The paper presents the findings of a comparative and interdisciplinary legal and economic study on managing labour redundancies in seven EU member countries. It is structured for comparability between the systems examined. The introductory section contains an account of the evolution of the Spanish labour market, with special reference to redundancy trends, of the features of the programmes for managing redundancies, of the roles of forms and the ‘external environment’ in handling workforce adjustments. The second section presents a map of policies that work to prevent labour redundancies (preventive measures) such as flexibility, training etc. Next, the instruments for handling temporary labour redundancies (retentive measures) are examined (e.g. short-time working, temporary layoffs etc.) The following section is devoted to instruments and programmes involved in the management of permanent labour redundancies (expulsive measures), e.g. collective dismissals, severance pay etc. The final section provides and overall assessment of the Spanish system for managing labour redundancies, and briefly discusses the national debate on the prospects for reform, in light of the principles and policies of convergence set forth by the European Union.  相似文献

Governance is hybrid to the extent that it involves diverse organizational forms, jurisdictional domains, and stakeholders across the public and private sectors. This article analyses the governance of household solid waste management in Sweden from a hybridity perspective, with the City of Helsingborg in North-Western Scania in Sweden as an example. The governance arrangements comprise municipal and company-based organizations, conflicting legislation, and long planning and investment horizons. The latter has resulted in significant innovations over the last 20 years, while changes in organizational forms, tasks, networks and jurisdictions have caused tensions in governance processes and relationships.  相似文献

Abstract. Unemployed youth in Europe have access to a variety of labour market programmes, the intention of which is to improve the chances of employment or education. A particular two‐stage modelling and estimation procedure designed to analyse the effects of multiple programmes on multiple outcomes is used to control for selection bias. The model is applied to non‐experimental longitudinal data on young unemployed individuals in Norway in the early 1990s, a period during which unemployment was rising. Separate analyses for subgroups indicate that employment programmes increase the full‐time employability of females but not of males, and for the younger age group, but not of those over 20 years of age. Training programmes have no positive effects, irrespective of subgroup. Vocational programmes are counterproductive for teenagers, which is the group at which it is targeted.  相似文献

Abstract. This paper examines the labour market in Macedonia, a country with the highest unemployment rate in Europe. I describe labour market institutions and policies during the transition. I also examine job creation and job destruction using firm‐level data and I estimate short‐term and long‐term elasticities of the labour demand. The analysis shows that there are regulatory barriers to the labour market flexibility. I can also conclude that the privatization of socially owned enterprises has failed to promote job creation. Nevertheless, labour market problems seem to stem from factors other than substantial sluggishness of firms in adjusting employment to variations in wages.  相似文献

Abstract. In this paper we use newly available individual‐level data from the Longitudinal Survey of Italian Households to investigate the factors associated with female labour force participation after the birth of the first child. We focus on the role of pre‐marital job characteristics and find that new mothers who worked without a contract are less likely to participate, while those who worked in the public sector or in a large private firm have a higher probability of being in the labour force after childbearing. We suggest that these effects could be at least partly attributed to differences in the level of job protection and employment stability enjoyed by workers. This implies that in Italy women with highly protected and stable jobs might find it easier to combine career and family, whereas those who are less sheltered by the legislation might be more likely to be inactive after becoming mothers.  相似文献

基于中国2009年3省9县的农村住户调查数据,本文考察家庭社会网络对农户储蓄行为的影响。研究表明:(1)家庭社会网络越广泛,农户储蓄率越低,即使使用不同的代理变量,该结论依然稳健;(2)收入越低的农户,家庭社会网络对储蓄率的影响越大;(3)对影响机制的扩展研究表明,家庭社会网络对农户储蓄率的作用会随着收入增长、正规金融发展及市场化的推进而减弱。本文的研究有助于理解家庭社会网络对农村家庭的保障功能,并为促进农村居民消费提供初步的经验证据。  相似文献

