The involvement of parents within child and family social work has become an important research topic during the past few decades. Within this research, a lot of attention is paid to partnership, which is recognised as a dominant concept in current thinking about the parent–worker relationship in present-day practice. The debate on parent–worker relationships, however, seems to be mainly focussed on the individual relationship between the parent and the social worker. Based on a historical analysis of policy documents on a Belgian child and family welfare service, this article offers a historical and sociopolitical contextualisation of the current debate on the parent–worker relationship. The analysis reveals that sociopolitical ideas about the responsibilities of the state, the community and the private family have induced a continuous reflection on which children and parents should be seen as the most appropriate clients for a particular service, as well as an ongoing development of diagnostic instruments to legitimise inclusion and exclusion of families within child and family social work. Consequences for parent–worker relationships in child and family social work are discussed, as well as some implications for future research on child and family social work practices.  相似文献

Government expansion of child care services is based on the assumption that both parents are employed (the adult worker model) and make cost‐benefit calculations in choosing child care (the rational economic choice model). This paper addresses this assumption, based on research examining mothers' assessments of appropriate child care. These assessments involve complex moral and emotional decisions around their own and their children's needs, and differ between social groups. On this basis, we conclude that the assumptions underlying current child care expansion policy are inadequate, and that the mere expansion of services is not enough.  相似文献

This paper reports a study that sought to understand what facilitates engagement between parents and child protection workers and to ascertain the relationship between such engagement and intervention outcome. Quantitative and qualitative data were gathered through personal interviews with 131 worker-parent dyads (workers and corresponding parents receiving service) from 11 child protection agencies in Ontario, Canada. Measures included scales for engagement, parental well-being (depression and stress), and worker well-being (burnout, job satisfaction, stress). Outcome measures included perception of child safety, changed parenting practices and satisfaction. A relationship was found between workers' perception of parent engagement and parents' perception of their own engagement, as well as between the perceptions that workers and parents had around their own respective engagement. Workers who were satisfied with service outcomes were significantly more engaged than those who were unsatisfied. Parents thinking that their children were safer as a result of intervention were significantly more engaged than parents who thought that their children were less safe. The strongest reason given by parents for positive change was being able to trust their worker (p < .001) and believing that their worker was knowledgeable about parenting (p < .01). Qualitative data suggested that parents valued experienced workers because they thought such workers could better understand their problems and how to deal with them. Correspondingly, workers felt that experience enabled them to better understand clients' problems and provide more effective support. No relationship was found between parent engagement and parental depression or stress, but the mean depression score for parents placed them at risk of clinical depression. There was a negative correlation between worker stress and engagement. The study demonstrates that engagement between clients and workers is related to positive outcomes (as reported by workers and parents) and supports the contention that promoting engagement is integral to a successful child protection intervention.  相似文献

Using a national data set of child welfare cases, we asked how parent progress in a case plan was related to four factors: collaborative engagement, child welfare history, parent characteristics, and social worker characteristics. Our secondary analysis employed a sample extracted from nationally representative longitudinal records of 3185 children and their parents. Results of generalized least squares random-effects modeling showed that parent progress was associated positively with five specific variables: collaborative engagement, maintenance of effective working relationship, parent receipt of assistance in achieving goals, parent satisfaction with collaborative engagement, parent Hispanic ethnicity, and child welfare worker with MSW or degree in other major. Associated negatively with parent progress were parent receipt of assistance with obtaining needed services, out-of-home placement, multiple problems, and family income. Practice implications are discussed.  相似文献

This research examined whether heightened neural activation to social cues confers adjustment advantages in supportive social contexts but adjustment disadvantages in stressful social contexts. Forty‐five adolescent girls were exposed to social exclusion during an fMRI scan and reported on parent–child relationship quality and depressive symptoms. Stressful parent–child relationships predicted subsequent depressive symptoms in girls with high and moderate but not low dorsal anterior cingulate cortex, subgenual anterior cingulate cortex, and anterior insula activation during exclusion. In the context of supportive parent–child relationships, however, neural activation to exclusion predicted particularly low levels of depressive symptoms. This support for a biological sensitivity to context model suggests the possibility of redirecting adolescent girls’ neural sensitivity to social cues toward more positive adaptation.  相似文献

