This article evaluates the relationship between highly skilled mobility (especially by individuals with university‐level degrees) and migration policies. Data from the European Union (EU) and Portugal (in particular) provide the empirical basis of the research. EU policies regarding the free circulation of individuals which aim to build the “common market” for economic factors (including labour) are reviewed, as are the more specific recognition of diplomas policies for professional and academic purposes, and recent levels of international mobility in both the EU and Portugal. The article also enumerates the main obstacles that, from a political and legal or social and cultural perspective, explain the low mobility revealed by those figures. Obstacles include the broad denial of citizenship rights; the necessity of assuring a means of sustenance; linguistic and technical exigencies for diploma recognition; the social attributes of work (more explicit in the service sector); and the institutional nature of national skilled labour markets. The main exception to the low mobility rule – movements of cadres in the internal labour markets of transnational corporations – together with flows in other multinational organizations, are also reviewed. In these, migrations are relatively exempt from political constraints and, significantly, avoid the recognition procedures adopted by the EU. In other words, it seems that the entry of highly skilled individuals in a transnational corporation, and not their citizenship in a Europe without frontiers, is what enables them to achieve effective mobility.  相似文献

Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

This article argues that in order to fully understand the geography of labour migration to global cities, it is necessary to consider economic forces in conjunction with mediating socio-cultural influences. Support for this argument is based on an examination of the pattern of migration to Hong Kong, a city which plays a significant role in the world economy.
Reported here are the results of an analysis of recently released 1996 by-census data, and the authors' interviews with foreign domestic workers in Hong Kong. These findings have shown that highly skilled immigrant workers were drawn largely from developed countries, the main sources of inward investment in this city, while less skilled immigrants were drawn from less developed neighbouring labour markets.
While the geographical pattern of immigration followed broadly that predicted from Hong Kong's position in the world economy, the results have revealed that cultural influences such as language and social networks are also important in shaping the economic roles of migrant workers.  相似文献

This article studies the outcomes of the 2008 labour‐migration policy change in Sweden, when most state control was abolished and an employer‐led selection was introduced. The main goal was to increase labour migration from third countries to occupational sectors experiencing labour shortages. The article compares the volume, composition and labour‐market status of labour migrants who arrived before the change in the law with those who arrived after. Labour migrants from EU countries are used as a control group to assess any eventual influence from non‐migration policy determinants. The main outcome of the policy change is that non‐EU labour migration increased – an effect entirely due to the rise in labour migration to surplus occupations. Changes in the composition of the labour migrants explains why those who came after the law change have, on average, a worse labour market position.  相似文献

This study conducts an empirical investigation of the effect of skilled migration on income inequality in the origin countries. Developing countries are low-skilled labour abundant and high-skilled labour scarce. Emigration of high-skilled labour increases the relative supply of low-skilled labour in the country. Excess supply of low-skilled labour depresses the wage rate of these countries while the wage rate of the highly skilled increases leading, to the Gulf of inequality, at least in the short-run. Complementarity between high-skilled and low-skilled labour could be another channel. Consequently, skilled migration is usually seen as inducing losses for the low-skilled left behind. Using a panel of 110 developing countries from 1980-2010, the study finds robust results to different econometrics specifications and subsamples that high-skilled migration increases income inequality in the short-run while there appears to be no effect of low-skilled migration on inequality. A clearer understanding of the channels through which high-skilled migration will be detrimental for income inequality in developing countries may assist policymakers to craft appropriate policies to curtail high-skilled migration, which would serve to improve equality, hence reducing social and political unrest.  相似文献