In this article we model the determinants of severance pay for individual dismissals in Spain, following an idea proposed by Jimeno and Toharia (Economistas 55: 243–255, 1993). We point out the importance of severance pay settled before judgment, since the legal framework creates a bargaining space to determine the amount paid by firms in cases of individual dismissal. The model is a simple pre‐trial bargaining game between the firm and the worker. It predicts a higher settled severance pay for dismissals on economic grounds than on disciplinary ones, which could explain the perceptions held about the wide use of disciplinary dismissals in Spain. In addition, this approach could be useful in designing labour market reforms aimed at changing dismissal costs, because it allows us to determine the key variables affecting settled severance pay. Our simple model predicts that the key variables for Spain are the severance pay for unfair dismissal and the probability of unfair dismissal.  相似文献

Protective Responses to Household Risk: A Case Study of Radon Mitigation   总被引:1,自引:0,他引:1  
This study analyzes the effectiveness of a mass-media radon information and testing campaign conducted in the Washington, D.C. area in the winter of 1988. Although an impressive number of test kits (approximately 100,000) were sold, the ultimate mitigation rates resulting from the campaign were extremely low. Analyses show that low mitigation rates cannot be explained by postulating that people's responses to radon are insensitive to the level of objective risk. They may instead be due to characteristics of the protective response required to reduce radon risk. Radon may be thought of as one of a family of household risks which have risk response profiles that make them particularly difficult for people to manage and remediate. Traditional information campaigns for such risks are likely to be ineffective; instead, they may require regulatory strategies or programs which provide active guidance and assistance.  相似文献

On looking at the female labour supply in Europe, it is immediately noticed that there is a large variation among countries. One possible explanation for this fact is that different countries have different tax policies, leading to variations in incentive and costs. This has been investigated in papers such as that of Gustafsson (1992a,b) for countries such as Germany and Sweden. The same exercise has been performed by the present authors for a low-income, southern European country, Portugal, which has one of the highest rates of female participation (out of line with neighbouring countries). Female labour supply does not seem to be very sensitive to fiscal policies, as those policies have only a small influence on the take-home wage. This result appears to be independent of the fact that the female labour supply shows a higher elasticity to wages than that which has been reported for other countries. The present authors also show that Portuguese women contribute a much larger proportion of family earnings than do their counterparts in Sweden and Germany, and that the Portuguese fiscal system is rather neutral. Further studies with data from other countries are needed in order to shed more light on the issue of tax harmonization.  相似文献

The present work analyses the unemployment gender gap in Italy for the period 2004–11. We present a methodology for decomposing the natural rate of unemployment, thus defining it in terms of equilibrium labour market flows between the aggregate states of the labour market (Employment, Unemployment, Inactivity). In addition, we offer estimates of the determinants of the unemployment gender gap to pinpoint the relative role of individual characteristics and structural factors in determining this difference.  相似文献

The Quality of Stakeholder-Based Decisions   总被引:5,自引:0,他引:5  
The increased use of stakeholder processes in environmental decision making has raised concerns about the quality of decisions these processes produce. Some claim that stakeholders make inadequate use of scientific information and analysis and are all too ready to sacrifice technical quality for political expediency. This article looks to the case study record to examine the quality of the decisions from stakeholder-based processes. The data for the analysis come from a "case survey," in which researchers coded information from 239 published case studies of stakeholder involvement in environmental decision making. These cases reflect a diversity of planning, management, and implementation activities carried out by environmental and natural resource agencies at many levels of government. Overall, the case-study record suggests that there should be little concern that stakeholder processes are resulting in low-quality decisions. The majority of cases contain evidence of stakeholders improving decisions over the status quo; adding new information, ideas, and analysis; and having adequate access to technical and scientific resources. Indeed, data suggest that it is the more intensive stakeholder processes--precisely those that have aroused recent concern--that are more likely to result in higher-quality decisions.  相似文献

This paper develops a tractable econometric model of optimal migration, focusing on expected income as the main economic influence on migration. The model improves on previous work in two respects: it covers optimal sequences of location decisions (rather than a single once‐for‐all choice) and it allows for many alternative location choices. The model is estimated using panel data from the National Longitudinal Survey of Youth on white males with a high‐school education. Our main conclusion is that interstate migration decisions are influenced to a substantial extent by income prospects. The results suggest that the link between income and migration decisions is driven both by geographic differences in mean wages and by a tendency to move in search of a better locational match when the income realization in the current location is unfavorable.  相似文献

