generosity of the TANF guarantee and to TANF time limits. However, it is not related to the presence of the family cap in state TANF policy. Conclusions. The evidence we found is consistent with the idea that those state TANF policies that are most intimately related to business interests are just those policies that are most affected by business group influence. States' TANF policies regarding maximum benefit and time limits both have a direct impact on wealth redistribution and labor‐market behavior. On the other hand, business interest groups do not seem to have much influence on the presence of TANF family caps, policies that are arguably less the concern of business interest groups, and more connected to public attitudes toward families and children.  相似文献

ABSTRACT

Physician-assisted suicide (PAS) is explicitly legal in five states and by court decision in one. Legislative bills have been introduced in other states including Minnesota, Iowa, and Wisconsin. This quantitative study was designed to understand Midwest, hospice and palliative care at end-of-life social workers’ attitudes toward PAS, preferred terminology, perception of preparedness for the implementation, and awareness of PAS legislation in their state. Sixty-two social workers from Minnesota, Iowa, and Wisconsin completed an anonymous online survey. The results indicated that over one-half of the participants supported PAS legislation and is consistent with previous research on social workers across the country. While there was a range of perceived preparedness for implementation, a majority felt moderately to very prepared. Professional and personal values as well as professional experience influenced their perceived preparedness. Few social workers had accurate awareness of PAS legislation in their state or had attended workshops/events for further education or as a policy advocate. To practice competently and advocate at all levels of practice, hospice and palliative care at end-of-life social workers’ need to understand their own attitudes and values toward PAS and pursue additional education around this ethical issue.  相似文献

Previous research suggests that an individual’s socioeconomic status (SES) is negatively associated with attitudes toward redistributive policies. The objective of this study is to examine whether the relationship between an individual’s subjective SES and his or her attitudes toward redistribution is contingent upon perceptions of inequality of opportunity. A series of multilevel analyses was performed using data from 28 countries from the 2009 International Social Survey Program (ISSP). Results revealed that the relationship between individual SES and attitudes toward redistribution was weaker among individuals who more strongly believed that success lies beyond the control of individuals. Shared perceptions of inequality of opportunity at the country level were also significant. The relationship between SES and attitudes toward redistribution was weaker in countries with higher levels of public perceptions of inequality of opportunity. In conclusion, people commensurately support redistribution policies (even contrary to their own self-interest) as they recognize the significance of inequality of opportunity. The greater the support among people for redistribution against their self-interest, the weaker the social cleavage in attitudes toward redistribution across different SES strata, and the higher the overall level of support for redistribution in society.  相似文献

This paper investigates experience with SSI, differential attitudes toward it, and financial condition among its recipients in Mississippi and California. The question addressed in the present study is whether SSI recipients who live in different parts of the country differ in the way they assess their financial condition, evaluate the SSI program, and feel stigmatized. Findings from the study indicate that Mississippi SSI recipients responded more positively in all areas of research concerns than did California SSI recipients.  相似文献

Objective. An individual's personal experiences and perception of the collective experience are often linked to political attitudes, especially those concerning the national economy. In this article, we examine whether personal concern about terrorism and perceptions of public concern about terrorism affect attitudes about counterterrorism policies. In addition, we evaluate which factor is the strongest predictor across several counterterrorism policies. Method. We analyze individual‐level survey data collected during the fall of 2001. Results. Our results indicate that perceptions of public concerns are the strongest and most consistent predictor of policy attitudes about terrorism. Conclusion. The implications for theory about perceptions of public opinion and the competing role of personal interest and sociotropic concern are discussed.  相似文献

Until recently, the study of people's relationships and interactions with other (nonhuman) animals has received scant attention from the social sciences. The preceding articles in this issue illustrate some of the important insights such studies can bring to the field. Animals, by their nature, occupy an intermediate boundary zone between the world of human subjects and the world of insensate objects or "things." This ambiguity allows us to exploit most of them with relative impunity, while simultaneously endowing some of them with the status of quasi-human social partners or even kin. It also confronts us with fundamental questions about what it means to be "human" and how far, if at all, our moral responsibilities should extend beyond the taxonomic limits of our species. Our efforts to reconcile these competing and opposing perspectives have generated extraordinary inconsistencies in attitudes and behavior toward animals: inconsistencies that pose significant challenges to current understandings of human psychology, sociology, and morality.  相似文献

A new approach to policy analysis is formulated within the framework of the graph model for conflict resolution. A policy is defined as a plan of action for a decision maker (DM) that specifies the DM’s intended action starting at every possible state in a graph model of a conflict. Given a profile of policies, a Policy Stable State (PSS) is a state that no DM moves away from (according to its policy), and such that no DM would prefer to change its policy given the policies of the other DMs. The profile of policies associated to a PSS is called a Policy Equilibrium. Properties of PSSs are developed, and a refinement is suggested that restricts DMs to policies that are credible in that they are in the DM’s immediate interest. Relationships with existing stability definitions in the graph model for conflict resolution are then explored.  相似文献

Over two billion dollars was awarded by the U.S. Department of Health and Human Services (HHS) in research funding from 2010 to March 2012 to institutions receiving a grade of “C,” “D,” or “F” on their conflict of interest policies, as determined by the American Medical Student Association's scorecard on conflict of interest policies. More institutional oversight is needed with regard to assuring conflict of interest policies at U.S. research institutions are adequate. As stewards of public funds, HHS should require a minimum standard which institutional conflict of interest policies should meet, beyond current regulatory requirements, before granting funding.  相似文献

Contemporary society is beset with subtle racial tensions. Modern racism is a form of racism often found in modern, politically correct America. In this form of racism, racist beliefs are often expressed only indirectly. In the present paper, race differences in attitudes about and perceptions of racism were examined through the use of a survey. Results showed several differences in the way Blacks and Whites perceive race relations on a university campus. This information helps to gain insight into the causes of modern racial tensions. The results also suggest strategies to reduce racism on college campuses.  相似文献
