Correspondence to Dr Marguerite Valentine, 56 Osbaldeston Road, London N16 7DR Summary A ‘bad object’ has been defined as an ‘objectwhom the subject hates or fears, who is experienced as malevolent.A bad object may be either an internal or an external object’(Rycroft, 1988, p. 100). This paper explores the circumstancesin which public fears and anxieties over child abuse becomeprojected into the social worker. It discusses how social workersintroject these feelings, become a ‘bad object’,and how social services departments have developed a numberof strategies which defend against feelings of blame and responsibility.The exploration is derived from my own experiences and observations,and applies Kleinian psychoanalytic theory to studies of institutionaldefences.  相似文献

Summary Amidst questioning of its essential identity, social work iscurrently developing new procedures and training programmesin assessment, traditionally one of its core activities. Thedemand for this redevelopment has been created by the changingprofessional climate in both probation and social work practice,in particular the response to legislative changes such as theNational Health Service and Community Care Act 1990. This paperexamines the established model of social work assessment inhistorical context and identifies its shortcomings for practicein the 1990s. It argues that despite the apparently diverserange of assessment tasks now undertaken by social workers andprobation officers, there remains an identifiable, common setof skills. Moreover, unless social work anchors these assessmentskills in a conceptual framework, retaining a sense of its ownhistory, the essential character of social work assessment willbe lost amidst mechanistic procedures and competing philosophies.This paper suggests a typology for making sense of the rangeof assessment tasks in current practice, arguing that this mustbe rooted in a holistic theoretical and philosophical model.The term ‘social work’ is used in its generic senseto include probation practice.  相似文献

Summary This paper considers how far the New Labour educational policyrepresents a clear shift in focus from the policies of the Conservativeadministrations of the 1980s and 1990s. As in other areas ofsocial policy, the paper concludes that current government policyowes as much—if not more—to ‘New Right’ideology than to that of the ‘Old Left’. With anew emphasis on social inclusion, the paper considers the contributionof, and implications for, contemporary developments in educationpolicy and practice for child and family social work in general,and education social work in particular.  相似文献

Summary The decision about whether behaviour with children is acceptablehas far-reaching consequences for those involved. Social workersmust decide what behaviour leads people into the child protectionsystem. This study aims to identify how far social work studentsachieve a consensus on the acceptability of behaviour, and whethersimilar items achieve agreement between groups in Sweden andEngland. Forty-four vignettes of behaviour with children whichmight be seen as unacceptable were administered to 52 first-yearsocial work students in Ume, Sweden, and 50 English students.They were asked to rank the behaviour on a 5-point scale, where‘1’ represented ‘Fine’ and ‘5’‘Totally unacceptable'. Key findings were that there is little consensus within societiesabout what is acceptable behaviour towards children, and significantdifferences between them. It is argued that this is the resultof the many different discourses operating in the field. Theauthor points out the difficulties this can cause, and arguesfor the acceptance of a postmodern approach, which though stressingthe importance of consensus in decision making, ultimately positsthat effective and ethical practice must be based on relationship.Such an approach would resolve paradoxes which have challengeda more modernist understanding of social work.  相似文献

Summary The purpose of this paper is to analyse and reflect upon thecurrent state of child welfare policy and practice and how thishas changed over recent times. In the process it aims to makea contribution to the current debates on ‘the refocusingof children's services’. A central part of the argumentis that new strategies have emerged which do not have as theircentral focus either meeting the needs of children or respondingto child abuse, but the assessment and management of risk. Inselecting such a focus, such developments are in danger of overlookinga central characteristic of policy and practice in terms ofthe pervasiveness of uncertainty and ambiguity. Not only dothese characteristics need to be reorganized, but they needto be built on in order to take our thinking and practices forward.  相似文献

