Incorporating elements from both human ecology and the theories of local social interaction, the purpose of this study is to ascertain empirically the independent, additive effect of past community action in explaining variations in recent adoption of economic development strategies. I consider and control the effects of other structural and ecological characteristics of small towns and rural areas that have been shown to be important sources of variation in economic development strategies. Results of the hierarchical regression analyses indicate that past community action variables make substantial independent contributions to explaining variations in financial assistance to firms, creation or expansion of recreation-related activities, and creation or expansion of human services after considering and controlling for the effects of community need, socioeconomic status and ecological characteristics. Contrary to expectations, past community action variables do not make a significant contribution to variance explanation in promotion to recruit business and industry and the use of government programs to encourage economic growth, an action arena many discussions of rural development portray as necessary foundations for community development. From a practical standpoint, the findings of this study encourage efforts to initiate local actions and develop or maintain symbols of local identity. These can play paramount roles in the future, if not immediately, as residents of rural communities seek to attain shared goals.  相似文献

This article examines and organises the economic literature dealing with non-profit institutions using the concept of ‘stakeholders’. In general, the literature identifies conflicts between various groups of stakeholders and then proceeds in two very different directions. The first is supportive of the non-profit sector, suggesting that non-profit organisations resolve those conflicts more effectively than other types of institutions. This provides a positive theory of the non-profit sector, explaining that non-profit institutions evolve when they are more effective in providing a particular good or service than other possible institutional arrangements. The second direction is more critical of the non-profit sector, suggesting that those conflicts will persist in non-profit institutions and will require some kind of resolution, including perhaps government intervention. Of course, a stakeholder approach to non-profit theory focuses on conflict and ignores some other views of the sector.  相似文献

Sociology’s enduring concern with explaining the links between individual and social change has never been more relevant. We are poised at a moment when changing lives are colliding with resistant institutions. These tensions have created social conflicts and personal dilemmas for women and men alike. To explain the interplay between lives and institutions and to develop effective strategies for transcending the impasse between public demands and private needs, we need a deeper understanding of how these structural and cultural conflicts play out in the lives of young women and men. Unconventional shale oil and gas production plays a prominent role in boosting economic growth and stimulating wealth creation in many communities. However, because of potential social and environmental drawbacks, including a lack of affordable housing and groundwater contamination from drilling, unconventional shale development is highly contentious in many areas and has resulted in many community conflicts. Hydraulic fracturing, which is a specific technology utilized in unconventional shale development, has proved especially contentious because of concerns about its long‐term environmental consequences. Given the fast pace of shale development, coupled with the controversy that surrounds it, we seek to understand what factors affect a local government official's stance on shale development and hydraulic fracturing. To do this we draw from value‐belief‐norms theory while additionally examining knowledge and community‐level factors that can influence an official's position. In this study, we survey 308 local government officials across six shale plays in the United States to examine local officials' positions on shale development and hydraulic fracturing. We find that the more positively officials perceive the consequences of shale development, the less likely they are to support banning hydraulic fracturing. Additionally, we find that networks to other shale communities are positively associated with favoring a ban. Further, leaders with a bachelor's degree or higher are more likely to favor a ban than those with lower than a bachelor's degree.  相似文献

Abstract Actions by local groups and leaders constitute an essential but poorly understood element of many rural development strategies. Previous studies suggest that local development efforts can influence community change, but questions remain about why localities differ in mobilization to achieve development goals. Drawing upon community field theory and human ecology, this study uses data for rural school districts in Pennsylvania to examine the argument that activeness in the past and development of solidarity can contribute to a higher probability of local mobilization than would be predicted by ecological characteristics alone. Hierarchical regressions support this argument for some local actions, while canonical correlations show a generalized pattern strongly associated with past activeness and solidarity.  相似文献

