Abstract

The article argues that in order to understand changes in planning systems and planning cultures in Europe, there is need to adopt a multi-scalar approach with different entry points of analysis. This should give emphasis to the overlooked aspects of actor constellation, knowledge and policy styles. Without neglecting the importance of institutional and legal contexts of spatial planning the comparative analysis should focus on the changes emerging in actor arenas, at different scales of planning practices (project/local, city, regional, cross/border and the national level). Furthermore, the cultural features of planning, the different steering styles and the norms, values, belief systems, visions and frames of the actors involved in the planning process are significant. Adiachronic historical analysis is needed in order to compare changes of planning systems and cultures between different places.  相似文献

Abstract

This article reflects on a theoretical framework for the analysis of planning systems based on an institutionalist planning theory broadened with Jessop's strategic-relational approach. The aim is to explore the concept of the planning system with an actor—structure perspective so as to underline possible research consequences for analyses and comparisons of planning systems. The article highlights the interactions of actors and social institutional elements, clarifying the strategic-relational nature of a planning system and the dialectical process at the basis of its changes and evolutions.  相似文献

Abstract

Numerous European programs and initiatives have been instrumental in identifying a large and increasing number of examples of best practice (or good practice) in the field of spatial planning. In fact, there is now a profligacy of best practice, which means that many researchers and policy-makers are often confronted with too much information when trying to identify examples of policy and practice in other places. The identification and dissemination of best practices has become a growing industry in many areas of European policy, including spatial planning and urban environmental issues. In many cases, an underlying assumption of best practices is that they are equally applicable and effective in another setting, and that the development and dissemination of best practice will help to lead to improvements in policy and practice in other countries, regions or cities. However, the reality is that best practices have a more limited role in policy-making processes: other influences are frequently more important. The value of exchanging European best practices is limited since there are huge differences in the economic, political or social situation between countries in the European Union. This is particularly true when considering the transfer of best practices between ‘new’ and ‘old’ member states, where the social and economic situation, as well as the institutional frameworks, are often very different in ‘borrowing’ and ‘lending’ countries.  相似文献

Abstract

Spatial planning systems have become the subject of much comparative research in recent years. This has resulted in very general classifications, while a definition of the subject of comparison remains vague. Any attempt at comparative evaluation has proved therefore to be difficult and controversial, impeding further theoretical and institutional progress. Against this backdrop, the present contribution is aimed as an effort towards conceptualization. The notion of ‘institutional technology’ is adopted in order to understand planning systems as specific social constructs, thus encompassing also the shaping of respective planning cultures. Research on flexible work practices has focused primarily on social relationships, individual identity, work/work–life balance experience and performance. This paper aims to add another dimension by focusing on space and, specifically, the performance of space by professional flexworkers as they reorder their home and work lives through the process of becoming flexworkers. Drawing on Law's ‘modes of ordering’ and Latourian actor network theory, as well as on Beyes and Steyaert's recent contribution on ‘performing space’, the paper considers how flexworkers themselves reorganize space(s) as an ongoing accomplishment. The purpose and contribution is to offer an alternative to the view that the home and work are rigid containers fixed in social structure, to one that views them as self‐referential space(s), reordered by flexworkers as they seek to ‘keep the social moving’. The paper is based on an empirical study of employees in a Canadian subsidiary of a large hi‐tech multinational corporation. It examines organizational policy documents and interviews with managerial and non‐managerial flexworkers to identify how social and spatial relations are reordered and performed.  相似文献

Building trusting, multicultural organizations require us to accentuate ‘sharedness’ rather than identifying differences. This study investigates how organizational members activate multiple sources of cultural values to develop trust with their colleagues from different cultural backgrounds. Through a series of surveys followed by semi-structured interviews, data were collected from members operating in five different multinational organizations based in Germany and South Africa. Analyzed abductively, our findings illustrate the multiple sources of cultural values that influence members' disposition to trust and their assessment of their colleague's trustworthiness. We further show how four levels of trust emerge as an outcome of the interplay between these various cultural dimensions. Through our multidimensional operationalization of culture, we show how variations, not only across, but within individuals can hinder or promote trusting relationships in the workplace. This study highlights the need for more nuanced approaches towards the examination of the influence of culture on trust.  相似文献

