This study uses data from the 1990, 1992, 1993 and 1996 panels of the Survey of Income and Program Participation to examine how welfare policies and local economic conditions contribute to women's transitions into and out of female headship and into and out of welfare participation. It also examines whether welfare participation is directly associated with longer spells of headship. The study employs a simultaneous hazards approach that accounts for unobserved heterogeneity in all of its transition models and for the endogeneity of welfare participation in its headship model. The estimation results indicate that welfare participation significantly reduces the chances of leaving female headship. The estimates also reveal that more generous welfare benefits do not directly contribute to headship but rather contribute indirectly to headship by increasing the chances that a mother will enter welfare and consequently remain a single mother for longer. More generous Earned Income Tax Credit benefits are associated with more stable arrangements for both headship and welfare participation. Other measures of welfare policies, including indicators for the adoption of welfare waivers and the implementation of Temporary Assistance for Needy Families programs, are generally not significantly associated with headship or welfare receipt. Better economic opportunities are estimated to increase headship but reduce welfare participation among unmarried mothers.  相似文献

This article looks at the intergenerational effects of family structure on family formation and economic dependency. Three explanations are examined: the economic-deprivation, socialization, and family-stress hypotheses. Daughters living in single-parent families at some point during adolescence are more likely to become household heads and to go on welfare than offspring of two-parent families. Differences in the incomes of one- and two-parent families can account for up to 25 percent of the difference in offspring behaviors. None of the hypotheses, however, provides a complete explanation of family structure effects. The analysis is based on data from the Panel Study of Income Dynamics and uses event-history analysis to estimate transitions into female headship and economic dependence.  相似文献

Immigration policy is at the forefront of US policy discussions, and the use of welfare benefits by immigrants has been hotly debated. In 1996, Congress enacted welfare reform legislation, which imposed strict restrictions on welfare eligibility for noncitizens. However, a number of states restored access to welfare benefits to immigrants that had been cut out in the federal welfare reform law. Using data from the Current Population Survey, we examine whether immigrant women adjusted their childbearing in response to changes in the generosity of welfare benefits at the state-level. We find that noncitizen women reduced their fertility in response to cutbacks imposed by the legislation. Our findings, which prove robust to a number of identification and robustness checks, underscore how immigrants respond to state-level policies and provide insight into the potential impacts of comprehensive immigration reform, particularly the components related to the path to citizenship and access to public benefits.  相似文献

The thesis of this study is that as a result of increased inequalities in welfare rules, the 1996 welfare reform act not only enhanced incentives for poor families to move but also (and perhaps more important) created disincentives for them to stay in "race to the bottom" states. In testing this thesis, we evaluated the mediating and moderating roles of state economic development and family structure. We merged data from three main sources: the 1996-1999 panel of the Survey of Income and Program Participation, the Urban Institute's Welfare Rules Database, and state economic data from the Bureau of Labor Statistics. Modeling both destination (pull) and departure (push) effects of welfare policy measures and selected covariates in a nested discrete-time event-history migration analysis, we found robust support for the thesis that stringency in state welfare-eligibility and behavior-related rules stimulated interstate out-migration of poor families in the United States. However poor families were not drawn to states with relatively more-lenient welfare rules, although stringency in state welfare dollar benefits inhibited in-migration and state unemployment patterns may have conditioned the migration effects of welfare-reform rules on the choice of destination. Single mothers were not more directly affected by welfare-eligibility and behavior-related rules than were poor married couples.  相似文献

Although a large body of research examines the impact of welfare reform, there remains considerable uncertainty as to whether single mothers’ well-being improved in the wake of these policy changes. Using unique data from the DDB Worldwide Communications Life StyleTM survey, this paper exploits a large battery of survey questions on self-reported life satisfaction and physical and mental health to study the impact of welfare reform on the subjective well-being of single mothers. The identification strategy relies on a difference-in-differences framework to estimate intent-to-treat effects for the welfare waiver and TANF periods. Results indicate that the bundle of TANF reforms had mostly positive effects on single mothers’ subjective well-being. These women experienced an increase in life satisfaction, greater optimism about the future, and more financial satisfaction. Furthermore, these improvements did not come at a cost of reducing mental and physical health. Welfare waivers, in contrast, had largely neutral effects on well-being. I provide indirect evidence that the increase in single mothers’ employment after welfare reform can plausibly explain the gains in subjective well-being.  相似文献

We use the PSID Relationship File to estimate cohort trends in the lifetime incidence and duration of female family headship. Hazard (event-history) techniques are used to estimate movements into and out of headship, accounting for duration dependence and left-censored spells. The mean number of years spent in headship between ages 14 and 59 rose dramatically over the period. The increase arose from an increased number of headship spells, including an increase in the number of women ever experiencing headship, but not at all from an increase in durations of headship spells; those decreased slightly.  相似文献