Outsider status, especially multiple social marginalities, usually constitutes a burden. Certain combinations can be advantageous for cultural producers, however, especially when geographic marginality is part of the mix. The Local Color movement demonstrates the outsider’s edge. In mid-nineteenth century in America, print technology, reduced postal rates, and mass literacy led to the golden age of magazines. Their readers sought stories about the regional cultures that were disappearing in an industrializing nation. Local Color—fiction about places outside the northeast cultural heartland—met this demand. Local Color authors shared outsider identities – geography, gender, and sexuality—that characterized and shaped the movement. Comparison with authors in the adjacent genres of Bestselling, Sentimental, and The Atlantic Monthly fiction reveals that multiple outsiderness (1) was not typical for authors of the period, and (2) advantaged women from the geographic periphery, especially those with unconventional sexual careers.  相似文献

ABSTRACT

With global governance experiencing a democratic deficit, the G20's formalized engagement with civil society – the C20 – seems to be an anomaly. However, there is a gap between the G20's rhetoric and practice, with the C20 incorporating civil society organizations (CSOs) into the G20, while also limiting their ability to contribute to its agenda. This article attempts make sense of this gap by analysing the C20 through the modes of participation framework, arguing it represents an attempt to organize and manage social conflicts emerging from civil society, but do so in a way that constrains its ability to contest G20 policy. The article analyses the ways in which the C20 is designed to do so, as well as CSO strategies to overcome these constraints. While these strategies increase CSO's leverage and independence, their effectiveness remains shaped by G20 practices and the underlying political economy structures of the global economy.  相似文献

The past 15 years have seen the waning of both cultural analysis and activism dedicated to HIV/AIDS prevention, especially in relation to the enduring epidemic in the United States. However, current mutations in the American HIV prevention landscape, driven by the biomedical promise of a ‘Test and Treat’ strategy, are producing potentially destructive outcomes for vulnerable and dispossessed communities, a situation that demands renewed investment from cultural critics. The aim of this article is to mobilize a specific strand of biopolitical theory (Foucault, Agamben, Esposito) to examine recent federally orchestrated prevention measures dedicated to a scale-up and integration of HIV testing, treatment and ‘linkage to care’, in order to move beyond their reductive approach to the preservation of life and advance a more capacious, politically engaged prevention model rooted in communal rather than individual forms of immunity. Based on my ethnographic fieldwork in Baltimore, MD, I attend to ways in which local HIV prevention initiatives are courting the city's precarious Ballroom community – a kinship system of black queer youth structured around competitive dance and performance – in an attempt to materialize their ‘target population’ for testing purposes. Previously neglected by governmental and medical institutions, members of the Ballroom community now find themselves addressed as responsible sexual citizens who are expected to protect their bodies by getting tested and, if tested positive, start treatment. Yet, this emphasis on the medical rights and responsibilities of HIV positive youth threatens to abandon large groups of youth who have managed to stay uninfected. I conclude by locating this problem in the incongruity between the biological life protected by current ‘Test and Treat’ strategies and the forms of life that allow the Ballroom community to persevere under often dire circumstances, constituting an indigenous resource for an alternative take on HIV prevention  相似文献

This article applies field theory in order to build an understanding of aspects of social movements practice. It argues that the way social movements are positioned within their various fields of practice and the way these fields inter-relate with each other can help explain how movements arrive at their strategies and ideologies. The relationship between the fields within which social movements operate also provides a means to explain how movement participants can become agents for change.

The article discusses the case of British Jewish Israel-critical groups, an example of a movement suspended between several different fields of practice – both local and distant. The internal movement debate around boycotting Israel illustrates how movement activities are channelled by the local fields within which they contend. Their relationship with the distant Palestinian field demonstrates the importance of the influence of external fields in forming social movement ideology. This model views social movement actors – especially those within distant issue movements – as translators between various fields of practice. This provides a mechanism to explain how challengers within a field can overcome the limitations of internal field habitus and become agents for field transformation.  相似文献

