This paper critically examines claims of a new consensus on welfare and the end of the welfare state. We first review the concept of welfare consensus, concentrating on the idea of welfare pluralism, in particular the relatively neglected distinction between national minimum (base) and extension ladder (superstructure). We then examine these concepts in the 1990s under Conservative and New Labour governments. Important changes to welfare pluralism are noted. There have been changes in the character of means-tests, with the national minimum replaced by a series of residual minima, which represent fundamental changes to structural incentives governing the social division of welfare and work. The line between state and non-state provision has been blurred and there have been moves to achieve universalism in the private sector. It is possible to tentatively classify Labour's principles and fledgling policies into three categories: essential continuity with the Conservatives, reversing Conservative policies and extending Conservative policies. However, it is difficult to detect the degree of consensus because a new flexible language is beginning to pervade social policy, with the result that the welfare state is being redefined, notably in areas of full employment, citizenship and conditionality. It is possible to detect, in our terms, moves towards turning Beveridge inside out and from the "Marshall" towards the "Beveridge" welfare state. It is clear that the welfare state is being redefined, but reports of its death have been much exaggerated.  相似文献

Through references to Hansard, official papers, Fabian pamphlets and pertinent texts from the fields of politics, sociology and social policy, this piece illustrates the similarities of thought behind the deliberations of New Labour and those of the early American functionalists and their modern-day counterparts. Examination of the rhetoric used by both parties shows that there are three main focal points of comparison. On one level there is a shared belief in the cohesive impetus of realistic 'aspiration' in a stratified society. On another, there is a mutual desire to balance individual 'rights' with communal 'responsibilities'. Finally, there is a common concern over the apperceived problem of the 'underclass' and how to deal with it. On the basis that these interrelated topics influenced social policy through the intensity of debate around them, the piece moves on to set the resultant American and British models of 'workfare' alongside the proposed 'New Deals' of New Labour. This has a threefold purpose. First, by detailing these examples the influence of the likes of Charles Murray and Lawrence Mead in future Labour policy may be observed. Second, the American association is particularly important in that the theoretical basis and practical experience of US social policy in the 1980s can act as an actual, realized example of the problems facing the proposed welfare policies of New Labour. Third, this comparison allows the piece to move on and discuss the failings of such authoritarian welfare programmes in the light of modern capitalism and modern society. In this way a conclusion on the effectiveness of New Labour and its unrealized 'New Deal' for Britain is broached.  相似文献

The Probation Service in England and Wales has been caught up in the New Labour government's broader programme of "modernization". In a document more radical than anything produced under the previous Conservative government, New Labour has proposed that the Service be brought under centralized control, that its name be changed to reflect its new primary purpose of public protection, and that it be brought into closer structural alignment with the Prison Service. This paper discerns in the case made for centralization and the need for closer ties with prisons an authoritarian impulse which is deeply at odds with the Service's own local traditions, and questions whether the undoubtedly necessary process of modernization must take the form being proposed by the government.  相似文献

This paper draws up a theoretical framework of citizenship, based on Marshall's thesis, that encompasses the idea of access to welfare services (using the example of community care services for disabled and older people) as a civil and social rights issue. The authors critically examine current policy developments in the NHS and local authorities under New Labour that emphasize partnership, particularly the proposals and provisions made in 'The New NHS' and 'Partnership in Action'. Their theoretical framework is used to explore issues concerning access to and the commissioning of health and social care services under New Labour. They conclude that the role of welfare professionals, particularly GPs and social services workers, and their relationships with service users, patients, carers and their families under New Labour presents a continuing challenge to the citizenship status of disabled and older people.  相似文献

This article examines poverty and welfare provision in early twentieth-century Beijing as dialogue and transaction between the city government and the urban poor. Earlier studies of the Chinese urban have tended to emphasize the material aspects of urban development, and the efforts of planners and city governments to modernize China’s cities, rather than the human experience of the city. This article draws on the extensive archives of the Beijing Municipal Government Social Affairs Bureau to extend our understanding of the experience of poverty and the agency of the poor. The archive confirms that Beijing’s growing and increasingly formalized welfare institutions were designed to discipline the poor as they alleviated poverty. However, the correspondence between applicants for welfare and the Social Affairs Bureau also reveals that the poor often approached these institutions instrumentally and assertively. Recourse to the welfare institute became a livelihood tactic, a claim on the authorities in pursuit of which certain sub-groups within the poor mobilized intangible assets, from social networks to understanding of the intended terms of the system, to sway the terms of their engagement with the authorities in their own favour.  相似文献

