This article traces past and present trends in the institutional development of sickness daily allowance schemes in eighteen OECD countries. We are interested whether there still are—or if there ever have been—distinctive models in sickness benefits. The historical part of the study inspects the development of coverage and generosity benefits. Thereafter the extent to which sickness benefits have been targets for retrenchment will be analysed. The study shows that up until 1985 the Nordic programmes guaranteed better benefits than corporatist schemes, but the situation has since changed, and the Nordic countries do not any longer provide higher compensations. In this respect, these two groups of countries have clearly converged and simultaneously their distance from the countries with basic security or targeted schemes has increased. When it comes to coverage, the Scandinavian schemes have to a great extent preserved their universality, whereas the other groups of countries have lost a bit in their coverage. Thus, in this dimension at least, we can still depict a clear Scandinavian pattern. However, there are indications of convergence towards the corporatist or labour market‐based model.  相似文献

This article assesses the extent to which cultural interpretation may be useful in understanding social policy models. By surveying cultural traditions, the study explores the context in which the Scandinavian social policy model was developed. The study investigates the institutional legacies of Scandinavian agrarian societies and identifies certain cultural traits, making observations as to their implications for the social policy model. The study does not intend to establish any “causal relation” between specific historical phenomena and the modern welfare states, but regards cultural traditions as forming the “contextual basis” for the operation of a welfare state system. Hence this is not merely a case study of Scandinavia, but a methodological undertaking that could play a significant role in broadening the scope of the study of social policy.  相似文献

The traditional goal of equality in services remains at the heart of the Scandinavian welfare model; however, in recent decades, policymakers have also placed increased emphasis on user influence over services. Voice and choice are two channels to achieve this goal. The possibility to give feedback and voicing dissatisfaction to service providers (voice) is a well-established channel of service users' influence, however it is increasingly supplemented by user choice schemes (choice), where one can choose between different public and private service providers. We use the case of domiciliary care for the elderly to examine how the traditional goal of user equality is associated with the growing emphasis on user influence through voice and choice. The analyses are based on user surveys carried out by the municipality in the city of Oslo, which is arguably the only municipality in Norway where user choice plays a significant role in elderly care. Since the municipality subsidizes the private providers, individual economic resources should have less relevance. However, voicing dissatisfaction and choosing between different providers may anticipate cognitive resources that are not equally distributed among the users. The survey data indicate that there is an association between level of education and propensity to exploit all channels of user influence. Expanding user influence by introducing user choice thus confirms the differences between highly educated and less educated.  相似文献

The article examines how the three Scandinavian countries are responding to the seemingly growing gap between demands and resources. Various strategies and approaches are identified and evaluated, and their relevance and potential are discussed in a comparative context across time and between countries. What about the recent changes in the Scandinavian welfare policies on aging? Do they merely represent minor adaptations in order to protect and sustain “the Scandinavian model”, or are they early signs of major changes in progress?  相似文献

In Sweden and Denmark, the development of old‐age care has followed markedly divergent paths over the past 20 years. In both countries, the level of old‐age care universalism was exceptionally high in the early 1980s. Since then it has dropped sharply in Sweden, while remaining constantly high in Denmark. These divergent trends are clearly irreconcilable with the common image of a coherent Scandinavian welfare state model, and they seem hard to explain with reference to traditional approaches of comparative social policy. This article attempts to account for the divergent developments by focusing on the balance of old‐age care regulation between central and local government. The main finding is that only in Sweden has the central regulation of old‐age care been weak and unspecific. As a consequence, Swedish municipalities have enjoyed sufficient autonomous, regulatory competence to exercise certain local retrenchment measures in times of austerity, thereby eventually causing a nationwide weakening of old‐age care universalism. By contrast, municipalities in Denmark have been much more tightly bound by central state regulations which have prevented them from imposing similar retrenchment measures in the old‐age care sector; consequently, Denmark's level of old‐age care universalism has remained comparatively high.  相似文献