This review presents the contributions of research on the intersection of science and social movements, its theoretical and methodological limitations, and potential solutions for its further development. Three different types of relationships between activism and knowledge have been identified within environmental health conflicts: (i) lay – activists requesting help from sympathetic scientists in order to conduct independent studies; (ii) expert – activists promoting new research agendas and sub‐fields within established scientific disciplines; and (iii) expert – activists acting beyond the limits of the academic community and partnering with social movements. In this review, I argue that much of the existing literature considers expertise as “something” possessed by individuals, and heavily emphasizes the difference between “lay” and “expert” activists. This entails two main theoretical reductionisms: (i) reification of knowledge; and (ii) overlooking the contribution of activism to expertise and vice versa. I propose considering expertise as the property of a network and focusing future research within environmental health conflicts on the co‐emergence and construction of a network of expertise (Eyal 2013) or ethno‐epistemic assemblage (Irwin & Michael 2003) and social movements. Through this symmetrical network approach, we will be able to develop a more consistent theory of the co‐production of activism and expertise, as well as its political implication to fight environmental health injustice.  相似文献

In recent years there has been an increase in literature which has explored the insider/outsider position through ethnic identities. However, there remains a neglect of religious identities, even though it could be argued that religious identities have become increasingly important through being prominent in international issues such as the ‘war on terror’ and the Middle East conflict. Through drawing on the concept of subjectivity, I reflect on research I conducted on the impact of the ‘war on terror’ on British Muslims. I explore the space between the insider/outsider position demonstrating how my various subjectivities – the ‘non-Islamic appearance I’, the ‘Muslim I’, the ‘personal I’, the ‘exploring I’, the ‘Kashmiri I’ or the ‘Pakistani I’, the ‘status I’ and the ‘outsider I’ – assisted in establishing trust, openness and commonality. I conclude by demonstrating how the ‘emotional I’ allowed me to manage my own emotions and participants emotions.  相似文献

This paper addresses the changing governance of the social through the conjunction of international, national and local strategies where attempts to regulate migration and promote community safety meet. Migration has been increasingly subjected to processes of ‘securitization’ and ‘criminalization’ that encounter and align with new pressures in ‘domestic’ crime and safety policies. The paper offers a critical evaluation of the sociological grand narratives that frame these events, arguing instead for a more nuanced analysis of the instabilities and volatilities of governance strategies and practices – and the normative issues that they bring into view.  相似文献

Two similar disastrous fires struck concert venues in the USA (The Station, 2003) and Argentina (República Cromañón, 2004). We explore similarities and contrasts in public responses to these tragedies to better understand two patterns of collective action. One pattern (‘insider’) revolves around the deployment of forms of action and organization aimed at working within the constraints and opportunities already available or easily attainable within prevailing institutional arrangements. The other (‘outsider’) involves a reliance on forms of action and organization that seek to gain leverage by challenging prevailing institutions, often by way of protest, direct action, and the threat to disrupt existing arrangements. These ‘insider’ and ‘outsider’ patterns bear the imprint of accumulated repertoires of action and organization, are very often in tension, and involve trade-offs that participants in civil society organizations constantly weigh in considering alternative courses of action. Moreover, choices between the ‘insider’ and ‘outsider’ strategies are made vis-à-vis complex arrays of constraints and opportunities embodied in prevailing institutional arrangements. We also argue that pure ‘insider’ and ‘outsider’ patterns constitute theoretical constructs or ideal types, and that neither the ‘insider’ nor the ‘outsider’ modes of mobilization are inherently superior to one another in ensuring greater wellbeing or a stronger civil society. Moreover, in the actual terrain of collective action, such as in the two situations at hand, most often we find that actors deploy complex combinations of strategies, to constitute ‘hybrid’ modes of mobilization. To further illustrate this point, we briefly discuss populism as a form of mobilization that ultimately combines both ‘insider’ and ‘outsider’ strategies, and is in fact defined by a conflictive relationship between both sets of strategies.  相似文献