Abstract

Given the growing popularity of the social network perspective across diverse organizational subject areas, this review examines the coherence of the research tradition (in terms of leading ideas from which the diversity of new research derives) and appraises current directions and controversies. The leading ideas at the heart of the organizational social network research program include: an emphasis on relations between actors; the embeddedness of exchange in social relations; the assumption that dyadic relationships do not occur in isolation, but rather form a complex structural pattern of connectivity and cleavage beyond the dyad; and the belief that social network connections matter in terms of outcomes to both actors and groups of actors across a range of indicators. These leading ideas are articulated in current debates that center on issues of actor characteristics, agency, cognition, cooperation versus competition, and boundary specification. Abstract

This article proposes a methodological framework for analyzing the Europeanization of national planning, that is, EU influence on domestic planning systems and policies. It seeks in particular to examine whether, where, and how Europeanization of national planning occurs and under which analytic frameworks it may be explained. To this end, the article proposes a three-step research approach. First, it highlights the main patterns of Europeanization in the area of national planning in relation to different modes of EU governance and ideal types of Europeanization. Second, it suggests a typology for the examination of the potential effects of the Europeanization of planning at the domestic level. Finally, it develops some hypotheses on how different institutional, socio-economic and cultural contexts may accommodate or restrain the Europeanization of national planning.  相似文献

During the last third of the 20th century, citizens throughout North America and Europe organized protests against urban highway projects, influencing urban transport planning in ways that shape its evolution to this day. With the globalization of car-centred urban planning models, some similar movements have emerged in developing countries. What, if anything, can they tell us about citizens' role in innovation to achieve more socially just, good and livable cities? Using a multidisciplinary approach grounded in planning theory and a local adaptation of participatory action research methods, this study explores lessons from an anti-highway movement in Santiago, Chile (1997). This study contributes citizens' perspective on crucial issues within the philosophy and history of city planning, examining shifts in governance that can significantly influence the potential for change in planning and city systems, even under adverse conditions. Is improving participation just a matter of ‘getting the process right’? This experience indicates that it requires re-formulating frameworks to encompass democratization, fostering multi-scalar, self-generating civil society organizations, and focusing on the role of organized citizens, rather than individuals, as they act on policy ecologies. The evidence from this Santiago case supports Portugali's argument that planning is both a profession, exercised by especially trained ‘experts’, and a skill exercised by citizens working from their everyday expertise. This example explores the mechanisms through which, even in a relatively hostile environment, self-generated citizen organizations may play a significant role in contesting business-as-usual debates and achieving innovative policies favouring greater equality and sustainability.  相似文献

The purpose of this research is twofold: to explore the complexity of spatial plan preparation and implementation in Ghana using Kumasi as a case study; and second, to examine the contradictions of spatial plans and ‘actual development’ occurring in Kumasi. Using social science research methods (semi-structured interviews) and physical survey (land use plans), findings indicate that spatial planning in Kumasi is a bureaucratic process hijacked by urban planning agencies with limited involvement of urban residents. As a result, urban development is considerably influenced by spontaneous informal development patterns (i.e. self-organization). This phenomenon of self-organization is expressed in a context of uncertainty created by weak spatial planning system which encourages haphazard development. Regrettably, in Kumasi, self-organization is often overlooked by spatial planning agencies as they focused on rigid and exclusionary spatial plans. This paper advocates consideration and integration of self-organization processes in spatial planning efforts to respond adequately to the urban development challenges confronting Kumasi.  相似文献