Immigration policy is a very unlikely case for EU integration. EU policy‐making is constrained by member states' sovereignty claims and interest heterogeneity. Still, tentative integration towards EU conditions of entry and residence for some immigrant categories can be observed. By using the example of the skilled labour migration directive, the article explains how deadlock in policy‐making was overcome. It explores the factors that led to agreement in the EU immigration policy area, from the Commission's first proposal on labour migration in 2001 to its adoption in 2009. Explanations for integration in the policy area are member states' venue shopping the EU level for changing domestic legislation, their interest in locking‐in national standards in EU law, and the EU Commission's agenda‐framing. Strategic partitioning of policy was also used by actors to overcome deadlock in policy‐making. The reframing of policies, by reducing their scope to a few narrowly defined immigrant categories, influenced their adoption. This mechanism was observed in studying the eight years of policy‐making leading to the labour migration directive. The longitudinal analysis helps to identify the key dynamics that define this nascent EU policy area.  相似文献

The authors provide new evidence on youth earnings and labour market volatility, including flows into and out of employment, across Europe during the Great Recession. EU‐SILC data for the period 2004–13 reveal large disparities in volatility levels and trends across European countries. As expected, the Great Recession increased youth labour market volatility, offsetting the trends observed over the previous years of economic prosperity. A variance decomposition exercise points to greater exposure to worker turnover in southern Europe. Fixed effects regression on labour market institutions relates higher unemployment benefits and more stringent employment protection legislation to lower earnings and labour market volatility.  相似文献

The globalization of migration has entailed a greater diversity and stratification of migration. Integrative approaches, such as transnationalism, structurationism and alternative circuits of globalization, have helped to place migration in broader socio- cultural fields but have not adequately addressed the complex gendered stratification generated in countries of origin and destination. Much literature focuses on the socio-economically disadvantaged, especially those undertaking domestic and sex work, but the opening up of skilled migration in developed countries, increasingly in feminized welfare sectors, is creating new lines of exclusion and inclusion and privileging the skilled and educated of the Third World. It also means that a neat division between the masculine high-tech sector and the feminine intimate, racialized and menial 'other' does not do justice to the complexity of gendered migratory flows. This article explores diverse forms of female migrations, labour market positions and the intersection of class, racialization and gender. I argue that we need to question the relegation of female migrants to the subordinate circuits of globalization and to extend our analysis beyond productive and reproductive labour in less skilled sectors. The inclusion of female skilled migrants can add a distinctive counter narrative, which includes care for and education of people, to our conceptualization of a knowledge economy and society, which tends to be based on scientific and technological sectors.  相似文献

It suggests that while the developed economies will continue to attract and exchange highly skilled labor, they will have little need for mass immigration by those with low skill levels. In contrast, poorer countries with rapid population growth and low living standards will encourage emigration, except by the highly skilled. Globalization of human capital through international migration is no longer about global physical presence only; it is also about global applicability of skills across various fields of specialization. This marks the main characteristics of skilled migration from India to developed countries in the twenty-first century. The focus is shifting away from professionals in specific occupations, like doctors, engineers, scientists, architects, bankers, to information technology (IT) professionals embodying, in a way, more generic skills.
In other words, it is the generic applicability of information and communications technology (ICT) which has led to large-scale migration of Indians skilled in IT.
Moreover, the exodus comprises not only the fully trained and educated workers going abroad for employment, but also students - the semi-finished human capital - pursuing higher education in onshore as well as offshore universities of the developed countries.
The new emigration is directed towards traditional host countries in the West such as the UK, Canada, and the US, but also towards newly emerging destinations in continental Europe (Germany, France, Belgium, Italy, Denmark), Australasia (Australia, New Zealand), East Asia (Japan, Republic of Korea), and South-East Asia (Singapore, Malaysia).
By using mainly current information and informal data as reported in the media, this article perceives emerging trends and changes in the context of the global labour market for skills, and suggests a possible framework towards evolving strategies of remedial development.  相似文献

Determinants of foreigner outmigration from host countries have attracted considerable attention. However, minimal research examines the influence of firms’ working environments. Although the third largest economy, Japan's inability to attract skilled foreign labour remains a concern. This study is the first to investigate the effect of Japanese firms’ labour segmentation practices on foreign workers’ outmigration intentions. Segmentation refers to firms’ concentration on foreigner-specific skills, regarding foreign labour as complementary to local workers. This is widely practised because of immigration policy's avoidance of substituting Japanese labour or causing unemployment. The findings suggest that although foreigner-specific skills are highly valued in Japan, segmentation could significantly increase foreign workers’ outmigration intention. The lifetime employment system in Japan, job satisfaction and original migration motivations also affect outmigration. The results indicate that Japanese policies encouraging firms to employ foreign workers as complementary may harm its attractiveness to skilled foreign labour.  相似文献

