A review of research on transnationalism shows that diasporas with transnational orientations and connections tend to have a strong attachment to local and global identities but a weak attachment to the nation state. In addition, it is argued that territorial nation states are losing their authority in an increasingly globalised and interconnected world. Governments in western democracies have responded by tightening restrictions on citizenship and placing more emphasis on social cohesion and integration rather than multiculturalism. Using the Australian Survey of Social Attitudes (2003), this paper examines attachment to cultural conceptions of national identity among the Asian Australian diaspora and examines the existing literature about the relationship between transmigrants and the nation state. Findings from the study reveal a number of social determinants behind variation in emotional attachment to cultural conceptions of national identity.  相似文献

An analysis of television programs telecast during peak viewing hours in Melbourne over one week uncovered the pattern of representation of family life. This version of family life was then compared with official statistics of the Australian population and families to highlight the discrepancies between reality and the mediated world of television. Several clear trends were observed. Programs were male-dominated, middle-aged biased, white Anglo-Saxon and largely middle-class oriented. Considerable discrepancy was apparent between family structures in the real world and the media world of family types. Further, analysis of marital relationships, sexual division of labour, ageing, and an evaluation of values reinforces a traditional conservative aura. It is considered that the dominant program formulae fail to recognise new social realities, and that orthodox family stereotypes could be affecting decisions made by policy makers.  相似文献

Parsell C, Jones A, Head B. Policies and programmes to end homelessness in Australia: Learning from international practice. Many welfare states throughout the industrialised world have recently implemented policies to achieve targeted reductions in homelessness. These policy and welfare initiatives differ across national contexts. They are similar, however, in moving away from social programmes that have essentially ‘managed homelessness’ towards interventions that seek to permanently end homelessness. Australia has recently adopted similar homelessness policy objectives. This article examines the manner in which Australian homelessness policy has been converging with international policy directions. More specifically, the article scrutinises Australian social programmes adopted from the UK and USA as a means to achieve strategic goals of reducing homelessness. It argues that although Australian homelessness policy objectives are converging with international policy, Australian programmes modelled on international successes do not have some of the elements shown elsewhere to be crucial for achieving sustainable reductions in homelessness. This may become central to explaining programme outcomes in future years. As a leader in the Cairns Group of Nations, Australia has been advancing deregulation in agri‐food trade. Successive governments have assumed that Australia would benefit from a greater deregulation of international trade because this would allow increased access to world markets for primary agricultural commodities. But regulation exists, at least in Europe, to protect the social value of the rural landscape. Australian governments, strongly influenced by economic rationalist ideology, have given insufficient consideration to the rural social landscape. Little critical reflection has taken place about whether Australia, and its farmers, would actually benefit from deregulation, or what the social impacts of this trend might be. Deregulation inevitably invokes structural adjustment, forces farmers out of agriculture, depopulates rural areas, and creates social hardship. There are also environmental ramifications. The exit of farmers from agriculture has not been as fast as was expected by economists and policy‐makers, with many farmers adapting to new situations.  相似文献

This paper examines the implications of welfare reform for the meaning of social citizenship in Australia. Australian welfare reform has been under way since the late 1980s, and reflects the themes of activity and participation that are shaping social policy in many advanced industrial nations. The paper suggests that Australian welfare reform is following a liberal trajectory of change which places a continuing emphasis on market and family as the preferred institutions for social support with a newly salient appeal to moral ideas about the responsibility of citizens to be self-sustaining. The paper argues that welfare is being transformed from a limited social right to support provided on condition, and from treating the claimant as a sovereign individual to a subject of paternalistic supervision. Together, these changes are redefining the meaning of equality in Australian social citizenship.  相似文献

The cost structure of Australian public housing authorities and its implications for the social administrative side of public housing operations is examined through a study of the South Australian Housing Trust. The importance of the pooled debt burden for lowering costs to well below private market levels is indicated. The sales policy is examined and it is argued that the sale of public housing into owner occupation is a major exacerbating factor in the high cost of rental rebating and in unbalancing the social mix among public housing tenants. The implications of the 1978 Commonwealth State Housing Agreement for the South Australian Housing Trust are briefly examined.  相似文献

The media is often referred to as a social institution in that it is a major element of contemporary Western society. Through the media, social processes create narratives or stories within interpretative frameworks that are embedded in the cultural and political assumptions of the wider society. Since the terrorist attacks on the World Trade Centre in September 2001, the media has played a crucial role in the developing discourse on contemporary terrorism. In the Australian context, this discourse has emerged as one which implicates Australian Muslims, constructing them as a homogenous monolith with an underlying implication that Islam, and by association Australian Muslims, is secular resistant and at odds with the values of the liberal democratic state. Several textual analyses attest to the bias against Muslims in the popular Australian media discourse. However, there have been no studies into how Australian Muslims are interpreting and responding to this discourse. Based on research into the attitudes and perceptions of the media among Australian Muslims, this paper argues that the interpretation of the media discourse as defiantly anti‐Muslim and the perception of the media as a powerful purveyor of public opinion has impacted on the construction of Australian Muslim identity. In responding to this discourse, Australian Muslims are creating new narratives of belonging which either reinforce or reject the underlying messages that situate them outside mainstream Australia.  相似文献

An analysis of social and health data available from the 1986 census and hospital records for the Western Metropolitan Region of Sydney, indicated that there was a wide variation in social class ratio, percent of Australian born people, respiratory disease and drug and alcohol morbidity. There was a significant negative correlation between social class and percent of Australian born people. There was no relationship between mortality rates from respiratory diseases and social class ratio or percent of Australian born people. However there was a significant correlation of drug and alcohol morbidity with the social class ratio. External and internal factors may explain these findings.  相似文献

