This research note examines the economic performance of economic immigrants selected under the Quebec Experience Program (PEQ). Launched in 2010 and currently being challenged by the Government of Quebec, this immigration program offers an accelerated path to obtaining a Quebec Selection Certificate. Drawing on data from The Longitudinal Immigration Database (IMDB), this analysis focuses on PEQ immigrants’ employment rates and employment income compared to the Quebec population aged 25 and 44, other economic immigrants admitted to Quebec, and candidates for the Canadian experience program admitted in another province. The results show that the first cohorts of this program performed very well on the Quebec job market, a performance that compares favorably with that of the other groups studied. The results indicate that the economic arguments put forward by the Québec Government to justify the reform of the PEQ do not withstand the statistical examination of employment outcomes; other factors should justify this reform.  相似文献

Coming out of a long period of collective fieldwork, this comparative sociohistorical analysis focuses on issues related to setting up neighborhood committees in the French cities of Marseille, Toulon and Nice. From the perspective of the political sociology of public action, attention is paid to changes in relations between municipal leaders and these committees. The Vaillant Act was passed in a local context where these committees had major legitimacy territorially and institutionally as well as in terms of civic leadership. However, the Act disputed this legitimacy by allowing political officials in these cities to redesign relations with “middlemen” and with civic leaders and persons involved in this “local democracy”. Local authorities exploited this possibility — sometimes upholding and sometimes objecting to the role played by political middlemen from nonprofit organizations.  相似文献

Entre 2002 et 2011, le marché du travail colombien a connu une nette amélioration des possibilités d'emploi, assortie d'une montée de l'emploi atypique. Les auteurs étudient l'incidence de ces phénomènes sur la qualité de l'emploi au moyen d'un indice synthétique dérivé d'une analyse des correspondances multiples. Ils observent une amélioration, légère mais générale, de cette qualité, associée à l'augmentation des revenus, à l'extension de la protection sociale et au recul du sous‐emploi. Les principales bénéficiaires sont les travailleuses indépendantes. Toutefois, un important déficit qualitatif perdure, qui appelle à consolider les institutions du marché du travail et à stimuler la productivité et l'investissement.  相似文献

Le secteur de l’électronique repose sur une chaîne de production mondiale particulièrement complexe. Les auteurs s'appuient sur des données de la base WIOD pour la période 2000–2014 afin d'apprécier la contribution des pays à cette chaîne de valeur. Ils examinent notamment l'incidence de la crise financière mondiale de 2007–2008 sur son évolution et établissent une cartographie des interactions internationales. L’étude révèle une augmentation des délocalisations depuis la crise financière, la Chine et d'autres pays d'Asie de l'Est étant devenus les principaux pôles de création de valeur. Elle montre aussi que les technologies de production ont connu une transformation radicale, accompagnée d'une montée en qualification.  相似文献

To inquire into innovation in public policy, attention is focused on the work done by a group that proposed an innovative project for “preventing” drug-use in a prison in Luxembourg. After several events and reversals, the final arrangements, which brought together disparate interests, was grounded in the contingent attachment of various persons to the leading role played by a general practitioner and the “permanent attachment” of authorized needles distributed in a case. In a situation where attempts to work out a theory in terms of “positions”, “power” and “control” would have difficulty coming up with a convincing explanation of this surprising process, preference is given to describing this innovation in terms of “passages” and “attachments”.  相似文献

Based on ten years of research on the four-day workweek at Volkswagen in Germany, a longitudinal analysis is proposed of collective bargaining and the new forms of regulation that the automaker is putting into effect. Since the initial labor agreement worked out in 1993, organizational rules have changed considerably. The negotiated agreement on the reduction about the time spent working, the loss of wages and the number of jobs to be kept has been extended by increasing flexibility in the organization of work time. Under pressure from international competition, which has forced the firm to redesign its production process, the company is going to gradually reconfigure its internal labor market.  相似文献

The practices of faculty members who teach courses during the freshman and sophomore years in universities are described at a time when the French system of higher education is becoming more dualistic and when we increasingly hear that the indicators of academic failure—especially high during these 2 years—must be brought down. After presenting the concepts of a “scholastic” and an “academic” transmission of knowledge and teacher-student relationship, a survey in the field is used to test the hypothesis of a “scholarization” of the diploma (DEUG) obtained after these 2 years. There are, indeed, trends toward this “scholarization”, which is described: both its generalized expressions (for instance, the psychologization of practices) and its variations by discipline. However, they are still superficial and not very effective. They are superposed on a strong orientation toward research and the reproduction of researchers. Ultimately, members of the faculty teach while considering that the first 2 years of higher education correspond to a phase of latency.  相似文献

L'efficacité des subventions à l'embauche destinées à faciliter l'insertion des personnes handicapées reste incertaine, car plusieurs effets – d'aubaine, de substitution et de signal – se superposent. Pour en savoir plus, les auteurs proposent un protocole original, dans lequel les employeurs sont informés de façon aléatoire du droit à subvention. L'analyse des taux de convocation à un entretien montre que la subvention a un effet nul, voire contre‐productif, pour un échantillon de jeunes fraîchement diplômés de l'enseignement professionnel. Cependant, l'effet de signal défavorable ainsi mis en évidence est nettement plus faible pour d'autres sujets suivis par un service d'orientation spécifique, déjà actifs avant l'acquisition du handicap.  相似文献