Recent research has cast some doubt on the consistency of models that isolate Scandinavian countries as different to other nations in terms of egalitarian welfare states. For example, it has been argued that if occupational welfare polices have their contribution to national welfare better accounted for in comparative models, or if there is a focus on specific aspects of welfare coverage, then Scandinavian welfare states look less different to other European countries. Using case‐based methods that try to balance the demand for generalizations and the qualitative integrity of the case, this research examines the specific case of income protection for the older population post‐retirement, to see if Scandinavian countries emerge as consistently different when compared with other OECD nations. Scandinavia can be clearly identified in a separate cluster, but it is not alone and other countries also share its similarities. In particular, Scandinavia emerges in a cluster that provides more income replacement and protection for women. In part, this is reinforced by the high rate of labour participation by women in Scandinavian countries. However, there is little evidence of Scandinavian countries retaining noticeable differences and divergence in income protection policies for men.  相似文献

The current trajectory of the Scandinavian welfare states is unclear. However, social policy in the Scandinavian countries is, undoubtedly, in a period of transition. This article's main purpose is to analyze whether Scandinavians' support for the welfare state has played a critical role in this transition. Based on surveys from Sweden. Norway and Denmark, two conclusions are reached. Firstly, at the highest aggregated level, the Scandinavian welfare states had solid support in the beginning of the 1990s. Secondly, this support was characterized by significant cleavages between social groups. This article also attempts to further the research on the relationship between institutional characteristics and attitudes. The conclusion is that institutional characteristics provide a reliable guidance for an understanding of attitudes toward social policy in the Scandinavian countries.  相似文献

This paper highlights the stereotypical images characteristic of Chinese social research on the Scandinavian model. How do Chinese commentators explain the development of the Scandinavian social policy model and how do they assess it? Is it deemed morally sound and sustainable? Reasons for the contrasts of interpretation between Chinese and Scandinavian authors are categorized along two dimensions. There are “missing elements”, typically the notions of social solidarity and social citizenship, which tend to be ignored by Chinese writers though underscored by Scandinavian writers. There are also “added elements”, generated from Chinese contexts, which affect Chinese interpretations of the Scandinavian model. The study argues that since each welfare regime type is possessed of its own normative codes, supported by its own particular social order, it is necessary to decode such elements—especially cultural notions of welfare—to appreciate the points of view being expressed.  相似文献

We develop and test a model which links information acquisition decisions to the hedonic utility of information. Acquiring and attending to information increases the psychological impact of information (an impact effect), increases the speed of adjustment for a utility reference-point (a reference-point updating effect), and affects the degree of risk aversion towards randomness in news (a risk aversion effect). Given plausible parameter values, the model predicts asymmetric preferences for the timing of resolution of uncertainty: Individuals should monitor and attend to information more actively given preliminary good news but “put their heads in the sand” by avoiding additional information given adverse prior news. We test for such an “ostrich effect” in a finance context, examining the account monitoring behavior of Scandinavian and American investors in two datasets. In both datasets, investors monitor their portfolios more frequently in rising markets than when markets are flat or falling.

Giving money to strangers: European welfare states and social trust Int J Soc Welfare 2011: 20: 3–9 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. Why would you give money to strangers? That is the fundamental question posed by a new body of research into the relationship between social trust and willingness to accept high taxes and extensive welfare states. The literature argues that generalised trust causes and upholds universal welfare state institutions, an entirely plausible explanation of the Scandinavian social democratic welfare states. However, it cannot explain the presence of very large welfare states in Continental Europe, where the level of generalised trust is much lower than in Scandinavia. The article adds to the existing literature by arguing that the ‘bumblebee’ of conservative welfare states is characterised by particularistic trust and familiaristic welfare institutions, which are functional equivalents to the mechanisms found in Scandinavia. Future research into the trust–welfare state relationship should therefore focus on the trust profile of a country to understand how the welfare state provides its citizens with benefits.  相似文献