This paper begins by examining the social inclusion agenda that formed the centrepiece of the social policy agenda of the Australian Government between 2007 and 2013. It discusses several features of the agenda, including its objectives (as articulated by the government) and some of the administrative and bureaucratic mechanisms that were put in place to assist with its development and implementation. Although no formal assessment of the impact of the agenda is attempted, some of the ways in which such an agenda could make a difference are identified. The paper then summarises the social inclusion indicator framework developed by the Australian Social Inclusion Unit with assistance and advice from the Australian Social Inclusion Board, and compares its structure and content with the frameworks developed by two of Australia's leading social research institutes. Finally, data from two national surveys of poverty and social exclusion are used to examine recent changes in social exclusion and the association between the severity of exclusion and levels of subjective well‐being. These latter results show clearly that subjective well‐being is consistently lower among those who experience the greatest degree of social exclusion, suggesting that exclusion as identified and measured reflects external constraints rather than internal preferences.  相似文献

Research demonstrates a significant number of carers identify obligation or lack of other alternatives as the reasons they undertake informal care. By utilizing critical discourse analysis, this research explores choice for informal caregivers in contemporary Australian social policy. Analysis demonstrates increasing shifts in policy toward choice in consumer-directed care, a feature absent for those who provide care. Familial care is a central pillar of Australian social policy, as it is in many liberal and conservative welfare regimes. Analysis reveals that these core social policies are fundamentally incongruent, with significant implications for individuals and social work practice.  相似文献

The paper reviews the usefulness of the concept of social exclusion for Australian social housing policy. We draw on recent theoretical and empirical research from Europe and the UK to develop a critique of the concept of social exclusion. It is argued that any assessment of social exclusion needs to distinguish between its utility as an academic explanatory concept and its political deployment to justify new forms of policy intervention. Policy targeting anti‐social behaviour through increasingly more punitive means, for instance, is often justified on the basis that it ameliorates the problems of social exclusion experienced by tenants residing in public housing estates. We conclude that, in spite of the limitations of social exclusion as an analytical concept, for political and pragmatic reasons it is likely to become an important component of the emerging Australian housing policy agenda.  相似文献

Commonwealth countries share their British social policy legacy in a variety of ways. Autstralia attempted to adopt the postwar "new Fabian" welfare state model at the very time when international economic circumstances undermined its Keynesian foundation. With Labor governments in power from 1983 to 1996, Australia diverged significantly from the neo-liberal reform path adopted in the United Kingdom. Australian governments looked increasingly to European social democracies for alternative social policy models. In a manner anticipating the "Third Way", the tendency was towards mixing neo-liberal economics with social democratic welfare. The Australian "Third Way" which resulted proved unstable. Current social reformers, the paper proposes, ought to revisit a neglected but characteristically British emphasis on the need for a measure of "socialization of investment" to underpin redistributive strategies.  相似文献

Violence is embedded in Australian culture. Yet versions of Australian history and claims about what it is to be Australian deny such a record. Such denial guarantees that violence will continue: in the treatment of women, children, indigenous people and other vulnerable groups: and through policies which ignore or legitimate brutal or unfair treatment. The means of replacing violence with non-violence depends on attaining social justice through empowerment. This goal focuses on men and emphasises that the debate about an Australian republic is an opportunity to repudiate violence and to set new standards for civil relations in all walks of life.  相似文献

This paper seeks to compare and contrast the character of social policy in Australia with that in other OECD countries by focusing on the distinctive design features of the institutions constituting the wider context of Australian social policy provision. The three substantive sections of the paper successively summarize the distinguishing features of the institutional design of Welfare State provision in continental western Europe, Scandinavia and Australia; outline the wider institutional context of social policy in Australia; and examine the extent to which the distinctiveness of the institutional design of the Australian Welfare State has led to different patterns of policy outcomes from those in other nations.  相似文献

Social inclusion policies were championed by the former Rann Labor government in South Australia from 2002 to 2011. In 2011 the Social Inclusion Unit was dissolved by the South Australian government. It is argued that the relatively narrow focus of the former SIU on ‘problem’ communities limited its capacity to provide more than residual solutions. The diminishing political returns on social inclusion also encouraged the South Australian government to abandon this initiative. In 2014 this government has had to grapple with the end of car making in Australia and a declining manufacturing labour force, traditionally a ‘mainstream’ constituency of the Labor Party. The return to ‘mainstreaming’ social policy in South Australia might offer limited space for realignment of social policy with the concept of social citizenship. It might also represent a move away from the functionalist morality of social inclusion. Social inclusion as practiced in South Australia has limited capacity to address generalised social disadvantage. The latter is likely to concern a re‐elected Labor minority government grappling with significant job losses and a declining local economy.  相似文献

This paper uses data from the Australian Election Studies (1987–2001) to investigate the preference for lower taxes or higher social spending among Australian voters. We offer some explanations for the increased support for higher social spending, especially after the election of the Howard Government in 1996. Regression models allow us to distinguish various factors that predict support for higher social spending. The main conclusions of the paper are that support for social spending is higher among voters with ‘social‐democratic’ attitudes and voting preferences but significantly, is also higher among voters who think health and Medicare services have declined since 1998. These findings are discussed in the context of various possible explanations for declining support for tax cuts.  相似文献

Early developments in the Australian system of provision for poor people led first to voluntary charitable assistance and then to a more generalized system of social security. A national scheme of old age pensions came in only in 1908; and social assistance schemes, as well as demogrants for defined statuses have gradually spread throughout the Australian Commonwealth. Specific provisions to meet crisis situations remain the responsibility of individual States. There are strong discretionary elements in the whole system.
