A striking characteristic of recent Western labour market trends is the rise in employment among mothers of very young children. So far, few studies have analysed the impact of public policies on employment rates of young mothers. In this study we address this issue by comparing two similar countries, Norway and Sweden, which have the same set of policies with slight variations, using data sets with similar designs. We analyse rates of re-entry into paid work after first birth for mothers in 1968–88 by means of hazard regression. This study sheds light on the labour market outcomes of children born to immigrants in the destination country, i.e. second generation immigrants. The study has the advantage of being able to (i) identify several different ethnic backgrounds and (ii) identify the parent composition, i.e. whether one or both parents of the individual are foreign born. The labour market outcomes of second generation immigrants mirror those of first generation immigrants in that we find heterogeneity in labour market outcomes to be associated with ethnic background. Moreover, these outcomes, especially for Southern and non-European backgrounds, are much worse than those for native-born with a Swedish background. Finally, the outcome is more favourable if one parent is born in Sweden compared to having both parents foreign born, especially if the mother is native born.All Correspondence to Dan-Olof Rooth. Many countries use settlement policies to direct the inflow of immigrants away from immigrant dense areas. We evaluate a reform of Swedish immigration policy that featured the dispersion of refugee immigrants, but also a change in the approach to labor market integration. We focus on how immigrants fared because of the policy. The evaluation indicates that immigrants experienced substantial long run losses. The bulk of the effect stems from a common component that affected immigrants regardless of location. We interpret the common component as being related to a shift in policy focus, from labor market assimilation to income support.All correspondence to Per-Anders Edin. Using the 1994–1998 International Adult Literacy Survey, this paper compares cognitive skills and employment of immigrants in Canada, New Zealand, Switzerland, and the United States. Immigrants had lower cognitive test scores than natives in each country, with the largest gaps in the US, and small gaps in Canada and New Zealand. Male immigrants in the US were no less likely to work than natives, while in the other countries, male immigrants were less likely to be employed. Female immigrants were less likely in each country to be employed than natives, with an especially large gap for the US.The author thanks Francine D. In the labor market, net disadvantages of immigrants, so-called “ethnic penalties”, may stem from rather different sources, among them discrimination by employers or self-exclusion processes. This paper attempts to indirectly disentangle these two mechanisms by studying ethnic penalties from a time-related perspective. Using the EULFS 2000 ad hoc module on school-to-work transitions, a comparative event-history analysis of entry into stable higher status employment is conducted for two European countries, Belgium and Spain. These countries differ considerably in their immigration contexts and patterns of school-to-work transitions, requiring different hypotheses about the relevance of the self-exclusion mechanism. The results show that in Belgium ethnic penalties for non-EU immigrants exist and remain constant irrespective of the length of the job search. In Spain the gap between non-EU immigrants and the native-born is even more pronounced and, importantly, increases significantly over time. This leads to the conclusion that discrimination seems to be relevant in both contexts and that self-exclusion resulting from early abandonment of job search activities is a further important factor in Spain.  相似文献

The trade-off between parents' time with their own kids and market work, and its dependence on out-of-home day care is analyzed in a simultaneous equation framework. Economic incentives primarily work through decisions about market work, while the direct effects on time with children are weak. The results suggest that a change in the mother's working hours has less influence on the parents' time with their children than a change in the father's working hours. This would imply that a policy working to increase the time with people's own children should primarily influence the father's work hours. We also find that parents prefer joint activities with their children, and that out-of-home child care is not chosen as a substitute for own time with children. Focusing on Nordic and Yugoslavian immigrant males, we study the determinants of employment success of natives and immigrants in Sweden. Furthermore, we investigate the reasons behind the arising gap in employment success between Swedes and immigrants from 1970 to 1990. In a decomposition analysis, we find that the main part of the decline in the employment probability of immigrants relative to Swedes over time is explained by a change in coefficients (unobserved characteristics) rather than a change in determinants (observed characteristics). We propose a method for computing indicators of the relative success of local authorities at integrating new immigrants in the labour market, taking account of differences in characteristics of immigrants and local labour markets. The indicator for integration success is based on mean duration from date of residence permit to start of an employment spell. We apply this method to a Danish administrative dataset. Correcting for differences in immigrant characteristics and local labour market conditions has an important impact on the estimated ranking of local authorities. We investigate how robust the ranking is with respect to changes in the specification of criteria for integration success and controls.

