The goal of the Indonesian National Family Planning Program is to reduce the 1970 birthrate by 50% by the year 2000. Since the late 1960s the government has taken an active role in family planning. The National Family Planning Coordinating Board initially concentrated on offering family planning services through health clinics on Java and Bali, but, as of 1974, family planning has been expanded to 10 provinces in the outer islands. Early in 1975 the family planning program was extended to the village through the establishment of village contraceptive distribution centers and sub-village family planning groups. The experience generated from the initiation, development and evaluation of the village family planning scheme is useful in many aspects which may be adapted in other countries of the region. The guiding concepts of Java and Bali village family planning have been non-standardization, maintaining a link to the clinic in the movement to the village, and focusing 1st on contraceptive resupply. The following conclusions can be drawn on the basis of the Indonesian experience with village family planning: 1) family planning at the clinic level alone is insufficient in the long run; 2) the village must become involved in the process of providing services; 3) the enthusiasm and imaginative response to the movement in the village has exceeded expectations; and 4) rural people are, in fact, future oriented.  相似文献

Because of the popularization of a responsible agricultural production system, the livilihood of peasants has been improving greatly, while the demands and needs of the general public are also increasing at the same time. Still under the influence of the traditional belief of carrying on one's family line and emphasis on having male children, married people prefer to have more childre, and the birth rate is now rising again. In order to solve this new problem, we need to teach the peasants national policies on population, land utilization, and food supply. In order to initiate a new situation in family planning work, we need to control this "gold key" of ideological education and propaganda. The emphasis should be placed on ideological education for cadres at all levels as well as the general public in order that they may understand the Party's strategy. Education on the national strategy should be combined with material interests of the peasants, and reward and punishment in production should also be linked up with that of family planning. Social measures are needed to reduce economic burdens of the peasants, offer better treatment for single-child households, and provide adequate care for old and retired people. Family planning projects should be consolidated and improved. Scientific management, facilities and techniques for birth control, compensation for working personnel in family planning, and other practical problems deserve immediate attention and solution.  相似文献

Since the establishment of responsible production system, certain existing measures for family planning have lost their original effectiveness. At the same time, some changes in the peasants' minds concerning family planning have also taken place. Many peasant families, especially those which have no male child, wish to have more children. In order to solve this problem, family planning work should be done all over again from the lowest administrative level. Through correct population and ideological education, the general public may understand that there is a surplus of agricultural labor and a shortage of arable land at the present time. Secondly, birth control measures, family planning techniques, and training of medical personnel should be improved in order to serve the people better. A full-time working staff for family planning work should be increased so that they may work closely with local people and solve practical problems. In addition, nursing homes should be established and managed well in each commune. All such nursing homes should receive financial support from the State. In the this way, childless aging people may receive proper care after retirement. The worries of those single-child households may also be greatly reduced. The overall resistance met by family planning personnel is thus eliminated.  相似文献

This report attempts to analyze the negative population growth and its significance in Tai-Cang County, China. Based on population data provided by local Tai-Cang authorities, family planning effectively lowered the birth rate from 11.9% between 1960-1969 to 3.0% between 1979-1983. The rate of single-child families grew enormously while the number of 2-child families reached a record low. Families with more than 2 children virtually vanished by 1983. Moreover, while a younger marriage age in 1981 and 1982 contributed to a slight increase in the birth rate, new marriage laws in 1983 caused an older marriage age and acted to lower the birth rate due to the fact that mothers were bearing children at an older age. A change in population components also influenced this low birth rate: the county population below the age of 14 is 21.2% compared with 33.6% nationally; however, the percentage of the population in this county over the age of 65 is 8.5% while the national figure is 4.9%. Finally, the marriagable population of females (i.e., 23 years old) was slightly lower between 1982-1984 due to the low birth rate seen from 1959-1961. The findings indicate that family planning is effective in lowering birth rates along with late marriages and older childbearing ages. The negative population growth in Tai-Cang County, however, is a temporary phenomenon. The indications are that the problems and shortcomings of family planning must be overcome, regional population planning must be improved, and the study of eugenics and optimum population reinforced. Since the establishment of a responsible production system in the countryside, the living standard of the general public has risen constantly, but a new problem in family planning has also occurred. A great many people believe that more male children will eventually provide more labor and thus more income. Consequently, there has been a gradual rise in the birth rate. A crucial problem which needs an immediate solution is how to match the population growth and agricultural production. As a responsible production system is established, an appropriate family planning system should also be established. Married couples of childbearing age should sign contracts concerning family planning and should follow regulations outlined in the contract. Contract violators should be punished with fines, and thoas who follow the contract should be offered economic rewards. Cadres and responsible officials should take full responsibility for reaching the goals set for their respective county, district, commune or brigade, and their people should be rewarded or punished according to their performance. Special care should be given to the old, handicapped, orphans and widows and those who suffer from illness. Households with only one child should be awarded and encouraged with additional benefits. Taking full responsibility is a concept which should be used extensively in agricultural development, production management, and family planning.  相似文献