Summary This article describes the findings of a research project whichexamined the views and practice of social workers undertakingassessments in one local authority following the implementationof the NHS and Community Care Act 1990. While the assessorsexpressed dissatisfaction with some aspects of the new systemof care management, overall they appeared to be taking the newculture on board. Managers were consistently more enthusiasticthan practitioners. Both groups saw needs-led assessment, userchoice and keeping users in their own homes as central objectivesof care management. The shadowing of ten community care assessmentsallowed the degree to which these objectives were realized inpractice to be explored. Users' experience of the new culturewas also studied. The user-practitioner transactions observedsuggest that those users who were able to articulate their ownneeds forcefully were most likely to be able to exercise choice.It is argued that the new culture of community care embodies‘consumer choice’ rather than ‘user choice’.  相似文献

Performance indicatorsare not neutral or merely technical—they represent viewpointsand values that may influence policy and practice. This three-partarticle examines how this may occur. The first part outlinesa theoretical approach to understanding the policy significanceof performance indicators. As they become part of the frameworkwithin which policy debates occur, indicators may frame policyissues, create boundaries around options for solutions, definestandards for evaluating results, and set the terms of publicdiscourse. The second part discusses the background to the developmentof performance measurement in child welfare in Britain, theUSA and Australia, locating it as integral to contemporary approachesto public sector management. The third part examines the performanceindicators used in these jurisdictions-aspects of performancemeasured, underlying assumptions about ‘good’ performance,and how they construct child welfare. Existing indicators narrowlyconstruct child welfare in terms of investigations and out-of-homecare, whereas the child welfare literature suggests a broaderapproach with more attention to family support. The articleargues that there is space to negotiate on the new managerialistterrain, developing an approach to performance measurement thatcontributes to better services and outcomes for children andfamilies.  相似文献

Correspondence to Rosemary Bland, Department of Applied Social Science, University of Stirling, Stirling FK9 4LA, Scotland Summary Social work definitions of ‘good practice’ in residentialcare which were originally developed in work with children andyoung people have also been applied to residential settingsfor other user groups, including older people. However, anylink between such elements of practice and positive outcomesfor users has not always been demonstrated. The introductionof market principles and orientations into social welfare inthe 1980s re-defined the social work ‘client’ asa ‘consumer’ with the associated power to make choicesin the area of social care. The success with which such an approachcan be applied to services for people who are very often, notin a position to exercise much choice, is debatable. Alongsidethe notion of the ‘consumer’ or ‘user’of services has grown the ideology of ‘empowerment’of people who use social work services. Drawing on findingsfrom a recent study, this article explores the contributionof the keyworker role to good practice and the empowerment ofolder people living in residential homes. It concludes that,because their understanding of the concept and practice is largelyundeveloped, the role as currently interpreted is not consonantwith good practice and tends rather to reinforce the power ofstaff.  相似文献

To evaluateinvestigative practice, the survey aimed to (i) document existingarrangements for police/social services investigation and managementof CSA cases; (ii) identify the main organizational models informingsuch work, and (iii) explore the perceptions of police and socialservices managers of the key policy and practice issues posedby such work. The criteria for judging the benefits of jointwork were: reduction in the number of occasions children wereinterviewed, clarification of the role of professionals involved,increased coordination of service delivery, and establishmentof group support for difficult decisions. While there were signsthat some benefit was being achieved, there were also indicationsof the endurance of problems long associated with multiagencywork.  相似文献

This qualitativestudy, based in social services departments in London, usedthe focus group method to explore the provision of supervisionby team managers in a very pressurized work environment. Thestudy highlights the difficulty of protecting adequate supervisiontime but shows how supervisors can use their skills to conductcase related discussion concerned with developing professionalskills. ‘Inquisitorial’ and ‘empathic-containing’functions are identified and an approach is proposed for combiningthem in training courses for child protection supervisors. Thepaper recommends that supervision training needs to be expanded,to be more precisely targeted, and that outcomes need to berigorously and appropriately assessed.  相似文献