Globalization and the advent of the knowledge economy have created a new context where there is a greater demand for the highly skilled, especially in the information technology (IT) industry. High–skilled migration has become increasingly more complex, even if in recent years the term "brain drain" has become a generic reference to "high–skilled migration" of all types. It has also become clear that brain mobility does not automatically translate into "brain drain", and that impacts vary by the types of skills held by migrants.
The meeting demonstrated that while much is known about high–skilled migration and its effects on source countries, there is also a great deal yet to be learned in a dynamic environment. Many participants deplored the lack of reliable data, which makes it difficult to know what is really going on and to establish appropriate policies. Clearly, there are an array of policies that can offset possible adverse effects of skilled mobility and even leverage the flow into positive outcomes for source countries. A key element is improvement of the population's general level of education. Low levels of skills keep average labour productivity and wages low and therefore retard development. Long–term strategies to promote economic growth are needed to enable developing countries to retain and draw back their highly skilled and address the negative effects of the brain drain. Migrants themselves can play an important role through their remittances, diaspora networks, and own willingness to return – at least temporarily — to share their skills and contribute to economic progress. Finally, destination countries can facilitate the process through policies that promote circulation of highly skilled migrants.  相似文献

This article analyses 20 years of bilateral peoples' flows between Italy and Australia using a unique set of data collected by Australia's Department of Immigration and Citizenship. This period has witnessed substantial changes in the composition of migration between the two countries. Against a historical background where migration is mostly composed of unskilled Italians relocating to Australia, the past two decades have seen a progressive increase in the arrival of young and highly skilled/qualified Italians on a short‐term basis. Conversely, there has been an increase in older Australians moving to or visiting Italy for work. Such changes have affected the bilateral skill flows, whose relevance has increased as globalization forces have made international transport easier and cheaper. Australia remains a “magnet” for Italians, and, unlike the historical origin of Italy's early immigrants, it now enjoys a net inflow of highly skilled labour.  相似文献

This article discusses some of the effects of NAFTA on women workers in Canada and Mexico. The main purpose is to show that NAFTA represents a continuation of the capitalist dynamic, which is characterized by the enormous mobility of capital across countries and regions, and which privileges the search for profit. Through an analysis of the labour conditions in Canadian and Mexican manufacturing, the article reveals how this new capitalist period has produced de-industrialization in developed countries while depressing labour conditions in both developed and developing countries. The study indicates that women workers most affected in this process are those working in industries (especially the clothing industry) that seek to reduce their costs of production in order to remain competitive in national and international markets. In addition, those working in regions important to transnational industries, such as the Mexican Free Zones where maquiladoras abound are also seriously affected.  相似文献

Export bans have been frequently used by developing countries in recent years in an attempt to ensure domestic food supplies and insulate domestic market prices from international price hikes. This article uses Tanzania to examine the impact of export bans using a computable general equilibrium model. We find that banning cross‐border maize exports has very little effect on the national food price index and that the benefits from lower maize prices are captured primarily by urban households, while maize producer prices decrease significantly. The export ban further decreases the wage rate for low‐skilled labour and the returns to land, while returns to non‐agricultural capital and wage rates for skilled labour increase, further hurting poor rural households and thus increasing poverty for the country as a whole.  相似文献