Methods for time series modeling of mortality and stochastic forecasting of life expectancies are explored, using Canadian data. Consideration is given first to alternative indexes of aggregate mortality. Age-sex group system models are then estimated. Issues in the forecasting of life expectancies are discussed and their quantitative implications investigated. Experimental stochastic forecasts are presented and discussed, based on nonparametric, partially parametric, and fully parametric methods, representing alternatives to the well known Lee-Carter method. Some thoughts are offered on the interpretation of historical data in generating future probability distributions, and on the treatment of demographic uncertainty in long-run policy planning. Even though second generation immigrants make up ever increasing population shares in industrialized countries we know little about their social integration and wellbeing. This study focuses on the educational attainment of German born children of immigrants. Their schooling success still lags behind that of natives. This paper investigates school attendance and completed degrees of second generation immigrants and finds that even after controlling for characteristics the educational gap remains large and significant. The available evidence suggests that this group as a whole does not assimilate to native educational standards and instead increasingly falls behind.This research was completed while the author was guest at the Institute for the Study of Labor (IZA) in Bonn, Germany. Research on immigrants’ assimilation is widespread both in the U.S. and Europe. While it has been extensively studied how immigrants fare compared to natives on socio-economic indicators, few studies have focussed on immigrants’ perception of their position. In this paper we focus on comparing life satisfaction of immigrants and natives across Europe and on the role of social embeddedness. Using data from the first six rounds (2002–2012) of the European Social Survey, a repeated cross-sectional survey, we find that life satisfaction among immigrants is lower than among natives even though differences diminish over generations. For first generation immigrants part of the life satisfaction gap is explained by the lower level of social embeddedness they have compared to natives. We also find that social embeddedness is a key explanatory factor for life satisfaction for both immigrants and natives. For two out of the three indicators of social embeddedness that we consider we however find different patterns of association with life satisfaction for immigrants compared to natives.  相似文献

In this paper the employment performance of native and foreign born men in England is examined, using 1993–1994 data from the Quarterly Labour Force Survey of the United Kingdom. Chiswick's (1982) hypotheses of immigrant employment adjustment are investigated using logistic regression analysis. We show that there are interesting and important employment effects arising from immigrant characteristics. Recent white immigrants experience a transitory employment disadvantage. However non-white immigrants never attain employment equality with native born white men. We investigate induced retirement effects of the Norwegian early retirement program AFP and emphasize effects caused by relocations of some individuals from disability pension and unemployment to AFP. Theoretical considerations predict that AFP unambiguously induces more early retirement. Analyzing Norwegian register data 1994–96 with parametric and non-parametric methods, we demonstrate that i) economic incentives influence the retirement decision, ii) there is a significant net induced retirement effect, iii) by a conservative judgment, at least 50% of the AFP retirees would have stayed in the labor force without the scheme.All correspondence to Espen Bratberg. Data on women from the British 1958 Cohort Study is used as evidence on the determinants of their labour force participation at age 33. A conventional cross-sectional model of full or part-time employment makes use of some longitudinal material not normally included in such models. Whether the woman made the hitherto customary break from. employment at the time of the first maternity is included in recognition that this cohort was among the first generation to be offered Statutory Maternity Leave. Results suggest that the presence of children (still) inhibits full-time employment and raises the probability of part-time employment; that income effects on participation have continued to weaken while wage elasticity for full-time employment is high. Continuity of employment straight after childbearing raises the chances of subsequent full-time employment, but by no means guarantees it. Work behavior among older men approaching or following retirement has received considerable research attention over the past two decades, but research on older women's work behavior is still in its incipient stage. Based on data from the 1982 New Beneficiary Survey (NBS) and the 1991 New Beneficiary Follow-up (NBF), this study analyzes the extent and determinants of employment among women who received their first Social Security benefits between 1980 and 1981. More than one fourth of the women continued to work or rejoined the labor force following their first Social Security benefit receipt. Financial need was found to be the primary reason for and the most significant determinant of women's continuing work or (re)entry into the labor force. But the level of education, health, spouse's work status, and previous work history were also found to be significant determinants of the likelihood and duration of their employment following Social Security receipt.  相似文献

Has the relative unemployment propensity for the low-skilled increased during the 1990s? We address this question empirically, based on two notions of low skills; i) low education, and ii) low ability, conditioned on education and work experience. Ability is identified by previous earnings. Evaluated by the education-based measure, we find that unemployment propensity has not developed unfavourably for the low-skilled. Evaluated by the ability-based measure, it has. We uncover a steady deterioration of employment prospects for persons with low ability relative to others with similar formal qualifications. Earlier studies do not agree on whether ethnic identity, i.e., immigrants’ attachment to the home country and the host country, can explain lower employment outcomes among immigrants. This study investigates the relationship between employment and ethnic identity and complements the literature by capturing a novel dimension of ethnic identity: openness to majority norms. Reproducing measures from earlier studies, I find that immigrants’ employment outcomes do not systematically associate with their ethnic identity. However, immigrants who share social norms with the majority experience significantly better employment outcomes, particularly first-generation immigrant women. Furthermore, I show that interethnic differentials in majority norms could account for up to 20 % of the explained part of the employment gap between natives and first-generation immigrants. Those results shed more light on the interethnic employment gap and aspects of immigrants’ identity relevant to economic integration.  相似文献

Research on immigrants’ educational disadvantages documents substantial immigrant–native achievement gaps in standardized student assessments. Exploiting data from the German PIRLS extension, we find that second-generation immigrants also receive worse grades and teacher recommendations for secondary school tracks than natives, which cannot be explained by differences in student achievement tests and general intelligence. Second-generation immigrants’ less favorable socioeconomic background largely accounts for this additional disadvantage, suggesting that immigrants are disproportionately affected by prevailing social inequalities at the transition to secondary school. We additionally show that differences in track attendance account for a substantial part of the immigrant–native wage gap in Germany.  相似文献