This special section was inspired by the recent increased interest and methodological advances in the assessment of context‐specificity in child and adolescent social development. While the effects of groups, situations, and social relationships on cognitive, affective and behavioral development have long been acknowledged in theoretical discussions of social development, empirical research has largely relied on the assessment of individual differences rather than contextual differences in these processes—perhaps due to the fact that advanced data analytic techniques are required to access contextual dependencies in such data. While still developing, best practice data analytic techniques enable us to access the ‘social’ of social development in more precision today than ever before. Summary The proposal in the Barclay Report on the role and tasks ofsocial workers for ‘community social work’ as astrategy for social services departments is assessed The writerargues that the voluntary sector has significant roles and prioritiesoutside the social services, that government priorities forencouraging the voluntary sector emphasise other areas of workand that involving voluntary groups in official initiativesmay be seen as going against the independence of some groups.The motivation of groups and individuals in the voluntary sectorwill be important, but various research and practice shows thatindividuals, informal groups and mutual aid groups may be difficultto involve in a substantial programme. The climate of opinionin the field of volunteering and the social background of clients'neighbours may provoke hostility. Experience of community worksuggests that official initiatives may lead to resistance andconflict rather than involvement, and there may be ethical problemswith compulsion.  相似文献

Summary Interpersonal skills which enable the worker to engage meaningfullywith the client, lie at the heart of effective social work practice(Cournoyer, 1991). The acceptance of this proposition has importantand obvious implications for the preparation of would-be socialworkers. While the increasing popularity of structured approachesto training in this domain has been commented upon (Sowers-Hoagand Thyer, 1985), it is, perhaps, surprising that relativelylittle has been published by way of a systematic explorationof current social work education/training provision in promotingskilled professional interaction. This paper critically reviews some of the research investigatingthe effects of structured training on interviewing performance.While reported outcomes have been largely positive, methodologicalweaknesses are identified and discussed. The issue of trainingeffects persisting and being applied outwith the training environmentis dwelt upon. Contrasting paradigmatic perspectives on theprocess, reflected in such labels as ‘transfer of training’and ‘generalization of outcome’, are considered.These differing conceptualizations are synthesized in the illuminationof factors that seem to be pivotal in the transfer process.Finally, recommendations are made for improving interpersonalskill training procedures for social work students.  相似文献

Summary Recently there has been considerable debate concerning the useof child guidance/psychiatric services. There is a lack of consumerstudies in this area, despite opinion that such studies areessential in the evaluaton of these services. This paper considersthe expectations and experiences of ten families who attendedtheir local child guidance clinic. These families had attendedthe clinic for no more than six appointments before termination.Most parents had expectations which conflicted with those ofclinic staff. The only three families whose expectations concurredwith clinic practice had had previous experience of the ‘helpingprofessions’. Overall less than half the families feltthey had been helped and this seems related to the differencesbetween their expectations and experiences. The clinic's andthe families' opinions concerning the helpfulness of clinicintervention do not always coincide, nor do their reasons fortermination. Ideas for preparation of families prior to attendingthe clinic and for modification of treatment by clinic staffare considered.  相似文献

E-mail: T.Spratt{at}qub.ac.uk Summary This article reports findings from the third part of a three-partresearch project examining the potential for social workersto shift from a child protection to a child welfare orientationin their practice. Whilst social workers in the UK have beenencouraged to make such changes, they have been hampered byconcerns to manage risk. Findings reported from the earlierparts of the project, indicated that there was potential fora substantial proportion of child protection work to be redesignatedas child welfare work, but that where this was achieved in practice,there was evidence of the continued influence of child protectionprocesses as social workers sought to manage the risks inherentin child welfare cases. The study reported here sets out toascertain the views of parents who were subject to child welfareinterventions. The findings indicate that while parents feelapprehension with regard to contact with social workers, inthe majority of cases successful relationships are formed. Itis argued that social workers display considerable skill inmonitoring potential risks whilst engaging with families andthat the subtleties involved in such activity are not capturedby official measures of governance which concentrate on moreabstract indicators of performance.  相似文献

Summary Following early reports of the feasibility and usefulness oflocating social workers in general practice (Collins, 1965;Forman and Fairbairn, 1968; Cooper, 1971) the number of attachmentsto general practice has increased markedly over the last decade(Gilchrest et al., 1978). Although there have been a numberof accounts of the increased co-operation between health carestaff (Clare and Corney, 1982) there has been a dearth of objectiveevaluations of the advantages these schemes bring to generalpractice patients. This paper describes the design, executionand outcome of a clinical trial of social work carried out ondepressed women in general practice aged 18–45. It focuseson the social workers' activities and the clients view of help:more detailed information is described elsewhere (Corney, 1981).  相似文献