As labor markets become increasingly global, competition among industrialized nations to attract highly skilled workers from abroad has intensified. Spurred by concerns over future economic needs caused by the demographic challenges of an aging population, both Japan and Sweden have joined this global competition. This article examines Japanese and Swedish immigration policies for highly skilled migrants and compares the highly skilled migrants’ experiences in the two countries through interviews with these migrants. Despite Japan and Sweden's completely different approaches to immigration itself, both countries’ policies, as well as the experiences of the skilled migrants, are strikingly similar. Highly skilled migrants experience language barriers and prejudice in both countries, making it difficult to build social networks with natives. Career development seems to be perceived as a common problem, although less so in Sweden, where labor markets are more flexible. Overall, these issues reduce both Japan's and Sweden's ability to retain skilled migrants. While they share similarities, Sweden's famed work–life balance and gender equality give it an edge in the competition for skilled migrants, which Japan does not share. This comparison identifies which social conditions facilitate or impede skilled migrant settlement.  相似文献

A plethora of government- and non-government actors are involved in the labour market integration of highly skilled refugees, forming a complex “system” that is difficult to navigate for integration actors and refugees. Based on interviews with 32 labour market integration actors in Sweden, this article examines multi-level governance gaps in the wake of the simultaneous centralization and decentralization of labour market preparation services. It examines various “steps” in the labour market integration process to gain a more holistic perspective of “the system”, and identifies governance gaps in each step. The article finds that the devolution of services has opened up participatory spaces for non-government actors, but narrowly defined mandates and short-term funding mechanisms hamper cooperation within and between territorial levels of policy implementation.  相似文献

This paper documents the impact of economic development on changes in employment and labour migration in Singapore.
High export-led growth and the relaxation of immigration policies in the late 1960s enabled employment of substantial numbers of unskilled foreign labour in manufacturing, construction and domestic service sectors. Unskilled foreign labour in Singapore now totals about 350,000 or 20 per cent of the labour force. It has made possible an augmentation of domestic labour supply and skills which helped Singapore to achieve higher rates of economic growth. On the negative side, the influx of foreigners has been cited as one possible cause of low productivity growth in the 1970s. In addition to the increased demand on housing, the social costs of crime and the potential economic consequence arising from strained diplomatic ties with the source countries are also areas of concern.
Economic development in the 1990s, characterized by the regionalization drive which relocates relatively resource-intensive operations of Singapore-based companies overseas, has led to increased retrenchments and a moderation of demand for foreign workers. The upgrading of remaining production operations in Singapore is expected to increase demand for workers with higher skill levels. Emigration of highly educated and skilled professionals from Singapore became a national concern in the late 1980s. However, with regionalization, the new challenge in the 1990s has become one of encouraging Singaporeans to temporarily take up overseas positions.
The future foreign labour pool in Singapore is expected to comprise a growing proportion of skilled workers to sustain the 7–8 per cent economic growth rate in the medium term. Slower economic growth in the developed economies and the internationally competitive salaries paid to professionals in Singapore are expected to continue to reduce the outflow of permanent emigrants from Singapore.  相似文献

Many developed countries, welcome foreign talent, and Japan is no exception. The Japanese government has developed programmes for expanding the acceptance of foreign labour in specialized and technical fields, in order to compete with foreign nations in the global economy and accommodate the highly specialized domestic industrial structure. This paper focuses on scientists and engineers (S&E) as a component of the highly skilled labour force, and examines their incentives for migrating to Japan, which is one of the most technologically advanced countries in the world. According to a survey conducted in 2004, the majority of S&E working in Japan migrated from Asian nations, and many obtained their doctoral degrees in Japan and continued to stay in the country to work. Key incentives for migration are Japan’s high level of science and technology, opportunities to acquire cutting‐edge knowledge, and prospects for improving performance in an environment with large budgets, superior equipment and facilities, and good quality human resources. In particular, the technological environment is influential for S&E from countries with a significant technological gap when compared with Japan. However, this does not mean that S&E are indifferent to monetary rewards. The salary gap, which is considered to be a major factor in international mobility in to traditional economic theory, has also proven to be a significant incentive, particularly for S&E from countries where the gap in gross domestic product (GDP) per capita compared with Japan is large. In addition, cultural and social aspects of Japan attract mainly young S&E. The attractiveness of Japanese culture, opportunities to learn the Japanese language, and chances to build a network of personal contacts are important incentives for migration. Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献