The lessons from the 1994 World Population Conference in Cairo, Egypt, are summarized in this publication. The topics of discussion include the evolution of population policies, the changing policy environment, demographic trends, and solutions in the form of gender equity, provision of reproductive health services, and sustainable social and economic development. The program of action supported by 180 governments and targeted for 2015 articulated the goals of universal access to a full range of safe and reliable family planning methods and reproductive health services, a specified level of reduction in infant and child mortality, a specified level of reduction in maternal mortality, an increase in life expectancy to 70-75 years or more, and universal access to and completion of primary education. Other features include goals for improving women's status and equity in gender relations, expansion of educational and job opportunities for women and girls, and involvement of men in childrearing responsibilities and family planning. Steps should be taken to eliminate poverty and reduce or eliminate unsustainable patterns of production and consumption. Population policy must be integrated within social and economic development policies. About $22 billion will be needed for provision of family planning and reproductive health services by the year 2015. Costs will increase over the 10-year period due to the increased population to be served. Per person user costs for family planning alone are higher in countries without infrastructure and technical skills. Actual costs vary with the cost of contraceptive supplies, patterns of use, and efficiency of delivery systems. Although the plan offers 16 chapters worth of advice and recommends 243 specific actions, countries will have to be selective due to cost limitations. The 20/20 Initiative is proposed for sharing social service costs between international donors (20%) and host countries (20%). A separate UN projection of need is for 33% of support from international donors for family planning and related programs. The constraints to the implementation of the action plan are identified as the rate of demographic change, the extent of public support for population limitation and provision of family planning services, and potential conflicts of interests and funding between cooperating agencies. The World Bank has developed guidelines for policy development according to a country's identification as an emergent, transitional, or advanced country.  相似文献

The population devoted to agriculture constitutes more than 80% of China's total population. This high percentage is not very common in today's world. In the last 30 years, the population devoted to agriculture has increased by 81.9%, but the area of arable land has decreased in the same period of time. This situation has created problems, such as a surplus of agricultural labor, an imbalance between the agricultural population growth and agricultural means of production, a serious contradiction between the agricultural population growth and mechanization of agriculture, an imbalance between the agricultural population growth and means of livelihood, and the current low standard of living for populations engaged in agricultural work. In order to solve the problems of overpopulation, various measures must be taken in different places. The economic structure of agriculture is to be reasonably arranged, and various operations in agriculture are to be carried out. In addition to the production of main agricultural crops, forestry, animal husbandry, the fishing industry, and family supplementary income are to be developed in order to provide more job opportunities. Communes and production teams should emphasize labor intensive plans for more profit with less investment. Agriculture should focus on intensive farming in order to increase productivity. Arable land can be expanded with reclamation projects, and water and soil conservation is necessary. The surplus agricultural population should be utilized for productive activities.  相似文献

A summary was provided of the central findings about gender inequalities in Egypt, India, Ghana, and Kenya published by the Population Council in 1994. These countries exhibited gender inequalities in different ways: the legal, economic, and educational systems; family planning and reproductive health services; and the health care system. All countries had in common a high incidence of widowhood. Widowhood was linked with high levels of insecurity, which were linked with high fertility. Children thus became insurance in old age. In Ghana, women's insecurity was threatened through high levels of marital instability and polygyny. In Egypt, insecurity was translated into economic vulnerability because of legal discrimination against women when family systems were disrupted. In India and all four countries, insecurity was reflective of limited access to education, an impediment to economic autonomy. In all four countries, women's status was inferior due to limited control over reproductive decision making about childbearing limits and contraception. In India, the cultural devaluation of girls contributed to higher fertility to satisfy the desire for sons. In India and Egypt, family planning programs were dominated by male-run organizations that were more concerned about demographic objectives than reproductive health. The universal inequality was the burden women carry for contraception. Family planning programs have ignored the local realities of reproductive behavior, family structures, and gender relations. The assumption that husbands and wives have similar fertility goals or that fathers fully share the costs of children is mistaken in countries such as Ghana. Consequently, fertility has declined less than 13% in Ghana, but fertility has declined by over 30% in Kenya. Family planning programs must be aware of gender issues.  相似文献