This study evaluates the efficacy of Hofstede’s indexes of national culture in the context of public planning agencies across six countries—US, Mexico, Serbia-Montenegro, Russia, Japan, and South Korea. We surveyed 343 planning employees and computed separate one-way, between groups analyses of variance to test for overall differences in Hofstede’s indexes. We found that public planning officials across countries are significantly different on all five dimensions of culture. We comment on how cultural differences might factor into urban planners’ attitudes toward advocacy and social equity planning, market-based planning, citizen participation, rational planning, and other issues relevant to planners’ roles.  相似文献

Abstract

The organizational preconditions to major systems failures are seen as increasingly important for risk management. However, existing empirical attempts to study safety culture and its relationship to organizational outcomes have remained fragmented and underspecified in theoretical terms. This is despite the existence of a number of well-developed theories of organizationally induced accidents and disasters. Reasons for this disfunction of theory and practice are first considered. The paper then outlines four key theoretical questions for safety culture researchers: the fact that culture acts simultaneously as a precondition both for safe operations and for the oversight of incubating hazards (the paradox of ‘safety’ culture); the challenge of dealing with complex and ill-structured hazardous situations where decision makers are faced with deep forms of uncertainty represented by incompleteness of knowledge or ignorance; the need to consider the construction of risk perceptions in workgroups, and to view risk acceptability as the outcome of a process of social negotiation; and the fact that institutional politics and power are critical for determining the achievement of safety culture goals, and in particular that of organizational learning.  相似文献

ABSTRACT

Traditional settlements constitute part of the cultural heritage and their preservation is an important priority, acknowledged in the present study as a multidisciplinary, multi-scale and complex issue. This study quantifies the visual impact of traditional settlements in Cyclades that arise from structures which are considered to create pressure on the island landscape and negative visual impact. These structures disrupt the landscape continuity; they are both incongruous with the dominant local scale and incompatible with the forms and shapes that are appropriate on the Cyclades islands. This paper examines these issues in the context of the management of insular traditional settlements within the Greek spatial planning framework.  相似文献

Shrinkage or ‘no growth’ is expected to condition the long-term perspective of many Western cities and regions. Planning for shrinkage differs substantively from planning for growth and therefore calls for a change of thought in spatial planning. In our paper, we analyse how planning professionals responded to a ‘planning for shrinkage’ challenge in a regional design competition. We found that they fully adapted to the shrinking perspective, took a strategic approach, and promoted a leading role for local inhabitants. Collaboration with local inhabitants and entrepreneurs, creating new alliances, and timing emerge as key themes for planning professionals in planning for shrinkage.  相似文献

This paper examines Canadian strategic planning expertise from a number of different aspects. It evaluates the relative sophistication of Canadian and American management consultants and points out that the U.S. expertise is still particularly good and preferred. It is perhaps a pertinent comment that the view of many is that ‘The U.S. people have … defined their products in such a way as clients can use them’. Analysis of the stimuli for strategic planning is an appropriate focus, particularly since it concludes that it is rare that a visionary cheif executive is responsible! Most companies appear to pursue strategic planning through fear rather than enlightenment. The quality of input to the planning process varies widely, with extrapolation from the past a major preoccupation. There appears to be a lack of environmental analysis. The author analyses a number of important issues and concludes that a bolder embrace of strategic planning would serve Canadian management well in responding to the extensive challenge facing their country's economy in the next 10 years.  相似文献

Abstract

In the field of stress research it is often assumed that social support as well as coping behaviour contributes to feelings of health and well-being. However, until now it has not been altogether clear whether a main-effect model or a buffer model was the more appropriate for explaining the role of these factors in response to stressful situations. In this paper, a research project is described in which both the direct and indirect effects of social support and coping were studied in the work situation of nurses. The results offer more support for a main-effect model than for a buffer or moderating-effect model, especially with regard to the coping strategies ‘active problem-solving’ and ‘palliative behaviour’. However, some moderating effects on nurses‘ reactions to their work situation were found for social support and for ‘comforting cognitions’ as a coping strategy.  相似文献

