SUMMARY

The growing use of the Internet for human service practice has resulted in ethical and legal issues that have yet to be fully addressed by current professional codes of ethics and the courts. This paper describes issues and risk-management procedures related to online human service practice, including: use of novel and untested services, unclear jurisdiction, equivalence of face-to-face and online practice, duty to warn and to provide emergency services, privacy and security of online transactions, establishment of fiduciary relationships, online assessment, and fees for online services. In addition, risk-management issues related to human service agency Web sites including copyright, ownership of the Web site, posting of staff names, online fundraising, online threats and disruption of services, unsolicited e-mail, and agency e-mail policies are discussed.  相似文献

Abstract

Objective: Lack of sleep among college students negatively impacts health and academic outcomes. Building on research that implied motion imagery increases brain activity, this project tested visual design strategies to increase viewers’ engagement with a health communication campaign promoting napping to improve sleep habits. Participants: Participants (N = 194) were recruited from a large southwestern university in October 2012. Methods: Utilizing an experimental design, participants were assigned to 1 of 3 conditions: an implied motion superhero spokes-character, a static superhero spokes-character, and a control group. Results: The use of implied motion did not achieve the hypothesized effect on message elaboration, but superheroes are a promising persuasive tool for health promotion campaigns for college audiences. Conclusions: Implications for sleep health promotion campaigns and the role of implied motion in message design strategies are discussed, as well as future directions for research on the depiction of implied motion as it relates to theoretical development.  相似文献

Abstract

This paper critically analyses competitive tendering as a model for the provision of welfare services. Competitive tendering, driven by National Competition Policy and other imperatives for greater efficiency and a smaller public sector, is now used extensively by governments to fund welfare services. However, the suitability of this funding model to welfare services generally, and specifically welfare services in non-metropolitan areas, can be criticised on both theoretical and empirical grounds. Competitive tendering is grounded in economic rationalist, urbo-centric assumptions that are largely inappropriate for welfare provision, and have limited validity in rural areas. There is little rigorous empirical evidence of improved efficiency and effectiveness of service delivery under this model. Conversely, there is mounting evidence about the negative impacts. In rural areas this includes the erosion of community service obligations, less collaboration and greater secrecy between agencies, the reduction of choice, limited opportunities for local planning, cost shifting, and threats to continuity of care. This paper concludes with a call for greater application of the ‘public benefit’ test under the provisions of the National Competition Policy, and the development of more sophisticated frameworks for assessing the contestability of welfare services. Social workers have a leading role to play in challenging the dominant ideology of competition-orientated welfare reforms.  相似文献

The introduction of computers and information technology into the human services requires that particular attention be paid to a number of issues. These include the need for mastery of substantive content prior to introduction of the technology, the definition of computer literacy appropriate to the field, the relative importance of micro- and mainframe computing for practitioners, creation of an adequate reward system for system development, and proper consideration for the sensitive issue of who controls the technology within human services.  相似文献

Summary

This article specifies the knowledge and skills needed by human service professionals in order to utilize the potential of information technology for better care delivery. The conceptual foundation proposes an integrative approach that views management, case management and treatment as one integrated process in the human service agencies and which must be reflected in the information system design. This paper provides an overview of assessing the effectiveness of newly legislated social policies. In an era of growing public reliance on faith-based social services, it is imperative to be accountable and assess the efficacy and effectiveness of this set of providers. It discusses the paucity of such attempts and the complications involved in measuring effectiveness of social programs, especially when religion is involved. Abstract

In the human services confidentiality is a central principle defining the relationship between the worker and the client. In this paper the authors argue that the human services have privileged the notion of confidentiality over the more fundamental right of privacy. They argue there is a persistent confusion between these two concepts and that privacy is an important but neglected ethical concept within human services. The authors discuss the relationship between privacy and confidentiality and identii some of the implications of the privacy concept for practice.  相似文献

Summary

Although adolescents seeking mental health services may not consider them related, the prevalent co-morbidity of substance use and mental health problems makes it imperative that practitioners find ways of engaging troubled youth about substance issues. Based on their responses to a clinical self-assessment questionnaire (Adquest), this study shows that mental health service applicants are willing to disclose their substance use behaviors and are open to talking about them to intake workers. Age and gender differences in substance use patterns and willingness to talk are explored.  相似文献

Computer literacy in human services is defined as an intersection of both computer and human services abilities. With different levels of ability possible, a matrix is created which can be used to operationally define computer literacy within any area of human service practice. Collaborative Case Management is the cooperative delivery of social services to common clients. This paper describes technological tools and organization transformation issues for collaborative case management. Abstract