Workplace experiences that threaten the affective well-being of child welfare workers pose a hazard to child protection organizations as a whole. This study tests a series of proposed interrelationships of workplace demands and resources as predictors of burnout development and the subsequent impact of burnout on affective worker well-being (e.g. job satisfaction) using longitudinal data collected from a sample of public child welfare workers. This study uses multi-group path models to test hypotheses about the temporal order of the relationships between work demands and resources, burnout, and job satisfaction. The hypothesized models were tested individually by social support in the workplace and specialized child welfare training. The overall theory-driven conceptual model tested performed as was hypothesized with some noteworthy exceptions. Findings from the multi-group path models suggest that the type and level of job resource moderate the relationship between job demands, burnout and job satisfaction. Job demands had diverging effects on several relationships in the model with the exception of two relationships. The relationships between emotional exhaustion and depersonalization and emotional exhaustion and job satisfaction were consistent across all groups and models. This finding suggests that regardless of social support and specialized training, emotional exhaustion is positively related to depersonalization and negatively related to job satisfaction. All models demonstrated good model fit. This article describes the implications of study findings on future research and workforce management practices in child welfare organizations.  相似文献

The role ethnic identification plays in worker perceptions of workplace dynamics in child welfare services (CWS) organizations has not often been a topic of inquiry. The current study follows the unexpected finding from a previous study in which African American (AA) social workers were significantly less likely to report that they would remain in their CWS agencies than European American (EA) workers. Utilizing a mixed methods approach, the authors explored whether inequity from bias in CWS agencies related to ethnicity was a contributor to intentions to stay/leave. The results revealed no significant relationships between ethnicity and job satisfaction or intentions to stay in CWS agencies among EA, AA, or Hispanic/Latino (HL) workers. However, striking findings emerged related to worker perceptions of court duties concerning inequitable workloads and pay.  相似文献

From a social disorganization standpoint, neighborhood residential instability potentially brings negative consequences to parent–child relationship qualities, but family social support and racial/ethnic identity may modify this association. Using data (n = 3,116) from the Project on Human Development in Chicago Neighborhoods, this study examines associations between neighborhood residential instability and parent–child warmth and conflict, whether family social support moderates associations between residential instability and parent–child relationships, and variation by race/ethnicity. Multilevel models reveal that residential instability undermines parent–child relationship qualities, particularly for non‐White individuals. Family support is a protective factor for families in less stable neighborhoods and specifically buffers the association between neighborhood residential instability and reduced parent–child warmth. Among Hispanics, family support mitigates the association between residential instability and heightened parent–child conflict. Findings highlight residential instability as a detriment to parent–child relationships; families in unstable neighborhoods may benefit from family social support.  相似文献

The purpose of this study is to evaluate the effects of an intervention programme applied to families at risk for child neglect. Twenty‐nine families were recruited through a Local Community Services Centre (LCSC) and were assigned to two groups: (1) the first group participated in a multidimensional eco‐systemic intervention programme called the Personal, Family and Community Help Program (PFCHP); and (2) the second group underwent psychosocial intervention that was provided as part of regular LCSC services and focused mainly on the social worker–family relationship. Pre‐test measures were obtained at the beginning of intervention for both groups and a follow‐up was held 24 months later. Quantitative and qualitative analyses indicated that both forms of intervention were associated with improved parent–child relationship and the reduction of parental stress, depression and the potential for child abuse and neglect. However, PFCHP participants showed multiple indications of improvement in their social and marital relationships, which was not the case for LCSC participants. The conclusion outlines the need for a long‐term intervention process for families at high risk for child neglect and the necessity of addressing multiple dimensions of family life if lasting changes are to be expected. ObjectiveThis article describes empirical results of the views of child protection workers, parents and children along different dimensions including interpretation of engagement, approaches with families in the engagement process, collaboration and relationship, barriers and factors promoting engagement.MethodA qualitative study was undertaken of a sample of eleven child protection workers, eleven parents and eleven children in one county in South-Estonia. The study explored the participants' experiences and perspectives of the engagement, within the context of assessment in child protection practice, through in-depth semi-structured interviews.ResultsResults indicate that child protection workers demonstrate an over-reliance on expert- and deficit-based approaches, indicating a requirement for a focus on traditional social work assessment, concentrating on problems, and more investigative, coercive, and judgement-focused approaches. Both workers and parents valued the quality of relationships, emphasising trust, dialogue and support as important elements of engagement. According to children, they were not always considered as a subject in the assessment process, including their needs as the primary focus; children expressed the wish to be more heard and understood, with their opinions being taken into account.ConclusionsFindings propose that child protection workers are ‘stuck in the past’, in traditional deficit-based discourse, however families prefer ‘modern’, strengths-based perspectives.  相似文献

