官方统计之我见

 随着国家教委本科专业目录的出台，中国社会经济统计学界反响很大。振动之余，平下心来。还是有许多东西值得认真反思的。这里之所以用了反思，意在从主观入手，剖析自我。

Statistics and statisticians have contributed to industry. Attention has been given to the appropriate training of statisticians for careers in industry. Statistics is used with benefit to industry in quality control, experimental design in research and development, and management decisions. Statistics can benefit from industry's assistance, the subject of this article. Five premises are set forth, three of them suggesting problems for statistics and industry. They relate to public understanding of statistics, the recruitment of students to statistics, the recruitment of statisticians to industry, and the relevance of research in statistics to the needs of industry. Thirteen recommendations are made on what industry can do for statistics and suggestions are made on how the American Statistical Association and the American Society for Quality Control can provide leadership in meeting the problems posed with the help of industry.     

Is the Statistics Authority another factory inspectorate?

It is a year since the Statistics Authority came into being. Official statistics are now supposed to be independent and on course to be trustworthy—and transformed to serve not just government but society as a whole. Has it all worked out? Ian Maclean of the Statistics Users Forum says a start has been made, but progress has been slower than hoped.

在社会经济统计中,行政记录的重要性日益被统计部门重视,其开发使用也成为学术研究热点。通过研究现有文献,本文系统综述了行政记录和政府统计之间的渊源、行政记录的优点、使用行政记录应注意的问题、行政记录在国内外政府统计中的使用实践和趋势以及使用行政记录改善政府统计的方向.     

互联网统计研究

互联网发展从IT到DT已经成为必然的趋势,本文研究了DT时代的统计思维,提出互联网统计概念和互联网统计体系的基本内容,研究了面向未来发展的互联统计、互通统计、互动统计的互联网统计理论体系。考察了国际电信联盟、中国互联网络信息中心的互联网统计体系,以及国家统计局企业信息化和电子商务统计,指出存在的问题和与实际需要的巨大缺口,研究了互联网统计发展所面临的挑战,提出了我国互联网统计发展的政策建议。     

Hilda Mary Woods MBE, DSc, LRAM, FSS (1892-1971): reflections on a Fellow of the Royal Statistical Society

We have previously described the content of a text by Woods and Russell, An Introduction to Medical Statistics, compared it with Principles of Medical Statistics by Hill and set both volumes against the background of vital statistics up until 1937. The two books mark a watershed in the history of medical statistics. Very little has been recorded about the life and career of the first author of the earlier textbook, who was a Fellow of the Royal Statistical Society for at least 25 years, an omission which we can now rectify with this paper. We describe her education, entry into medical statistics, relationship with Major Greenwood and her subsequent career and life in Ceylon, Kenya, Australia, England and South Africa.     

我国统计学科建设史上的一次重大变革

统计学向来被认为是社会科学,是经济学下属的二级学科。对此我国统计学界早有不同认识,但一直未能受到理论界和有关部门的重视。直到二十年前,由中国统计学会和国家统计局统计科学研究所发起,组织的“大统计”的大讨论,才受到学界乃至政界的关注,从而推动和促进了社会经济统计学从经济学中分离出来,与数理统计学一起,共同形成独立的统计学一级学科,这是我国统计学科建设史上的一次重大变革,我国统计学界的一件大事。它对我国统计理论和实践的发展产生了深远影响。 本文对上述情况作了全面评述,并对统计学从经济学中分离出来上升为一级学科的来龙去脉,和统计学科类目框架的形成过程作了详细介绍,它有助于读者了解这一重大事件的全过程。

《统计通论》的版本、内容及影响

《统计通论》是20世纪上半叶在中日两国十分流行的社会统计学教材,截止1921年6月,其日文版在日本发行了42个版本,截止1931年5月为止,其中文版由商务印书馆共发行了10个版次。此书前身乃横山雅男的《统计学讲义》,也即1903年时中书局版《统计讲义录》（钮永建与林卓男译）的底本,1908年版孟森译《统计通论》的底本乃日文版《统计通论》的第4版（1904年）。该书包含社会统计学最基本内容,它不仅在日本普及了西方近代统计学理论和方法,而且在中国推动了传统统计思想方法向现代的转变,在晚清、民国时期的统计学教育中发挥了重要作用。     

Current challenges in statistics: large-lecture courses

Each semester approximately 80% of the students taught by the Florida State University Department of Statistics are enrolled in STA 3014: Fundamental Business Statistics. During the academic year this course is taught in large lecture sections of 250 students each. It is either the only statistics course or one of two statistics courses taken in their undergraduate career for probably 90% of these students. A similar situation exists in many statistics departments around the nation.

These large introductory courses offer us the opportunity to introduce the power of statistics to a large fraction of our future business leaders. In the past it appears that this opportunity has often been missed. In fact, some suggest that these courses help contribute to the general public's negative attitude toward statistics courses, the discipline of statistics, and statisticians.

Hence, I propose that one of the current challenges in statistics is the challenge of improving the quality of these courses so that statistics may contribute to the improvement of quality and productivity in the United States, a vital national issue. In this paper I report on my experiences in grappling with this challenge in STA 3014.     

Interesting times for official statistics

The Statistics Commission was set up in 2000 to monitor the production of official statistics in the UK. Professor David Rhind was one of the founding Commissioners, and has been Chairman since 2003. He tells Helen Joyce that he hasn't had a quiet moment since.     

论作为一级学科的统计学——兼评社会经济统计学原理的科学位置和课程内容

 1992年11月，国家技术监督局发布新的学科分类与编码，把统计学列作一级学科。同时有的学者提出建立“大统计学”学科体系的倡议。而对”大统计学“究竟指的是什么理解并不一致。本文旨在阐明笔者对这个问题的认识。

统计学已经成为一级学科,但是目前我国统计教学中还存在不少问题或误区。针对这种情况,文章论述了统计、数学以及科学研究之间的关系,分析了统计教学中一些急需解决的问题,提出加强统计教学建设的建议和思考。     

Pitman Medal Awarded to P. A. P. Moran

In recognition of his unique and distinguished contributions to statistics, Professor P. A. P. Moran, FAA, FRS, Foundation Professor of Statistics, Institute of Advanced Studies, Australian National University, has been awarded the Pitman Medal of the Statistical Society of Australia. The Medal was presented to Professor Moran on 26th August, 1982, at the Sixth Australian Statistical Conference in Melbourne.

统计学教材建设的问题与思考

 统计学已经成为一级学科,但是在统计教材建设上还存在不少问题或误区。文章论述了统计教材与统计教学之间的关系,提出加强统计教材建设的建议和思考。     

Official statistics, public policy and public trust

Summary.  The question of public confidence in official statistics has been central to government statistical policy for the last 10 years. This year the Statistics and Registration Service Act 2007 was passed. The paper suggests key characteristics of the new arrangements that will be needed if public confidence in the official statistics outputs is to be strengthened. It is argued that this will depend on public confidence in the statistical system as a whole rather than just the new Board. The organizational structure of the UK statistical system is described and this is linked to the issue of public confidence. Finally the wider questions of evidence-based policy and the use of statistics and statistical thinking throughout government are discussed.