This paper explores whether improvements in the economic well-being of children have accompanied this dramatic reduction in welfare participation. Further, we examine the degree to which the success or failure of welfare reform has been shared equally among families of varying educational background. We analyze data from the March Current Population Surveys (CPS) over the years 1988 through 2001. Specifically, we link data for families with children who are interviewed in adjacent years and determine whether their economic circumstances either improved or deteriorated. We use two alternative approaches to address this general issue: a variety of regression models and a difference-in-differences methodology. These approaches provide consistent answers. In a bivariate framework TANF is associated with higher incomes; but this association becomes insignificant in the presence of business cycle controls. We also determine that children who were poor at an initial time period benefit differently, depending on their parents' educational attainment level. Poor children with parents who do not have a high school degree are significantly worse off in the TANF era, relative to the era prior to welfare reform, than are poor children of more educated parents.  相似文献

This study uses 1960, 1970, and 1980 US Census data to investigate the effects of increased female headship and decreased number of children on economic well-being. The main findings are (1) while increases in female headship lowered economic well-being, decreases in number of children raised economic well-being so that these changes had counteracting effects, and (2) age inequality in economic well-being changed because family composition changes varied in intensity by age group.  相似文献

This study investigates the role of female labour-market attachment and earnings in childbearing progressions in two very different European contexts. By applying event-history techniques to German and Danish register data during 1981–2001, we demonstrate how female earnings relate to first, second and third birth propensities. Our study shows that female earnings are positively associated with first birth fertility in Denmark, while this is not the case in West Germany. We interpret our findings based on the fact that Danish social context and policy encourage women to establish themselves in the labour market before becoming mothers, while the German institutional context during the 1980s and 1990s was not geared towards encouraging maternal employment. For higher-order births, the results are less clearcut. For Denmark we find a slightly positive correlation between female earnings and second-birth fertility, while the association is somewhat negative for third-order births. In Germany, women tend to leave the labour market when becoming mothers. Non-employed mothers have elevated second and, in particular, third-birth rates. For the group of mothers who are employed, we find only a weak association between their earnings and higher-order fertility.  相似文献

This paper develops and tests an age-sex standardized measure of household complexity, defined broadly as the tendency of adults (other than spouses) to head their own households or to share households. The aim is a measure of household complexity which can be computed with a minimum of demographic data, namely, data on number of households and on the population by age and sex. The procedure is similar to that of Coale for fertility measurement (Coale, 1969); it is a form of indirect standardization in which the actual number of households is related to the number that would exist if maximum age-sex-specific household headship rates were to apply. Various forms of this indirectly standardized measure show a correlation of better than 0.9 with directly standardized measures for a sample of 33 nations for which requisite data are available. The new measure promises to extend considerably the geographical and temporal range of comparable empirical measures of household complexity.  相似文献

文章回顾了福利国家行政机构的建立,讨论了福利国家内部的政治运作和政治程序,分析了“社会价值”的性质和力量。文章指出,福利国家是行政主义的国家,它的行政机制改变了国家内部的社会和生产关系。福利国家将很多矛盾内部化,进而通过政策制定和政策程序来解决政治问题,福利政治是政策化的政治。在福利国家建设过程中形成的“社会权利”观念也是一种政治力量,它的压力可以削减福利国家内部的商业力量,推动国家干预的发展。但是,经济全球化带来的经济压力正在挑战“社会权利”的传统意义。文章认为,考察福利国家的运作和走向,福利政治是一个不可或缺的角度。  相似文献

We compare results of a tax reform analysis obtained with the collective and unitary models of household behaviour. We simulate real world micro-data by means of a collective approach, using a compound procedure of estimation and calibration based on the 1998 wave of the German socio-economic panel. We estimate a unitary model on this ‘collective’ data set. Investigating a move from joint to individual taxation on the basis of both models, we obtain important discrepancies between predicted adjustments to labour supply and distortions in the welfare analysis of the reform on the basis of unitary estimates.   相似文献

The social welfare system in Korea has become a public issue recently. Before the 1997 financial crisis, policy makers as well as the general public were mainly interested in pursuing economic growth and largely downplaying welfare needs. In the wake of the crisis, however, the demand for welfare increased significantly, and this in turn has brought changes in the welfare structure, along with an expansion in welfare expenditures. This paper highlights the features of the Korean welfare system in terms of social insurance, pubic assistance, and social service. It examines the basic limitations and key issues surrounding the system. It compares the size of social welfare expenditures in Korea to other Organization for Economic Cooperation and Development (hereinafter the OECD) countries. In sum, welfare coverage, expenditures, and benefit levels are among the barriers to surmount especially in these times of high aspirations toward national unification and globalization.

Existing literature focuses on the issue ofpreparation of social welfare measurements onthe basis of an unadjusted Gross DomesticProduct (GDP). This paper extends this methodto incorporate cost-benefit analysis ofeconomic growth in a growing economy incalculating the adjusted GDP, termed as thecost-benefit (CB)-adjusted GDP. This approachis empirically applied to Thailand.