Government support for human services programs de creased considerably during the 1980s while defense spending rose dras tically. The shift in spending priorities is thought by some to be due to insufficiently active or incapable social welfare lobbyists. This paper ar gues that human services advocacy groups were as active as supporters of defense programs. Human services advocates were shut out of the de cision-making process primarily due to the lack of public support for their ideas. The implication, that social welfare advocates must build a solid base of public support for their proposals, can be applied to current issues.  相似文献

Using Foucault's governmentality approach this paper analyses recent developments in power relations between different levels of government. Taking as its empirical focus the relationship between England's National Park Authorities (NPAs) and the UK government, the paper argues that there are two competing imperatives at work in the governance of England's national parks: a political imperative to devolve competencies to the regional level to allow for policy differentiation and an administrative imperative to manage and control the public policy process to ensure the achievement of national policy objectives in rural areas. Both imperatives shape the conduct of individual NPAs but to date the managerial tendencies of central government have been more influential in the changing governance of England's national parks.  相似文献

Objective: We modeled design factors influencing the intent to use a university mental health service. Participants: Between November 2012 and October 2014, 909 undergraduates participated. Method: Using a discrete choice experiment, participants chose between hypothetical campus mental health services. Results: Latent class analysis identified three segments. A Psychological/Psychiatric Service segment (45.5%) was most likely to contact campus health services delivered by psychologists or psychiatrists. An Alternative Service segment (39.3%) preferred to talk to peer-counselors who had experienced mental health problems. A Hesitant segment (15.2%) reported greater distress but seemed less intent on seeking help. They preferred services delivered by psychologists or psychiatrists. Simulations predicted that, rather than waiting for standard counseling, the Alternative Service segment would prefer immediate access to E-Mental health. The Usual Care and Hesitant segments would wait 6 months for standard counseling. Conclusions: E-Mental Health options could engage students who may not wait for standard services.  相似文献

ABSTRACT

Better Access to Psychiatrists, Psychologists and General Practitioners through the Medicare Benefits Scheme initiative (Better Access), is an Australian Federal Government scheme aiming to improve access to mental health services. Accredited mental health social workers have been involved in the delivery of services under Better Access for more than a decade. In this time, there have been significant changes in the field of mental health services, with consequent increases in size and costs for Better Access. Better Access now represents public spending of more than one billion dollars per annum, yet there is no ongoing account of its impact. In this paper we consider the policy chronology and evaluation of the program, using current available data to question the impact of Better Access on both the service system and the nature of mental health social work practice. This case highlights the importance of a clear articulation of the scope of mental health social work, and ongoing monitoring of the impact of policy in a policy environment increasingly characterised by individualised funding and service delivery structured according to the principles of New Public Management.

This thought-piece reaffirms and updates the 10 “Imperatives for the 90s” articulated in a 1993 issue of The Jossey-Bass New Directions for Student Services Series titled The Changing Hole of Career Services (J. R. Rayman, 1993). In that volume (No. G2), 10 imperatives for the 90s specific to career services in colleges and universities were identified. Some of the issues that seemed critical then remain critical today. Others have been partially resolved and still others have taken on even more importance and urgency. This article reaffirms those 10 imperatives, provides additional support for their legitimacy, and offers speculations about the future.  相似文献

Abstract

This article describes the initial phase of a user-centered, inductive process for informing the development of a smartphone application (app) to complement an in-person trauma-focused knowledge and skills training class for child welfare resource parents (i.e. foster, kinship, and adoptive parents). Based on the participatory design approach for technology development, a qualitative study was designed to capture and triangulate relevant knowledge and opinions from resource parents, training instructors, and parenting education experts. The most prevalent themes emerging among these stakeholder groups included the need for a simple app interface and the potential for the app to (1) cultivate connection, affirmation, and combat resource parent feelings of isolation; (2) reinforce in-class knowledge and support skill practice at home; and (3) monitor resource parent, child, and family progress over time. Detailed findings are presented, including direct quotes from focus group and interview participants and elaboration on the prevalent themes, which may benefit others in the early stages of human services app design and contribute to the creation of guidelines for the development of technology-based human services interventions.  相似文献

ABSTRACT

This article explores the understanding of the acceptance of online health services from a self-help perspective in the context of mental health. By examining the experiences of young adults, this article develops a framework to leverage the current understanding of the factors that would support the acceptance and use of these types of services. To this end, a multidisciplinary perspective incorporating knowledge from the service marketing, health, and information systems literature is used. The results suggest that the production of online services that are meant for self-help purposes necessitates a focus on the acceptance of technology and, more importantly, instrumental value creation, as the purpose of using these types of services should be better understood and supported by technological solutions. This study also identifies several technological features supporting both the acceptance of technology and users’ ability to achieve well-being. Furthermore, when developing services for health self-help purposes, the issue of branding to increase acceptance should be assessed. From a user perspective, there appears to be a difference regarding whether the services are positioned as health services or as wellness services.  相似文献