Abstract. The paper tests predictions of a traditional intra‐household bargaining model which, under reasonable assumptions, shows that lack of bargaining power in the value chain significantly reduces the capacity for obtaining benefits from increased product demand arising from trade liberalization and therefore is positively associated with child labour. Cross‐sectional and panel negative binomial estimates in a sample of emerging countries support this hypothesis. They show that proxies of domestic workers’ bargaining power in the international division of labour (such as the share of primary product exports) are significantly related to child labour, net of the effect of traditional controls such as parental income, quality of education, international aid, and trade liberalization. The positive impact of the share of primary product exports on child labour outlines a potential paradox. The paradox suggests that trade liberalization does not always have straightforward positive effects on social indicators and that its short‐run effects on income distribution and distribution of skills and market power across countries need to be carefully evaluated.  相似文献

It is estimated that only 5 per cent of musicians in Italy are regularly employed. In an attempt at understanding such a peculiar situation, we build a theoretical model of the musicians' labour market in which we embed the main institutional features of the Italian system. The presence of taxation encourages the formation of a black labour market for musicians and discourages talented agents from becoming full‐time musicians in all second‐best economies. In Italy both tendencies are particularly strong, and exacerbated by the peculiarities of the pension system for musicians. These inefficiencies might be corrected by a twofold policy: the reform of the pension system, highly desirable but unlikely to be politically feasible in the current Italian institutional setting, and the introduction of a sufficiently large unemployment benefit for musicians, step that has a general interest for any second‐best economy and not only for the case of the musicians' labour market, and that might instead be viable under certain circumstances.  相似文献

The concept that Information Technology can be used as part of an organization's strategy changes its role in the organization. Whilst investments associated with current or ‘more of the same’ computer systems are proposed by the DP manager, requests for investments associated with the use of IT as a competitive weapon come from a much wider audience. Since the size of the investment may be large and its potential impact on the organization profound there is a need to objectively analyze and manage such investments at the strategic level. Sophisticated models exist in the literature (Butler, 1988; Porter, 1988; Marsden, 1988; Synott, 1987) and there is much research to support the view that IT and corporate strategic models need to be aligned (Feeney & Brownlee, 1986; Haffenden, 1988 and Brewer, 1987). However the results from in-depth interviews with highly placed managers suggest that the decisions are based on more informal processes and that there exists differing views on the relationship between IT and corporate strategies.  相似文献

This paper examines the impact of venture capital investors on the financial structure of investee companies and the factors relevant to their capital structure, differentiated according to the investor’s public or private nature. This paper contributes to our understanding of the beneficial effects of such investors in response to the funding needs of SMEs and the decisions taken in this respect. The empirical analysis shows that, on average, these investee companies have a lower level of short-term debt than the average Spanish company. It is suggested that the debt structure is related to the growth opportunities presented, the business sector, the geographic location and the duration of the venture capital participation. These results, which are more significant in the case of companies receiving funds from public investors, highlight the effectiveness of the economic function of venture capital.  相似文献

ABSTRACT: This paper analyses the duration of unemployment spells and the possible incidence of unemployment insurance on job search behaviour and voluntary duration of unemployment in Spain. To do so, a longitudinal data set containing information on unemployment recipients during the period 1987-93 is used. Hazard rates and survival profiles are constructed for the cohorts of unemployed workers entering the benefit system at different points in time, and a logit model of the probability of leaving the system before exhausting entitlement period is presented. The results do not support the view that the unemployed tend to intensify their job search when benefits are near exhaustion.  相似文献

We provide a nonparametric characterization of a general collective model for household consumption, which includes externalities and public consumption. Next, we establish testable necessary and sufficient conditions for data consistency with collective rationality that only include observed price and quantity information. These conditions have a similar structure as the generalized axiom of revealed preference for the unitary model, which is convenient from a testing point of view. In addition, we derive the minimum number of goods and observations that enable the rejection of collectively rational household behavior.  相似文献

Abstract. It is a stated aim to improve physician services in underserved sectors and areas. Increased wages is one instrument for boosting the hours provided by the personnel to the prioritized sub‐markets. This study applies an econometric framework that allows for non‐convex budget sets, non‐linear labour supply curves and imperfect markets with institutional constraints. The labour supply decision is viewed as a choice from a set of discrete alternatives (job packages) in a structural labour supply model estimated on Norwegian micro data. An out‐of‐sample prediction is also presented and evaluated by means of a natural experiment.  相似文献