Denmark and the Netherlands are usually considered to belong to two different families of welfare states: the Scandinavian and the Continental model respectively. Yet, in both states active labour market policies, or activation, have increased during the 1990s and are currently prominent. Both in Denmark and in the Netherlands activation has been viewed as an important reason for the low unemployment rates which both states have experienced since the early to mid‐1990s, hence explaining the so‐called Dutch and Danish jobs miracles. The paper examines critically the activation measures taken in both countries and their alleged positive effect upon (un)employment. It further examines their effect on rights and obligations from a citizenship perspective. The paper concludes that in both cases the positive development of labour market performance cannot primarily be attributed to activation measures. Furthermore, activation has reduced the entitlements and increased the obligations affiliated with social citizenship.  相似文献

In a recent paper [2] we presented a model of societies. In the context of that model, we argued that in the field of social choice it is necessary to consider some type of cardinal utility indices if we want to develop a sensible analysis. The main purpose of the present article is to complete and extend an argument initiated in Section 5 of [2] by giving a rigorous formulation and proof of a theorem informally discussed there.To formulate rigorously our theorem a concept of impersonality is introduced that appears to be more general than those which have been used in the economic literature.Our arguments concerning the need to use cardinal utility indices in the field of social choice are shown to be similar to those used by the proponents of decentralization in the controversy regarding centralization and decentralization as alternative ways of organizing the economic activity of a society.An earlier version of this paper was presented at the Econometric Society Winter Meeting held in Toronto, Canada, December 1972.  相似文献

This article compares family policies in two Scandinavian and three Confucian Asian countries. Through a general survey on schemes of child allowance and parental leave, it seeks explaining factors for cross-regime diversity of the welfare systems. In focus are the agents affecting the family policy-making process, including social classes, the state, women and families. In order to assess the roles these agents have played, this study retraces the preconditions of family policy development and its associated socio-cultural backgrounds. Results from such an examination will illustrate how the social order determines the patterns of family policy, which offers a new path to travel to these different cultural 'worlds'. Taking the Confucian Asian states into its frame of reference, the study will take a fresh look at Scandinavian welfare systems, which still have some general implications for the study of the dynamics, model and outcome of family policy in an international context.  相似文献

This article questions whether or not Denmark is still a universal welfare state. It does so by first offering a comparative‐based analysis of the Nordic countries on central welfare state parameters. Second, the article utilizes a case‐based analysis in respect of three core areas of the Danish welfare state—pensions, unemployment and early retirement benefit—to assess the distinctiveness of the Danish model. The article concludes that, notwithstanding the Danish model is more mixed today than it used to be, it continues to be distinct in areas such as equality, full employment, a high level of spending on social security and an active labour market policy.  相似文献

This article reports on Participatory Action Research with social work practitioners who collaboratively explored the effects on professional practice when practitioners raise their awareness of an ecosocial work approach. Although contemporary research in the profession has contributed to the ongoing development of ecosocial work, there is a notable lack of collaboration with social work practitioners. Using a transformative ecosocial work model of practice, researchers together with social workers from a range of practice contexts met as co‐inquirers to plan, implement and evaluate ecosocial work interventions. As part of a larger international study, this article reports on research outcomes within the Australian context. Overall, results indicate that practitioners incorporated interventions across personal, individual, group and organisational levels of practice, but were constrained by structural elements at broader levels. Continuing the development of ecosocial work requires further collaborative exploration with practitioners, which takes into consideration communities and broader social and political systems. Key Practitioner Messages: ? This research endeavours to contribute to the evidence‐base for progressing transformative ecosocial work in professional practice; ? Using Participatory Action Research (PAR), this research was done in collaboration with social work practitioners as co‐inquirers to develop ecosocial work interventions; ? Community engagement has come to the fore as a policy and programme approach that seeks to connect citizens both with each other and with government in order to deliver improved social and economic opportunities and outcomes. This model has become a key aspect of the intervention approach within Indigenous communities and is seen to have particular application in addressing community justice issues. This article examines a suite of community justice initiatives being used in Indigenous communities in Australia with a view to ascertaining how the principles of community engagement are operationalized. The article draws on this information and argues that community engagement is only one aspect of a number of community‐oriented justice initiatives currently being applied. These initiatives range from concepts of community as a location, community as an interest group, and the leveraging of community capital so as to tap into and build better and stronger relationships. In so doing, the latter attempts to increase the social infrastructure, resources and capacity of communities. However, despite government attention in this area, there is a lack of a policy and programmatic framework to guide a coherent and apposite approach to issues of community in specific policy settings. The article contributes to the development of a framework that begins the process of differentiating and assessing justice administration interventions.  相似文献