Summary To what extent is family planning integrated with broader population planning in the countries of East Asia and South Asia? To what degree do these countries combine population planning with economic and social planning in their development plans? An attempt to answer these questions suggests that, despite variability from country to country in development goals and policy implementation, family planning has been largely separated from economic planning, and birth control programmes have often been substituted for intermediate and long-range population planning. Demographic factors have been treated as exogenous variables rather than as integral parts of social-economic-demographic plans. Such comprehensive planning is difficult for both technical and political reasons, but in any case is unlikely to be achieved so long as family planning and population planning continue to be confused.  相似文献

With the establishment of the agricultural production responsibility system, the entire agricultural management and economic system has undergone great changes, and family planning in rural areas has met with many difficulties. Because of this responsibility system, households with more manpower seem to become wealthy more rapidly than others. An existing belief among the rural population is that more children will provide a larger labor force and thus more income. Birth control and family planning are therefore becoming more difficult. In order to change existing beliefs, a comprehensive ideological education for peasants is needed so that they may understand the question of birth control from the viewpoints of national interests. Economic rewards and administrative restrictions may be used as necessary birth control measures. Agricultural production and family planning can be managed well if there is close contact and cooperation between the cadres and the masses. Extra care and benefits should be given to women of childbearing age who undergo birth control operations and agree to a single child in each household. Welfare programs for the masses, such as kindergartens and nursing homes must be established in order to reduce their worries. In addition, efforts are needed to study the new situation and solve new problems. The goal of controlling the rural population growth should be achiefed through practical work and experience.  相似文献

The demographic and economic characteristics of China make it necessary to do family planning work in China in a Chinese way. Special characteristics of China and corresponding strategies are detailed 1) China is rather underproductive and underdeveloped, with a huge population, whose growth must be curtailed while industrial and agricultural production is enhanced. 2) In the next 10 years, a large number of young people will center childbearing age, prompting a government policy favoring late marriage and one child per couple. 3) China is large and heterogeneous, and regional authorities should have some population policymaking functions to take sociocultural differences into account. 4) Male child preference ideology in rural areas has been gently combated with a resulting increase in family planning rate from 65.1% to 74.2% from 1979 to 1983. Family planning authorities have made considerable progress, as demonstrated by figures such as a drop of women's total fertility rate from 5.68 in the 60s to 2.07 in the 70s. The task at hand remains large: the population at the end of 1983 was 1,024,950,000. However, family planning is an element of state policy, the marriage law, and the constitution, and mored an more, societal ideology. Government policy equates family planning with child wellness and societal welfare and attempts supportiveness of couples showing positive birth limiting attitudes. An ample system of family planning programs and resource persons furnishes education, a variety of high quality methods are available, and contraceptive research is some of the best in the world.  相似文献

At the beginning of the 1990s, less than a half-percent of the Czech agricultural work force were private farmers having persisted through the period of forced collectivization. This tiny social group did not play an economically or socially significant role in Czech society. In the agricultural sector, privatization of the Czech economy after 1989 meant restitution of land to the original owners. State and co-operative farms were transformed either to joint enterprises, i.e. owner-run co-operatives, or to private farms. Initially, there was no great interest in private farming. However, employment opportunities in rural areas are limited. Today, private farmers comprise about 20% of the agricultural work force. Over half of them (54%) have less than one hectare arable land and private farming is not their main source of work income. The rest of the private farmers have different types of holdings ranging from 1 ha to well over 1000 ha. The average size of private holdings of this category is about 32 ha. Return to private farming means a large change of life style for both farmers and their families. Hard competition on the market is reflected in their attitudes and opinions. Of course, life cannot be reduced to solely the economic dimension. Freedom, personal independence, and decision-making responsibility appear as new major life values. Nevertheless, close interdependency of economic and social conditions is strongly felt. This contribution summarizes results of empirical research based on 385 Czech private farmers. Survey participants evaluated positive and negative effects of changes subsequent to 1989 on their economic and social life.  相似文献

