After the Second World War, a Canadian immigration policy was negotiated with the United Kingdom whereby Polish ex‐servicemen were resettled in Canada. The policy was developed and presented with great care and resulted in 4,527 Polish ex‐servicemen coming to Canada in 1946 and 1947. Domestic and international functions and dysfunctions of the scheme for Canada and the Polish ex‐servicemen are analysed to determine its success or failure. With regard to the short‐ and long‐term contributions the Poles made to agriculture, the scheme was a failure.  相似文献

In 1946 and 1947, 4527 Polish ex‐servicemen were accepted by Canada from Italy and the United Kingdom as replacement agricultural labourers for German prisoners of war in Canada. This article is concerned with the negotiations in the United Kingdom, and the brief diplomatic preamble to these negotiations, which provided the structure and process that made this resettlement in Canada possible. It further analyses the selection process in Italy and the United Kingdom which resulted in Poles being accepted for resettlement.  相似文献

This article examines the failed convergence of sociology, social psychology, cultural anthropology, and clinical psychology in Harvard’s Department of Social Relations. The analysis shows that from its inception, the department was torn by fundamental contradictions involving membership criteria, stratification, the opposed needs of faculty and students, and the requisites of disciplinary autonomy. These conflicts, which were especially intense with regard to psychology, ultimately made the department ungovernable and led to the restoration of earlier administrative boundaries.  相似文献

Between 1946 and 1948 Dutch authorities planned to deport all 25,000 Germans from the Netherlands. This article is based on an analysis of parliamentary debates and newspaper reports. It offers a new explanation for why these deportations were stopped. A concerted effort from the press, clergy and charitable organisations provided arguments to change policies, however the Minister of Justice did not defend changes in policy by copying any of these arguments. He phrased his policy in terms of success: policies had been fine-tuned, not fundamentally changed. Within a relatively short period (between 1945 and 1948) the discourse changed from revenge to pity. Papers pointed out that if the Dutch continued to deport all Germans they were no better than the Gestapo.  相似文献

Gambling-related harm results primarily from financial losses. Internationally Australia continues to rank as the largest spending nation per capita on gambling products. This would suggest that Australian gamblers are at disproportionately high risk of harm despite almost two decades of industry scrutiny and regulation, and investment in research, treatment and education programs. However, declines in participation rates, per capita expenditure, household expenditure, national disposable income spent on gambling and problem gambling rates have been cited as evidence that fewer people are gambling, that gamblers are spending less, and that gambling safety in Australia has improved. The current study investigated these propositions using national population and accounts data, and statistics from Australia’s two population-representative gambling surveys conducted in 1997–1998 and 2010–2011. Despite a falling participation rate the study found no real change in the number of people gambling overall, and increasing numbers consuming casino table games, race wagering and sports betting. Further found were increases rather than decreases in average gambler expenditure, overall, and across most products, particularly electronic gaming machines (EGMs). Potentially risky levels of average expenditure were observed in both periods, overall and for race wagering, casino table gaming, and EGMs. Changes in the proportion of income spent on gambling suggest risks declined overall and for race wagering and casino table gaming, but increased for EGMs. Finally, while problem gambling statistics were not comparable between periods, the study found double the number of moderate risk gamblers previously estimated for 2010–2011 amongst the 2 million Australians found to have experienced one or more gambling-related problems. The findings have implications for public health policy and resourcing, and the way in which prevalence and expenditure statistics have been interpreted by researchers, government and industry in Australia and elsewhere.  相似文献

Although state use of Medicaid home- and community-based services (HCBS) to provide long-term services and supports to older adults and individuals with physical disabilities continues to increase, progress is uneven across states. We used generalized linear models to examine state factors associated with increased allocation of Medicaid dollars to HCBS for the period 2000 to 2011. We observed enhanced growth in states that began the period with limited investment in HCBS, as reflected in significant year trends among these states. The political environment appeared to be an important influence on states’ investment for states with limited initial allocation to HCBS, as was housing affordability, a policy amenable variable. There continues to be wide variation in states’ relative investment, calling for additional policy attention and research.  相似文献

This study sought to examine the association between adolescents’ relationship with family and school and depressive symptoms across ethnic/racial groups (White, Black, Hispanic, and Asian), and to test potentially unique explanatory power in youth–family relationship versus youth–school relationship, in a sample of 4,783 adolescents. Depressive symptoms were assessed with a 19-item, modified Center for Epidemiologic Studies-Depression Scale (CES-D). The results indicated that youth–family relationship and youth–school relationship were significant predictors of adolescent depression. However, the findings of the study indicated that unique contributions by youth–family relationship and youth–school relationship were different by racial/ethnic groups. These findings elucidate protective factors for adolescent depression and highlight the importance of cultural context of each racial/ethnic group.  相似文献