Despite substantial costs to society associated with the adverse consequences of joblessness, studies estimating actual costs are rare. This paper identifies the main costs to the Government of long‐term jobless families in Australia. The costs were split into three groups: immediate support costs, immediate opportunity costs, and indirect/intergenerational costs. Using a microsimulation model, the paper estimates the fiscal costs, which include immediate support costs such as the welfare system, and the immediate opportunity costs such as potential revenue from the tax system. We estimate that welfare payments and lost taxation revenue from long‐term joblessness cost the Government AU$5.55 billion per year.  相似文献

Micro-level studies of welfare service developments are largely absent from the literature on Russian social policy issues, which tends to concentrate on macro-level social security arrangements. This paper highlights the emergence of community-based social services in the post-1991 era, examining their development in two provincial Russian cities, based on an empirical study carried out in 1998. The paper adds to a growing literature which seeks to understand "welfare systems" from the perspective of welfare services as opposed to a social security or policy-based approach. It takes a user-group perspective on the services by looking at their use by, and relevance for, disabled children regarded as having learning difficulties, and their families. The empirical data indicate the shape of "new" services in the field sites, the means by which such institutions were maintained and their integration into the welfare sphere as a whole. Their development and maintenance at the local level is explained in part by socio-economic, political and administrative factors in these regions. By highlighting the various factors that help to maintain welfare provision and drive change at the local level, the case studies indicate the possible shape of future welfare developments in Russia as a whole.  相似文献

Child welfare officers experience stress from exposure to child neglect and abuse and the burden of responsibility for children's well‐being. This qualitative study addresses the question: How do social workers who are child welfare officers perceive and cope with the influence of their professional occupation on their relationships with their own children? The research is based on in‐depth interviews with a purposive sample of 10 child welfare workers who are mothers (of 2–4 children aged 2–23 years). The data analysis illustrates how the professional identity and the maternal identity of the child welfare officer fluctuate between two positions. The first is ‘anxious motherhood’ in which anxiety is the prism through which the welfare officer views the world as dangerous for her children, stimulating protective, control‐enhancing actions. The second position is reflective motherhood in which the welfare worker struggles with her own stresses and conflicts as a mother and searches for an experience of meaningful, positive motherhood. The findings reinforce the need to raise the consciousness of child welfare officers regarding the impact of encountering distress and trauma on their own well‐being as parents. In this way, they can prevent secondary traumatization and enhance professional and maternal growth.  相似文献

One approach to identifying policy change stresses policy instruments, settings and policy paradigms, while another also considers the process and culmination of various shifts and consequent outcomes. This article illustrates the debate through an examination of how far developments in social security policy between the 1997–2010 New Labour and 2010–15 Coalition Governments in the UK constituted real policy shifts. It shows that, despite continuities in instruments and approach, there have been substantial changes in the impact of welfare state policies related to short‐term benefits, employment and housing. The article identifies new policy directions leading to a different kind of welfare state, concerned less with living standards and equality and more with individual responsibility and paid work. It suggests that this has been achieved without the need for radical changes in instruments and their settings.  相似文献

In the evolution of social security policy over the past decade, a number of themes stand out: improving work incentives; reducing expenditure and civil servant numbers; simplification; targeting help on those in greatest need; the promotion of self-reliance and independence; tackling fraud and "abuse". Although not all exclusive to the Thatcher Government, they reflect to a great extent its wider ideological and economic preoccupations. This article examines how the Government's contradictory goals for social security were translated into specific policies, the extent to which their ideological thrust was tempered in practice, and the ambivalent attitudes towards "the poor" revealed in the interplay between ideology and pragmatic politics.  相似文献

This paper describes and briefly evaluates the major "New Deal" activation policies introduced by the UK New Labour government since 1997. It outlines the ambitious project to modernize the UK economy and welfare state and, within this overall strategy, to end child poverty and to tackle social exclusion by encouraging movement from welfare benefits into work, and by making work pay. Three sets of New Deal programmes are discussed: those targeted on unemployed claimants, lone parents and people with disabilities. The paper concludes that real change has been achieved with measurable beneficial effects but that there are threats to the further elaboration and extension of the New Deal model.  相似文献

Significant forces mean that governments are reassessing their responsibilities for welfare. The welfare changes introduced by the Howard Government have a strong role for mutual obligation. After reviewing the meaning of welfare, the historic welfare responsibilities of government and the impact of social and economic change, three key objectives for a current Australian Government are proposed. These are to protect the vulnerable, to develop capacity to function effectively in a more difficult environment and to promote social cohesion. The paper examines whether the current application of mutual obligation assists their achievement, concluding that all are compromised. Protection is compromised by the reduction in levels of income support payments, often to very marginalised and vulnerable individuals. Capacity building is undermined by the limited activities and choices available and social cohesion is affected by the divisions created by mutual obligation and the lack of attention to institution building.  相似文献