On 7 October 1988, the Municipal Government of Guangzhou, China, announced the following Decision: "First, great efforts should be made to strengthen education on the situation and tasks of the family planning programme. Second, family planning work is included in the target responsibility system of leaders at all levels during their terms of office and whether it is good or bad for the fulfillment of their family planning tasks will be considered as one of the criteria for the assessment of cadres in their work to link up with rewards and punishments. Third, the current family planning policies must be resolutely and unswervingly carried out. For those units where family planning policies have not been well carried out and where family planning work has long been stagnant, competent authorities should send capable cadres to help them improve their work within a definite period of time. Fourth, the principle of 'three priorities' (i.e., priority of publicity and education to economic restriction, priority of contraceptive measures to induced abortions, and priority of day-to-day work to shock work) must be adhered to while technical service and work of transforming the backward situation in some places should be done. Fifth, the family planning organizations at all levels must be perfected and ranks of family planning workers be strengthened with the stress on those at the township, town, and street neighbourhood levels. Moreover, the family planning offices should be set up or full-time family planning workers be staffed for enterprises and undertakings in the cities. Sixth, funds for the family planning work must be guaranteed. Seventh, the management of family planning for [the] floating population must be strengthened and a management group for [the] floating population, which consists of representatives from the Municipal Government and departments concerned, must be established."  相似文献

In 1985, a policy of allowing rural single daughter families to have a 2nd birth was practiced in the Datuan Village of the Xingfu Town in the Zhifu district, about 10 kilometers to the north of the Yantai City, Shangdong Province. Since the practice, 80 single-daughter families (26% of the total) have signed contracts of their own accord with the villagers' council, indicating they would have only 1 daughter in their lifetime. Clearly, family planning has been deeply rooted among the people in this area, and the childbearing concept of farmers is shifting along with economic development. Efforts have been made to accelerate the development of the rural economy and to increase the income of farmers. In Datuan Village, due to the vigorous development of the village-operated enterprises, the gross income of industry and agriculture in the village has increased from 1.958 million yuan RMB in 1980 to 4.769 million in 1986, with an average income ranging from 250-617 yuan. With the improvement in the living standard, people are willing to pursue a modern lifestyle, and the traditional childbearing concept is fading. It is necessary to provide good family planning publicity and services while the collective economy develops. The Datuan villagers now have a better understanding of family planning and have become more voluntary in the practice of family planning. After the Third Meeting of the Eleventh People's Congress, the entire responsibility for agricultural production was transferred to a lower level. Peasants in various areas have adopted the so called production responsibility system, and the phenomenon of an increased population rate has also appeared in some areas. In this article, the author discusses how to solve these problems created by the new situation. The 1st step is try to control population growth through socialist propaganda education, administrative measures, economic incentives and punishments, and family planning work. The 2nd step is to popularize the practice of having only 1 child per household in the rural areas. The 2nd and 3rd child in each family should be controlled and prohibited. This policy formulated by the Central Government should be carried out thoroughly. Families which follow the policy and have only 1 child should be encouraged with economic rewards, and those families which have 2 or more children should be punished economically. The 3rd step is to establish a national work team to be in charge of family planning and birth control. There should be an ideological unity among the nation's leadership. Party members and cadres should establish themselves as good examples for the people so that the population control work may become successful.  相似文献

The population of Henan Province is 72,850,000, 92% of whom live in villages. From July 12 to August 11, 1981, a fertility survey was taken of 20 communes and 31 work brigades in the counties of Fugou, Shancai, and Dengfeng, in which 38,168 people and 5700 fertility registration forms were studied. In 1980, 15% of the 3 counties' population were women aged 18-49, 80% of whom were married. The birth rate was 134.56/1000, of which the rate for married women was 172.36/1000. A random sampling from Shancai of 18-49 year old women showed an average of 2.3 children per couple. The factors influencing rural fertility are economic, social, ideological, and cultural. The economic system of distribution according to work has actually encouraged population growth because in rural areas where the standard of living is low larger families with more workers have greater incomes than smaller families with fewer workers. Early marriage and early births are encouraged under this system, as evidenced by findings in Fugou County. The survey also found that in the 3 counties, virtually everyone marries, women who work tend to work in the village close to home, high illiteracy is prevalent, and traditional attitudes of favoring males over females were all factors contributing to early and frequent births. In order to lower rural birth rates, rural economy should be developed, old attitudes and habits should be changed, and literacy should be increased.  相似文献

本文将抽样调查资料与人口普查资料相结合,利用多种统计方法、多方案推算苏州市独生子女存量规模以及未来各年数量,并据此测算了未来各年政府可能的配套奖励性支出。研究结果表明:独生子女大规模进入婚育年龄将势必引起政策生育率的上升,未来各年政府用于独生子女家庭及其父母养老等计划生育政策奖励性支出将逐年增加.财政负担日益加重。建议政府对计划生育配套奖励政策适时进行调整,由现行的提供物质奖励向提供优质服务和社会保障转变。  相似文献
