Since its introduction in the first Human Development Report in 1990, the Human Development Index (HDI) has attracted great interest in policy and academic circles, as well as in the media and national audiences around the world. Its popularity can be attributed to the simplicity of its characterization of development - an average of achievements in health, education and income – and to its underlying message that development is much more than economic growth. The index was originally conceived by the late Pakistani economist Mahbub ul Haq, in collaboration with Amartya Sen and other scholars, as a response to their dissatisfaction with GDP as the standard measure of development. As Haq noted, “Any measure that values a gun several hundred times more than a bottle of milk is bound to raise serious questions about its relevance for human progress.” Yet the HDI’s very simplicity prompted critiques from the start, with some contending that it was too simplistic, while others who accepted its self-imposed limitations still questioned its choice of indicators and its computational methodology. This article discusses the concept and key insights learnt from the HDI, provides a detailed review of key critiques of the HDI, today and in the past, and explains the recent changes introduced to the HDI formula and indicators. Recent controversies are highlighted and placed in the context of longer running debates. The innovations to broaden the measurement of deprivations and disparities in human development are introduced, with some key global and regional insights.  相似文献

The human development index (HDI) as a measure of human well-being became popular with the publication of the first report on human development in 1990 by the United Nations Development Programme (UNDP). Not only has the index been accepted by academics, policy makers, governments and development agencies, it has become a means of ranking countries annually. While the HDI offers a composite index that summarises basic choices available to people, it has been criticized on many grounds. For example, it is argued that it does not capture the totality of issues that affect human well-being. Hence, efforts are being made to widen the scope of issues covered by the index. This work contributes to these efforts. The study examines housing facilities, housing adequacy, housing space and solid waste disposal as part of issues that affect human development. While the possession of these amenities by households within their dwelling units contribute to human development, their absence will constitute some form of deprivation.  相似文献

In 2010 the UNDP unveiled a new methodology for the calculation of the Human Development Index (HDI). In this paper I investigate the normative and practical properties of this change vis a vis the original formulation of the HDI in 1990. The main conceptual innovation of the new index can be summarized as follows: the new HDI penalizes both low and uneven achievements across all dimensions of human development, whereas the old formulation is not sensitive to such uneven development. In practice, however, both methodologies agree considerably in terms of how they rank countries, but when they differ, the new methodology produces results more consistent with what the HDI is intended to measure: human development and capabilities, as conceptualized by Sen (Commodities and capabilities. The Bruneian Government has set an ambitious target to achieve a top 10 ranking on the United Nations Development Programme's (UNDP) Human Development Index (HDI) by 2035. To achieve its objective (described in a national strategy document called the Wawasan 2035), Brunei's economy needs to grow by 6% to 7%. Is setting an HDI target a good way to govern Brunei's policy‐making? Is it a good way to govern any country's policy‐making? In this article, we look at the role of HDI‐rank targets in economic and fiscal policy. We show that such a headline target (much like a profit target in a private company) automatically sets targets for growth in various economic sectors and fiscal policy targets. As such, HDI‐rank targeting may provide a useful mechanism for co‐ordinating development policies and for monitoring progress against a wide range of development goals using only one number.  相似文献

Arguments for a positive link between trade and per-capita income are often met with the counterargument that “there is more to life than income”—the implication being that trade improves income, but degrades “quality of life.” In this paper, we attempt to address this counterargument by examining the impact of trade on countries’ social developments as measured by the Human Development Index (HDI)—a composite measure of education, literacy, and income published by the United Nations Development Programme. Utilizing a generalized method of moments (GMM) procedure in a panel data framework, we find that increases in trade are positively associated with future increases in social welfare.  相似文献

Each year, the mass media and many governments look keenly at the country rankings by the Human Development Index (HDI), as published in the annual Human Development Reports (HDR). Klugman, Rodriguez and Choi (KRC) were members of the team that produced the 20th anniversary edition of the HDR (United Nations Development Programme (UNDP), 2010) which introduced a new version of this popular index. However, Ravallion (2010) argued that the new HDI has a number of undesirable features, some shared with the old index and some new. This note responds to the points made by KRC (J Econ Inequality 9(2):249–288, 2011) in their defense of the new HDI.1  相似文献