Criminal justice research frequently investigates relationships between punishment decisions and demographic characteristics of the accused, such as gender, race, and age. While there are many similarities between criminal justice and child welfare cases, research on child maltreatment has yet to examine potential demographic influences on case outcomes. The current study examines relationships between parent gender, type of maltreatment, and child removal among agency responses to child maltreatment cases. Using data collected by the National Data Archive on Child Abuse and Neglect Data System (NCANDS), we identify differences in the likelihood of child removal from the parental home across type of maltreatment and perpetrator gender. Our results indicate that mother perpetrators of physical abuse not only face significantly higher likelihood of removal than mother perpetrators of neglect, but are more at risk for losing their children than father perpetrators of both physical abuse and neglect. Findings suggest that gendered attributions and stereotypes regarding parenting can shape assessments of parents' blameworthiness, dangerousness, and rehabilitative potential. We propose that future research on child maltreatment cases adapt and apply justice concepts and frameworks to uncover potential unwarranted demographic disparities in agency decision-making.  相似文献

With much listening research centered on problems in business and academic settings, listening in families has received less emphasis. This research project explored the perceptions of listening in a family environment. Interviews were conducted with a total of 85 participants, adult children who had children of their own and "still active" parents of adult children. They were asked to assess listening effectiveness in the parent/child relationships and to give reasons for their assessments. Several problems and reasons emerged, especially when specified controversial topics were involved. Some good listener techniques were also identified. In addition to the report on the research process, the authors have begun to formulate a set of principles for effective listening in the family context.  相似文献

In developed countries with below-replacement fertility, the proportion of people who have at least three children make a substantial difference to the aggregate level of fertility. This study, based on 40 in-depth interviews with Australian parents of two children, analyses what factors influence the decision to have a third child. Using a grounded theory method of qualitative analysis, the study finds that parents who have decided to stop at two children are more able to articulate their reasons than are parents who are considering having a third child. The reasons for stopping include age and health; work and finances; and the capacity to parent another child. The weighing up of multiple factors is evidence of parents taking stock of personal and financial resources when making complex family formation decisions. The reasons for having a third child are expressed with far less elaboration and are more guarded and personal. We conclude that there is less shared or familiar language for articulating the value of family relationships. The contemporary context is one in which parents are attempting to manage risks related to having children, including the personal and financial implications of time out of the workforce. This study finds a persistent story of limited resources among parents of two children. Policies aimed at increasing fertility need to address this perception of limited resources through direct measures like affordable childcare and more generally through greater government and community support for families.  相似文献

Risk assessments allow child and youth services to identify children who are at risk for maltreatment (e.g., abuse, neglect) and help determine the restrictiveness of placements or need for services among youth entering a child welfare system. Despite the use of instruments by many agencies within the U.S. to determine the appropriate placements for youth, research has shown that placement decisions are often influenced by factors such as gender, age, and severity of social–emotional and behavior problems. This study examined ratings of risk across multiple domains using a structured assessment tool used by caseworkers in the Rhode Island child welfare system. The relationship between ratings of risk and placement restrictiveness was also examined. Risk levels varied across placement settings. Multivariate analyses revealed that lower caseworker ratings of parent risk and higher ratings of youth risk were associated with more restrictive placements for youth. Implications for the child welfare system are discussed.  相似文献

Agency workers have been heavily criticized over their handling of alleged ritual child sexual abuse cases, particularly in respect of their assessments and interventions. However, a study of referrals to police and social service departments revealed that agency workers raised suspicions of ritual abuse in respect of both child ‘victims’ and adult ‘survivors’ very rarely. Furthermore, they did this only after an assessment which showed the cases to possess a number of ‘troubling’ features. While agency workers believed that all the child ‘victims’ had been subject to serious sexual abuse, virtually all of them were circumspect as to whether this had occurred in a ‘ritual’ context. Initially, agency workers were generally open-minded as to the experiences of adult ‘survivors’, but by the end of their assessments, they tended to be more concerned about their mental health and less concerned about issues of ritual abuse. Finally, agency workers appeared to act appropriately in terms of the types of intervention they used and the way in which they applied these. These results suggest that there should be more confidence in the ability of agency workers to respond to cases of alleged ritual abuse. Copyright © 2001 John Wiley & Sons, Ltd.  相似文献