This literature review analyzes leading international business and management journals from 2000 to 2012 in order to explore the role of national culture in international business research. Through the analysis of the 265 selected articles, the study thematically maps the field and identifies research challenges and opportunities. It reflects on avenues for future research related to both thematic and methodological issues, among them: research focused on the impact of the home/host national culture on internationalization processes (as existing literature mainly focuses on cultural distance); the role to be played by new theoretical frameworks; and the need to consider cultural positions and cultural friction rather than traditional cultural distance when analyzing internationalization decisions.  相似文献

This article argues for a broader, more diverse approach to the ‘life’ component of the work–life balance equation. This is discussed within the context of ethnic minority women's experiences of balancing their work and personal life, contending that there are restrictions in our understanding of lives that may fall outside the standard white western model. A key aim of this work is to question existing understandings of work–life balance debates that focus almost exclusively on gender and childcare, ignoring issues around ethnicity, culture and religion. A social constructionist framework was adopted for this study, which acknowledges an interaction between structure, culture and agency. Primary data were collected in the form of semi-structured, in-depth interviews with 26 minority female participants, 15 ethnic minority men, eight white women and six white men, all employed across a range of industries and occupations. Although the focus of this paper primarily lies with ethnic minority women's experiences, data from ethnic minority men, white women and men are incorporated in the analysis where appropriate or useful. The empirical data have indicated that both white and ethnic minority women struggle with balancing work and personal life demands to a greater extent than their male counterparts. However, an ethnicity or cultural dimension was apparent, as ethnic minority women often had to deal with additional cultural, community or religious demands. It is argued, nevertheless, that a deeper understanding of the diversity within groups is necessary to avoid essentializing experiences and needs. By acknowledging different forms of life, a more realistic analysis can take place which can inform organizational policy and practice.  相似文献

Urban management has been the subject of much ‘integrative’ discussion and analysis, both in this country and abroad. Indeed, as the author suggests in this paper ‘the feeling is that there is a danger that planners might take on too broad a field and try to do too much’. This paper examines the notions of the planner's role within a ‘political’ decision-making process and examines a number of different models indicating their relevance, complexity and feasibility. By concentrating upon the relationship of the theories of planning with the political decision-making environment within which they are enacted, the author draws usefully upon the relevant literature and provides a comprehensive, persuasive, intelligent and, comprehensive view of the relevance of some theories and the irrelevance of others. This paper walks the narrow tight rope between the fallacious separation of policy formulation from policy implementation, whilst at the same time recognizing the distinction between these two aspects of the decision-making process. The author postulates a number of propositions relevant to a planning process of an optimal nature and, although treating some of the theory in a somewhat superficial manner, the analysis provides a useful addition to the body of planning knowledge. This paper pieces together a number of existing elements of planning theory within a theoretical and conceptual framework. This is an important contribution to planning theory, since it does not suggest that the planning process is merely a collection of techniques, but that it is a complex system for recognizing, regulating and ultimately reconciling human values.  相似文献

Scholars have paid considerable attention to studying the relationship between corporate social responsibility (CSR) and firm performance. Yet, little empirical research demonstrates what actually shapes or drives CSR. This paper builds a case that formal strategic planning is one such driver in that it creates awareness of and formulates responses to stakeholder demands for CSR. However, exploring single variable relationships is problematic, as other important endogenous factors need to be considered in explaining CSR. Specifically, firm culture is identified as influencing a firm's orientation towards the responsible treatment of stakeholders. One such cultural factor, humanistic culture, is argued to have a positive effect on CSR. By studying a sample of heterogeneous firms in Australia, results demonstrate that a formal strategic planning effort is positively linked to CSR. Further, a humanistic culture positively impacts CSR, after accounting for a firm's formal planning efforts.  相似文献