This article starts by charting the conflicting position in Nigeria's Niger Delta between its petroleum wealth and the poverty of its inhabitants before observing how government corruption has hampered development agencies from rectifying this situation. It then examines trans‐national company (TNC) Corporate Social Responsibility (CSR) initiatives via a case study of the Shell Petroleum Development Company (SPDC). It concludes that, while there are useful projects, their success is felt at a micro level that cannot supplant wider government development. Finally, the article sets out why Quad‐Sector Development Partnerships (QSDP) between an international development agency, the state, TNCs and civil society will help to neutralise the national problem of corruption so that Niger‐Delta socioeconomic development can be improved.  相似文献

This article is part of a study on single mothers who were welfare recipients in Georgia, US (n?=?53,323) in the year 2000 which used the Human Development Index (HDI) to measure their quality of life (QOL) and that of the overall Georgia population by race. The United Nations created the HDI in 1990 to compare QOL across nations, but the HDI has also proved to be suitable for sub-populations within countries. Based on the QOL study in Georgia, the first one to use the HDI to measure QOL of women on welfare, this article discusses lessons derived from the use of the HDI that can be drawn for the US welfare policy. Specifically, the discussion focuses on: (1) the role of health coverage; (2) the role of infant mortality rate; (3) the role of maternal mortality rate; (4) the mismatch between education and standard of living; and (5) the need for a welfare policy with a human development approach. These issues are also relevant to other welfare nations where their restructuring, especially welfare-to-work policies, have most affected lone mothers.

La ONU creó el IDH en 1990 para comparar la CDV entre naciones, pero el IDH también ha demostrado ser útil para sub-poblaciones dentro de las diferentes naciones. With data from the 2006 Japanese General Social Survey, this study examines factors associated with citizen participation in international development aid (IDA). In line with the literature on correlates of charitable giving of time and money, it finds that structural positions of individuals, measured by their demographic, socioeconomic and social network characteristics, are associated with the probability of citizen participation in IDA. Moreover, the study shows that variables such as English skills, measured by the ability and opportunity to use English, and the level of endorsement of Official Development Assistance projects significantly and positively predict IDA participation status. Implications of these findings are discussed for future research on charitable giving for international development in Japan and, to a lesser extent, elsewhere.  相似文献

Since its introduction by Tuckman and Chang (Nonprofit Volunt Sector Q 20(4):445–460, 1991), the Hirschman–Herfindahl Index (HHI) has been widely adopted into the nonprofit literature as a precise measure of revenue concentration. This widespread adoption has been characterized by diverse composition, with the HHI’s calculation being largely determined by the nature of the available data and the degree to which it contained disaggregated measures of revenue. Using the NCCS 990 Digitized Data, we perform an acid test on whether different HHI measures yield significantly different results. Four measures of revenue concentration—an aggregated measure based on three revenue streams, an aggregated measure separating government grants from other contributions, a more nuanced measure based on seven revenue streams, and a fully disaggregated measure based on thirteen revenue streams—are used to predict two dominant nonprofit financial health dimensions: financial volatility and financial capacity. Overall, our results show that aggregation in HHI measurement matters; aggregation often downplays relationships by influencing the significance levels and magnitudes of estimates in a non-trivial way.  相似文献

Research on primary and secondary school composition has shown that a school's socioeconomic status, as an aggregated and stratified index, has a contextual effect on children's school performance. For Chinese children, preschool is their first formal schooling experience. Preschools are segregated by the enrolled children's socioeconomic status. However, no studies have yet examined the role of preschool socioeconomic status in young Chinese children.Taking family socioeconomic status as the structure index and the home learning environment and authoritative parenting as the process indexes, the current study aimed to examine how preschool socioeconomic status operates independently and moderates the family environment to determine Chinese children's early academic and social development. Data were obtained from 826 children aged 36–74 months from 29 urban preschools in Beijing. Hierarchical linear modeling analyses showed that preschool socioeconomic status significantly directly predicted children's academic skills but not their social skills. Participation in higher socioeconomic status preschools appeared to compensate for the literacy skills of children from a lower family socioeconomic status, and it reinforced the positive effects of authoritative parenting on the children's social skills. These results suggest that the optimal development of young children depends on the “fit” between their family's environmental characteristics and the preschool in which they enrolled.  相似文献

