制度与社会发展

任何社会的存在和发展,都离不开制度。马克思恩格斯十分重视制度在社会发展中的重要作用。在现代社会,社会秩序成了“瓶颈需求”,因此,制度作为社会秩序的生产方式之一,对现代社会的发展来说尤其重要。制度对社会发展的重要作用,主要表现在:制度是社会结构存在和变迁的重要条件,技术和文化在社会结构存在和变迁中的作用,最终要借助于制度以及制度的变迁;制度是社会发展目标的实现机制,在社会发展中,任何重要的社会发展理想(目标)或理念,只有得到制度上的体现,才能转化为现实的发展路径;制度又是社会发展的整合机制,制度可以保障社会合力的形成以及社会合作的实现。

Bonding and Bridging Social Capital Development by Social Workers

ABSTRACT

Developing service users’ bonding and bridging social capital is an increasingly recognized role of social workers. A survey of 570 Chinese service users, sampled from 41 social service units in Hong Kong, provided data for the study. Results demonstrated convergent and discriminant validity in a confirmatory factor model about the measurement of bonding and bridging social capital development, mutuality, and assistance to the community. This evidence for the validity and usefulness of social capital development endorses social workers’ role in developing service users’ social capital. Further research needs to assess the generalizability of the present findings in other sociocultural settings.

本文从马克思对社会发展的认识、马克思社会发展理论的内涵、马克思社会发展理论的特点三个方面探讨了马克思的社会发展理论,认为马克思的社会发展理论是建立在对社会发展过程的认识、理解和研究基础之上。马克思社会发展理论还包括建设社会主义这样一个容易被忽略的内涵。马克思社会发展理论的特点是,其一,从人类社会发展的宽阔视野阐述了社会发展过程中的两个必然和两个决裂。其二,强调党的领导和人民当家作主的统一是新社会发展的标志。     

Social Work Development in Japan

With the enactment of the Certified Social Workers and Care Workers Act in 1987, Japanese social work would seem at last to have achieved social recognition and a secure position in Japanese society. However, when one examines the roles, working conditions, education and training of social workers, there are significant differences to be observed from the norms of western social work. In this paper the author sets out the unique characteristics of social work in Japan and reviews the pattern of its development in historical, cultural and political terms.

Social Welfare Development in Hong Kong

The Social Welfare Department of the Hong Kong Special Administrative Region government attaches great importance to building a caring and harmonious society. The department has spearheaded social welfare reform initiatives to meet the community's changing needs, maximize utilization of public funds, ensure sustainability of welfare services, and promote service diversity, choice and accessibility. Achievements in the various service areas exemplify the policy of building a caring and harmonious society. In the coming years, the department will strive for continuous improvement by forging partnership with the government, the welfare sector, the business sector, and the public at large to provide quality and sustainable services to meet life's challenges.

近年来 ,“社会资本”概念的讨论范围已扩展到社会学、经济学和政治学等诸多社会科学领域。研究者对社会资本的理解也不再局限于个人社会网络中嵌入的资源 ,而是在更为宏观的层面上讨论某一社群拥有的社会网络、信任和规范等社会资本情况。本文对社会资本理论的新发展进行了回顾 ,并对目前社会资本研究涉及的主要领域进行了概述。     

Strengthening Professional and Paraprofessional Contributions to Social Service and Social Development

Correspondence to Prof. E. Allan Brawley, Professor of Social Work, The Pennsylvania State University, Department of Sociology, 414 Oswald Tower, University Park, PA 16803, USA. Summary Based on a long-term research project that has generated dataon paraprofessional social service personnel in fourteen developedand developing countries, this paper presents some findingsthat, if acted upon, could strengthen the contribution of bothprofessionals and paraprofessionals to social service and socialdevelopment goals. The type of frontline workers who are generallyregarded as paraprofessionals have always been important participantsin social service activities throughout the world. This continuesto be the case in the countries studied. This article identifiesconditions under which the service activities of professionalsand paraprofessionals can be more productive and where theirjoint contribution to human well-being can be enhanced.     

Future Directions: Social Development in the Context of Social Justice

Many societies and cultures have become increasingly diverse and heterogeneous over the past decade. This diversity has a direct bearing on social justice in children's and adolescents' social development. Increased diversity can have positive consequences, such as the possibility for increased empathy, tolerance, perspective taking, and the celebration of various cultural traditions and values, but it can also result in increased prejudice, bias, and discrimination. In this article, we suggest that incorporating a focus on social justice can transform the field of social development. This can be done by considering the larger societal context of diversity or heterogeneity when investigating children's peer interactions, attitudes, group identity, and social experience. In addition, new findings that incorporate social justice concerns have implications for designing interventions to enhance children's healthy social development. We highlight and discuss recent areas of research that bear on this perspective and discuss avenues for future research and investigation.     

Individual Development Account Participation and Social Development among Native Hawaiians

This article presents the findings of a qualitative study using grounded theory to investigate how 14 Asian youth cope with the criminal justice system in Canada. Coping with a spoiled self is the main theme discovered in this study. The discovery of this main theme has the following implications for social work practice: (a) asian youth at different stage of crime involvement requires different focus of intervention; (b) family connection is considered very important regardless the degree of crime involvement of these youth; (c) gang exit strategy should be included in intervention plan; and (d) ethnicity of helping professionals is not a major concern for Asian youth in seeking help.     

Social Work Practice for Social Development in Bangladesh: Issues and Challenges

Social work addresses social issues that constrain the betterment of a community. However, social work practice is struggling to deal effectively with the development challenges of Bangladesh. Based on a literature review and the experiences of the authors, this paper explores the emerging issues where social work practice is anticipated as a promising alternative for bringing sustainable social development in Bangladesh. Simultaneously, the paper discovers the limitation of social work practice in Bangladesh addressing these challenges.
