Celebrating Twenty Years of a Serials Column

A co-editor of “The Balance Point” column looks back at its twenty-year history, its current function and its future in serving the serials professional and scholarly community. The author examines how the column emerged as an idea by then Serials Review editor Cindy Hepfer in 1988 to be a forum on important serials issues for practitioners who might not otherwise write formally on these topics. The column has continued though the 1990s and 2000s to provide that function, as well as serve as an important place where authors are invited to explore serial issues much in need of a balanced approach. The author shares comments from past “Balance Point” column editors, John Riddick, Mary Beth Clack, Ellen Finnie Duranceau, Karen Cargille, Markel Tumlin, and Kay Johnson on how they regarded the column, the rewards and challenges they faced, and how they see the future of this format in an evolving electronic communication milieu.     

Journal Self-citation Analysis of Some Chinese Sci-tech Periodicals

This study investigates self-citation rates of 222 Chinese journals within seven groups including 76 journals of agronomy (34.2 percent), 57 of biology (25.7 percent), 28 of environmental science and technology (12.6 percent), 15 of forestry (6.8 percent), 24 of academic journals of agricultural university (10.8 percent), 9 of aquatic sciences (4.1 percent), and 13 of animal husbandry and veterinary medicine (5.9 percent). The average self-citation rates range from 2 percent to 67 percent in 2006, 1 percent to 68 percent in 2007 and 0 percent to 67 percent in 2008. There is a significant difference in self-citation rate between most groups of journals. The self-citation rate is positively and significantly correlated with the self-citation rate in 2006 for all 222 journals (N = 222, R² = 0.194, P = 0.004) (P < 0.05). However, the self-citation rate is not significantly correlated with the journal's impact factor in 2007 (N = 222, R² = 0.114, P = 0.091) and 2008 (N = 222, R² = 0.112, P = 0.096) (P < 0.05) for the 222 journals. The relationship between self-citation rate and journal impact factor is discussed.     

SNA-08的新面貌以及延伸讨论

 2011年,联合国等机构发布了国民账户体系（SNA）的最新版本SNA-08。本文从三个角度讨论了SNA的发展过程。第一,SNA中心框架是如何演变成为一套成熟的、具有普适意义的分析工具的;第二,为适应不同环境和不同需求,SNA在提高灵活性应用方面有怎样的进展;第三,SNA如何在与其他统计体系之间的互动中奠定了自己的中心地位。通过讨论,显示SNA-08对国民经济核算理论方法及其应用的贡献。     

法国统计工作值得注意的若干特征

为着研究西方国家国民经济核算工作的经验和作法,不久以前,我和国家统计局、国家计委和国家经委的几位同志一起到法国进行考察。在考察中,分别同法国政府几个部门的有关人员进行了座谈讨论,其中,同法国国家统计和经济研究所(相当于国家统计机构)谈得时间最长,也谈得最细。法国统计组织比较健全,花力量搞统计分析和统计预测,编制出版的统计资料相当丰富。统计工作在社会上享有很高的信誉。这些给我们留下了深刻的印象。     

Journal Finder, a Second Look: Implications for Serials Access in Today''s Library

Since The University of North Carolina at Greensboro's Jackson Library introduced Journal Finder in August 2001, the service has grown and evolved. Its features and capabilities have been expanded, enhanced, and refined, and a partnership program has been developed. Journal Finder enjoys significant initial success and appears to meet a real need in the research life of faculty and students. Additionally, Journal Finder has revealed several user trends with implications for the library, including the use of print serials, photocopying, interlibrary loan, and document delivery/pay-per-view, and it continues to provide insights and data for serials collection management decisions.