This paper examines the changes in the terms of citizen‐state relations that are coded in Australia's current program of welfare reform. It argues that welfare reform entails a shift from welfare as a limited social right of citizenship to welfare as a form of support conditional upon completing specified obligations, and from the provision of support as a cash payment to support coupling cash with personal services. Together, these shifts have the scope transform the relation between citizen and state fundamentally. This is no less than a shift from social policy citizenship in which claimants are presumed to act on their own behalf to paternalistic support and care directed to reforming character and values as well as to meeting need. The paper argues that this shift violates the fundamental equality essential to social policy citizenship.  相似文献

Following its election victory, the Labour government embarked on a programme to reform fundamentally the United Kingdom's post-war welfare state. The reforms are outlined in a number of government policy consultation papers and are intended to address neo-liberal concerns about the welfare state, although neo-liberal panaceas have been rejected in favour of a "third way". Strongly influenced by Mead, Layard, Giddens and Field, the government's welfare reform package is premised on a conception of citizenship that emphasizes equally the importance of "entitlements" and "obligations", especially the obligation to work. We argue that this reform approach is inherently flawed: it presumes that the poor are without work because they lack appropriate incentives, not because they lack jobs that will lift and keep them out of poverty. We argue that the government's welfare reform strategy is contradictory: while it aims to ameliorate poverty, the emphasis on obligations and compulsion may have the effect of reinforcing existing economic and social divisions. In approaching the second millennium, there is a clear need for a robust interventionist approach to welfare which emphasizes the right to a satisfactory standard of living.  相似文献

This paper argues that at a time when policy guidance urged closer collaboration and joint working between health and social services, the long-established cultural and professional gaps were widening and deteriorating. Drawing on data from four research sites, the paper argues that the deterioration was rooted principally in practitioners' preoccupations with changes within their own organizations and daily work, resulting from a major period of change in both health and social services, which, ironically, was at the expense of the joint working which the "Caring for People" reforms required. As the policy environment changes again, under the Labour government, it is likely that health and social care practitioners will be working within further organizational turbulence and change. It will be crucial that those changes are managed in such a way that they avoid the very real danger of compounding the problems which our respondents identified.  相似文献

This paper discusses developments in child welfare services in England in recent years and, particularly, the role and contribution of research. It is shown that a more significant and coherent body of child welfare research has been developed, which has linked formally to the policy process. Research programmes in England have highlighted specific problems in three areas: first, moving away from a narrow focus on child protection to an approach that provides broader family support for children in need; second, the absence of policies relating to services for adolescents; and, lastly, problems in the delivery of residential care for young people. A major programme of reform has been introduced by the new Labour government, consistent with research messages. It is concluded that research has had an impact on the development of child welfare services in England, although influencing the structure of services, social work practice and outcomes for young people are highly complex issues.  相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

Australia has been experimenting with constraining the ways in which welfare recipients can spend their income support payments, limiting their ability to access cash and purchase some products. The policy objectives include to reduce spending on alcohol, gambling, pornography and tobacco in favour of meeting ‘basic’ family needs, especially for children, to limit the scope for financial harassment, encourage pro‐social behaviours, and build financial capabilities. In the logic of the programs these outcomes are expected to be manifest at the individual, family and community levels. The policy has primarily impacted on Indigenous Australians as a result of its geographic targeting, although a recent report has recommended a more stringent version of the program be introduced universally to all welfare recipients other than the aged. The largest of these experiments is ‘New Income Management’ in the Northern Territory, which has had more than 35,000 participants since its introduction in 2010. This article reports on the key findings of the major independent evaluation of New Income Management commissioned by the Australian Government.  相似文献

The Nordic welfare states are known as women-friendly. However, during the last years their policies have been to turn the back on women. At least in Finland there seem to exist two powerful forces that have advanced the non-egalitarian development: the economic recession of the 1990s and the integration of Europe. The decline of the Nordic welfare states is going to have considerable consequences for social service professionals, the great majority of whom are women. Therefore, they should create new strategies and find new allies in order to defend their own as well their clients rights.  相似文献

The “passive” welfare state was accused of promoting a dependency culture. “Active” welfare and the “what works?” approach of Britain's New Labour government is allegedly implicated in an age of post‐emotionalism, in which people are largely indifferent to the needs of others and committed primarily to their personal well‐being. This article, first, seeks to extend recent debates about agency and motivation in social policy and relate them to the notion of post‐emotionalism. Second, it draws on a recent empirical study of popular and welfare provider discourses, which suggests that popular opinion can accommodate an appreciation of human interdependency, while welfare providers remain committed to a public service ethos. None the less, Third Way thinking is associated with a narrowing of solidaristic responsibilities. The problem for the future of health, social care and state welfare policies lies not with the imagined consequences of post‐emotionalism, so much as with an ideological context that perpetuates a distorted ethic of responsibility.  相似文献