Child neglect has proved a particularly difficult area for social work to address. In the first part of the paper a number of reasons for this are discussed. We go on to suggest that chronic child neglect characteristically involves the breakdown or absence of a relationship of care. Therefore, the social work response needs to include a focus on the relationship difficulties between parent and child which manifest as either an unwillingness or inability on the part of the primary carer to offer reliable, adequate care, and on broader relationship difficulties within the family. In arguing for an approach that pays attention to the intra-personal and relational dynamics of neglect, we draw specifically on attachment theory and consider how Ainsworth's (1978) typology of attachment patterns can shed light on parenting styles and patterns of family functioning associated with chronic neglect. We use the concept of the 'internal working model' to develop an understanding of the ways in which family members understand and live out their relationships—with each other and with the worker. We conclude by suggesting that this relational approach requires an ability on the part of the social worker to work both with and within relationships, and look at the contribution that a critically informed relationship-based approach can make to work with families where child neglect occurs.  相似文献

This study was conducted in two related but separate phases. Phase one compared the frequency and type of participation by general practitioners and health visitors in child protection case conferences. Two hundred consecutive case conferences involving 83 general practitioners from 33 practices were independently reviewed and scored to assess the level of general practitioner and health visitor participation, whether by written report and/or by attendance. Health visitors showed a far higher level of participation in case conferences than general practitioners and their attendance was more often rated essential by the social worker than that of the general practitioner. There was no evidence in those cases where social workers rated the general practitioner's attendance as essential that this resulted in increased general practitioner participation. General practitioners were equally unlikely to participate in initial, first review and subsequent review case conferences. Most importantly, general practitioner participation/non-participation was not related to length of notice given. In phase two, 76 general practitioners from the sample of 83 were interviewed in order to elicit factors underlying their decision on participation in child protection case conferences. Personal and practice characteristics and attitudes towards the case conference and towards social workers were examined and subsequently analysed. No significant associations were discovered apart from a link between previous training in child protection and a less negative attitude towards communication with social workers and the belief that the general practitioner's participation in the case conference helps him/her in the subsequent management of the case. Personal contact between local social workers and the primary health care team was seen as likely to be helpful in the establishment of a climate of trust which would facilitate the flow of sensitive information in both directions. Health visitors were often regarded by general practitioners as fulfilling the role of delegate to the case conference without having any formal remit to carry out this task.  相似文献

Child protective worker perspectives and principles are known to affect practitioner–-client interaction. However, there is little research on the principles underpinning workers’ assessment activities in transitioning post-Soviet societies where child protection is a relatively new field. This article presents the findings of a small-scale, qualitative study that explored the perspectives and principles that Estonian child protective workers utilize to inform their assessments. The respondents (N = 20) provided examples of real-life cases that reflected their assessment perspectives. The results indicated that too often workers’ assessments demonstrate an over-reliance on an authoritarian, deficit-based approach that does not sufficiently include family or child perspectives. Such an approach may suggest the lingering influence of philosophies that informed family policy during the Soviet occupation. Workers with advanced training in social work and strength-based practices were more likely to focus on family strengths, build collaborative relationships with parents and children, and report successful outcomes in their cases. This study underscores the potential influence of previous Soviet occupation on child welfare practices in Estonia and also the need for further training of the nation’s child protective workers.  相似文献

The paper summarizes a Department of Health funded research study of the extent to which parents and children were involved in the child protection work of seven English social services departments. The child protection process and the social work practice with a cohort of 220 consecutive cases is described for the period before the initial conference and the 6 months following it. The authors draw on interview data from parents, young people and social workers and on social work records to assess whether the process and practice were participatory and the extent to which family members were actually involved in the decisions and the work. They concluded that there was benefit for parents and children in attempts to involve them, even thought only 3% of 378 family members were rated as partners in the protection process and a further 13% were rated as participating to a considerable extent. There was a statistically significant association between the participation of family members and the interim outcomes for the parents and children being rated by the researchers as good or moderately good.  相似文献
