During the last decade, the concern about poverty has turned into a key issue in the government discourse, and participatory poverty programs have multiplied all over Latin America. Nevertheless, poverty and social unrest keep growing. The objective of this article is to explain this apparent paradox. First there is an analysis of the relationship between structural adjustment, the growth of poverty, and the reorientation of broad social policy away from social rights towards selective and targeted poor relief. In order to illustrate the content and operation of a typical Latin American poverty program, the Mexican National Solidarity Program is examined. The initial question posed is whether this program alleviates poverty and grants a social minimum for the poor in view of the magnitude of poverty, the quantity of resources and their allocation. Next the participatory approach of the program is analyzed in relation to the empowerment of poor groups and communities. Finally, there is a reflection on the place of social work in this program and how the role of the social worker has been transformed.  相似文献

In recent years, there has been an increase in scholarly writing on the theory and practice of critical social work with people living in poverty. Yet there is a lack of research on the experiences and perspectives of service users regarding this kind of practice. This paper presents a qualitative study that explored the practice of a special poverty‐aware social work programme in Israel, through the experiences of women who took part in it. Using an interpretative interactionist approach, in‐depth interviews with nine women were held three times over a 2‐year period. Findings reveal a high degree of satisfaction with the programme on the part of the women. The satisfaction was derived from four main experiences: the experience of visibility, the experience of the active partnership in the fight against poverty, the experience of close, hierarchy‐challenging relationships, and the experience of responsiveness to material and emotional needs. The findings are discussed in terms of three principles of practice: intervention in a real‐life context, relationship‐based intervention and the focus on both the material and emotional needs and their fulfilment.  相似文献

This article attempts to compare the social policy models of the west with social policies in post-totalitarian central and eastern Europe. It is argued that historical roots as well as recent developments make post-Communist social policy similar to the two major models in the west: the institutional redistributive model and the industrial achievement or performance model. The present problems of mass unemployment and growing poverty cannot be solved without a major reform of social policy, including state intervention and control. The residual social safety net and a strong market orientation are unlikely to be able to reduce poverty and unemployment. However, it is also argued that the strong role of the state and organized labour in both of these European welfare systems creates an obstacle to the future of social policy in the countries of central and eastern Europe. The state is viewed with great scepticism and organized mass social movements are weak in most of these countries. It will take time to develop such agents that can support the development of state social policy, and it may not even be accepted that the route of interventionist state welfare characteristic of western Europe is desirable.  相似文献

This article considers the complex relationships between law, welfare policy and social work practice, in order to address the question of what role legal frameworks might play in achieving welfare policy and professional practice goals. It traces how law has developed as a core component of professional practice, and challenges some of the false expectations placed upon it. It then draws on findings from an international knowledge review of law teaching in social work education to propose a model for understanding how professional practice incorporates legal perspectives, and proposes ways in which legal frameworks can provide positive and constructive vehicles for accountable practice.  相似文献

Utilising traditional cultural perspectives is an important lens towards developing a platform to create effective social work practice, policy and research. Through this relevant and realistic cultural context, social work as a profession may strive to interface more appropriately with individuals, families and the community. The relationship between children's material circumstances and child abuse and neglect raises a series of questions for policy, practice, and practitioners. Children and families in poverty are significantly more likely to be the subject of state intervention. This article, based on a unique mixed‐methods study of social work interventions and the influence of poverty, highlights a narrative from practitioners that argues that, as many poor families do not harm their children, it is stigmatizing to discuss a link between poverty and child abuse and neglect. The data reveal that poverty has become invisible in practice, in part justified by avoiding stigma but also because of a lack of up‐to‐date research knowledge and investment by some social workers in an “underclass” discourse. We argue, in light of the evidence that poverty is a contributory factor in the risk of harm, that it is vital that social work engages with the evidence and in critical reflection about intervening in the context of poverty. We identify the need for fresh approaches to the harms children and families face in order to support practices that engage confidently with the consequences of poverty and deprivation.  相似文献

In response to the global financial crisis, social policies in Europe and elsewhere incorporated a logic of social investment to reduce (child) poverty and social inequality. Several critiques, however, have been raised against the narrowness of this discourse. In order to introduce another way of seeing, an interview study was conducted inspired by the interpretative paradigm of lifeworld orientation. This has allowed us to acquire a critical, in‐depth understanding of the consequences of economic downturn and unemployment for families with young children (0–3 years old), from their point of view. Findings highlight the importance of listening to parents here and now, in order to be able to take account of their concrete, lived realities within the context of the broader society and critically assess these realities according to principles of human dignity and social justice. The relationship between social work and environmental sustainability: Implications for interdisciplinary practice The Brundtland Commission, formally the World Commission on Environment and Development, established by the United Nations in 1983, links peace, security, development and the environment claiming that war, poverty and structural violence result in the oppression and degradation of the human community as well as the physical environment. Likewise, human rights and social and environmental justice are intertwined, and social work, as a profession that collaborates across disciplines and within communities, is uniquely situated to provide leadership in the field of environmental studies. Its strong focus on human rights, social justice and community building creates a sound base from which to engage in the collaborative, creative, interactional processes required for environmental practice. This article seeks to discern a model for environmental social work within the context of interdisciplinary practice with peace and conflict workers and through the integration of inclusive models of economic development.  相似文献