Abstract

This article describes the development, validity, and reliability of the Parent Empowerment and Efficacy Measure (PEEM). Development was guided by theory and by challenges faced by Pathways to Prevention family support staff who required a short, practical, and reliable measure of parent empowerment. The measure's psychometric properties were tested using data from 866 parents of children aged 5 to 12, living in high to low socioeconomic status areas. Principal factor analysis revealed a strong general dimension with high internal consistency (α = 0.92) that correlated at 0.60 or more with three validation measures, as well as the existence of two hypothesised subfactors (correlated at 0.78): efficacy to parent and efficacy to connect, each with internal consistencies of 0.85+. Test–retest reliability (n = 200) was 0.84. PEEM exhibits excellent convergent and concurrent validity and is a reliable tool for use in planning services, monitoring participant progress, and evaluating program effectiveness.  相似文献

Contemporary debates in international development discourse are concerned with the non‐tokenistic inclusion and participation of marginalized groups in the policy‐making process in developing countries. This is directly relevant to disabled people in Africa, which is the focus of this article. The United Nations Convention on the Rights of Persons with Disabilities delineates the principles of inclusion in society. Furthermore, the African Union (AU) plays a key role in advising its Member States about disability issues, and this advice should be reflected in disability‐inclusive policies. This article analyses nine policy or strategy documents produced by the AU, covering the policy domains of education, health, employment and social protection that are crucial to the inclusion of disabled people in international development. These were analysed according to seven discrete elements (rights, accessibility, inclusivity, implementation plans, budgetary allocations, enforcement mechanisms or disaggregated management information systems) using a rating scale of one to four, with four being the highest level of inclusion. The process (for example, level of consultation), the context (for example, the Sustainable Development Goals) and actors involved in the policy development were reviewed as far as was possible from the documents. None of the policies reached even 50% of the total possible score, indicating poor levels of genuine inclusion. Rights scored a highest rating, but still at a low level. This suggests that there is recognition of the rights of disabled people to inclusion, but this is not generally integrated within inclusive implementation plans, budgetary allocations, enforcement mechanisms or disaggregated management information systems for monitoring. The limited socio‐economic inclusion of disability within AU policies is a lost opportunity that should be reviewed and rectified. The findings have broader ramifications for the non‐tokenistic and genuine involvement of poor and marginalized groups in the international policy‐making arena.  相似文献

In recent years, the Colombian government has embraced the migration‐development agenda by designing programmes to channel remittances to key sectors such as housing and finance,in an attempt to institutionalise migrant households’ transnational economic practices. However, little is known about migrant households’ multifaceted transnational practices, their broader impact on households’ and localities’ socioeconomic development and migrants’ engagement with these migration‐for‐development programmes. Drawing on qualitative data collected along the Colombia‐UK migration network, this paper contrasts the narrow interpretation of development that underpins the migration‐development agenda, as exemplified by the remittances‐for‐housing programmes implemented in Colombia, with the more nuanced social and economic contributions that remittance‐financed housing investments have for migrant households’ and communities’ socioeconomic development. Thus, it provides a more nuanced interpretation of development to account for the often invisible, socioeconomic spinoffs that occur in the process of migrant households’ attempts to produce and reproduce their livelihoods transnationally.  相似文献