Abstract Agriculture is the leading industry in the Commonwealth of Pennsylvania. At the same time, encroaching development has pressured prime agricultural land to change uses, a change usually considered irreversible. Some regions of Pennsylvania have used zoning to control and plan for the development of agricultural land, but these decisions have not always been agreed on. In response to conflicts over zoning and calls for more effective restrictions of development of prime agricultural soils, the state government implemented agricultural preservation programs designed to ensure the future viability of Pennsylvania's agriculture. While response has been reported as favorable, most reviews relied on voters' support of a state referendum to fund agricultural preservation programs. Few have examined local responses to the implementation of these programs. This paper explores local community responses to agricultural preservation and the state's programs in three regions of Pennsylvania which differ in levels of urban presence and pressure. Using secondary sources, qualitative data, and general population surveys, this analysis provides implications about strategies of agricultural preservation in a state which leads in such efforts.  相似文献

This article examines the narrative strategies through which Polish migrants in the UK challenge the formal rights of political membership and attempt to redefine the boundaries of ‘citizenship’ along notions of deservedness. The analysed qualitative data originate from an online survey conducted in the months before the 2016 EU referendum, and the narratives emerge from the open‐text answers to two survey questions concerning attitudes towards the referendum and the exclusion of resident EU nationals from the electoral process. The analysis identifies and describes three narrative strategies in reaction to the public discourses surrounding the EU referendum – namely discursive complicity, intergroup hostility and defensive assertiveness – which attempt to redefine the conditions of membership in Britain's ‘ethical community’ in respect to welfare practices. Examining these processes simultaneously ‘from below’ and ‘from outside’ the national political community, the paper argues, can reveal more of the transformation taking place in conceptions of citizenship at the sociological level, and the article aims to identify the contours of a ‘neoliberal communitarian citizenship’ as internalized by mobile EU citizens.  相似文献

ABSTRACT

While research has focused on a number of dimensions of work–family conflict (WFC), hardly any literature exists that analyses how differences in family systems might help to explain variations in WFC experiences. By employing Reher’s typology of strong and weak family ties to integrate existing research and identify unaddressed features, this study finds that researchers have generally understudied the role of structural family ties on WFC. Qualitative data gathered from interviews with highly educated native Belgian and Turkish immigrant women living in Belgium are used to analyse variation in the WFC experiences and coping strategies of these two groups. The results suggest that a number of interconnected factors related to family systems – including internalisation of gender roles, division of family-related responsibilities, support mechanisms and external pressures from family and society, and socialisation processes of minority women in both family structures – are highly significant in explaining variations in women’s WFC experiences.  相似文献

Abstract

Given that all women's movements share a unique relationship to the State – their exclusion from political power, often legally and occasionally constitutionally underpinned, has this exclusion shaped women's movements' strategies, which have had as their general goal women's political inclusion? Some similarities are evident across types of women's movements and across nations. In this article, I discuss the ‘strategic dilemmas’ that women's movements are likely to face, and I attempt to identify the range of strategic responses employed by feminist movements. I begin with a definitional distinction between women's movements and feminist movements, followed by a discussion of women's relationship to the State. I identify similarities across feminist movements in four strategic dimensions: (1) movement autonomy vs state involvement; (2) insider vs outsider positioning; (3) separatist vs coalitional stances; and (4) discursive and influence-seeking politics. These strategic dimensions shape different opportunities for women's movements across different state configurations, offering openings for some types of women's movements that may be unrecognized or unexploited by others. The article concludes with speculations concerning women's movements' strategic action in the context of state reconfiguration.  相似文献

This study is a case study of a locally rooted environmental campaign on the Swedish island of Gotland. We aim to enhance the understanding of how locality is manifested in social movements that emerge in today’s networked world. We analyse how the double goals of speaking to, as well as beyond, the local context came into expression in the movement’s social media activities. We draw on data from tweets and Facebook posts and include interactions between activists and critics as well as the resources linked to in the posts. Analysis indicates that the conflict must be seen as spanning across local, national and global levels. In line with earlier research, activists used social media to link their struggle with other struggles. Also, it was used to charge the local struggle with symbolic content by framing it as one of many struggles between local communities, authorities and multinational corporations. Beyond this, posts from the island signalled dedication to the history and long-term interests of the community. We argue that future studies should recognise the crucial role that reciprocity norms in the local community can play for outcomes of conflicts and that the notion of a ‘local moral economy’ can be used to reach a deeper understanding of this.  相似文献