Summary In order to improve outcomes in temporary foster care the authorbelieves there is a need to develop alternative models for practicethat would (a) define the social work task (b) specify in operational terms how that task would be accomplishedand thus would be amenable to empirical testing. (Temporaryfoster care is defined as the provision of substitute familylife for a child received into care, where there is a clearintention to re-unite the natural family at a future date). This article deals with the essential preliminaries to the developmentof a practice model. The first part surveys the relevant literature;part two develops a theoretical framework for practice aroundthree themes which are considered central to a considerationof foster care. These are the separation experience, the placeof the natural family, and role clarification. Other crucialvariables such as the age of the child, the nature of the problem,or the parents' potentiality for change are not dealt with withinthese papers, but are nevertheless seen as important issuesto be considered at the stage of designing a model for practice.  相似文献

Summary During the course of an evaluative study of a new psychogeriatricday hospital we encountered the fact that amongst the staffthere is very widespread support, in general terms, for theimportance of offering a service to the relatives of patients.A Relatives Group, in which the social worker attached to thehospital plays a leading role, is a major component of thisservice. However, the Group remains comparatively self-contained,is organised somewhat separately from the main body of hospitalactivities, and in practice systematic liaison with relativeshas not formed any major part in the planning and design ofthe organisation as a whole. Apart from the Relatives SupportGroup, there are only a small number of occasions on which relativeshave any regular contact with hospital staff. In this note we shall summarise our research which describesthe nature of social events which are encompassed within theGroup meetings. The research concludes that the Relatives SupportGroup sustains an ideology of service to relatives while confiningmany of the practical tasks so entailed to an organisationallocale which limits the degree of ‘relatives disturbance’to the rest of the institution. An implication of this thesisfor social work in medicine is that, in so far as social workersplay a significant part in running such groups, their attemptsto introduce relatives in this way as significant consumersmay, ironically, serve only to limit the impact of this groupwithin the system of medical care.  相似文献

Summary Despite a debate lasting some decades, there has been littleor no clear resolution about the way knowledge may be relatedto practice. To a considerable degree this is because of anassumption that knowledge is ‘knowledge as product’:given knowledge, researched and applied to practice. In recentyears, the concept of ‘knowledge as process’ hasemerged, focusing on knowledge of rigorous ways to think aboutpractice situations. This has generated a focus on hypothesisgeneration, testing and falsification, as well as lessons tobe learned from rigorous methods of qualitative analysis insocial research. Rigorous social workers, it has been suggested,would behave like ‘practical qualitative researchers ofthe individual instant’. However, there is little empiricalresearch on the matter. This paper evaluates process knowledgeforms used by social workers. It presents findings that socialworkers vary considerably in the extent to which they develophypotheses about the whole case, or aspects of it, in the depthwith which they analyse cases, and the systematic way they pursuean information gathering strategy. The paper concludes thatthere is clear evidence of social workers behaving as practicalqualitative researchers, but the rigour with which they do sovaries, with fundamental implications for the training process,and the extent to which rigorous strategies, along the linesof research methodology, should be taught.  相似文献

Summary There has been a renewed interest in recent years on the purposeof Guardianship but only limited empirical data on how it isbeing used under the current Mental Health legislation. Thispaper attempts to address both issues. The paper presents someof the findings of a Scottish study which examines the implicationsof this legislation and covers a range of issues including usesof Guardianship; a profile on the Mental Health Officers (ApprovedSocial Workers) involved and their role in assessment; who becamethe guardian and how they exercised their role; and broaderlegal issues. Unlike a recent paper (Evans, 1989) the authorsbelieve the legislative framework is inadequate to promote initiativeand good practice in this field and that there is a need fora new debate on the purposes of Guardianship with particularreference to the powers needed to care for and protect a rangeof adults with differing needs who might be considered ‘atrisk’ in the community.  相似文献