Abstract

There is a sizable amount of research and explanation concerning the rapid and sustainable development of newly industrialised countries (NIC) in Asia. This article seeks to create a deeper understanding of the relationships between the governmental sector, the economic sector, and the social sector in the Asian political arena. As such, it will explain how policies pursued in selected countries could have impacted the economies of the so-called ‘tiger’ or ‘dragon’ countries. In addition, the study will show how governmental efficacy is connected with socioeconomic development by means of comparing, as exemplars, South Korea and Singapore, in the period 1960–2007. The investigated period experienced heightened socioeconomic development in South Korea and Singapore. Stressing the historical evolution of socioeconomic development, the researcher accordingly focused on social, political, and economic outcomes in their relationship with the factor of macroeconomic stability and the varying amounts of foreign direct investment in the two nations. This study looks to create a deeper understanding of the role of government efficacy and socioeconomic development in an Asian context in which government efficacy and political development and institutions have played important roles in creating stable and continuous social and economic development. This idea of government efficacy and political development has helped to strengthen the capacity of governments to adapt and adjust their political agency’s capability to achieve political goals and sustainable socioeconomic development. South Korea has created institutions that are simpler than complex organisations and may lack autonomy and coherence. In contrast, Singapore has created complex and autonomous institutions with strong coherence. The findings in the outcomes section explain the different historical developments of South Korea and Singapore.  相似文献

Studies of occupational mobility have generally ranked occupations on the basis of their socioeconomic status level or prestige component to measure movement between jobs. Two potential problems may limit the usefulness of that approach for racial and ethnic minority groups: (1) the relationship between occupation and socioeconomic status may not be the same as for the majority group, and (2) minority group members are more likely to be clustered at the low end of both socioeconomic and prestige scales. Canonical correlation analysis requires no prior ranking of occupations, so we use it to investigate intergenerational and career mobility among a sample of Mexican Americans. The findings indicate that mobility among Mexican Americans is about as frequent as among the total population, but that the pattern of movement differs considerably. As a result, the relative status of occupations among Mexican Americans has changed over time and, consequently, socioeconomic status scales developed for the total population do not provide accurate assessments of mobility for Mexican Americans. This discrepancy is less noticeable for career mobility, indicating that among the latest generation of Mexican Americans, mobility patterns are becoming more similar to those in the rest of society.  相似文献

Recent research and policy advice by international development organizations have, by their own account, sought to reverse a prior neglect of conditions in agriculture and rural areas. In pursuit of this, they have developed a vision of dynamic but incremental development in rural areas, anchored in a smallholder-based and economically diversified market economy. This vision, articulated in the World Bank's 2008 World Development Report and continuing to animate research and policy advice today, presents itself as a solution to persistent poverty in the world's least developed countries. This paper adopts a historical sociological lens to use the case of Japan, in the period from the latter half of the nineteenth century to the opening decades of the twentieth, to assess how realistic this vision is. This analysis shows that the lessons of Japan's experience are chastening for this vision of rural development. The mechanisms of growth in Japan were remarkably similar to those advertised by the World Bank's vision. However, its rural economic dynamism was based on deep socioeconomic inequalities and brought improved material conditions and greater economic security to agricultural households only with excruciating slowness, if at all. Rather than demonstrating the potential of incremental, market-oriented rural development to offer a path towards widespread poverty reduction, Japan instead serves as a warning of this development model's limitations.  相似文献

The correlation between race of victim and intimate partner violence (IPV) is examined. Previous research showing a relationship between Black victims and higher levels of violence were based on uni-variate examinations and often do not consider other important factors. This paper presents national estimates of IPV by victim's race using the National Crime Victimization Survey (NCVS), 1993-1999. The estimates based only on race are then disaggregated to account for the victim's gender and household income. Uni-variate findings demonstrate that victim's race is significantly related to rates of intimate partner violence. However, after controlling for both victim's gender and annual household income, the victim's race is no longer significant. The importance of understanding intimate partner violence through a person's socioeconomic status rather than race is discussed.  相似文献

Whereas sociologists have long recognized that adolescence marks the start of the socioeconomic career, the importance of this period has been attributed to school performance, aspirations, and significant others' influence that support educational attainment to a greater or lesser degree. The underlying premise of this study is that adolescent work is an expression of instrumental action with consequences for socioeconomic attainment. Using data from the Youth Development Study, we find that part-time work during high school is linked with patterns of schooling and working that persist during the succeeding years and are more or less conducive to the receipt of a BA/BS degree. Moderate work coupled with school appears to especially facilitate the educational attainment of low promise youth.  相似文献