The state of the art in social work research indicates major difficulties concerning the knowledge basis of the discipline. This article aims to contribute to the discourse on the nature of social work research as a scientific activity. The starting-point is the philosophy of science developed within the realist approach. It is argued that knowledge is primarily gained through activity in attempting to change social reality and through communication with other people. Knowledge is also recognized as knowing how to do something. The character of the social work knowledge may particularly be understood within the frame of reference presented by the realist approach. The history of the ideas of social work demonstrates the importance of understanding the interplay between theory and practice in social work. Despite the recent movement towards greater research use in many areas of social work, criticisms persist that decision making in practice is seldom informed by sound research evidence. Discourse about the research‐to‐practice gap in social work has tended to focus on the feasibility of evidence‐based practice for the profession, but has rarely drawn from the broader knowledge utilisation literature. There are important understandings to be gained from the knowledge utilisation field, which spans more than six decades of interdisciplinary research.This article introduces the wider knowledge utilisation literature to a social work audience. It considers the potential of this body of literature to facilitate research use in social work, as well as conceptual issues that may be hindering it from informing improvements to research utilisation in practice.  相似文献

The Nordic welfare states offer some lessons in a development context. A main achievement has been sustainable poverty reduction. Another important lesson is that, while democratization often leads to greater pressures for social policy expansion, social policy can also contribute to democratization. The Nordic countries further demonstrate that is possible to unify social protection with a competitive and growth-oriented economy. In a number of policy areas, particularly in relation to social services and labor market policy, the Nordic countries have also become leading modernizers. The women-friendly dual-earner model not only combats poverty among families with children, but also enables women to participate in the labor market. The future sustainability of the Nordic model of social policy hinges on the number of taxpayers that can be mobilized. In order to be successful in this, governments need to take a combined, or holistic, approach, and consider both micro motives and macro considerations.  相似文献

This paper critically reflects upon the changes in the role, tasks and aspirations of local authority social work with children and families in England since the publication of the Seebohm Report in 1968. In particular, it analyses how far the current changes related to the Every Child Matters: Change for Children programme, The Children's Plan: Building Brighter Futures and the Think Family report will have the effect of either furthering or undermining the principles and ambitions set out in the Seebohm Report. It concludes by suggesting that while the aims of the current changes have much in common with those of the Seebohm Report, the roles and tasks of social workers have been recast. While social work can be seen as occupying a somewhat marginal role in the new arrangements and it functions on a much narrower terrain than that envisaged by Seebohm, at the same time its importance and contribution has been legitimated.  相似文献

In the UK, a threshold divides between two categories of children, child protection (CP) and child in need. Each category tends to be treated as a homogeneous entity, despite containing heterogeneous levels and forms of risk and need. CP practice, accompanied by regulation, protocols and procedures, aspires to achieve a coordinated multi‐agency response to identified concerns with available resources targeted towards this category. However, it is well known that those children assessed as falling just below the CP threshold can still have high levels of need and risk, requiring a level of social work involvement beyond the low‐resource and low‐oversight model that generally accompanies a child in need categorisation. This paper probes an approach to practice, which divides levels of risk within the child in need category enabling adequate, coordinated support and oversight to be provided for children and families with complex needs. Evidence from our study evaluating this approach suggests that a simple protocol provided a clear process within, which social workers and agency partners felt confident and safe to practice outside of the formal CP framework. The protocol prevented drift and helped to create a space within, which relational social work practice flourished.  相似文献

The article analyses the Child Support Grant (CSG) in South Africa as a measure of poverty alleviation. Introduced in 1998 amid a great deal of controversy and fanfare, the CSG was a means-tested cash benefit for poor children between the ages of 0 and 6 years, most of whom were located in the poorest of South Africa's nine provinces, i.e. the Eastern Cape, Kwazulu-Natal and Limpopo (formerly known as the Northern Province). South Africa's unique history is discussed to show how the CSG became an important poverty alleviation measure. Debates surrounding the introduction of the CSG are discussed, not least its reliance on effective inter-sectoral collaboration, research and the provision of developmental welfare programmes.  相似文献