Participation has emerged as a key theme for social policy and administration in the UK. Public service providers are often keen to consult users, and users themselves want to make their voices heard. Despite this, however, there is a perennial problem in getting people to participate, and participation is often better supported in principle than in practice. The motivations of key actors are crucial, but are often poorly understood. This article attempts to build a more detailed understanding of the motivations to participate of one key group: service users. Using Mutual Incentives Theory, it shows the extent to which users are motivated by individualistic or collectivistic concerns. These “demand side” factors are then combined with others on the “supply side” in a model we call the “participation chain”. This model provides a systematic framework for understanding what makes public service users participate, and seeks to demonstrate that, while the question of participation requires a combination of answers, it is a combination that can be predicted, planned for and acted upon.  相似文献

The popular image of work and working in Scandinavia is highly contradictory. One discourse stresses the strict work ethic of Scandinavian people and the participation of the whole population in wage labor. Another discourse says that welfare states have undermined the motivation of people in Scandinavian to work. This article explores the argumentation of both discourses and compares the industry of people in Finland, Norway and Sweden with the situation in other OECD countries. The picture that unfolds is contradictory: Scandinavia has a high labor market participation rate, but Norwegian people nonetheless work only comparatively few hours, Finnish people work long hours, while Swedish people fall somewhere in-between. Overall, the people of Scandinavia are certainly not the most hard-working in the world, but the amount of work does not seem to correlate directly with the national standard of living.  相似文献

This article reports an empirical investigation of the cognitive effort required to decide in multiattribute binary choice using a variation of the Additive Difference strategy. In contrast with other studies, this paper focuses on the effect of various context variables (rather than task variables) on cognitive effort. In order to select the context variables to be manipulated, we used the model proposed by Shugan (1980; J. Consumer Res. 75 (1980) 99). Our results indicate that there is a positive relationship between the cognitive effort required to decide and the mean of the differences between the dimensions of the choice alternatives. We have also found an inverse relationship between cognitive effort and the variance of the differences between the dimensions of the choice alternatives. Finally, we have found that in negative correlation contexts the effort needed to decide is greater than in positive and null correlation contexts.  相似文献

Objectives. In contemporary U.S. elections there is no shortage of allegations concerning election fraud. These claims are, however, based in large part on anecdotal evidence, unsubstantiated assertions, or the study of reported complaints. The absence of a general methodology to actively search for evidence of election fraud has resulted in policy arguments devoid of empirical data and systematic analyses. Methods. In this article, we present a general methodology to study contemporary election fraud based on the Knowledge Discovery in Databases (KDD) process. We then apply this approach to a case study of a particular type of fraud. Results. After examining approximately 2.1 million votes cast during the 2006 general election in Georgia, we find no evidence that election fraud was committed under the auspices of deceased registrants. Conclusion. In this article, we have introduced a general methodology for the scientific study of election fraud. We urge social scientists to make use of such a framework to investigate the prevalence of different types of fraud across varying election cycles and jurisdictions.  相似文献
